Context Barge Co ’s proposal to operate an entertainment barge in Perth Water, including the installation of

a mooring, requires Part 5 development approval from DPaW, which administers the Swan and

Canning Rivers Management Act 2006.

This Operational Management Plan (OMP or the Plan) has been prepared by Barge Co for the day to

day procedures and processes that will be in place for the Barge Co venue. Barge Co is seeking a

lease and permission to install a mooring within the Swan Canning Development Control Area

(DCA) from where the Barge Co will operate this floating events platform.

This OMP is related to and should be used in conjunction with all relevant plans, drawings,

supporting documents, letters of support, correspondence and other documents used in the

submission for development approval.

Operations will be under license from several authorities: service vessels, pontoon, and barge

mooring will be under the control of the Department of Parks and Wildlife (DPAW) and Department

of transport (DOT). The Liquor license is under the Department of Racing Gaming and Liquor (RGL).

Venue and Vision Barge Co will create a premium event and entertainment platform: a large, exotic venue that can

host up to 600 patrons.

Barge Co connects the people of Western Australia and their visitors to showcase our pristine

waterways and beautiful surrounds, providing Perth’s most memorable events on board for the

ultimate WA experience.

The barge is 50 m x 14.3m x 7.2m, on two levels with undercover and open spaces. It will feature

palm trees and a swimming pool, and can operate across three locations: Elizabeth Quay, Port

Beach and Coogee Beach, depending on the type of event and the weather.

It has no self-propulsion, it will be moved by tugboats, and anchored on site. Two dedicated

passenger boats with capacity for 50 patrons each, operating from the two jetties will convey

customers back and forth. The barge will not be moved with passengers aboard it will either be

attached to dedicated moorings at the Perth Water location in the Swan River or anchored

approximately 400m from shore at the Ocean locations at Port Beach or Coogee.

The barge will be a platform for events reflecting Perth’s culture and lifestyles: private and

corporate events, weddings, and performances of live music, theatre, ballet, orchestra, and even

sunset cinema.

Food and beverage service will be delivered on-board by local partners in bar management and

catering, while event management, venue promotion, passenger transport, safety, security will be

provided by the Barge Co team.

Connecting people to our natural waterways

Barge Co draws on the history of Perth to connect the people of Western Australia and their visitors

to showcase our pristine waterways and beautiful surrounds, providing Perth’s most memorable

events on board for the ultimate WA experience.

Barge Co aims to fill the gap in Perth’s hospitality/entertainment offering to enhance access to and

enjoyment of the river park by the whole community.

No other venue has the capacity and flexibility to operate on the ocean and river offering visitors

the true W.A experience of Perth’s natural beauty.

Combining Perth’s urban sophistication and its pristine waterways and beaches Barge Co is a

premium floating event and entertainment platform: a large, exotic venue that can host up to 600

patrons.

We intend Barge Co to be Western Australia's first and only floating platform for events reflecting

Perth’s culture and lifestyle. We also are dedicated to ensuring that its high levels of customer

service along with passenger safety enhance the overall experience for both locals and international

visitors alike. We wish to show our strong commitment to the way our premises are being managed

by ensuring the liquor is, at all times sold and consumed in a responsible manner.

The Mooring A planning application has been lodged with DPaW who control the approval of moorings on the

Swan River. Based upon our current forecast calendar of events the vessel will be on this mooring

for approximately 196 days per year otherwise anchored at either Port Beach or Coogee beach.

When not in use for extended periods the vessel will be kept at North Port Marine facility in

Fremantle.

The mooring will be located on Perth Water, south west of Elizabeth Quay and between the quay

and the Narrows Bridge (refer to the mooring location map). The exact location will be determined

in consultation with the DPAW River Park Unit and will be done so to ensure minimal disturbance to

the environment. Barge Co will also work with Department of Transport to establish the final

location to minimise impact on the navigation and safety of other vessels.

Events There are five main types of events that we intend to host on board including bar/restaurant days,

weddings, live music concerts, performing arts and business events.

Barge Co intends to operate year-round based in Perth, as the main structure is completely air-

conditioned and sealed from the weather.

