Patrol Operations Division

Quality Service Opportunities

First Platoon

On April 22, a Public Safety Officer assisted a resident on State Street that had fallen inside their residence.

Second Platoon

Officers completed foot patrols at the YMCA throughout the month.

On April 14, a Public Safety Officer found a lost 10 year old child who was riding his bike. The Public Safety Officer helped the child find their friend’s house, giving them a ride.

On April 29, a subject had driven through the yard of 108 Marquette Ave. hitting a trailer and knocking off a rack that had been loaded on to the trailer. A Public Safety Officer assisted the residence with loading the rack back onto the trailer and moving it back into their yard, so that their spouse had a place to park when they came home from work.

Other Agency Assist First Platoon

On April 11, a Public Safety Officer assisted the Saginaw Police Department looking for a homicide suspect on S. Chilson St. The suspect went with the officers voluntarily for questioning.

On April 14, a Public Safety Officer assisted Bay County Sheriff’s Deputies on a traffic stop in the city. During the stop, the deputies discovered a subject who had overdosed. The Public Safety Officer responded to their location and assisted them with the investigation. The Public Safety Officer was able to secure some evidence from a residence in the city.

On April 21, a Public Safety Officer assisted a Bay County Sheriff Deputy with a strong arm robbery that occurred at Walmart. The Public Safety Officer assisted by interviewing a witness.

Second Platoon

On April 23, an officer assisted in the arrest of a subject wanted for Domestic Assault by the Bay County Sheriff’s Department. The officer spotted the suspect vehicle and stopped it. The suspect fled on foot but was caught by the officer within a short distance.

Enforcement Efforts

First Platoon

On April 25, A Public Safety Officer was doing a routine check of Nate Doan Park, several subjects who were in the park fled after seeing the officer. The Public Safety Officer continued checking the area and located a subject hiding in a city trash barrel. The subject had a felony warrant. He was taken into custody without further incident. A citation was also issued to one subject who was a minor in possession of alcohol.

Second Platoon

On April 1 and multiple times throughout the month, officers from both shifts addressed an issue of a dog barking in a residential neighborhood. The dog owner has been cited by officers from both shifts and officers have communicated with Animal Control in order to restore peace and quiet to the neighborhood.

On April 4, an officer stopped a vehicle for showing no insurance in SOS. Upon further investigation, it was believed that the subjects were involved in narcotics trafficking. The driver was in possession of Suboxone and a few thousand dollars in cash. The information was forwarded to V.I.P.E.R. who were able to develop further information and executed a Search Warrant. This resulted in the same individual being in possession of a quantity of Heroin and Crack Cocaine.

On April 22, an officer observed a subject driving that they knew to be intoxicated due to a prior contact. The subject was stopped and arrested for Operating While Intoxicated.

Traffic Enforcement Details First Platoon

Officers worked traffic enforcement while on patrol for a total of 27 hours and 36 minutes working the following areas: Washington Ave., Broadway Ave., Garfield Ave., Marquette Ave., Veteran’s Bridge, S. Water. St., Saginaw St., 10th St., Midland St., Barclay St., 7th St., 19th St., Independence Bridge, Columbus Ave., McLellan St., May St., Johnson St., and 18th St.

On April 3 a corporal worked traffic enforcement at Saginaw St. and 10th St. One vehicle was stopped for driving through the crosswalk at 39 MPH, the driver was issued a citation.

On April 14, officers worked a traffic detail on Veteran’s Bridge for 30 minutes. They made 6 traffic stops with 5 speeding citations issued.

On April 28, a Public Safety Officer spent 30 minutes monitoring traffic for violations on Saginaw St. near 10th St. No violations were observed.

On April 22, officers worked a traffic detail on Midland St. and Barclay St. for 1 hour and 45 minutes. Three traffic stops were made with 1 speeding citation issued.

On April 27, a corporal worked traffic enforcement at 7th St. and Saginaw St. for 1 hour. They made 7 traffic stops, wrote 6 citations for speeding and 2 for No Proof of Insurance.

