OTTERPOOL GARDEN TOWN UPDATES
A sudden torrent of information, news, interviews with the Leader of the Council David Monk and the awaited document entitled “A Charter for Otterpool” has hit our screens and website. Shepway District Council have also responded to Lympne Parish Council’s review on the Stage One feasibility report and Shepway have published the results of the stage two Public Consultation results. As you can imagine there is too much to fit into our news letter so below is a bite size update on what has been happening and where to go for further information. THE 4TH OCTOBER SAW AN INTERVIEW take place in the KM Express Newspaper with Cllr David Monk was quoted as saying “The trouble with the people in the villag-es who don't want Otterpool Park is that they are selfish” and later “The area there is just fields, it's just farmland. They have the green space and don't want to share it with others”. As you can imagine Lympne Parish Council have taken a dismal view of these comments and have replied to him personally and also to the press. This letter can be viewed at www.lympne.net via the Otterpool Garden Town Information link. Lympne Council have made it clear that these “just fields” are jobs and a way of life for people. Lympne Council finish their letter to Mr Monk saying “The lack of respect does little to improve relations between the people employed to engage with our community and those residents who live and work here. A DRAFT “A CHARTER FOR OTTERPOOL” has been published by Shepway District Council, which outlines their aspirations for the new town. It covers housing type, sustainability, health and wellbeing amongst other things. As this is a draft charter comments were requested to be submitted by the 17th October. Lympne Parish Councillors have worked their way through this document and have submitted responses, covering topics such as infrastructure, local amenities including healthcare, water provision and employment. These comments can be found on the SDC website and also at www.lympne.net. After the PUBLICATION OF THE STAGE 1 FEASABILITY REPORT published by Shepway District Council and Partners earlier this year, Lympne Parish Council went through the document with a fine tooth comb and responded with over 50 questions of the planners.The response to the Councils document finally arrived at the Council Office this month (October) in the form of a 15 page letter.This report with the original Council document can also be be viewed on the website. In June this year Kevin Murray Associates (working for SDC) CARRIED OUT A COMMUNITY ENGAGEMENT EXERCISE in and around Lympne gathering information and views about the proposed Garden Town. The Stage 2 Community Engagement Report and Appendix, which detail the feedback gathered during the community sessions held in June 2017, are now available. There is also a link to the landowner’s responses. You can read the full report by looking at the following website www.otterpool park. For those of you who do not have access to the internet you are quite within your rights to write to or contact any of the organisations mentioned above for copies of anything that is in the public domain. The Parish Council can supply information they have generated but will not have the funds to provide copies of documents from other organisations.This development, if it is finally agreed, will have a huge impact on our area and it is important to keep up to date at every stage. Your Parish Council will continue to act in the best interests of our residents and the part you can play is making your feelings known for and against the proposal via the Shepway District Council website or directly to Lympne Parish Council at [email protected]

VILLAGE HALL EXTENSION CONSULTATION At the last Parish Council meeting on the 4th October the results of the Consultation were published. The Consultation ran from the 1st September to the 30th. Lympne Parish Council needed the opinions of residents in order for them to make an informed decision regarding a proposal from the Village Hall Committee. The proposal was for Lympne Parish Council to obtain a loan from the Public Works Loan Board for £150,000 to add to the funds already raised by the Village Hall Committee to complete the Village Hall Extension. In order to repay the loan the precept would need to be increased and the impact of this for a Band D home would be £1.03 a month (Band A would be 79p and Band H would be £2.06) based on the interest rates at the time of opening the consultation. The loan would be paid back over 25 years and the interest rate would be fixed. The results are shown below.
