    Turpin High School, which is not on the National Register of Historic Buildings, and originally constructed in 1976, is a 4 story, 204,195 square foot brick school building located a suburban residential setting. The facility was originally designed as an Open Concept plan but has been converted to a conventionally partitioned design, and does not utilizemodular buildings. The structure of the 1976 Original Construction contains brick veneer on a non-load bearing masonry wall system with a reinforced concrete interior structurasystem type exterior wall construction. The structure of the 1999 and 2001 Additions contains brick veneer on load bearing masonry wall type exterior wall construction. The

    overall facility has concrete masonry units, brick, glazed block, concrete, metal stud framed partitions with gypsum board, wood stud framed partitions with wood paneling andgypsum board and operable partition type wall construction in the interior. The base floor system of the overall facility is a concrete slab on grade type construction. The floorsystem of the intermediate floors of the 1976 Original Construction consists of precast hollow core concrete panels with concrete topping on a cast-in-place concrete column andbeam frame type construction. The floor system of the intermediate floors of the 1999 and 2001 Additions consists of metal form deck on steel joist with concrete topping typeconstruction. The roof structure of the 1976 Original Construction is a combination of precast hollow core concrete panels and metal form deck on steel joist type construction. Troof structure of the Gymnasium Mezzanines is steel deck on sloping steel joist type construction. The roof structure of the Gymnasium is steel deck on steel flat truss typeconstruction. The roof structure over the 1999 Auditorium Fixed Seating Area is vinyl faced batt insulation with purlins on steel sloping flat truss type construction. The roofstructure of the 1999 and 2001 Additions is metal form deck on steel joist type construction. The roofing system over the 1976 Original Construction is a combination of a standinseam metal roof system that was installed in 1976, a fully adhered EPDM membrane system over the Gymnasium and Athletic Entrance that was installed in 1992, a granularasphalt rolled roofing system that was installed in 1998, a modified asphalt built-up system with gravel wear coat that was installed in 1999, and a fully adhered EPDM membransystem over the Music and Technology Area C that was installed in 2013. The roofing system over the 1999 Addition is a combination of a standing seam metal roof system thatwas installed in 1999, and a fully adhered EPDM membrane system that was installed in 1999. The roofing system over the 2001 Addition is a modified asphalt built-up systemwith gravel wear coat that was installed in 2001. The ventilation system of the building is not adequate to meet the needs of the users. The Classrooms are undersized in terms othe current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of 8,215 SF Gymnasium, 8,241 SF Natatorium, and separateStudent Dining. The electrical system for the facility is generally adequate, but will not meet the needs of future system upgrades. The facility is equipped with a non-compliantsecurity system. The building has a compliant manual and automatic fire alarm system. The 1976 Original Construction and 2001 Addition are not equipped with an automated fsuppression system. The 1999 Addition is equipped with a compliant automated fire suppression system. The 1976 Original Construction contains asbestos. The overall buildingis not compliant with ADA accessibility requirements, except for the 1999 and 2001 Additions, which are mostly compliant.

    The school is located on a 25.0 acre site shared with Mercer Elementary School adjacent to residential properties. The property, play areas, and athletic facilities are partiallyfenced for security. Access onto the site is unrestricted. Site circulation is fair for vehicular traffic and poor for pedestrian access. There is not dedicated space for school buses tload and unload on the site, and is not separated from vehicular traffic. Parking for staff, visitors and community events is inadequate. This High School was originally designed an Open Concept plan but was converted to a conventionally partitioned design in the 1980s.

