Sewerage & Drainage department comprises three wings: a) Electromechanical wing named as Drainage Pumping Station. b) Civil wing named as Drainage, c) Mechanical wing named as Mechanical Sewer Cleansing,
Key activities of Sewerage & Drainage Department i) Draining of waste water from the City of Kolkata. ii) Operation & maintenance of different drainage Pumping Stations. iii) Cleaning & maintenance of sewers, open & covered drains iv) To remove water logging and cleaning choked sewers with the help of pumps & mechanical sewer cleansing machines. v) To accord sanction of premises house drainage plan and its connection to the city sewerage through Engineering Deptt. of different borough offices in case: (a) The building’s height is greater than 13.5 mtr. (b) The proposed house drainage connection is to
be effected in a sewer (dia. ≥ 600 mm. or brick sewer (c) It is for a housing estate (clusters of buildings irrespective of height).
(d) Plot area more than 500 sqm.

-: DRAINAGE PUMPING STATION :- -: Disclosure of organization details as mandated u/s 4 of RTI Act, 2005 :-
i)Particulars of the organization, functions and duties:- Drainage Pumping Stations are part of sewerage and Drainage Deptt. comprising of four major set-up with individual establishment and engineering wing along with technical staffs at BDPS, PBPS, DLPS and MDPS. Each set-up is controlled by one Executive Engineer from electromechanical wing as Head of the Department. Total no. Drainage Pumping Stations is 62 and 4 nos. S.T.P.
Functions of Drainage Pumping Stations are discharge of Sewage water both for dry weather flow and storm water flow, in case of rainy season, to relief the city from water logging condition.
Duties:- Operation, maintenance, supervision and monitoring of all Drainage Pumping Station as well as implementation of new projects for development and improvement of Drainage Pumping Stations. ii)Power and duties of its officers and employees:-
Controlling Officer/Chief Engineer:- One controlling officer for Sewerage & Drainage Deptt. comprising of the Deptts viz Sewerage & Drainage Section, Mechanical Sewer Cleansing Deptt. and Drainage Pumping Station. Responsibility:- a) Making strategies of long term objective. b) Management of Budget c) Determination of operation and maintenance d) Approval of long-term plan formulated by middle-management officers. e) Conduct training programs for officials and staffs under his control. Dy.Cheif Engineer:- For Drainage Pumping Stations Dy.Ch.Engineers are from Electromechanical wing functioning at the top of middle management level. Responsibility:- a) Formulation of long and medium term Plan. b) Assessment of Feasibility of O&M.
c) Budget execution through contract of outsourcing, procurement of materials etc.
d)Making decision regarding issues related with O&M, improvement/renovation works at different Drainage Pumping Station.
Ex. Engineer:- Ex.Engr.’s act as Head of the Department (HOD) for a no. of Drainage Pumping Stations. As a middle management official responsibilities of Ex.Engr.’s are as follows:-
Responsibility:- a)Consolidation of short term plan. b) Execution of general administrative affairs like personnel matter, salary, welfare of staffs by maintaining a structured office with trained staffs. c)Budget execution through contracts, execution of O&M contracts, procurement of materials.
d)Administration of fixed assets, maintenance and repair. e)O&M of pumping stations & STP.
Asstt. Engineer:- Overall/partial in-charge for one or more Drainage Pumping Stations on specific job responsibility allotted to him.
Responsibility:- a)Operational management of pumping stations. b)Initiation of tendering procedure. c)Supervision of contractual works. d)Maintenance of operation records and maintenance of Drainage & Literatures for different plants. Sub-Asstt. Engr.:- Working normally in operation level for different Drainage Pumping Stations/STP. Responsibility:- a)Operation of different plants by leading a group of workers. b)Ledger management. c)Maintenance of log-book. d)Initiation of tendering procedure for works related to maintenance of the plant under his jurisdiction.
Besides, a no. of working personnels with designations like sub-station-in-charge, chargehand, mechanic, Jr. Mechanic, Asstt. Mechanic, Pump Operator, PRA, Mazdoor are engaged with different responsibilities with respect to proper operation of the pumping stations.
iii)Procedure followed in dicision making process, including channels of supervision and accountability: As per hierchy of officers, dicision making process followed in the department. iv)The norms set by it for the discharge of its function: Norms regarding discharging of functions of officials set by KMC by issuing circular from time to time. v)The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions: Rules regulations laid in the KMC Act 1980 and other instructions are followed by Circulars or orders issued from time to time. vi)A statement of the categories of documents that are held by it or under its control: Log book is maintained, carrying the operational information of pumps. vii)The particulars of any agreement that exists for consultation with , or representation by the members of the public in relation to the formulation of its policy or implementation thereof: Not applicable. viii)A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for the public: Not applicable ix)A directory of its officers and employees:

-: DRAINAGE :-
4(b)(i) The particular of its organizations, functions, and duties : A : Civil Wing
Organization: Sewerage & Drainage Deptt. has three wings, a) Civil wing, b) Mechanical sewer
cleansing wing c) Drainage pumping station. It is headed by Chief Engineer, Sewerage & Drainage
designated by S.O.(S&D) and has other technical personnel like Dy. C.E., Executive Engineer, Assistant
Engineers, Sub-Assistant Engineers, Supervisor, Sarkars, labourers / Mazdoors. This office has
supportive officials like Administrative Officer, Supervisor, Head Assistant, U.D. Assistant, L. D.
