0.1 GENERAL

0.1.1 Preface

This Training manual is issued in accordance with the Vietnam Aviation Regulations and must be approved by the CAAV prior to distribution according to the decision of the President and Chief Executive Officer.

This manual is written in both Vietnamese and English language. In the event of any difference(s) in meaning between English version and Vietnamese version, the meaning as written in Vietnamese shall prevail.

The Training manual can be used and referred to by operations personnel for training and reference purposes. Copies of the manual will also be made available to non-Company personnel who may be authorised to carry out training on the Company’s behalf.

0.3 TRAINING POLICY OF VIETNAM AIRLINES

1. All flight crew members, dispatchers/flight operations officers and other personnel relating to flight operations (whether employed or subcontracted) are trained, qualified and standardised for their assigned tasks, and are certified by Vietnam Airlines and approved by the CAAV when required.

2. All the Flight Training Organizations (including training facilities, devices, course materials, instructors, syllabus...) used for VNA training must be approved and issued / renewed certificate after periodic audit by CAAV.

3. All instructors, examiners and line check airmen (whether employed or subcontracted) shall be selected and complete the appropriate training courses, periodically reviewed and approved by CAAV. They are able to perform their work without inappropriate interference from management and/or external organizations.

4. Training manuals, training and evaluation procedures must be followed the published standards by VNA and approved by the CAAV. The training and evaluation shall be conducted by sufficient suitable qualified instructors and examiners belong to separate organizations or by different individuals within the same organization (Checking will be conducted by a TRE that does not involve in conducting training). All simulated aircrafts, weather and environmental conditions shall be standardised and appropriate for the training and evaluation program.

5. All the training facilities, devices and course materials which reasonably reflect the configuration of the VNA’s current fleet(s), shall be periodically evaluated to ensure compliance with the qualification and performance standards of VNA and be approved by CAAV.

6. All examiners, instructors, line check airmen are authorised to use company training documentation only. Unauthorised personal documentation is not permissible in the official training environment.

0.4.3 Training Department

0.4.3.1 General

The Training Department acts as a consultancy body to the Board of Management and the President and CEO with responsibility for the development of training strategy, training requirements and policies as well as the management and implementation of approved training programs. The Training Department is responsible for contact with training organizations within Vietnam and abroad.

0.4.3.2 Functions

The following are the main functions of the Training Department:

(a) To be responsible for the preparation and submission of the training budget and training requirements to the central accounting departments of Vietnam Airlines for their consideration and approval;

(b) To advise and prepare periodically summary reports for the Board of Management, the President and CEO and his deputies on Company training strategy, policy, standards and programs;

(c) To ensure all training is conducted in accordance with VAR, the training policies of the Company and at facilities, both internal and external, that are legally recognised by the CAAV and the Company;

(d) To manage the training programs and syllabus for all types of pilots, cabin crew, flight operations personnel and other applicable employee training;

(e) To provide guidance regarding the updating, development and application of training programs and syllabi throughout the Company;

(f) To review training programs submitted by organisations outside the Company as to their suitability for Company personnel and to manage the implementation of such programs, as required;

(g) To maintain training records for pilots, cabin crew, flight operations personnel and other applicable employees and to issue completion certificates, as required;

(h) To liase with the CAAV regarding the issue of licences, certificates of validation, type ratings, etc for pilots, cabin crew and other flight operations personnel, as applicable.

0.4.4 Safety, Quality and Security Department

Functions of the Safety, Quality and Security Department with respect to training are as follows:

(a) To build annual training plans and budget in accordance with its requirements and forward to the Training Department for preparation and submission for approval;

(b) To establish a safety, quality and security that reflects the achievement of, and continued compliance with, aviation regulatory requirements and the additional standards as specified by the Company;

(c) To ensure that all training meets the standards of compliance as required by:

(i) CAAV regulations;

(ii) Other applicable regulations; and

(iii) Industry best practice.

To ensure Compliance with the above standards is measured and reviewed on a regular basis as part of the Company’s ongoing quality management program. Any non-conformances or areas for improvement are dealt with appropriately through documented corrective processes.

(d) To advise with respect to training for safety, quality and security training;

(e) To provide instructors as required for safety, quality and security training;

(f) To coordinate with the Training Dept. with respect to conduct of safety, quality and security training courses;

(g) To provide training records and periodical reports on its training to the Training Dept.