    Facility Assessment

    A. Heating System

    Description: The existing system for the 1976 Original Construction is an electric fired heated water boiler type system, installed in 1976, and is in faircondition. The system in 1976 Natatorium is an extension of that found in the 1976 Original Construction. The existing system for the 1999Addition is an electric fired heated water boiler type system, installed in 1999, and is in fair condition. The system in 1999 Auditorium FixedSeating Area is an extension of that found in the 1999 Addition. The existing system for the 2001 Addition is a natural gas fired heated waterboiler type system, installed in 2001, and is in good to fair condition. The heating and chilled water system in the overall facility is a 4-pipe systemwith a capacity for simultaneous heating and cooling operation, which is compliant with the OSDM requirements for basic system type. The 1976Original Construction is equipped with four (4) heated water boilers, manufactured by Peerless, which were installed in 1976 and are in faircondition. Heating water is distributed to terminal units consisting of air handlers. The terminal equipment was installed in 1976 with incrementalupgrades and is in fair condition. The 1999 Addition is equipped with two (2) heated water boilers, manufactured by Weil-McLain, which wereinstalled in 1999 and are in fair condition. Heating water is distributed to terminal units consisting of air handlers. The terminal equipment wasinstalled in 1999 and is in fair condition. The 2001 Addition is equipped with one (1) heated water boiler, manufactured by Ray-Pack, which wasinstalled in 2001 and are in good to fair condition. Heating water is distributed to terminal units consisting of air handlers. The terminal equipmentwas installed in 2001 and is in good to fair condition. The system does not appear to comply with the 15 CFM per person fresh air requirements ofthe Ohio Building Code mechanical code and Ohio School Design Manual. The DDC/digital type system temperature controls are original to eachaddition with recent upgrades and are in good to fair condition. The system does not however feature individual temperature controls in all spacesrequired by the OSDM. The overall system does not feature any central energy recovery systems. The facility is not equipped with louveredinterior doors to facilitate Corridor utilization as return air plenums. The existing system is ducted, but the ductwork cannot be integrated into apossible future system due to arrangement, air volume, and routing of existing ductwork. Floor to structural deck heights in the 1976 OriginalConstruction will not accommodate the installation of properly sized ductwork for a future Ohio School Design Manual approved system. Theoverall heating system is evaluated as being in safe but inefficient working order, and long term life expectancy of the existing system is notanticipated. The majority of the overall facility, except for the 1976 Original Construction Gymnasium and Locker Rooms and 1976 Natatorium, isequipped with central air conditioning. The site does not contain underground fuel tanks.

    Recommendations: Provide new overall heating, ventilating, and air conditioning system to achieve compliance with Ohio Building Code and Ohio School DesignManual standards.     Description: The roof over the 1976 Original Construction is a combination of a standing seam metal roof system that was installed in 1976, and is in good tofair condition, a fully adhered EPDM membrane system over the Gymnasium and Athletic Entrance that was installed in 1992, and is in goodcondition, a granular asphalt rolled roofing system that was installed in 1998, and is in fair condition, a modified asphalt built-up system withgravel wear coat that was installed in 1999, and is in fair to poor condition, and a fully adhered EPDM Carlisle membrane system over the Musicand Technology Area C that was installed in 2013, and is in good condition. The roof over the 1999 Addition is a combination of a standing seammetal roof system that was installed in 1999, and is in poor condition, and a fully adhered EPDM Carlisle membrane system that was installed in1999, and is in good condition. The roof over the 2001 Addition is a modified asphalt built-up system with gravel wear coat that was installed in2001, and is in good condition. There are District reports of current leaking in the south side of the Gymnasium Mezzanine in the 1976 OriginalConstruction due to flashing issues around the exhaust fan. Signs of past leaking were observed during the physical assessment. Access to theroof of the 1976 Original Construction was gained by a roof access door and various exterior access ladders that are in good condition. Access tothe roof of the 1999 Addition was gained by two access hatches and access ladders that are in good condition. Access to the roof of the 2001Addition was gained by roof access door that is in good condition. Fall safety protection cage is required at the Stage of the 1999 Addition, hasbeen provided, and is compliant, in good condition. There were no observations of standing water on the roof. Metal cap flashings and copingsare in fair condition. Roof storm drainage is addressed through a system of gutters and downspouts, roof drains, and through-wall scuppers,which are properly located, and in good condition except where downspouts are no longer connected to gutters. The roof of the 1976 OriginalConstruction is not equipped with overflow roof drains, though they are needed next to the stair tower where there is a raised parapet in themiddle of the roof area. The roof of the 1999 Addition is not equipped with overflow roof drains, though they are needed over the AuditoriumEntrance Lobby. The roof of the 2001 Addition is equipped with overflow roof drains, in sufficient quantity and in good condition. On the 1999Addition, the existing sealer was not compatible with the original paint surface, causing it to delaminate from the surface of the standing seammetal roof system. Additional study will need to be done prior to repainting the standing seam metal roof system. Problems requiring attentionwere encountered with roof penetrations over the south side of the Gymnasium Mezzanine in the 1976 Original Construction. There are not anycovered walkways attached to this structure.

