Why at t end t h is course?
Spectrum auctions have gone from being a US and European phenomenon to becoming the global standard. Some countries have already sold frequencies released by the analogue TV switchover, but for many the release of a second digital dividend - 700 MHz - is on the horizon. Add to this 2.3 GHz; 2.6 GHz; 3.5 GHz; L-band, the refarming of existing mobile bands and the possible sale of parts of C-band and we can expect a full programme of spectrum release over the coming years.
Part of the purpose of this course is to learn the lessons of recent auctions, particularly the large multi-band auctions in Switzerland, Germany, Ireland,the UK and India, but also problematic auctions like those in Poland and the Czech Republic.
Another aim is to consider the new challenges for upcoming auctions. With the wider policy focus shifting from competition to broadband deployment do we need to re-think the emphasis on encouraging new entrants? How widely applicable is the US incentive auction format? Has Combinatorial Clock Auction proved a success or a failure?
This course will help you assess those issues using not just theoretical means but also the practical experience gained by taking part in a variety of online auctions.

The course is aimed at people who either work for regulators or for commercial organisations who are likely to take part in spectrum auctions. The programme is particularly relevant for the following sectors: mobile; broadcasting; wireless broadband; manufacturers; and defence.

This is in the heart of the City - London's financial district - and close to landmarks such at the Shard, the walkie talkie building, St Paul's Cathedral and the Tower of London.
The venue is a few minutes walk from Liverpool Street, Bank and Aldgate East tube stations Nearby, there are hotels to suit a variety of budgets.

Pr icingThe course costs £1000 (+ VAT) per attendee if you book six weeks in advance. Employees of non-UK governments do not need to pay VAT. The fee includes lunch, refreshments, teaching materials and social activities but does not include accommodation.
The organisersThe course is being run by PolicyTracker, which produces online auction software and offers consultancy in the field as well as proving news and research on spectrum management issues.

Dennis WardDennis Ward is the former Senior Economist and Auctioneer for Industry Canada?s and advised on auction theory, design and implementation. He ran several auctions including SMRAs and sealed bids and raising about $6B. As an independent consultant he has provided advice to a wide range
of clients including taking part in Canada?s 2500 MHz CCA.

Martin Sims is a consultant and former academic who set up PolicyTracker and is its Managing Director. He is the co-author of Understanding Spectrum Liberalisation (CRC Press 2015) and recently provided software and consultancy for the Nigerian 2.3 GHz and 2.6 GHz auctions.

Ann LaFrance is a lawyer with thirty years
experience who coordinates the EMEA
Communications Law Practice at Squire Patton
Boggs. She advises clients on telecommunications
regulation and new media policy, competition law,
dispute resolution, spectrum refarming and
spectrum award processes.
Professor Gerard Pogorel
Professor Pogorel has recently written a study on
non-auction and hybrid assignment procedures
and been deeply involved in recent assignment
policy in France, Japan and the UK. He is Professor
Emeritus at Telecom ParisTech in France.

Term s and Condit ionsCourse Fees: Standard fees for the training course are £1999, excluding VAT. VAT is charged at standard UK rate but employees of foreign governments can be exempt. Please contact us for more details. All fees include lunch and refreshments during the course but do not include accommodation. All course fees must be paid by the due date stated on the invoice. Cancellat ions: Cancellations received in writing up to 14 days before the start of the event will be refunded in full less an administrative charge of 10% (+ VAT where relevant).
