Please Note: This specimen document has been prepared by the Military Aviation Authority for the guidance of those organizations applying for the Contractor Flying Approved Organizations Scheme (CFAOS).  It is the Applicant Organizations responsibility to ensure evidence submitted in support of their application is to the latest MAA Regulatory Publications.

Purpose and Scope of an Operations Manual

1.It is a regulatory requirement that an Operations Manual shall contain 'all such Information and instructions as may be necessary to enable the operating staff to perform their duties'. Operating staff describes the servants and agents employed by the operator, whether or not as members of the crew of the aircraft, to ensure that the flights of the aircraft are conducted in a safe manner; it includes an operator who himself performs these functions.

2.The form and scope of manuals will vary considerably with the nature and complexity of the operator's organisation and types of aircraft in use. A 'manual' may comprise a number of separate volumes and may well include individual forms, such as prepared navigation flight plans, supplied by the operator to his crew. Instructions and information to particular groups of operating staff - e.g. traffic manuals, cabin crew manuals, crew rostering instructions, and information on weight and balance supplied to handling agents - can all be regarded as part of the Operations Manual. Applicants will be required to lodge copies of their manuals and associated documents with the MAA, together with copies of all amendments and temporary instructions. The Operations Manual will be regarded by the MAA as a primary indication of the standards likely to be achieved by an operator.

3.The operator shall provide operations staff and flight crew with an aircraft-operating manual, for each aircraft type operated, containing the normal, abnormal, and emergency procedures relating to the operation of the aircraft. The manual shall include details of the aircraft systems and of the checklists to be used. The design of the manual shall observe Human Factors principles.

RA 1002(1): Airworthiness Competent Persons

ADHs, AM(MF)s, AMs, and Heads of ADH-Facing Organizations supporting an ASSC shall ensure that all persons involved in Airworthiness activities are competent and SQEP.

RA 1005 - Contracting with Competent Organizations

RA 1005(1): General Principles

Organizations that let contracts in the DAE shall ensure that activities are carried out by competent organizations.

RA 1005(2): Design Organizations

For the procurement of Air Systems (including their products, parts and appliances), Airborne Equipment, and Air Launched Weapons, and for Post-Design Services (PDS), the contracting organization shall only contract with a competent Design Organization (DO).

RA 1005(3): Maintenance Organizations

RA 1016 – MILITARY CONTINUING Airworthiness MANAGEMENT

RA 1016(2): Establishment of a Military Continuing Airworthiness Management Organization

Delivery Duty Holders (DDH) and Accountable Managers (Military Flying) shall ensure that the tasks associated with Continuing Airworthiness of the military registered Air Systems in their AoR are managed by an approved Mil CAMO.

RA 1016(2): Requirement for a valid Military Airworthiness Review Certificate

For military registered Air Systems, operating for MOD interest, the accountable DDH or AM(MF) shall ensure that the Air System is not flown without a valid MARC.

RA 1024 - Accountable Manager (Military Flying)

RA 1024(1): Roles and Responsibilities

AM(MF)s shall act actively manage Air Safety via an Air Safety Management System (ASMS) to ensure that RtL are ALARP[footnoteRef:1] and Tolerable within their defined Areas of Responsibility (AoR). [1: RA1210 – Ownership and Management of Operating Risk (Risk to Life).]

RA 1121 - Air Safety Arrangements for Military Registration of Civil- Owned Air SYSTEMS not operated in the Service Environment

RA 1121(1): Approval-in-Principle

When applying to place a civil-owned Air System not operated in the Service Environment on to the Military Aircraft Register (MAR), the Applicant shall submit an application for Approval-in-Principle (AIP) to the identified Sponsor.

RA 1121(2): Overall Air Safety Arrangements

The Sponsor for MRCOA not operated in the Service Environment shall assure himself that appropriate Air Safety arrangements are in place.

RA 1121(3): Air Safety Strategy

Applicants shall submit their Air Safety Strategy for acceptance by the TAA, and copy it to DSA-MAA-Operating-Assurance-Hd.

RA 1121(4): Detailed Submission for Registration

Applicants shall, after receiving confirmation of the AIP, submit to the Sponsor and the TAA (copied to DSA-MAA-Operating-Assurance-Hd) a detailed submission for registration.

RA 1121(5): Control of Flying Operations, Air System Maintenance and Certification for Flight

The Applicant shall comply with the MRP and are subject to any restriction imposed by the TAA or the MAA.