    Rating: 2 Needs Repair

    Recommendations: The modified asphalt built-up system with gravel wear coat, a fully adhered EPDM membrane system over the Gymnasium and Athletic Entranceand granular asphalt rolled roofing system over the 1976 Original Construction, as well as the fully adhered EPDM membrane roof system overthe 1999 Addition require replacement to meet Ohio School Design Manual guidelines for age of system and due to condition.     C. Ventilation / Air Conditioning

    Description: The majority of the overall facility, except for the 1976 Original Construction Gymnasium, Locker Rooms and the 1976 Natatorium, is equippedwith an electric fired chilled water type central air conditioning system, original to each addition with incremental upgrades as late as 2002, and isin fair. The majority of the facility is supplied AC via a Marley cooling tower with Carrier chillers, which provide cooling air via air handlers. Theoverall facility is also supplied by a roof top condensing unit and deck mounted chiller, which provides cooling air via air handlers. Several otherareas, including the Student Dining, are equipped with roof top and deck mounted ducted packaged HVAC units, which provide cooling air tothose areas. The terminal equipment is original to each addition with incremental upgrades and is in fair condition. A window unit is provided in anOffice location of the 1976 Original Construction. An isolated room system consisting of a pad mounted ducted packaged HVAC unit is providedin the 2001 Addition. The ventilation system in the overall facility consists of air handlers, original to each addition and in fair condition, providingfresh air to Classrooms, and to other miscellaneous spaces such as Gymnasium, Student Dining, and Media Center. Relief air venting is providedby air handlers and central relief fans. The ventilation system does not appear to meet the Ohio Building Code 15 CFM per occupant fresh airrequirement. The overall system is not compliant with Ohio Building Code and Ohio School Design Manual requirements. Dust collection systemsare not required in this facility. The Art program is equipped with three (3) kilns, and existing kiln ventilation systems are inadequate, and in faircondition. General building exhaust systems for Restrooms, Storage Rooms, Art Rooms, and Custodial Closets appear to be adequately placed,but in fair condition.

    D. Electrical Systems

    Description: There are two (2) electrical systems provided to the 1976 Original Construction. Each is a 480 volts, 800 amp, 3 phase and 4 wire systeminstalled in 1976, and is in fair condition. The systems in the 1976 Natatorium and 2001 Addition are an extension of that found in the 1976Original Construction. The electrical system provided to the 1999 Addition is a 480 volts, 800 amp, 3 phase, 4 wire system installed in 1999, andis in good to fair condition. The system in the 1999 Auditorium Fixed Seating Area is an extension of that found in the 1999 Addition. Power isprovided to the school by multiple utility owned, pad-mounted transformers located throughout the exterior of facility, and in good to fair condition.The panel systems, original to each addition with incremental upgrades, are in good to fair condition, but cannot be expanded to add additionalcapacity. The Classrooms are not equipped with adequate electrical outlets. The typical Classroom contains three (3) general purpose outlets,zero (0) dedicated outlets for each Classroom computer, and one (1) dedicated outlet for each Classroom television. Some Classrooms areequipped with as many as five (5) general purpose outlets, while others are equipped with as few as two (2) general purpose outlets. There arenot any spaces that have no electrical outlets. The Corridors are equipped with adequate electrical outlets for servicing. Adequate GFI protectedexterior outlets are provided around the perimeter of the building. Only the 1976 Original Construction and 2001 Addition are equipped with anemergency generator. The unit is a compliant Kohler natural gas emergency generator, in good condition, however the unit is undersized toprovide additional generation for the remainder of the overall facility. Adequate lightning protection safeguards are not provided. Stage lightingpower system including control panel, breakers, and dimmers is inadequately provided, in fair condition and does not meet OSDM requirements.The electrical systems in the 1976 Original Construction and 1976 Natatorium does not meet Ohio School Design Manual requirements insupporting the current needs of the school, and will be inadequate to meet the facilitys future needs. The electrical systems in the remainder ofthe overall facility does not fully meet Ohio School Design Manual requirements in supporting the current needs of the school, and will be partiallyinadequate to meet the facilitys future needs.

