COHESION POLICY. SINCE 2013 IN ITALIAN HIGH-SCHOOLS
OpenCoesione Goes To School: the project
OpenCoesione Goes To School (ASOC) is an
innovative interdisciplinary educational project
aimed at high school students. By working on a
storytelling research based on cohesion projects, the
students experience how cohesion policy affects
their own neighbourhoods.
METHOD
● Online MOOC with support materials and community
● Distance learning for teachers
● Territorial networks of experts on cohesion policy
thematic areas or transversal issues
OBJECTIVES
● Promote the principles of aware citizenship
● Encourage responsible use of ICT, including open
data, and social media
● Foster civic monitoring of public funding
Raising a new generation of civic awareness
OpenCoesione open data platform
Partnership with Ministry of Education and EC
Representation in Italy (EDIC)
Collaboration with “ASOC Friends” (selected civil
society organisations)
Partnership with some Regional Administrations to
reinforce the project at territorial level (OP
Communication Offices involved!)
A recent partnership with the National Institute of
Statistics (Istat)

OpenCoesione Goes To School: the steps
In the first steps students have to select a research theme and a project implemented in their territory.
Key element: a project oriented monitoring system + open data publication
During the educative program : distance learnig
Key element: MOOC with ~20 video-lessons, lists of data sources, indications for in-depth analyses
In the final sessions, students carry out an on-site visit to the project selected for their research and interview
relevant actors involved in the project implementation (programmers, beneficiaries, …)
Key element: a civic monitoring platform (www.monithon.it easy to adapt!)
The last step is a final public event: students meet local communities and policy-makers to discuss the
findings of their investigations
Key element: ability and support to communicate and organize a public event

Students trigger and encourage a public debate on transparency, civic monitoring,
participation, open data awareness, through plenty of local events linked to the main
International initiatives: Open Gov Week, Open Data Day, Europe Day
Students collected information on
a project completed but not in

Civic engagement (meetings with
the mayor, citizen interviews,
local newspapers articles) led the
Municipality of Locri
to publish a call for the
management of the new youth
centre
Locri (RC): from an old building to a youth centre
A strong civic drive.
A new open-air Film Festival
as a result of civic engagement.
Funds to support #cinevolution.
Isola Liri (FR): digitalisation of a movie theater
Students continue to get involved in civic awareness and civic monithoring
event after the conclusion of the educational project.
Thanks to the ASOC Experience contest, they follow up the results of their
researches, to point out what’s going on.

«OpenCoesione Goes to School» in
other Member States (3 or 4 as a pilot)