RA 1121(6): Indemnity

The CofU shall be signed by the Sponsor for MRCOA only when he is satisfied with the arrangements for Air Safety.

Operating Duty Holders (ODH) and Accountable Managers (Military Flying) (AM(MF)), shall ensure a coherent Technical Data Exploitation Strategy is in place for each type of Air System in their Areas of Responsibilities (AoR).

RA 1200 - Air Safety Management

RA 1200(1): Air Safety Management

All Aviation Duty Holders (ADH), Accountable Managers (AM) and Duty Holder (DH) Facing organizations directly or indirectly involved in Defence Aviation shall establish, maintain and assure the effectiveness of an ASMS. All organizations directly or indirectly involved in Defence Aviation shall establish and maintain an effective Air Safety Management System (ASMS).

RA 1205 – Air System Safety Case

RA 1205(1): The Air System Safety Case and Air System Safety Case Report(s)

An ASSC shall be produced for Air Systems on, or destined for, the UK MAR. The ASSC shall be articulated via an ASSC Report.

RA 1205(2): Ownership of the Air System Safety Case

The SRO or ODH/AM(MF) shall develop, manage and own the ASSC subject to the following:

a. An ASSC shall have a single owner at any one time.

b. For new capabilities, the SRO shall own the ASSC from Concept until transfer of the ASSC to the end-user ODH/AM(MF).

c. The end-user ODH/AM(MF) shall take ownership of the ASSC before any RtL is incurred through in-service operation of the Air System.

d. Where T&E flying is to be conducted, the ODH/AM(MF) for the T&E flying shall own a separate ASSC specific to the context of the T&E flying.

RA 1205(3): The Safety Statement

ODH/AM(MF)s shall make a Safety Statement as a formal declaration that all RtL associated with an Air System are both ALARP and Tolerable within a clearly defined context.

RA 1205(4): Responsibilities of Organizations supporting an Air System Safety Case

SROs and ODH/AM(MF)s shall ensure that heads of organizations delivering elements of the ASSC, understand their roles and responsibilities in supporting the ASSC.

RA 1205(5): Assurance, Endorsement and Scrutiny of the Air System Safety Case

The ASSC shall be subject to independent assurance. Additionally, the ASSC shall be subject to endorsement and scrutiny at defined points of development.

RA 1420(1): Service Inquiries; Air Accident and Significant Occurrence Investigation

The independent, full time, SI Panel (working directly to the CA) shall fully investigate all aspects of the accident or occurrence and shall provide the CA with a timely, comprehensive written report, with relevant recommendations. Aviation Duty Holders (ADH), Accountable Managers (Military Flying) (AM(MF)), and Commanders (Cdrs) and Accountable Managers (AM) within ADH-Facing Organizations shall support the CA in all aspects of the investigation and act upon SI recommendations.

Class I(b) RPAS operators shall be qualified and competent to fly, or operate, Class I(b) RPAS.

RA 1602(4): Class I(b) Remotely Piloted Air Systems Safe Operation and Limitations

Class I(b) RPAS operations shall be executed in a manner that minimizes risks and hazards to other airspace users or persons and property over which the RPAS is flown.

RA 1603 – Remotely Piloted Air Systems – Class I(b) MIL

RA 1603(1): Class I(b) MIL Remotely Piloted Air Systems Responsibilities

All Class I(b) MIL RPAS shall be operated under the authority of either a Duty Holder (DH) or an Accountable Manager (Military Flying) (AM(MF)).

Class I(b) MIL DH/AM(MF)s shall be supported by appropriate persons.

RA 1603(2): Class I(b) MIL Remotely Piloted Air Systems Regulatory Requirements

Class I(b) MIL DH/AM(MF)s shall ensure that the requirements of RA 1600 and RA 1603 are complied with.

RA 1603(3): Class I(b) MIL Remotely Piloted Air Systems Operator Qualification and Competence

Class I(b) MIL RPAS operators shall be qualified and competent to fly, or operate, Class I(b) MIL RPAS.

RA 1603(4): Class I(b) MIL Remotely Piloted Air Systems Safe Operation and Limitations

Class I(b) MIL RPAS operations shall be executed in a manner that minimizes risks and hazards to other airspace users or persons and property over which the RPAS is flown.

RA 1604(2): Class I(c) Remotely Piloted Air Systems Certification

The relevant TAA shall ensure that Class I(c) RPAS have undergone:

a. An evaluation process carried out in line with the intent of RA 5810.

b. An Equipment Safety Assessment carried out and documented iaw RA 1220(3).