    Recommendations: Provide complete replacement of the electrical systems in the 1976 Original Construction and 1976 Natatorium due to age, condition, lack ofsome OSDM-required features, and to accommodate the replacement of the air conditioning system. Provide partial replacement of the electricalsystems in the remainder of the overall facility due to age, condition, lack of some OSDM-required features, and to accommodate thereplacement of the air conditioning system.     E. Plumbing and Fixtures

    Description: The 4 service entrance is equipped with a 4 reduced pressure back flow preventer in good condition. A water treatment system is provided andis in good condition, though none is needed. The domestic water supply piping in the overall facility is copper, is original to each addition, and isin good condition. The waste piping in the 1976 Original Construction and 1999 Addition is cast iron and PVC, is original to each addition, and isin good condition. The waste piping in the 2001 Addition is PVC, was installed in 2001, and is in good condition. The 1976 Original Constructionand 1999 Addition are equipped with two 119 gallon electric water heaters in good condition. The 2001 Addition is equipped with 1 AO Smith gaswater heaters in good condition, with 1 separate AO Smith 500 gallon storage tank in good condition. The Natatorium pool is heated by oneRheem Raypak electric booster heater. The school contains 8 Large Group Restrooms for boys, 8 Large Group Restrooms for girls, 3 LockerRoom Restrooms for boys, 2 Locker Room Restrooms for girls, 2 Restrooms associated with specialty Classrooms, and 6 Restrooms for staff.Boys Large Group Restrooms contain 7 ADA and 9 non-ADA wall mounted flush valve toilets, 2 ADA and 18 non-ADA wall mounted flush valveurinals, as well as 1 ADA and 18 non-ADA wall mounted lavatories. Girls Large Group Restrooms contain 9 ADA and 18 non-ADA wall mountedflush valve toilets, as well as 1 ADA and 21 non-ADA wall mounted lavatories. The 3 Boys Locker Room Restrooms contain 2 ADA and 3non-ADA wall mounted flush valve toilets, 1 ADA and 4 non-ADA wall mounted flush valve urinals, 2 ADA and 5 non-ADA wall mountedlavatories, as well as 2 ADA and 30 non-ADA showers. The 2 Girls Locker Room Restrooms contain 1 ADA and 5 non-ADA wall mounted flushvalve toilets, no ADA and 9 non-ADA wall mounted lavatories, as well as no ADA and 31 non-ADA showers. Staff Restrooms contain no ADA and9 non-ADA wall and floor mounted flush valve toilets, no ADA and 2 non-ADA wall mounted urinals, as well as no ADA and 9 non-ADA wallmounted lavatories. Condition of fixtures is good. The facility is equipped with no ADA and 2 non-ADA drinking fountains, in good condition, aswell as 4 ADA and 13 non-ADA electric water coolers, in fair condition. High School Special Education Classrooms are not equipped with sinkmounted type drinking fountains. Special Education Classrooms are not equipped with the required Restroom facilities. Kitchen is equipped withthe required Restroom, and fixtures are in good condition. Heath Clinic is equipped with the required Restroom, and fixtures are in goodcondition. Due to existing grade configuration, Kindergarten / Pre-K Classroom Restroom considerations are not relevant. Kitchen fixtures consistof 4 single compartment sinks, 2 double compartment sinks, 1 triple compartment sink, 1 dishwasher, 2 disposals, and 2 hand sinks, which are ingood condition. The Kitchen is equipped with a satisfactory grease interceptor. The Kitchen is provided the required 140 degree hot water supplyvia a booster type water heater, which is in good condition. Concessions fixtures consist of 2 single compartment sinks. The school meets theOBC requirements for fixtures. Relative to LEED requirements, the school is not equipped with low flow type fixtures. Per OBC and OSDMrequirements this facility should be equipped with 20 toilets, 12 urinals, 26 lavatories, 4 Classroom sink mounted drinking fountains, and 14electric water coolers. Observations revealed that the school is currently equipped with 70 toilets, 29 urinals, 76 lavatories, no Classroom sinkmounted drinking fountains, and 17 electric water coolers. ADA requirements are not met for fixtures and drinking fountains (see Item O).