Event types

Barge Co has done extensive research into the current event market and will look to host five

segment events:

• Bar/restaurant days, with corporate and private exclusive hire upstairs

• Weddings • Live music concerts • Performing arts

• Business events

Trading hours

Will be as permitted under the Liquor Control Act 1988 pending approval of our application to RGL

for a ‘tavern restricted’ license:

• 6.00am to 12.00 midnight Monday to Saturday; and

• 10.00am to 12.00 midnight Sunday.

Trading hours include non-patronage hours (when employees will be on the barge prior to and post

opening and closing times for events). Proposed event hours per event type will be as per ESMP,

with service hours in accordance with Barge Co liquor licence.

As a venue Barge Co will not open to trade during these times on every day unless there are events

booked, event start and end times will vary according to each event type typically:

• Bar/restaurant days will begin at 12pm midday and close at 12am midnight. • Private half hire events that occur upstairs during a bar/restaurant day will run for 6hrs

during the bar/restaurant trading time.

• Concert events 2pm-11pm. • Performing Arts events 3pm – 10pm.

• Weddings will be held anytime within our licensed trading times for a 6hr service time +1 hr. if ceremony is conducted on board.

Management and Staffing The Barge Co team will include seasoned industry professionals. Bringing their experience and

knowledge to the table and ensuring that Barge Co is operated to the highest possible standards

in safety and service.

It is the policy of the company to ensure that resources and shore-based support are provided to

enable the designated person(s) to carry out their functions. The Company strives to ensure that

its activities are in full compliance with legal requirements and are conducted in accordance with

best practices and established guidelines.

Refer to the Vessels Safety Management Systems (SMS) document for comprehensive details of:

All personnel employed by Barge Co will complete a comprehensive induction and be familiar

with the SMS. Prior to any event, a risk assessment is completed and the required personnel is updated accordingly the following guidelines are used. The duration, type, location and number

of people are considered when completing a crewing risk assessment and crew number may vary

accordingly.

Ticketing & Arrival/departure plans Boarding Locations and ticketing

Pick-up & Drop-off location whilst barge is anchored at Elizabeth Quay.

Upon arrival, passengers will present

themselves to our proposed ticket booth and jetty location at Elizabeth Quay or Fishing

boat harbor to collect their tickets and have their Ids checked.

Working with MRA, we have identified a jetty inside Elizabeth Quay which is available to

Barge Co to use for ticket collection and as a boarding location for events held at Perth

Water. The location available has a ramped

jetty which flows onto a low pontoon (identical to the pontoon that is being used

on the barge) which is the safest option at this location for the boarding and off

boarding of passengers.

The location also has a powered outlet

available to set up a small ticketing tent to

collect tickets and scan I.Ds from patrons. There will be one staff member at the jetty location to collect tickets and one security team member to scan I.Ds.

Pick-up & Drop-off location whilst barge is anchored at Port beach or Coogee beach. While the barge is located at Port beach or Coogee beach boarding location will be the ‘Sardine’

Public Jetty at Fishing boat harbor Fremantle. There will be temporary shade structure in place

and I.D scanning facilities with a minimum of one x staff and one x security manning this location or as per event risk assessment.

Boarding passengers on and off the passenger transfer vessel

Transfer vessel crew will assist passengers to safely board and disembark from our transfer vessels at the jetty - with minimum of one security team member and the master on board

each transfer vessel and one security team member on shore. Shore staff may vary according to event risk assessment.

Elizabeth Quay boarding jetty is a floating pontoon system designed and engineered to accommodate 2kpa approximately two persons per square metre our berth including the ramp

area is 100sq metres so has a potential to accommodate 200 passengers.

The two Barge Co transfer vessels can accommodate up to 50 people each therefore to ensure

we work well within the safe loading of the pontoon staff will restrict access to 50 passengers + staff on the pontoon and ramp area at one time while boarding or disembarking.

Passengers waiting to board will line up on the paved assembly area at the top of the ramp and shall only proceed to the transfer vessel after returning passengers have disembarked and

are clear of the pontoon ramp. Security staff will be located on shore with door staff to facilitate this. See attached ‘Elizabeth Quay Boarding pontoon plan’.

Vessel Safety Management System documentation provides comprehensive details of vessel

operations and will be made available to authorities on request. A boarding pontoon is attached

to the barge designed to enable safe boarding from the transfer vessel to the barge. There will

be no alcohol allowed whilst on-board the passenger transfer vessel or boarding pontoon.