Second Platoon

Officers worked traffic enforcement while on patrol for a total of 55 hours and 49 minutes working the following areas: Broadway Ave., McGraw St., Henry St., Hart St., Midland St.,

Chilson St., Woodside Ave., Lincoln Ave., Independence Bridge, Erie St., Vermont St., Walnut St., Water St., 19th St., Washington Ave., 7th St., McKinley Ave., N. Johnson St., Saginaw St., Wilder Rd., Marquette Ave., Transit St., N. Union St., Euclid Ave., W. Jenny St., Salzburg Ave., Kiesel St., Jeanette St., and Barclay St.

On April 15, officers worked a traffic detail on Independence Bridge for a total of 1 hour and 5 minutes. They made 7 traffic stops and issued 4 speeding citations.

Crime Suppression Efforts

First Platoon

Officers completed 62 park checks, totaling approximately 14 hours and 26 minutes. Wenona Park was patrolled for 11 hours and 13 minutes.

Officers completed 50 actions of “Appeared Secure” for building checks. Officers left door hangers at a total of 2 businesses. Officers recorded business checks totaling approximately 11 hours and 27 minutes spent on checks.

Officers continued to complete C.O.P. (community oriented policing) stops during their shift, totaling 53 for the month.

Second Platoon

Officers completed 180 park checks, totaling approximately 34 hours and 47 minutes. Wenona Park was patrolled for 6 hours and 2 minutes.

Officers completed 248 actions of “appeared secure” for building checks. Officers left door hangers at a total of 52 businesses. Officers recorded business checks totaling approximately 19 hours and 20 minutes spent on checks.

Officers continued to complete C.O.P. (community oriented policing) stops during their shift, totaling 86 for the month.

Reserve Unit Activity

The Reserve Unit voted to change their meetings from Wednesday to Thursday nights.

The Reserve Unit will be assisting with the Lights, Camera, Action movie nights.

The Reserve Unit will be assisting Community Policing with the Youth Leadership Academy.

Support Operations Division

Detective Bureau Recap

Exceptional Cases Investigated or Cleared by Arrest:

The Detective Bureau investigated a criminal sexual conduct in which a 25 year old man accused a 45 year old man of forcefully groping him outside of his clothes while they were at the Mission. The Detective Bureau interviewed the suspect, who was just released from prison five days before the incident, and obtained a confession from him. The Prosecutor’s Office issued a felony criminal sexual conduct fourth degree warrant for the suspect.

The Detective Bureau investigated a larceny by conversion case involving a prominent real-estate agent in Bay City in which he stole over $80,000 from an elderly couple during a real-

estate transaction. The Bay County Prosecutor’s Office issued felony warrants for the suspect.

The Detective Bureau investigated a lottery fraud case in which a woman placed several bets on the Keno machine at the local bar she worked at without paying for the bets. The woman won approximately $8,000 and attempted to collect the winnings. The State of Michigan kept the winnings because the woman owed the State money for a different matter. The Detective Bureau interviewed several witnesses and the suspect obtaining a confession from her. The Prosecutor’s Office issued a felony embezzlement warrant for the suspect.

The Detective Bureau investigated an embezzlement case in which an employee at a local restaurant was accused of stealing money from the till, totaling $1,275. The Detective Bureau interviewed the suspect and obtained a full confession from her. The Prosecutor’s Office issued a felony embezzlement warrant for the suspect.

Quality Service Opportunities

A Corporal prepared prescription medication for disposal to take to the DEA (Drug Enforcement Agency) for their drug take back program. The prescription medication was tagged as property that officers had brought into the station for disposal.

A Corporal attended a Forensic Science Board meeting at the Bay Arenac ISD. A Corporal attended a meeting at the Pere Marquette Train Depot with the Support

Operations Captain regarding a grant proposal to the Bay Area Community Foundation for a portable live-scan device. The Corporal answered technical questions the board had about the device.

Fire Operations Division

Operational Assignments

Pre- surveys: 6 pre-surveys were completed for businesses within our jurisdiction. The pre-surveys are being sent to Bay County Central Dispatch to be entered in to the mapping feature on the iPads onboard the fire apparatus.