    Custodial Closets are properly located and are adequately provided with required service sinks or floor drain sinks, which are in good to faircondition. Science Classrooms / Project Laboratories are equipped with required utility sink, gas connections, and safety shower / eyewash ingood condition. Science Classrooms / Project Laboratories are not equipped with required compressed air connections. Biology and ChemistryClassrooms are equipped with PVDF acid waste systems and 1 neutralization tank, which is in good condition. Adequate exterior wall hydrantsare provided.

    Rating: 2 Needs Repair

    Recommendations: To facilitate the schools compliance with OBC and OSFC fixture requirements, provide 2 new lavatories and 4 lavatory mounted type drinkingfountains for High School Special Education Classrooms. Due to age, condition, LEED, and OSFC requirements, provide 13 new electric watercoolers and 199 new low flow flush valves and faucets.     Description: The 1976 Original Construction has a brick veneer on a non-load bearing masonry wall system with a reinforced concrete interior structuralsystem which displayed locations of deterioration, and is in fair to poor condition. The exterior masonry appears to have inappropriately spacedand inadequately caulked control joints in fair to poor condition. A limited number of control joints are provided at wall offsets and structuralcolumn locations and are in fair to poor condition. Architectural exterior accent materials consist of plaster soffits and metal fascia panels, which are in fair condition.Installation of new HVAC systems will result in removal of any existing unit ventilators, necessitating the exterior masonry infill of associatedexterior wall voids. Interior walls are concrete masonry units, brick, glazed block, concrete, metal stud framed partitions with gypsum board, woodstud framed partitions with wood paneling and gypsum board and operable partition walls and are in good to fair condition. Interior masonryappears to have adequately spaced and caulked control joints in good condition. Interior soffits in the 1976 Original Construction are of gypsumboard and wood paneling type construction, and in fair condition. The window sills are brick and painted break metal placed over brick sills thathad past leaking issues. Brick sills are in fair condition. Metal sills are in good to fair condition. The exterior lintels are a combination of galvanizedsteel and painted steel. Galvanized steel lintels are in good condition. Painted steel lintels are rusting and in fair condition. There are nochimneys. The facility does not contain entry canopies. Exterior soffits are of plaster type construction, and in fair to poor condition. The schoolcontains two loading docks. The 1976 Original Construction is provided with an uncovered concrete conventional loading dock to facilitate thereceipt of product, supplies, and foodstuffs. The dock is 256 square feet in size. The dock itself is in good condition, and is equipped with bumperpads in good condition. The loading dock is not code compliant due to lack of required safety railings. The 1999 Addition contains an uncoveredloading dock for access to the stage area. The dock is 200 square feet in size. The dock is in good condition, and is equipped with bumper padsin good condition and a removable code compliant railing in good to fair condition. The elevated concrete walkway to 1976 Original Constructionentry shows signs of deterioration due to lack of control joints. The District reports a structural issue in a room off the Media Center where floor

    slab is separating from the exterior wall. A 1 to 2 inch gap was observed. The elevated concrete walkway at the 1976 Original ConstructionGymnasium shows signs of concrete deterioration and is equipped with a metal railing that is not compliant with current Ohio Building Codes. Therecessed entry level to the 2001 Addition is missing a code compliant railing at the top of the concrete retaining wall.

