D" ; however, these w e l l s w i l l be d r i l l e d w i th a d r i l l i n g u n i t , s i m i l a r t o the

"Ben Ocean Lancer" owned by Ben Odeco L imi ted . This r i g Is capable of d r i l l i n g

i n water depths o f 4000 ' . The r i g ' s s p e c i f i c a t i o n s , BOP and D ive r te r systems

a r e shown In Attachment A.

A l l of the geophysica l work prepara tory to I n i t i a t i o n of exp lo ra to ry opera­

Structure maps and cross-sections are Included in the f ive (5) confidential

copies of th is Plan as Attachment D. Depths shown on cross-sections and struc­

ture maps are sub-sea measurements.

(A) 011 Sp i l l Contingency Plan

Sohio Petroleum Company 1s a member of Clean Gulf Associates (CGA) and

would u t i l i z e that organization's equipment to clean up an o i l s p i l l .

The closest CGA bases are at Galveston, Texas Ci ty , Texas and Cameron,

Louisiana, respectively. Response times for CGA Fast Response Units from

these three (3) locations would be 15, 16 and 19 tours, respectively.

Manpower to operate the CGA's equipment would be provided by Peterson

Maritime Services, Inc. , whose personnel are trained for o i l s p i l l clean­

up operations. Sohlo's supervisory personnel would direct the clean-up

operations u n t i l successfully completed. Additional detai ls can be found

1n Sohlo's 1985 Oil Sp i l l Contingency Plan, which has been approved by

the Minerals Management Service.

Attachment E is a l i s t of the proposed d r i l l i n g mud components and addi-fca j

tives, including the common and chemical trade name of each additive.

(C) Gaseous Emissions

Exploratory d r i l l i n g operations wil l be conducted from the surface sites

described in section (iv) using the mobile dr i l l i n g unit described in

Section ( i i ) . Operations w i l l be of a maximum duration of five hundred

sixty five (565) days.

At the d r i l l site, gaseous emissions w i l l be generated by the rig en­

gines, the attendant work boat, stand-by boat, crew boat, and helicopter,

and the production testing of possible prospective reservoirs. Gaseous

emissions at the dock site in Sabine Pass, Texas, w i l l be generated by

the work boat, crew boat and helicopter. Onshore staging for this opera­

tion w i l l be from existing f a c i l i t i e s , so there w i l l be no significant

Increase In emissions for this activity. Projected emissions from this

activity have beer, calculated and are presented in the Projected Air

Emission Schedule as Attachment F.

(D) Coastal Zone Management (CZM) Consistency Certification

A Coastal Zone Management Consistency Certification for activities des­

cribed in this plan is not required.

The results and report of a shallow hazard survey conducted by John E. Chance and Associates for Standard Oil Production Company over tract 564 have been reviewed. We are in agreement with their findings and conclude that:

1. No obstructions are observed on the sea floor within 500' of the proposed location.

2. At least the upper 200' of sediment consist of strata that dip to the southwest.

3. Sediments at the sea floor consist of s i l t y clay.

4. No faults or high pressure gas accumulations are observed within the upper 1000' below mud lin e or within 500' of the proposed d r i l l s i t e .

I am wr i t ing to request a waiver of side-scan sonar and magnetometer requirements as stated in NTL-83-3 on our deep-water contiguous blocks. East Breaks 563, 564, 607. The water depths across these blocks are 2800-/1200 feet.

The problem with acquiring side-scan sonar and magnetometer data in very deep water is getting the sensor near the ocean f iocr . Although good results can be obtained with the towfish anywhere from 10 percent to 50 percent of the range scale above the seafloor. optimum results occur when the towfish is 10 percent of the range scale above the ocean f loor .

As with any towed submerged device, the depth of the sensor is a function of cable length and speed through the water. ^ n e r a l l y , a cable length-to-depch rat io of 3-4:1 can be expected at tow speeds adequate for successful gathering other high-resolution data required bv N'TL-83-'5. namely seismic and bathymetric data. Our hiph-resoiution contractor has proven electr ical cables of 16,000 feet in lengtn. This would indicate that acquir ing side-scan sonar data in depths of £000-5000 feet is possible under ideai conditions but only at great expense to the operator. I f ocean currents were very mi ld , a 4.000-foot towfish depth could be obtained with 16,000 feet of cable deployed. The line extensions to get f u l l side-scan sonar coverage immediately becomes three miles and boat turns absorb an enormous amount of time. We have to survey f ive blocks to get co -erage in one. If conditions exist that prevent one from getting required depth at conventional speeds, one must then run the survey twice: once at manageable speeds to acquire seismic and bathymetric data, and once at slower speeds to get side-scan sonar data.

Knowledge of the position of the towfish , i . e . , where is data being gathered, is another important question. Ultrashort baseline acoustic tools can be employed, but generally experience ranges no g r e a t e r than 10,000 feet, equalling a f isn depth of 2.500 feet maximum.