There was one spoiled paper as the person submitting the reply had cut the number from the top of the form and therefore was not counted.There were 3 additional votes from outside of the Parish- these were therefore not counted. Members of the Council will make the final decision at the next meeting of the Parish Council to be held on the 1st November at 7pm in the Committee Room at Lympne Village Hall.The replies for and against are very close, as you can see, and the Council have therefore arranged for a further consultation evening where residents are invited to attend and speak directly with members of the Council, the Parish Clerk and members of The Village Hall Committee.The members of Lympne Parish Council are aware of how this decision could affect residents in the area with the increase in Council Tax. They are also aware that improving the facilities at the village hall could over time improve the quality of life for residents by increasing services that could be made available and thereby encourage community cohesion especially with the advent of development in the area over the coming years. At the time of writing a drop in evening for people to discuss this proposal has been arranged and advertised for the 18th October. LYMPNE BROADBAND SURVEY 2017 Lympnesters love their broadband
The response to the Lympne broadband survey 2017 was too
small to draw more than simple conclusions and, unfortunately, the
lack of response will not encourage other suppliers – such as
Virgin – to bring their fibre network to the village. Without
identifying any individual Lympne residents, some of the results of
the survey have been fed back to the Department for Digital,
Culture Media & Sport (DCMS), which is running a
consultation on what is called the “Universal Service
Obligation” (USO). The government has announced a £1.1
billion package of measures to support the market delivery
and, if adopted, the USO would help to fund digital networks
underpinned by full fibre. BT has offered an alternative
proposal – for the delivery of universal broadband of at
least 10Mbps to premises across the UK – which the DCMS
says it is “carefully considering, as it has the potential to deliver
better connections to people more quickly than under a regulatory
route.” DCMS will work with BT to develop this proposal over
the coming months and, if accepted, it would mean that BT/
Openreach will continue to install and maintain the wired
broadband connections in Lympne. Acceptance of either
proposal means that, eventually, all homes in the parish will
have access to a minimum speed of 10Mbps. Residents that
did reply to the survey were mainly Call Flow customers (70%
of total), who are all happy with the broadband service they
receive. At around 30Mbps, Lympne residents with Call Flow
can access one of the fastest broadband networks in Kent.
The only vFast customer to reply is also a happy user,
although one potential vFast customer discovered that
“…a neighbour’s roof blocks the signal!” One resident takes
advantage of the high connection speed of 26Mbps from a
4G EE mobile browser, although this wireless service “falls
back to 3G or drops out completely at crucial moments”. The
average speed for Call Flow broadband customers in Lympne
is 27Mbps, compared with less than 1Mbps for the broad-
band customers who are with BT, Tesco, Sky and other major
suppliers. Some local people said they were paying for – or
expected – as much as 20Mbps from their provider, when in
fact the connection was well under 2Mbps. One unlucky BT
customer reported a 0.6Mbps connection – scarcely enough
to use for online shopping, let alone home entertainment or
social media. Despite the big differences in connection speed,
only that user and one Sky customer reported that they are
“unhappy” with their provider. Among the comments, the
Call Flow help desk received praise, although one user complained that
the company “would not let them use their own router”
Lympne Parish Council has checked with Call Flow, which
says it configures its own routers to ensure consistent
performance.

COUNTRY MATTERS– WITH MICHAEL OWEN- I had a chap come round who who surprised to learn a cow had a calf every year so I thought I'd detail a milking cows life from day one. A calf is hopefully born with head and front legs forward. 90% of calves are. If a calf is born backwards but with legs presented, then the cow will need help. If breach and no legs showing then there will be trouble. Some will need the vet to perform a caesarean. This happens approximately once every two years. The calf stays with the mother for four days to have its colostrum. This is most important. The calf then has milk of milk powder for eight weeks. The calf is weaned when eating at least two Kg's per day of calf cake plus hay or silage. The calf will grow for 15 months and becomes a fertile heifer. If grown well she will be served to calve at two years old. After calving, a cow should be served by artificial insemination within ten weeks to calve once a year. Not all hold to the first service and will need more services. After 3 goes, the cow will be put to a beef bull. It would be nice for a cow to have ten lactations, but not all achieve that. The best cows will produce 100 tonnes of milk in their lifetimes.