Concert & Special events passenger transport

For capacity concert & special events at held Port Beach or Coogee Barge Co anticipates passengers will arrive in large numbers and will want to board much quicker than our 50

seat vessels can move them. At the end of these events it is important to move a large

number of people efficiently from the barge to shore.

For these events transport will be completed by ferry operators by vessels with a 300+ passenger capacity.

The ferry operator will complete two trips at the beginning of the event to load the barge and two trips at the end of the event to unload the barge.

Passengers will board from the operators own facility at B shed ferry terminal in accordance

with the operator’s safety management system and procedures. Details to be provided

following contract negotiations.

During these events Barge Co transfer vessels will still operate from Fishing boat harbor

location to accommodate supply, staff movements, passengers who wish to return to shore early and to accommodate any late arrivals. There will be no pass-outs.

Scanning System

Barge Co understands the importance of accounting for passengers at all times during an event. Passengers purchase tickets on the Barge Co

website ticketing system, tickets are also sold at the departure point on the day of the event. When passengers present themselves to the

departure point tickets are checked by shore-based staff using scanners linked to the ticketing system.

Each passenger will be given a RFID wrist band this scanning system will be used to maintain a full ‘real time’ manifest of both the venue and

the transfer vessel. This not only allows for staggering of crowd numbers and ensuring the venue stays within capacity on general admission

days, but also allows us to ensure we have a full accountability for all patrons at all times.

Prior to each vessel departure (i.e. at each point of transfer), the shore or pontoon staff

are to inform the master of the transfer vessel passenger numbers that the system has

recorded as boarded the master will then check to confirm all passengers are aboard.

The master records the outcome in the vessel log. On arrival at the next destination the

master conveys this information to the staff who verify the passenger numbers by

scanning RFID wrist bands as passengers disembark.

There will also be Scantek ID scanners in use, one at our pick-location and one on board

the barge this will prevent underage entry and I.D misuse this system also maintains a

database of banned patrons that eliminate trouble makers from venues and reduce

the risk of disturbances in the venue and is now considered best practice for licensed

venues

Passenger safety

Vessel pre-departure checks

The Master(s) performs and records the completion of these checks in accordance with the schedule.

The completed checklists are to be retained by the Master (s) for the duration of the

voyage as part of the vessel’s SMS documentation. These checklists are returned to

the shore-based office on completion of the voyage and retained as part of the operational records for the vessel.

Passenger Safety Briefing at Jetty

There will be staff manning the jetty to brief passengers on the safety process for entering and exiting the transfer vessel. This will include but not be limited to:

• single passenger queuing in an orderly manner

• use of hand rails when stepping on/off the vessel, • Importance of listening to the directions from the master and crew at all times.

The Master on each transfer vessel will deliver a safety briefing before departure on

each voyage of the vessel this will include, but not be limited to:

• Important safety features of the vessel • Weather conditions that may affect the transfer

• Location of life jackets and buoyance devices both on the transfer vessel and

the barge

• How to put on and secure these items • What to do in case of emergency

Passenger safety on pontoon

Once each transfer vessel arrives at the destination, passengers will be assisted by

the security team and trained lifeguards to safely board the barge via the boarding pontoon from the transfer vessel.

Passenger Flow Barge Co understands the importance of passenger flow at all times for safety

reasons. Every point of transfer will be manned by Barge Co personnel, ensuring

that all regulations are adhered to and crowd control is managed.

The ID scanning system will allow us to manage any unwanted guests, as well as manage the flow of passengers on and off the vessel. Every passenger will be

accounted for at every stage of the process.

Transfer vessels will run at intervals approximately every 15 minutes (from EQ)

giving a potential maximum capacity of moving 400 persons per hour.

Staff will be present at all boarding jetties, managing the queuing systems as well

as IDs and capacities.

Access and Inclusion

Barge Co is committed to facilitating the inclusion of people with disabilities, their families and carers, through the improvement of access to its information, services

and facilities.