0.4.5 Operations Control Center

Functions of the Operations Control Center with respect to training are as follows:

(a) To build annual training plans and budget in accordance with its requirements and forward to the Training Department for preparation and submission for approval;

(b) To advise with respect to training programs and syllabus content for flight operation officers; Conduct On-job training for F.O.O/F.O.D;

(c) To provide instructors as required for flight operations personnel training;

(d) To coordinate with the Training Dept. with respect to the conduct of training courses for flight operation officers;

(e) To produce, update and revise the Flight Operations Manual;

(f) To provide training records and periodical reports on its training to the Training Department.

0.4.6 Flight Training Centre

Functions of the Flight Training Centre are as follows:

(a) To maintain its status as an approved Type Rating Training Organization (TRTO) followed the CAAV’s regulations.

(b) To build annual training plans and budget in accordance with its requirements and forward to the Training Department for preparation and submission for approval;

(c) To conduct the following pilots training programs:

(i) Pre-qualification training for cadet pilots;

(ii) Coordinate with the Flight Crew Division to manage and supervise basic training in the selected FTO;

(iii) Type rating training including ground training and simulator training;

(iv) Safety and emergency procedures training;

(v) Initial ETOPS training, LOV, RVSM (if applicable);

(vi) Direct entry pilot training.

(d) To conduct the following cabin crew training programs:

(i) Initial cabin crew intake training;

(ii) Cabin crew conversion, upgrade, on-job instructor/ examiner training;

(iii) Cabin crew service training;

(iv) Safety and emergency procedures training;

(v) Refresher training;

(vi) Differences and familiarization training;

(e) To conduct training for other Company flight operations personnel such as dispatchers and flight operations officers;

(f) To conduct CRM training;

(g) To conduct DGR training;

(h) To conduct aviation security training;

(i) To conduct ground instructor training;

(j) To conduct foreign language training;

(k) To conduct other training as required;

(l) To maintain the training records of all personnel attending training at the Flight Training Centre, to issue certificates as required and to ensure that all documentation related to CAAV licensing requirements are forwarded to the Training Department for submission to the CAAV;

(m) To develop, revise and update training documents and forward to the Training Department for approval following Civil Aviation Authority’s and Vietnam Airlines regulations;

(n) To provide periodical reports on its training to the Training Department (Refer 1.6.1).

0.4.7 Flight Crew Division

Functions of the Flight Crew Division with respect to training are as follows:

(iii) Recurrent, refresher training;

0.4.8 Cabin Crew Division

Functions of the Cabin Crew Department with respect to training are as follows:

(a) To build annual training plans and budget in accordance with its requirements and forward to the Training Department for preparation and submission for approval;

(b) To coordinate with the FTC to conduct the initial, on line, recurrent, conversion, refresher and upgrade training. To conduct in-flight training for cabin crews, other training for ground staffs in order to maintain and improve the service quality of cabin crew and management competence of ground staff;

(c) To provide instructors as required to the Flight Training Centre;

(d) To maintain the training records of all personnel, to issue certificates as required and to ensure that all documentation related to CAAV licensing requirements are forwarded to the Training Department for submission to the CAAV or personnel who may be authorised to approval;

(e) To develop, revise and update training documents and forward to the Training Department for approval following Civil Aviation Authority’s and Vietnam Airlines regulations;

(f) To provide periodical reports on its training to the Training Department (Refer 1.6.1).

Vietnam Airlines shall ensure that all instructors, examiners and line check-airmen (whether employed or subcontracted), training facilities, devices, equipments, training documents (whether owned or subcontracted) for training:

• have the required approval from the authority;

• meet the required qualification and performance standards;

• be periodically reviewed to required compliance with approved standards.

QA system of VNA shall carry out periodic audit training organizations (owned and subcontracted) in order to ensure training is accordance with the training program approved by VNA.

0.6.1 Goal

Standardisation meetings permit formal and regular communication between and among management, instructors, examiners, line check airmen and flight crew to achieve continuous improvement of training documents (for ground, simulator, aircraft training and line operations).

0.6.2 Frequency

0.6.2.1 Every 03 months:

(a) Subject of meetings:

• Operational non-compliances;

• Training deficiencies (simulator, aircraft and line operations);

• Examination trends analysis (on simulator, base flight, online or OJT);

• Administrational process and others.