RA 1604(3): Class I(c) Remotely Piloted Air Systems Airworthiness/Air Safety Strategy

The Airworthiness of Class I(c) RPAS shall be demonstrated and sustained.

RA 1605 – Remotely Piloted Air Systems – Class I(d)

RA 1605(1): Class I(d) Remotely Piloted Air Systems Regulatory Requirements

The MAA Regulatory Publications (MRP), with specified derogations, shall apply to the Type Airworthiness (TAw), Continuing Airworthiness (CAw) and operating activities of Class I(d) RPAS.

RA 1605(2): Class I(d) Remotely Piloted Air Systems Certification

The relevant TAA shall ensure that Class I(d) RPAS are certified in accordance with (iaw) RA 5810 and designed to agreed safety targets.

RA 1605(3): Class I(d) Remotely Piloted Air Systems Airworthiness/Air Safety Strategy

The Airworthiness of Class I(d) RPAS shall be demonstrated and sustained.

RA 1606 – Remotely Piloted Air Systems – Class II and Class III

RA 1606(1): Class II and Class III Remotely Piloted Air Systems Regulatory Requirements

The MAA Regulatory Publications (MRP) shall apply to the Type Airworthiness (TAw), Continuing Airworthiness (CAw) and operating activities of Class II and Class III RPAS.

RA 1606(2): Class II and Class III Remotely Piloted Air Systems Certification

The relevant TAA shall ensure that Class II and Class III RPAS are certified iaw RA 5810 and designed to agreed safety targets.

RA 1606(3): Class II and Class III Remotely Piloted Air Systems Airworthiness/Air Safety Strategy

The TAw of Class II and Class III RPAS shall be demonstrated and sustained.

RA 1910 - Quality Assurance of Aviation Fuel from non-MOD Sources

RA 1910(1): Quality Assurance of Aviation Fuel from non-MOD Sources

Aviation Duty Holders (ADH) and Accountable Managers (Military Flying) (AM(MF)) shall ensure that non-UK MOD sourced fuel is uplifted from an appropriate source and to the appropriate quality.

2000 sERIES: FLYING REGULATIONS

RA 2101 - Aircrew Qualifications

RA 2101(1): Entitlement to Conduct Flying Duties

To fly, or operate Air Systems governed by the MRP, Aircrew shall be qualified.

RA 2101(2): Certificate of Qualification on Type

To fly, or operate Air Systems governed by the MRP, Aircrew shall be in possession of a valid Certificate of Qualification on Type (CQT) for that type.

RA 2102 - Aircrew Competency in Role

RA 2102(1): Certificate of Competence

To fly, or operate, UK military Air Systems in role, Aircrew shall be in possession of an applicable Certificate of Competence.

RA 2102(2): Periodicity of Assessment of Competence

Aircrew competences shall be periodically, independently assessed.

RA 2103 – Currency and Continuation Training

RA 2103(1): Currency Requirements

ADH and AM(MF) shall specify in Orders the currency minima, by type and role, for the safe operation of Air Systems by Aircrew within their Area of Responsibility.

RA 2103(2): Continuation Training

ADH and AM(MF) shall specify in Orders the minimum requirements of continuation training for Aircrew by type and role.

RA 2115 - Aircraft Commanders

RA 2115(1): Responsibilities of an Aircraft Commander

The Aircraft Commander shall be entirely responsible for the safety of the Air system, its occupants and equipment, both in the air and on the ground until it is handed over to the appropriate authority after flight.

RA 2115(2): Authority of an Aircraft Commander

In matters of Air Safety, all persons on board, whatever their rank or status, shall be under the command of the Aircraft Commander.

RA 2120 - Pilots Instrument Rating Scheme

RA 2120(1): Instrument Rating Requirements

All pilots who fly a UK Military Aircraft in Instrument Meteorological Conditions (IMC) or where insufficient external visual references exist shall hold a valid Instrument Rating.

RA 2120(2): The Instrument Rating Test (IRT)

All pilots shall demonstrate their ability to fly a UK Military Aircraft accurately and safely by reference to instruments alone before being issued an Instrument Rating.

RA 2125(1): Aircrew Instructor Training

Personnel selected for flying instructional duties shall receive appropriate training and attain the instructional standards required to facilitate the provision of high-quality instruction for all aircrew disciplines.

RA 2130 - Safety Equipment, Survival DRILLS and Training

RA 2130(1): Safety and Survival Training and Currency

ADH and AM(MF) shall publish orders that detail the safety and survival drill training requirements for Aircrew, Supernumerary Crew and Passengers on military registered Air Systems within their AoR.