Barge Co intends to have the following infrastructure and procedures in place:

• Barge Co passenger transfer vessel and barge will be equipped with wheelchair ramps to assist in the boarding and disembarkation of passengers

with wheelchairs. • The Barge Co online booking system will allow passengers to select if special

assistance is required and prompts them to contact Barge Co customer

service staff to finalise their booking. The customer service staff then complete the booking including a written form which is inserted into the Duty

Manager Diary each morning and subsequently communicated to crew on the day of travel. This same system is in place for bookings made in person at

any Barge Co ticket booth.

• Crew members are available to assist passengers to board and disembark the passenger transfer vessel or barge.

• Passengers with a disability are allowed priority boarding and disembarking. • Boarding ramps, stairways and toilet areas have handrails and grab rails

fitted.

• During passenger transfer, deckhands continuously walk through the transfer vessel for the duration of the journey.

Security To provide a secure environment for our passengers at all times, we will have a full

team of top level security staff, coordinating all aspects of our security strategy. This will include access and ticket taking, emergency evacuation, crowd control,

alcohol management and venue safety in line with our SMS and Emergency and

Security management plan (ESMP).

We will be engaging a security company that has a wide range of experience and local knowledge at various venues and large events in and around Perth. Our

security detail will be an extension of the customer experience, acting in a

professional manor at all times. They will apply all venue regulations in a firm but friendly manor, assist passengers where needed in the event of first aid being

required and be fully trained in the ESMP.

Security numbers will be as per liquor licensing conditions and may be higher than required according to event risk assessment completed prior to the event (subject

to ticket sales). All security will be appropriately licensed and extensive briefings will

be conducted prior to each event to cover relevant operation information such as event numbers, expected time of main ingress/ egress, demographic and any

foreseen issues.

Static security posts will be located within the venue, and these will be backup up

by roaming security. Security staff will be linked via two way radios and will interface with licensee, life guards and staff at all times to ensure a smooth

operation.

Security will monitor patron behavior and act accordingly in the event of patron

intoxication or unruly behavior and this will be logged and reviewed accordingly. Security will also monitor the venue for any potential hazards and act in a manner

which removes or minimises the risk.

Patron ID and security checks will be carried out upon arrival at the jetty by security

personnel. Any prohibited items will be confiscated. The patrons will be scanned in using Scantek scanning system which will also make security aware of any banned

patrons prior to departure.

CCTV CCTV will be installed throughout the venue along with perimeter monitoring system

that will be triggered if someone was to fall or jump overboard. This activates flood lights and alerts security to which side of the barge the breach has occurred.

Appropriate registers will be maintained accordingly, including an incident report form and register which will be used for all debriefs and will be reviewed regularly to

enable Security and Barge Co to update their practices, as required.

Crowd Control

In order to ensure we minimise the potential harm and maximise safety and staff

control for each event, we have developed a number of systems to ensure full

passenger management at all times.

Security will be present at both the jetty departure points, on the pontoon and on

board the barge, in both static and roaming positions. Patrons will be scanned in using Scantek and RFID scanning systems that allows us to ensure we have a full

manifest documenting each passenger’s location, either aboard the pontoon, barge or the transfer vessel, at any point in time.

Two transfer vessel running every 15 minutes means that congestion at the jetty is minimized, a clearly defined and flowing queuing system will be in place on both the

jetty and pontoon. We will also have staff to manage this process, ensuring that safety is our upmost priority on or near the water at all times.

We have developed a Traffic Management Plan ensuring that there is a variety of parking options available, public transport nearby and that there are clear and well

signed entry and exit points to the boarding jetties and venue itself. These entry / exit points are accessible by all, ensuring we are operating as an inclusive venue

and abiding by the Disability Services Act (1993).

The core management team (refer to SMS for comprehensive details of crew and

responsibilities), alongside life guards and security will remain in constant contact via two way radios to ensure there is a constant channel of communication should

an emergency arise (refer to the ESMP) and a public address (PA) system will be

readily available for crowd management should there be any sign of emergency or panic allowing staff and wardens to manage any evacuation process calmly and

efficiently.

The Vessel has been designed and will operate under the NSVC requirement for

category 1D and will meet all relevant requirements for vessel safety and operation.

The barge will have a full a SMS developed in line with NSCV requirements.

All emergency exits will be lit and the flow and layout of the vessel has been

designed to ensure that should congestion occur, it will not block any emergency exits.