(b) For Flight Crew Division: the meetings shall be organized between Chief/ Deputy chief of fleets in charge of training, instructors, examiners and flight crews. All reports of meetings shall be kept in the Fleets, Training and QA Division of FCD and to be reported to Deputy Director of FCD in charge of training.

(c) For Flight Training Centre: the meetings shall be organized between Chief of Training Departments, instructors, examiners and other concerning departments. All reports of meetings shall be kept in the Faculties, Training Division, QA Division and be reported to Deputy Director of FTC.

(d) For Cabin Crew Division: the meetings shall be organized between managers of Cabin Crew Intergroups, instructors and other concerning departments. All reports of meetings shall be kept in the Training Office, Safety & Service QA Office and be reported to Deputy Director of CCD in charge of training.

1.1 TRAINING AND CHECKING PERSONNEL

1.1.1 Appointment of Pilot Check and Training Personnel

The Chief Pilot is responsible for the appointment of instructors, examiners, line check airmen and training personnel in order to ensure a sufficient and qualified resource to admister the training and evaluation programs in accordance with VNA’s and CAAV’s standards and requirements.

The number of TRI/TRE per fleet is defined as follows:

+ Fleets with the number of aircrafts more than 02: the numbers of TRI/TRE are 10% of the total pilots of the fleet;

+ Fleets with number of aircraft ≤02: the numbers of TRI/TRE are 03. (a) Ground instructor:

- Hold ATPL or CPL with ATPL “frozen” - Have at least 1,000 hours flying experience as a pilot on multi-pilot

aircraft with 500 hours on type - Certificate of Instructional techniques - English language proficiency: level 4 or higher (ICAO requirement)

(b) Flight Instructors, Examiners and Line Check Airmen shall be taken a process for the selection that includes:

- Hold ATPL licence as captain on type; - Have experienced flight hours with required standard (Refer 1.1.4 to

1.1.9); - Training record review; - Recommendations from Fleet Management, Training Management

of FCD and Training Department; - Neutral assessment by more than one person; - English language proficiency: level 4 or higher (ICAO requirement)

Captains selected for simulator check and training duties are normally required to remain on the particular aircraft type for a period of 2 years from the commencement of these duties before being eligible to move to another aircraft type.

1.1.2 Instructors and Examiners responsibility Instructors and Examiners have the following responsibilities subject to their

CAAV approval(s): (a) To carry out pilot training or checking as directed; (b) To offer suggestions for the amendment of any procedure not in

accordance with the Training Manual, Operations Manuals or the CAAV requirements;

(c) To supervise ground and en-route training; (d) To familiarise pilots with the latest operational procedures; (e) If holding a relevant CAAV authorisation, to conduct Operator

Proficiency Checks, Licence Proficiency Checks (including Instrument Rating Revalidation Tests) and Line Checks;

(f) To make proposals for improving safety standards and efficiency in training and line operations;

(g) Completing training and check forms promptly on completion of the training or check and for forwarding the completed forms to the appropriate office;

1.1.3 Qualification and Experience Pilots nominated as: (a) SFI (Synthetic Flight Instructor); (b) SFE (Synthetic Flight Examiner); (c) TRI (Type Rating Instructor); (d) TRE (Type Rating Examiner); Must satisfy the requirements of VAR given in paras 1.1.4 to 1.1.9 below. Prior to appointment to a training position, nominees must have been

checked in those duties applicable to the appointment. A certificate of competence to conduct the duties of the particular training or checking capacity must be verified and evidence retained on the individual’s personal training file.

Where training and check personnel are required to occupy either pilot’s seat they will be checked and certified in their normal and emergency duties in both seats.

Pilots nominated to conduct Operator Proficiency Checks, Line Proficiency Checks and Instrument Rating Renewal Tests must be authorised by CAAV. The authorisation permits the nominated examiner to conduct tests/checks detailed in their authorisation.

1.2 COMPLETION STANDARDS

1.2.1 General Standards hereby are to ensure each pilot receive training and be evaluated

in aircraft systems, limitations and demonstrate proficiency in the operation of aircraft systems, piloting technique and the ability to executive normal and non-normal procedures which are checked in a way demonstrating each pilot’s competence, including contents for remedial training and subsequent evaluation of a flight crew unable to achieve/maintain required standards.

Trained personnel should have a clear understanding of the required manoeuvres to be performed in their respective examination, without being provided the detailed chronological sequence of the manoeuvres or malfunctions prior to the respective manoeuvre or malfunction being administered.