RA 2130(3): Wearing and Carriage of Aircrew Equipment Assemblies and Safety Equipment (SE)

ADH and AM(MF) shall publish orders that detail the wearing and carriage of AEA and SE on military registered Air Systems within their AoR.

RA 2130(4): Safety Harnesses

ADH and AM(MF) shall publish orders detailing the wearing of safety harnesses on military registered aircraft within their AoR.

RA 2130(5): Survival and Rescue Equipment

ADH and AM(MF) shall publish orders detailing the survival and rescue equipment to be carried in military registered aircraft within their AoR.

RA 2130(6): Ejection Seat Anthropometrics

ADH and AM(MF) shall publish orders that detail procedures for checking the size and weight of all personnel for whom ejection seats are provided.

RA 2135 – AirCREW Medical Requirements

RA 2135(1): Aircrew Medical Employment Standard

Aviation Duty Holders (ADH) and Accountable Managers (Military Flying) (AM(MF)) shall publish orders that detail the Joint Medical Employment Standard (JMES) for all Aircrew and Supernumerary Crew of military registered Air Systems within their Area of Responsibility (AoR).

RA 2135(2): Fitness-to-Fly

Aircrew and Supernumerary Crew uncertain of their fitness-to-fly shall report to a MAME or a medical practitioner before flying.

RA 2135(3): Pilot Operations - Upper Age Limit

Pilots shall not operate an Air System once they attain the age of 65 unless the Air System is fitted with dual controls and is operated with a second pilot who has not yet attained the age of 65. Furthermore, the second Pilot shall hold an appropriate qualification and JMES to act as Pilot in command.

RA 2135(4): Flying After an Accident or In-Flight Medical Incident

After being involved in a flying accident or in-flight medical incident, Aircrew and Supernumerary Crew shall not operate an Air System without appropriate medical approval.

RA 2135(5): Aviation Medicine Training

ADH and AM(MF) shall publish orders that detail the aviation medicine training requirements within their AoR.

RA 2135(6): High G Training

ADH and AM(MF) shall publish orders that detail the High G training requirements within their AoR.

RA 2135(7): Temporary Medical Restrictions to Flying Duties

Aircrew and Supernumerary Crew shall comply with any restrictions placed upon them following exposure to conditions affecting their fitness-to-fly.

RA 2201 - Carriage of Maintenance Documents in UK Military Aircraft

RA 2201(1): Documents to be carried

When an Aircraft is planned to land away from the parent Station/Ship/Unit, appropriate maintenance documents and publications shall be carried in the Aircraft.

RA 2210 – PREVENTATIVE MAINTENANCE and Continuous Charge Operations

RA 2210(1): Preventative Maintenance Limitations

The Aircraft Commander shall not operate the Air System beyond the validity period of Preventative Maintenance.

RA 2210(2): Continuous Charge Operations

To conduct Continuous Charge operations, the Aircraft Commander shall:

(1) Ensure there are appropriately Authorized personnel to undertake Air System Maintenance, where applicable;

(2) Record any Faults occurring during the period of operation;

(3) Record any change of Aircraft Commander.

RA 2211 - Authorization of Aircrew to Carry Out Maintenance Tasks

RA 2211(1): Authorization of Aircrew to Carry Out Flight Servicing

Aircrew required to carry out Flight Servicing shall be authorized and competent.

RA 2211(2): Authorization of Aircrew to Carry out Air System Maintenance Work

Aircrew required to carry out a specified range of preventive and corrective maintenance activities pertinent to the type/mark of Air System or Air System equipment on which they are qualified to fly shall be authorized and competent.

RA 2211(3): In-Flight Corrective Maintenance

In-flight corrective maintenance shall only be carried out at the specific request of the Aircraft Commander and shall be limited in scope.

RA 2211(4): Training of Aircrew to Enter a Cockpit Containing Aircraft Assisted Escape Systems (AAES)

Aircrew who require access to a cockpit containing AAES shall be appropriately trained.

RA 2220 - Maintenance Test Flights

RA 2220(1): The Flight Test Schedule

Flight testing shall be carried out in accordance with the Flight Test Schedule (FTS).

RA 2220(2): Aircrew Competency and Authorization for Flight

Aviation Duty Holders (ADH) and Accountable Managers (Military Flying) (AM(MF)) shall establish and promulgate in Orders the Suitably Qualified and Experienced Person (SQEP) and authorization requirements for the conduct of Flight Tests.