VILLAGE POLITICS:Otterpool Farm was bought by SDC and should be developed first. Keep the villages separate. Our land separates Lympne from Newingreen and there has been a farm here for over 2000 years before Roman times as Saxon works have been discovered. The chairman of SDC says "Its just farmland". JUST FARMLAND! Its grade 1 and 2 and is needed to feed our increasing population. People are not selfish if they air their views politely. There will be approximately 40,000 more people and 24,000 cars plus services. Elected people must respect the concerns of the electors.

Studying History and Archaeology in Lympne (SHAL) The creativity and skill of the Romans in the construction of their buildings and other structures was the theme of the October talk to SHAL members by Ges Moody of the Trust for Thanet Archaeology. He said that the Romans inherited the classical style of high stone buildings and settlements from the Greeks. As these styles were developed, taller places of worship were built, with a round apse at the east end containing the altar, based on the Romans’ basilica at Trier in Germany. Towns and military settlements were designed on a grid system, which enabled the Romans to construct these sites quickly based on standard layouts. The public buildings in particular, such as temples/basilica, baths and monuments, were of strong stone construction, many supported on large and deep concrete bases, such as the column at Richborough. He described two main achievements of the Romans, the first being the development of concrete, from lime mortar which has not only enabled many structures to survive for hundreds of years but revealed that the Romans had a level of sophistication in constructing buildings, not matched until the early 1700s. The second achievement lay in their expertise as water engineers. They located water from springs or other sources on higher ground to supply towns or settlements, or transported water by means of aqueducts, often elaborately constructed.They also focused their resources on constructing effective drainage systems, such as those at York, which were the forerunners of our sewer systems. Ges concluded that the buildings and structures which survive are a testament to their advanced thinking and construction and engineering expertise. Our next meeting, on Tuesday 14 November at 7.30pm , in St. Stephen’s Church, will be an engaging look at our current knowledge of the History and Archaeology in Lympne through a series of displays and a quiz. LYMPNE FELLOWSHIP Last month's meeting was our AGM which was very well attended. Our Chairman, Beth Lewsey, an-nounced that the club had had another successful year.Membership had increased.The programme had been very varied, ranging from a treasure hunt in the summer, talks on travel, theatre and restaurant vis-its. All were greatly enjoyed by our members and the organising committee were thanked for their efforts.The treasurer said the finances were in a healthy state, with more than enough money to pay for speakers. Subs for the year will remain at £15. A most enjoyable cheese and wine buffet brought the evening to a close.

Lympne Airfield History Society-Our next meeting on November 7th welcomes former Halifax and Lancaster pilot Henry Shackleton who will present his fascinating talk entitled Henry’s War.His early Air
Force career was taken up with learning to fly and instructing others to fly in Canada. Henry returned to England and went on ‘ops’ over Axis territory.He went on to join a Pathfinder squadron.Finally shot down over Berlin, one of two survivors, Henry wound up in Stalag Luft 111 as The Great Escape was about to happen. Henry played his part in helping the break out, with the preparations for those escaping, depositing soil from his trouser legs.I recently went to meet Henry at his Elham home to hear about his talk, and was so impressed with this very interesting and good humoured character. Henry is a fit as man thirty years younger.For those attending on the night you are in for a treat.In January David Goldsmith will make a presentation on Silver City Airways. NOVEMBER is the last month of autumn and the likely arrival of Jack Frost. The good news is
that he will kill lots of slugs and break down any roughly dug soil. The bad news is that he will kill any tender plants and could damage grass if you walk on it. So take those tender plants indoors or place next to a sheltered wall, or wrap them in fleece. Dahlias can be cut to the ground and covered in straw and soil if not dug up and brought in. Tulips and bare rooted trees, hedges and shrubs can be planted now.It is very important to rake the leaves off the lawn other wise they will kill the grass below. It’s best to stack the leaves on their own rather than add to the compost heap as they are slower to rot down and make the most amazing leaf mould. French wood pigeons arrive this month so cover those brassicas, but leave all berry bearing shrubs unpruned for the arrival of fieldfares and redwings as well as our resident blackbirds and thrushes.Cut back untidy perennials and split if necessary, but leave any that provide winter interest along with the ornamental grasses.