Types of test/evaluation and minimum standards are based upon the followings:

(a) For cabin crews and dispatchers/flight operations officers: i. Ground training course(s): not less than 80% of total rate. ii. Oral exams and practice: not less than 80% of total rate.

(b) For pilots: i. Ground training course(s): not less than 80% of total rate. ii. Simulator Training (Type Rating and Re-Current):

Flight crew members shall receive training and demonstrate competence in normal and non-normal procedures and manoeuvres, including as a minimum:

- PNF/PF and other flight crew division of duties (task sharing) - positive transfer of aircraft control - consistent checklist philosophy - emphasis on an “aviate, navigate, communicate” priority - proper use of all levels of flight automation - proper crew response to system malfunctions and the

following unanticipated events: rejected takeoff / emergency evacuation / engine fire and failure / emergency descent / flight crew incapacitation;

Line Operational Simulation scenarios are to be standardised and administered real-time in a line environment. Scenario setting is not simple menu of weather conditions and/or unacceptable abnormals. Manoeuvres such as engine failure on takeoff, engine out missed approach and instrument approaches must be flown within the tolerances detailed in paragraph 1.2.2 below. Not withstanding the above, flight crew members shall complete training in CRM skills, which may be accomplished as part of simulator, aircraft and/or line training, as applicable. Such training shall be completed during initial training and subsequently during recurrent training once every year.

iii. On-line Training/ Evaluation The qualification program consisting of line training and applicable, evaluations approved or accepted by CAAV. Such program shall: - be published in the Training Manual or equivalent documents; - ensure that each pilot flight crew member has adequate knowledge of

applicable areas, routes and route segments; - specify qualification requirements for operations in all areas, on all

routes segments and into all airports of use; - specify additional qualification requirements for operations in areas and

on routes or route segments over difficult terrain and/or into special airports that require special skills or knowledge, as designated by the Authority.

Training/ Evaluation should be operated in accordance with Standard Operating Procedures together with decisive flight and CRM skills. A definition of the conditions and/or maneuvers that can be safely simulated in the aircraft, as well as the minimum weather and environmental conditions required to ensure the training/evaluation being administered can be safely and effectively conducted.

Note: Maneuvers and procedures that cannot be safely accomplished in an aircraft shall be trained and examed on a CAAV approved and certified flight training device such as: windshear avoidance and recovery; response to GPWS alerts and warnings and the avoidance of Controlled Flight Into Terrain (CFIT); response to TCAS/ACAS alerts; a failed or inoperative engine (Refer to FOM Part A – 8.3.1.14).

1.2.2 Tolerances Limits for the number of times of manoeuvres in each section may be

repeated that be considered acceptable are 03 times. Pilots are required to fly within the following flight test tolerances to be

judged proficient subject to any deviations due to turbulent conditions: (a) Normal Flight

Heading +/- 5 degrees of nominated heading

Indicated airspeed +/- 5 kt of required speed

Height generally +/- 100 FT; At minimum altitude +50 FT, - 0 FT

(b) Asymmetric Flight

Heading +/- 10 degrees from datum heading, initially, then +/- 5 degrees

Indicated airspeed +10 kt/-5 kt of required speed

1.2.3 Training and/or Checking Failure to Reach Required Standard

1.2.3.1 Ground School

Pilots, cabin crew and dispatchers that do not attain the required pass mark on their first attempt at any ground school examination will be allowed up to a maximum of two (2) re-sits.

All theory training results for cabin crew shall be validated for maximum of 06 months.

1.2.3.2 Simulator Training

The following applies if a pilot does not attain the required standard during simulator type rating training:

(a) If the pilot fails the final proficiency check, the instructor is permitted to extend the training for a maximum of three (3) simulator sessions to be followed by a second and final proficiency check conducted by another examiner.

(b) If on the completion of the last regular training session prior to the proficiency check the pilot is assessed as being below standard, the instructor is permitted to extend the training for a maximum of three (3) simulator sessions to be followed by a final proficiency check.

1.2.3.3 Aircraft Base Training

In the case where a pilot does not attain the required standard in accordance with the minimum number of circuits and landings applicable for the aircraft type, the TRE has the authority to extend the base training up to a maximum number of circuits and landings equivalent to double the number stipulated in the type rating program.