RA 2301 - Responsibility for an Air SYSTEM

RA 2301(1): Transfer of Custody of Air Systems

Custody of, and responsibility for, an Air System shall transfer to the Aircraft Commander from the time the acceptance certificate is signed until the after-flight declaration is completed.

RA 2301(2): Flying Requirements Post Maintenance

The Aircraft Commander shall familiarize himself with any flying requirements or taxi checks raised as a result of maintenance conducted prior to flight.

RA 2301(3): Aircraft Acceptance Checks

The Aircraft Commander shall ensure that all necessary acceptance checks (walk-round) are carried out before flight.

All aircrew shall ensure that the mission, sortie or task, for which they have been Authorized, is executed in a manner that minimizes the risk and hazards to the Air System, its occupants, ground crew, other airspace users or general public over which such Air Systems are flown.

RA 2305 - Supervision of Flying

RA 2305(1): Supervision of Flying

Aviation Duty Holders (ADH) and Accountable Manager (Military Flying) (AM(MF)) shall appoint officers to supervise the flying operations for which they are responsible and promulgate appropriate orders detailing their duties.

RA 2305(2): Embarked Aviation Operations

ADH and AM(MF) shall provide orders for embarked aviation operations.

RA 2305(3): Air System Limitations

Except in an emergency, the pilot of an Air System shall not exceed the engine, airframe or handling limitations quoted in the Release to Service (RTS) for the Air System as reflected in the Air System Document Set or, for non-RTS flying operations, the Military Permit to Fly or Contractors Flight Limitations Document.

RA 2305(5): Aircrew Briefing

ADH and AM(MF) shall define specific responsibilities for the supervision and co-ordination of all mission planning and aircrew briefing conducted at units within their Area of Responsibility.

RA 2305(6): Air Exercise Planning and Airspace Integration

Organizations completing air exercise planning that is of a complex nature and/or has a high potential for interaction with other airspace users, shall obtain specialist airspace advice.

The Aircraft Commander and/or handling pilot shall follow the Rules of the Air.

RA 2309 - Flight Procedures

RA 2309(1): Landing away from Active Airfields

Landing away from active airfields shall be authorized and, where necessary, permission shall be gained.

RA 2309(2): Fire Precautions and Smoking in Aircraft

Smoking in aircraft shall be prohibited and, as a precaution against fire, smoking-related items shall not be carried by occupants of, or by personnel working on, UK Military Aircraft.

RA 2309(3): Carriage of Loose Articles and Stores

The Aircraft Commander shall be responsible for the custody and stowage of any loose articles and equipment.

RA 2309(4): Dropping or Jettisoning of Articles

Unauthorized dropping or jettisoning of articles from aircraft shall be prohibited.

Handing over or taking over control of Air Systems fitted with dual controls shall be conducted formally.

Aircraft Commanders shall only undertake aerobatic manoeuvres permitted by the Air System Document Set (ADS).

All UK-managed AAR shall be conducted in accordance with ATP 3.3.4.2 as amplified and supplemented by the National Standards Related Document – United Kingdom.

RA 2309(11): Electromagnetic and Cosmic Radiation

Aircraft shall not be intentionally exposed to electromagnetic radiation outside of the limits specified in the ADS or, for non- Release to Service (RTS) flying operations: the Military Flight Test Permit or Certificate of Usage.

No aircraft shall be flown above FL100 unless it is fitted with serviceable oxygen equipment for all the crew.

Supersonic flight shall be specifically approved when not for operations, training, tests and trials.

Intentional spinning shall be prohibited in all Air Systems unless specifically authorized.

RA 2310(4): Asymmetric Power

Airborne practice and simulated asymmetric flying shall be specifically approved and authorized.

RA 2310(5): Single-Engine Air System Engine Shutdowns

Engine shutdowns and re-lights in single-engine Air Systems shall not be carried out in the air, except where authorized for flight tests and trials.

Where ADH and AM(MF) operate Rotary Wing Air Systems, they shall define procedures for the conduct of ground runs with rotors turning.

RPAS shall be operated with due consideration for the safety of persons, Air System, vessels and infrastructure.

RA 2320(5): Control of RPAS

ADH, AM(MF) and Class 1(b) MIL DH shall detail the procedures to be followed for either piloted control or automated flight of RPAS.

RA 2320(6): Management of Control-Data-Link

All Aircrew shall be familiar with the elements of the Air System Document Set (ADS) relevant to operation of the Air System.