Our service staff and security will be trained Responsible Service of Alcohol (RSA)

staff, holding senior first aid qualifications. The swimming pool will not be part of

the licensed area and any patron showing signs of intoxication will not be allowed to swim. There will be no swimming off the barge or pontoon at ANY time, with the on-

deck swimming pool capacity being 20.

There will be a team of qualified life guards on board at all times, as well as a jet ski

equipped to facilitate rescue of passengers that may fall or jump overboard. They will assist in the crowd control measures both around the pool and on the boarding

pontoon.

Alcohol Management

All alcohol will be served in accordance with the Liquor Control Act 1988 and we have prepared a full Alcohol Management Plan and training system to ensure that all

our internal processes are constantly minimising the risks associated with alcohol consumption. Our key objective is to remain complaint with our license whilst

ensuring that all passengers can enjoy themselves in a safe environment.

First Aid

The Barge Co will be fitted out with a dedicated First Aid control room and

treatment area. There will be a full record of first aid trained staff on board and for each shift a dedicated First Aid officer in charge.

All our managerial team and security team will have senior first aid training, and our

life guards will have their Bronze medallion as their minimum requirement.

Records An incident report file and corresponding first aid treatment file will be kept in the

First Aid control room in a secure location. Any first aid treatment given is required

to be documented within this file and kept by the First Aid officer and reported to managers on a regular basis.

These records are subject to the requirements of the Health Records Act 2001.

Work Safe advises that the records should include:

• workers name and occupation or job title • time and date of injury

• location at the time of injury • description of how the injury was received

• nature of injury and bodily part/s affected

• witnesses • nature of first aid treatment given

• name of person making the entry in the records • date of entry in register

The First Aid report should be signed by the passenger and the First Ad officer treating them. For further detail on our emergency procedures please ref to our full

ESMP.

Restocking and maintaining kits The vessels First Aid officer will be in charge of maintaining the first aid kit, ensuring

any items used after a treatment are replaced as soon as practicable after use.

The first aid officer will:

• undertake regular checks (after each use or, if the kit is not used, at least once every

12 months) to ensure the kit contains a complete set of the required items (an inventory

list in the kit should be signed and dated after each check)

• Ensure that items are in good working order, have not deteriorated and are within their expiry dates and that sterile products are sealed and have not

been tampered with.

Automated defibrillators

• Providing an automated external defibrillator (AED) can reduce the risk of

fatality from cardiac arrest. Due to the large number of public passengers the barge will have a AED located in the First Aid room at all times in a

clearly visible and accessible storage space

• This AED will be clearly signed and maintained according to the manufactures specifications.

• Although AED are designed to be used by either trained or untrained person, Barge Co will ensure that a percentage of our staff on board for each shift is

trained in the use of the AED.

Noise Management

Sound Parameters Study Barge Co has engaged Lloyd George Acoustic surveyors to who have prepared a full report on each of our three operating locations.

Safety and Environment Our primary business focus is to offer a unique, safe, water based venue where

patron safety and the ecological health and amenity of the river and ocean will be a

top priority at all times. Refer to SMS for information on safety and environmental protection.

The service of food and beverages on board the vessel as well as the development

footprint and essential services including water, sewerage, electricity and

telecommunications will be will be managed to minimise any potential effects on the ecological health of the Swan Canning river system. Actions to ensure this include:

• Wind barriers and catchment systems will be on board to collect any refuse

that may blow from the deck. There will also be a waste management system and water run-off will be collected and retained on board.

• All run off from the roof and internally will be retained in hull and the entire front deck will be enclosed by 1.6m high glass wind barriers to prevent any

rubbish blowing off the deck into the water, sidewalks will have a 100 mm

kick board up to the steel handrails to catch rubbish or bottles that may otherwise roll off into the water.

• The vessel will not have any engines. It will be towed into position by tug boats. All power on board will be provide by diesel generators located on the

rear service deck to allow for operation without refueling for a month at a

time. • All refueling (bunkering) will occur at North Port marine complex.

• The kitchen is run mainly by LPG gas there will be two manifolds of five 210 kg tanks (total of 2100 kgs) located on the rear service deck. These tanks

cannot be changed and they must be refilled by truck tanker, which will only

occur at the North Port marine complex as there is an industrial jetty there that can accommodate large trucks.