If the pilot has not attained the required standard following this additional training the continuation of the type rating training shall be determined by the Chief Pilot.

1.2.3.4 Line Flight Training (IOE/UOE)

In the case where a pilot does not attain the required standard in accordance with the minimum hours or legs applicable for the aircraft type the TRE or TRI has the authority to extend line flight training hours or legs that’s not over the maximum as required for each aircraft type.

In the case where a pilot does not attain the required standard during a line training, additional 20 hours or 10 sectors, whichever is the higher, of line training are to be scheduled followed by another line check.

If the pilot has not attained the required standard following this additional training, the continuation of the training shall be determined by the Chief Pilot.

1.2.3.5 Recurrent Training, Proficiency Check or Line Check

In the case where a pilot does not attain the required standard in simulator recurrent training or simulator proficiency check, an additional simulator session is to be scheduled followed by a second proficiency check.

If the pilot fails to attain the required standard following the above checks the Chief Pilot, Training Manager and applicable Fleet Manager to determine the future situation for the concerned pilot.

1.2.3.6 Command Training

The following policy applies to pilots that fail to attain the required standards during their command training:

(a) A candidate who is considered to be unsuitable for further training following command assessment will not be re-assessed until a minimum of a further 6 months has elapsed from the last command assessment.

(b) A candidate who fails to maintain the required standard in any part of his/her simulator or upgrade operational experience (UOE) training will not be considered for another command course until a minimum period of 12 months has elapsed following the decision to terminate his/her training.

(c) A candidate who demonstrates satisfactory progress during his/her simulator and/or line training but fails either a simulator check or final line check may be scheduled for another check following a short period of additional training. A second failure would result in a 12 months moratorium on further command training.

(d) A candidate who fails a second command course will not be reconsidered for command for three years from the date of the second failure and only then if there is a considerable improvement in his/her performance such that another command assessment is warranted. No further consideration will be made after the third attempt that results in a failure of command training.

1.2.3.7 In-flight training for cabin crew

The additional in-flight training referred to Training Guidance Manual – Cabin Crew Division.

1.2.3.8 Upgrade training for purser/chief-purser

A candidate who fails to maintain the required standard in upgrade training for purser/chief-purser course will not be re-attended until a minimum of a further 06 months has elapsed from the last course.

1.3.1 Pilot

Recurrent training, checking and periods of validity are as follows:

(a) Operator Proficiency Check/Licence Proficiency Check

(i) The period of validity of an operator proficiency check shall be 6 calendar months in addition to the remainder of the month of issuance. If issued within the final 3 calendar months of validity of a previous operator proficiency check, the period of validity shall extend from the date of issuance until 6 calendar months from the expiry date of that previous operator proficiency check.

(ii) The period of validity of a licence proficiency check shall be 12 calendar months in addition to the remainder of the month of issuance. If issued within the final 3 calendar months of validity of a previous licence proficiency check, the period of validity shall extend from the date of issuance until 12 calendar months from the expiry date of that previous licence proficiency check.

(b) Line Check

The period of validity of a line check shall be 12 calendar months in addition to the remainder of the month of issuance. If issued within the final 3 calendar months of validity of a previous line check, the period of validity shall extend from the date of issuance until 12 calendar months from the expiry date of that previous line check.

(c) Emergency and Safety Equipment Training and Check

The period of validity of an emergency and safety equipment check shall be 12 calendar months in addition to the remainder of the month of issuance. If issued within the final 3 calendar months of validity of a previous emergency and safety equipment check, the period of validity shall extend from the date of issuance until 12 calendar months from the expiry date of that previous emergency and safety equipment check.

(d) Dangerous Goods Training and Check

Dangerous goods training shall take place at intervals not exceeding 12 months.

(e) Crew Resource Management (CRM) and Security Training

Crew resource training shall take place once every 12 months as part of the recurrent training program, Crew members should complete the major elements of the full length CRM program over a four-year-period.

Flight crew members shall complete security training course once every year.

(f) Ground and Refresher Training

Each flight crew member must undertake ground and refresher training every 12 calendar months.

(g) Pilot Qualification to Operate in either Pilot’s Seat Check

A commander whose duties also require him to operate in the right hand seat and carry out the duties of a co-pilot or commanders required to conduct training or examine duties from the right hand seat shall complete the following additional training and checking concurrent with the proficiency check in SIM:

(i) An engine failure on takeoff;

(ii) An engine inoperative in cruise and approach;

(iii) An engine inoperative landing.