Assistant, Record supplier and ‘D’ category supporting staff.
Function : Sewerage & Drainage Deptt. mainly do the desilting work from the sewer of diameter 600
mm. and above. It has manual gangs to lift drain silt from the sewer and besides this, it has sewer
cleansing infrastructure by mechanical appliances.
Duties : Responsibility of S.O.(S&D), Dy. Chief Engineer, Executive Engineer - These officers mainly
look after administration of the Department and accord sanction to the works taken up by the Department.
Responsibility of Assistant Engineer – These officers function as bridge in between Sub Assistant
Engineers & Executive Engineers. They guide the Sub-Assistant Engineers to do normal departmental
routine works and contractual works as well.
Responsibility of Sub Assistant Engineer – Sewerage & Drainage Deptt. has departmental work
executed by KMC labourers / Mazdoors. The Labourers / Mazdoors report to Sub Assistant Engineer and
under guideline and instruction of Sub Assistant Engineer, Labourers do the desilting job from non-man
entry and man entry brick sewers.
Establishment Section:
The head of the Deptt. is Executive Engineer, supported by the officials like Administrative Officer,
Supervisor, Head Assistants and others. They normally deal with establishment work.
(ii) The powers and duties of its officers and employees:
• This is Technical Department supported by the General Staff, the normal duty is from 10-30 a.m.
to 5-00 p.m., in Saturday the office dissolves at 2-30 p.m.
• General Staff report office at 10-30 a.m. and do the establishments job only upto 5-00 p.m., the
Saturday has exception, General Staff leave office at 2-30 p.m.
• Normal duty of the Sub-Asstt. Engineer (Civil) are 10-30 a.m. to 5-00 p.m., but Saturday has
exception. As this deptt. is Labour oriented department look after the sewer of 600 mm. and
above to maintain the drainage flow normal. S.A.Es take attendance of the labourer, those get
into Manhole of sewer and take out drains silt. This department has machinery to take out the
drain silt and remove chockage of the drains / Sewers and clean Gullypit as well. While
machines are deployed, the job is executed under the supervision of the SAE (Eletro Mechanical)
normally.
• (This deptt. has Assistant Engineer of all the discipline like Civil, Mechanical and Electrical.)
Asstt. Engr.(Civil) normally initiates proposal for the restoration of the defunct and collapsed
sewer of the Kolkata City, by instruction of A.E., S.A.Es make the estimate. A.E.(C) initiates the
proposal of improvement of sewer also where necessary, in consultation with the people’s
representative and Senior Official like Executive Engineer(C). Both S.A.E., A.E., Electro
Mechanical look after the field work of Sewer Cleansing Machinery and take initiative for the
restoration of the machineries while disordered.
• Ex. Engr.(C), works as head of the deptt., they look after the general administration of the office,
Ex. Engr. looks after the establishment job also and work as drawing and disbursing officer and
accord sanction of the works upto Rs.1.00 lac according to the prevailing system.
• This department has Dy. Chief Engineer of Civil Engineering discipline. Dy. Chief Engineer
work as liaison officer of their own discipline. Dy. Chief Engineers accord sanction of the works
upto Rs.3.00 lac.
• This department has one Controlling Officer designated as Special officer (S&D), keeps over all
control of the disciplines like Civil, Mechanical and Electrical and can accord approval of the
work of Rs.5.00 lac, above three lac having approval from MMIC(S&D), S.O.(S&D) can take up
the work of above magnitude of Rs.5.00 lac taking approval from Municipal Commissioner that
of MMIC, Hon’ble Mayor, Mayor-in-Council and Corporation depending upon the slab of the
work value, as it has been guided by KMC Authority.
Special duty of Engineers:
• From middle of June upto end of Kalipuja / Diwali SAEs, AEs. are deployed on 24 x 7 days
basis to combat monsoon. The work is done directly under supervision of EEs, Dy.CEs and
S.O.(S&D) keep overall control on the systems are mobilized.
(iii) The procedure followed in the decision making process, including channels of supervision and accountability
• Functioning deptt. normally do the routine maintenance work.
• Requisition of improvement / development is given up by the Councillor / MLA / MPS.
• Getting requisition from people’s representative, S.A.E. prepare estimate under supervision of
A.E., if required, A.E. take consultation from Ex. Engr. as well.