• All liquid waste will be stored in grey and black (sewage) water tanks. A treatment system will be used to allow the use of grey water for toilet

flushing. All black water and excess grey water will be pumped to the service

vessels for disposal under a Trade Waste permit at Elizabeth Quay. • All solid waste from kitchens and bars will be separated into recyclable and

general waste sealed plastic tubs that will be stacked into the hull during operation by electric material hoist then removed daily by transfer vessel to

approved bins at Elizabeth Quay.

• There will be proper and adequate storage provided within the development footprint for foods, goods, wastes, cleaning products and chemicals.

• Waste receptacles will be covered to prevent rainwater entry, and the waterway and foreshore areas will be protected from spills and discharges;

• The vessel will be structurally sound and has been designed to satisfy the

requirements of AMSA under the National Standard for Commercial Vessels (NSCV).

• All maintenance and management will be undertaken in accordance with River reserve lease conditions.

Service of Food and Beverages

The service of food and beverages on board the vessel will me managed to minimise any potential effects on the ecological health of the Swan Canning river system.

Service staff will be trained in the responsible service of alcohol and we will have a

safety team of trained lifeguards on board as well as security services. For information on alcohol service refer to the Alcohol Management Policy. All food will

be provided by caterers and will be brought onto the vessel for each event. Most will be prepared in their offsite commercial kitchen facility then finished on board to

ensure that effluent from food preparation areas, kitchens and ablutions will not

enter the river system or unacceptably affect the foreshore.

We will be serving all food on standard crockery and drinks in glassware, however for large music events and some bar days we will be required to serve using plastic

cups and paper plates for safety. In these instances, we would look to source

biodegradable plates and cups in case any items are blown or thrown overboard.

If lifeguards or security guards see any passenger throwing anything overboard they will be immediately removed and taken back to shore and the rubbish will be

recovered by jet ski, if possible.

Waste Management Barge Co has developed a Waste Management Plan (WMP) The WMP focuses on

waste water discharge and solid waste generated from the barge environment. The

objective of the WMP is to define waste management options for the disposal of waste associated with the approval of the barge under the Swan and Canning River

Management Act 2006.

The barge is a zero-discharge system. All liquid waste will be retained in hull tanks

until service vessels pump it off and takes it to shore. This will only occur between the hours of 12am-6am after the barge has closed. We have identified deep sewage

points within Elizabeth Quay where we can pump the sewage from the transfer vessel and have also lodged a trade waste application with the Water Corporation

for a permit to dispose of this into those points.

A treatment system on board the barge will process grey water collected deck run-

off and sinks/basins so that it can be re-used for toilet flushing.

All black water will be collected in the hull tanks and stored until our transfer vessel

pumps it

We have estimated that the venue will generate one three cubic meter bin of waste each week this figure has been provided by the waste disposal company that

services a similar sized and based venue in Perth.

All solid waste from kitchens and bars will be separated into recyclable and general

waste sealed plastic tubs that will be stacked into the hull during operation by electric material hoist then removed daily by transfer vessel to approved bins at

Elizabeth Quay or to approved bins at Northport while servicing occurs. We have a

zero tolerance for any rubbish leaving the venue not in these containers. The venue also has design and operational elements to ensure no rubbish is blown overboard,

including wind barriers and catchment systems will be on board to collect any refuse that may blow from the deck. A jet ski is available at all times for any item that

security sights or our perimeter system shows as having been dropped into the

Amenities

The Barge Co has included in its design sufficient amenities for the maximum number of patrons on board. The ablutions will be serviced by the recycled grey

water for flushing.

There will be a team in charge of cleaning and checking these amenities hourly during any event. Once the event has finished and all patrons have disembarked the

barge, a full clean and re-stock of these amenities will commence.

There will be the following ablutions on board:

• 18 toilets across the venue

• 9 urinal pans across the venue • 13 hand washing sinks

• 4 showers

There is also disabled access facilities, consisting of 1 disabled toilet, shower and

sink (included in numbers above)

All amenities are provided in accordance with NSCV vessel amenity requirement,

health regulations and local compliance, as well as our commitment to universal access.