(h) Instrument Rating Check

The Instrument Rating is valid for one year and is normally renewed coincident with the license proficiency check (date-to-date).

(i) LHS training for First Officers (ref. 2.12.2 p.1)

(k) Special flight operations: RVSM, CAT II/III, ETOPS, adverse weather, aircraft upset recovery.

months in addition to the remainder of the month of issuance. If issued within the final 3 calendar months of validity of a previous check, the period of validity shall extend from the date of issuance until 12 calendar months from the expiry date of that previous check.

(b) Dispatcher Resource Management (DRM) Training Dispatcher resource management training shall take place once

every 12 months. Dispatchers should complete the major elements of the full length DRM program over a four-year-period.

1.4 UPGRADE TO A HIGHER QUALIFICATION

1.4.1 General

To be eligible for upgrade to higher qualifications personnel must have a good employment record, demonstrated their capabilities through good and consistent check and training reports and have the required minimum experience (at least above standard level for pilots).

A list of employees eligible for upgrading will be published and regularly updated as necessary.

In the event that an employee’s name does not appear on the above list and the person concerned feels that he/she does have the required experience and employment record to be considered for upgrade to a higher qualification he/she can submit an application to his/her immediate manager for their consideration.

The selection process for upgrading positions follows Operation Documents of Flight Crew Division, Cabin Crew Division and Flight Operations Department.

The pilot-trainee fails to attain the required standard following the proficiency check(s) or final check(s) in conversion/ upgrade training course, or an operational pilot for any reason cannot maintain proficiency and competency of his/her approved position, in case he/she revert to their previous type or status of downgrade position, the refresher training concerning the requalification on this type prior or concerning flight operations with new position shall be carried out.

Carrying out intergrated course or modular course shall be decided by Director of Flight Crew Division for the unsuccessful upgrade to higher qualification position.

Note: All flight crews are forbidden to return the previous type without receiving adequate training and examination (including STD for training and check).

1.6 TRAINING RECORDS AND REPORTS

1.6.1 General

The Training Department as the Post Holder is responsible for supervising and managing the training records of pilots, cabin crews, flight dispatchers and flight operation officers and is responsible for the submission of required documentation to the CAAV. Reports of the training plan of carrying out recurrent/ refresher training shall be periodically (every 03 months), of carrying out other trainings shall be periodically (every 06 months/ every year) sent to Training Department by Flight Crew Division, Flight Training Centre, Cabin Crew Division and Operations Control Center. Training Department shall summarize all the reports to submit to the Board of Management and to CAAV (if required).

Flight Crew Division has the responsibility to keep the records of pilots for VAR training and any other special training.

Flight Training Centre has the responsibility to keep the records of all pilots, cabin crew and flight operations officers training undertaken in the Flight Training Centre.

Cabin Crew Division has the responsibility to keep the records of cabin crews for practical training and any other special training.

Operations Control Center has the responsibility to keep all training records for dispatchers/flight operations officers.

Note: Successful and unsuccessful training results have to be kept in the Training records in order to assess results of pilots, cabin crews and FOOs/FODs evaluations.

Report forms refer to “Training Record for Pilot” of FCD.

2.2 AB INITIO PILOT TRAINING

2.2.1 General

Ab initio pilot training shall be conducted by a CAAV approved Flight Training Organisation (FTO).

To be considered for ab initio pilot training cadet pilots must be 18 years of age or older and meet the minimum standards required by the FTO (including English language proficiency).

2.2.2 Syllabus

2.2.2.1 Theory Training

A minimum of 750 hours including training for PPL, CPL with IR, ATPL frozen and MCC (including introduction on GPWS, TCAS, RVSM, etc).

2.2.2.2 Simulator Training

From 60 to 80 hours of simulator training (FNPT 1 and FNPT 2) for VFR, IFR and MCC training, including at least one LOFT sector.

2.2.2.3 Practical Flight Training

A minimum of 200 hours flight training of which a minimum of 40 hours must be conducted in a multi-engine aircraft in accordance with the following:

(a) Private Pilot Licence (PPL)

A total of 45 hours basic flight training includes:

(i) 35 hours dual instruction comprised of:

• 25 hours VFR day;

• 10 hours night; and

• at least one dual cross country flight of a minimum distance of 270 km (150 NM) with one away from base landing.