• A.Es initiate the proposal at the instance of Ex. Engineer, Dy. Chief Engineer, S.O.(S&D) and
take approval of taking up the work from KMC Authority, it is like MMIC, Municipal
Commissioner, Hon’ble Mayor , Mayor-in-Council, Corporation as well, it depends upon the
slab of the work,
upto which level file has to be vetted for the approval.
• Ex. Engineers accord approval of works upto Rs.1.00 lac.
• Dy. Ch. Engineer accords approval of works above 1.00 lac upto 3.00 lac.
• S.O.(S&D) accords approval of works above 3.00 lac upto 5.00 lac.
• Municipal Commissioner accords approval of the work above Rs.5.00 lac & upto Rs.25.00 lac.
• Hon’ble Mayor accords approval of the work above Rs.25.00 lac, upto 50.00 lac.
• Mayor-in-council accords approval for the work above 50.00 lac, upto 5.00 Crore.
• Corporation led by Hon’ble Mayor accords approval of the works above Rs.5.00 crore.
Supervision of Accountability :
• Any work, it may be maintenance work or improvement work is supervised by the office of Ex.
Engrs. A.Es function as work-in-charge, the field works are normally supervise by S.A.Es A.Es
& E.Es go for the inspection of any work as and when required, beside periodical routine
checking.
• The bill of the works produced by the contractors is certified by S.A.Es & A.Es and finally Ex.
Engr. forward the bill file for the payment through proper channel.
• For the payment of the running bill, approval of Mpl. Commissioner is taken up well in advance
before processing the bill file.
• The maintenance period of any work is 1 year, if any wok is found defective, contractor has to
restore it by the instruction of office of Ex. Engr. If contractor doesn’t take initiative for the
restoration of the disordered job, as per norms the security deposit is forfeited and functioning
office goes for the restoration of the damaged work from the provision of security deposit having
approval of the KMC Authority.
(iv) The norms set by S & D Deptt. for the discharge of its functions;
• It is as per guidelines of Municipal Act 1980.
(v) The rules, regulations instructions manuals and records, held by it or under its control or used by its employees for discharging its functions;
• Most of points have been covered up in sl. no. 1 to 4. • Other points are guided by Municipal Act 1980
(vi) A Statement of the categories of documents that are held by it or under its control;
• This department has composite drawing showing therein the nature of the sewer was provided,
while the city was built up.
(vii) The particulars of any arrangement that exists for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation thereof;
• Works are taken up having requisition from the Councillors at the instance of ward committee
and having clearance from the Borough Committee / Municipal Commissioner / Mayor-in-
council, Hon’ble Mayor, Corporation.
(viii) A statement of boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public;
• Official paper on decision is not handed over to people, but, the decision of corporation is
communicated to media by Municipal Commissioner, Member, Mayor-in-Council and Hon’ble
Mayor.

• This department has all the sorts of staff / officers, it is from ‘D’ category to ‘A’ category.

-: MECHANICAL SEWER CLEANSING :-
i) Function and duties of Mechanical Sewer Cleansing is to render service to the citizens of Kolkata to relief from water logging hazards by means of de-silting the sewer lines, manholes chambers, removing of chockage/blockage in sewer line, cleaning of sump of Drainage Pumping Station by mechanical machineries, where manual entry may caused danger to the sewer workers.
ii) Power and duties of officers and employees are to execute and monitoring the de-silting works properly in the city as per requisition of Borough Executive Engineer and to maintain the machineries of this wing for uninterrupted de-silting job.
iii) Mainly Mayor-in-Council is the decision making authority and their policy is being implemented by Mpl Commissioner through Chief Engineer. Channels of supervision :- Chief Engineer -> Dy Chief Engineer -> Executive Engineer -> Asst Engineer -> Sub Asst Engineer (field level supervisor). Officers are accountable to perform their respective duties.
iv) Function of Chief Engineer :- a) To make strategies of long term objectives, b) Determination of Operation & maintenance, c) Arrange for dissemination of operation & maintenance, d) Approval of long term plan. Function of Dy Chief Engineer :- a) Preparation of contingency plan, b) Formulation of medium term plan, c) To make feasibility of operation & maintenance. Function of Executive Engineer :- a) Consolidate of short term plan, b) Operation & maintenance of sewer cleansing machineries, c) To maintain office establishment. Function of Asst Engineer :- a) Operation & maintenance of sewer cleansing machineries, b) Monitoring of activities of Sub Asst Engineers. Function of Sub Asst Engineer :- a) Filed level supervision of work, b) Ledger management, c) Initiation of work proposal for operation and maintenance of contractual and departmental work, d) deployment of machines at various sites.
v) The Rules, regulations, instructions are following as per KMC Act 1980. vi) Categories of documents like name of water logging sites, daily deployment of machine as
per necessity, daily work report, status of machine, file of contractual works etc are holding by the employees under their control.