Vehicle Maintenance: The HME apparatus was taken out of service due to steering issues which is a safety concern. The HME apparatus will remain out of service until repairs can be made by HME. Arrangements have been made to repair the light bar on Engine 1.

Small Tools/Equipment Maintenance: One ventilation saw was repaired and two box lights were repaired.

Building Maintenance: A new exterior sign was installed for Fire Station 1. Spring cleaning 2017 was conducted for all the fire stations. The water heater at Station 1 was repaired.

Self- Contained Breathing Apparatus (SCBA): 24 SCBA cylinders were filled. Three SCBA units were repaired. Orientation and training on the new Drager PSS7000 units is ongoing.

City- Owned Automatic External Defibrillators (AEDs): All city-owned AEDs were accounted for and verified that they are operational and charged. One of the AED’s in the Fire Marshal vehicle had new adults pads issued to it.

Bay County 911 Liaison: No issues brought forward in the month of April.

Child Care Seat Inspection/Installation: A total of 2 child safety seats were installed in the month.

Uniforms/Personal Protective Equipment (PPE): We continue the 2016-2017 cycle of Personal Protective Equipment inspections and repairs. Another round of PPE has been shipped to Turnout Gear Management, Inc. An order was received from Apollo Fire

equipment for firefighting gloves, hoods, and helmet shields to have on hand for replacement if needed.

Water/Ice Rescue: The boat motor was run every Saturday and rescue equipment was checked out.

Emergency Medical Services (EMS): An Emergency Medical Services Quality Assurance Audit was conducted on EMS Incident Reports for the month of March 2017. EMS gloves were ordered and received.

Supplies: Cleaning supplies were inventoried and ordered for all four fire stations.

Safety Data Sheets (SDS): All Station SDS sheets have been updated.

Radios: An antenna was ordered to replace a broken one for a portable radio.

Tier II/Right to Know (TTN): No new Tier II submissions received.

Michigan EMS Information System (MI-EMSIS): March 2017 EMS Incident Reports have been sent to the Michigan Department of Community Health.

Quality Service Opportunities No report for the month of April 2017.

MUTUAL AID

There was Mutual Aid provided 1 time during the month of April.

Regional Response Team 31/TECHNICAL RESCUE TEAM

On April 3, two Engineer/Drivers attended Bay County Technical Rescue team training at the Marathon Tank Farm.

Fire Marshal

Inspections: 24 inspections were conducted.

Investigations: 3 fire related investigations were conducted.

Fire Prevention Programs: 1 fire prevention program was conducted at Kolb Elementary.

Smoke Detectors: 1 smoke detector was installed for a resident.

Fire Extinguisher Classes: 1 class was conducted for All Saints Academy.

Fire Incidents Investigated During the month of April 2017 there were 3 fire incidents investigated.

On April 2, a structure fire at 708 N. Dean Street (accidental). Investigated by the Fire Marshal and the Detective Bureau.

On April 5, a structure fire at 401 Elm Street (incendiary). Investigated by the Fire Marshal and the Detective Bureau.

On April 13, a structure fire at 700 Marquette Street (incendiary). Investigated by the Fire Marshal and the Detective Bureau.

Departmental Training

Law Enforcement Operations

On April 3-April 7 Deputy Director Bromberg attended New Chief’s School.

On April 3- April 7, a Public Safety Officer attended Field Force Operations Training,

sponsored by FEMA.

On April 11, two Command Officers and the Central Records Clerical Assistant attended

LEIN TAC School. (Law Enforcement Information Network Terminal Agency Coordinator

School)

On April 23- April 25 a Detective attended the MINCA Conference (Michigan National

Children’s Alliance Conference).

On April 26 a Command Officer attended Conducted Electronic Weapons training.

Fire Operations

On April 6, 10, and 11, Continuing Education Units (CEU’s) were conducted with the topics

being Airway Practical and Medical Practical.

On April 17, 18, 19, representatives from Drager conducted orientation and training on the

new SCBA’s. Orientation training will continue until the new SCBA’s are placed in service.