Risk Management and Emergency Management

As a team our main objectives are to identify and prepare against any potential risks posed by the venue, the nature of the venues environment, the patrons and

the use of the venue.

Barge Co has engaged the services of a professional risk assessment company to

compile a full detailed Risk Management Plan, Risk assessment, Risk register and Safety Management System relating directly to the vessel, transfer vessel and

boarding jetties.

An ESMP have been created the primary objective of these plans is to provide a

timely, appropriate and coordinated response to identified potential risks and emergencies and assist with their effective management, ensuring all crew are fully

aware of their roles and responsibilities should an emergency arise. It includes the identification and management of any foreseeable risks associated with these

emergency situations, including:

• Fire/smoke

• Medical emergency • Hazardous material spill/gas leak

• Bomb threat

• Person overboard • Collision or grounding leading to vessel damage leading to submersion

• Venue evacuation

The ESMP plan provides a framework for all staff to appropriately respond in an emergency, and is designed specific to the venue. It is important that all staff

recognise that an emergency can occur at any time despite their best intentions in prevention. To ensure our staff are confident in all emergency procedures and that

the can respond in a calm and effective manner, they will undergo a full induction

training and the Master will conduct monthly drills to test the effectiveness of the crew’s response to emergencies. Any lessons learnt will be used to inform crew

training and development. The details of these drills will be recorded in a vessel log.

Refer to the ESMP to be initiated by the Operations manager and staff in scenarios

classified as an emergency.

For personal risks such as intoxication, we have designed our Alcohol Management Policy to train all staff members with as a benchmark, as well as weekly staff

meetings to reiterate the key objectives of our harm minimisation policy

Emergency Planning Committee

In addition to our SMS and ESMP we have formed an Emergency Planning Committee (EPC) to document, review and maintain these documents. The EPC has

been developed in accordance with the requirements of the Australian Standard

3745-2012 Planning for emergencies in facilities. The ESMP also complies with the Occupational Health and Safety Act WA (1984). The primary role of the EPC is to

give top priority to the safety of the occupants and visitors of the venue during an emergency. It will ensure applicable legislative requirements are met, and should

participate in the emergency activities, including evacuation exercises.

The Licensee understands the importance of a safety culture and the need to

establish a work environment where the reporting of near misses, incidents,

accidents and non-conformances is encouraged at all levels within the company and is followed up with timely and appropriate corrective action.

Transportation and Traffic Management

With a public venue such as ours it is imperative that we have a full and detailed Traffic Management Plan to anticipate any traffic, pedestrian, congestion and crowd

control issues that may arise as a result of one of our events.

Our main objective with this TMP is to:

• minimise congestion • manage crowd control

• increase safety • Improve the likelihood of patrons visiting surrounding restaurants and bars

in the Quay before and after the venue hours.

For all its events and general admission days Barge Co will encourage use of public transport and offer information with tickets purchased, on website and via on

ground personal at disembarking.

This information / suggestion will cover ‘getting there” and ‘getting away’ using:

• Public Transport • Taxis/Uber

• Ride Sharing • Cycling

• Personal Vehicle/Driving

Local Contractors

Barge Co is committed to engaging and supporting the local community and as such will be hiring local contractors for certain services:

1. Supply of security detail

2. Supply & removal of catering – staff & equipment 3. Supply of entertainment

4. Supply and install of sound equipment 5. Waste collection & removal

It is required that all contractors adhere to the Occupational Health and Safety Act 2004.

Barge Co will be performing their due diligence by ensuring all contractors provide

required documentation, including but not limited to a certificate of currency for 20

million Public Liability insurance, along with a copy of their public liability certificate, workers compensation and other relevant safe systems of work such as certificates

of currency for mechanical plant, safe work methods statements or occupational permits and licenses.

There are a number of external suppliers contracted to provide services at various individual events. The Barge Co Operations Manager will ensure there is a final and

comprehensive list of contractors and that their documentation is in hand 14 days prior to the opening of an event.

exotic venue that can host up to 600 patrons for the ultimate West Australian

experience.

Few land based venues offer the same or greater capacity than Barge Co (600pax

capacity), and no other vessel has this passenger capacity or river access in Perth due to

the Fremantle traffic bridge passage restriction. Barge Co has been designed to fit under

the bridge being unpowered it does not require a wheelhouse.