The required 6 overhangon all three exposed sides of the cooking equipment is provided by the hood. Kitchen hood exhaust ductwork is of proper construction andmaterial and installed as required by the OSDM and OBCMC. Walk-in cooler and freezers are located within the Kitchen spaces, and are in fair

An automatic visitor control system is provided. 24 compliant color CCTV interior cameras and 7compliant color CCTV exterior cameras are provided at main entry areas, parking lots, central gathering areas, and main Corridors. CCTV ismonitored in Administrative Area with the use of 2 LCD monitors and 2 Speco Technologies computer based hard disk recording device andmultiplexer, which are in good condition.     Description: At the site, there is an accessible route provided from the public right-of-way, the accessible parking areas, and from the passenger unloadingzone to the main entrance of the school. There is not an accessible route connecting all or most areas of the site due to steep topography. Theexterior entrances are ADA accessible. Access from the parking / drop-off area to the building entries is not compromised by steps or steepramps. Adequate handicap parking is not provided. Exterior doors are equipped with ADA hardware. Building entrances should be equipped with3 ADA power assist doors located at the Main Entrance, Auditorium, and Gymnasium, and none are provided. No playground issues wereconsidered due to existing grade configuration. On the interior of the building, space allowances and reach ranges are mostly compliant. There isan accessible route through the building which does not include protruding objects. Ground and f loor surfaces are compliant. Ramps and stairs inthe 1976 Original Construction do not meet all ADA requirements, and are insufficient due to non-compliant handrails. Stairs in the 1999 and2001 Additions do meet all ADA requirements. Elevation changes within the 1976 Original Construction are facilitated by 5 non-compliant stairtowers in good condition, 10 non-compliant steps in good condition, and 7 non-compliant ramps in good condition. Elevation changes within the1999 Addition are facilitated by 1 compliant stair tower in good condition, 5 compliant steps in good condition, and 2 compliant ramps in goodcondition. Elevation changes within the 2001 Addition are facilitated by 2 compliant stair towers in good condition. This multistory building has 3compliant elevators that access every floor and are in good condition. Access to the Auditorium Stage is facilitated by a Corridor at Stage levelthat is adjacent to an elevator, which is in good condition. Interior Classroom doors are recessed, are mostly provided adequate clearances, andare not provided with ADA-compliant hardware. In the overall facility, 35 ADA-compliant toilets are required, and 24 are currently provided. 35ADA-compliant Restroom lavatories are required, and 11 are currently provided. 8 ADA-compliant Science Classroom lab sinks are required, andnone are currently provided. 3 ADA-compliant Art Classroom lab sinks are required, and 1 is currently provided. 1 ADA-compliant Life SciencesClassroom lab sink is required, and none are currently provided. 13 ADA-compliant urinals are required, and 5 are currently provided. 7ADA-compliant showers are required, and 2 are currently provided. 7 ADA-compliant electric water coolers are required, and 4 are currentlyprovided. Toilet partitions are CMU, metal, plastic, and plastic laminate, and do not provide appropriate ADA clearances. ADA-compliantaccessories are not adequately provided and mounted. Mirrors do not meet ADA requirements for mounting heights. Science Classrooms are notcompliant with ADA requirements due to non-compliant ADA lab sinks and base cabinets. Art Classrooms are not compliant with ADArequirements due to non-compliant ADA sinks and base cabinets. Health Clinic Restroom is not compliant with ADA requirements due to lack ofADA-compliant accessories and appropriate ADA clearances. Special Education Restrooms are not provided. ADA signage is not provided on theinterior of the 1976 Original Construction and 2001 Addition.