(ii) 10 hours solo comprised of:

• at least one solo cross country flight of a minimum distance of 270 km (150 NM) with two away from base landings.

(b) Commercial Pilot Licence (CPL)

A total of an additional 155 hours flight training includes:

(i) 100 hours pilot-in-command (50 hours VFR and 50 hours IFR) including 50 hours dual instruction with at least two cross country flights of a minimum distance of 540 km (300 NM);

(ii) 5 hours of aerobatic flight;

(iii) 40 hours on multi-engine aircraft;

(iv) 10 hours of night flight with at least 5 hours dual instruction including one hour night navigation flight, 5 solo take-offs and 5 full-stop landings.

2.2.3 Approval qualification by the Authority

a) ATPL theory can be carried out in ATPL (A) integrated course or be separately completed ATPL theoretical course in a Flight Training Center approved by CAAV.

b) In the case the ATPL theoretical course has been carried out separately, ab initio pilot training can be completed at CPL, IR, MCC with the required 500 hours of theoretical training.

c) If ab initio pilot training program is not compliant with the syllabi in 2.2.2.3, it shall be approved by the CAAV before application for training.

d) After completion the ab initio training course, cadets must pass the applicable aviation authority examinations for certificates or licences for PPL, CPL, IR and ATPL “frozen”.

2.2.4 MCC Training: conducted by FTC

2.2.4.1 Course duration: 02 weeks

2.2.4.2 Training Program

- 25 hours of theoretical knowledge instruction;

- 20 hours of simulator training.

2.2.4.3 Course Objectives

2.3.1 General

Bridging course training is applicable to pilots that have served in the Vietnam military or for those who have not been civil aviation pilots before.

2.3.2 Training

Bridging course training shall include the followings:

(a) Training documentation and syllabus approved by the CAAV;

(b) ICAO and CAAV Air Law examination;

(c) Instrument rating course in accordance with VAR;

(d) CAAV Radio Telephony Certificate;

(e) Intensive English training.

2.4 INITIAL, CONVERSION AND UPGRADE TRAINING

Initial, Conversion training is conducted by the Flight Training Centre for theory and simulator training. Base flight training, line training and upgrade training shall be conducted by Flight Crew Division.

Before starting line training, flight crew members have to successfully complete an Operator Proficiency evaluation administered by a TRE and demonstrate the skill and knowledge level adequate for operating the aircraft at or above the standards stipulated in the training syllabus.

Entry requirement for English language: Level 4 or higher (ICAO requirement).

2.4.1 Initial Training

Applied for 1st time pilot conversion training.

2.4.1.1 Initial Ground Training

(a) Initial Operator-Specific Procedures Indoctrination

Crew members must complete an initial operator-specific procedures indoctrination curriculum approved by the CAAV, which shall include a complete review of operations manual procedures pertinent to the crew member’s duties.

(b) Initial Dangerous Goods Training

Crew members must complete an appropriate initial dangerous goods curriculum approved by the CAAV.

(c) Initial Security Training

Crew members must complete an initial security curriculum approved by the CAAV.

This curriculum will instruct the crew members on the most appropriate manner to behave to minimize the consequences of acts of unlawful interference.

It shall familiarize these employees with preventive measures and techniques which will assist them in the prevention of acts of sabotage or other unlawful forms of interference.

(d) Initial Crew Resource Management Training

Crew members must complete an initial CRM curriculum, including human performance and threat and error management, approved by the CAAV.

(e) Initial Emergency Equipment Drills

Crew members must complete an appropriate initial emergency equipment curriculum and drill for the crew member position approved by the CAAV for the emergency equipment available on the aircraft to be operated.

(f) Initial Aircraft Ground Training

Crew members must complete an initial ground training approved by the CAAV for the aircraft type.

Initial aircraft ground training for flight crew members shall include the pertinent portions of the operations manuals relating to aircraft-specific performance, mass and balance, operational policies, systems, limitations, normal, abnormal and emergency procedures on the aircraft type to be used.

Note: The AOC holder may have separate initial aircraft ground training curricula of various lengths and subject emphasis which recognise the experience levels of flight crew members approved by the CAAV.

2.4.1.2 Flight Training

(a) Initial Aircraft Flight Training

Crew members must complete an initial flight training approved by the CAAV for the aircraft type.

Initial flight training shall focus on the manoeuvring and safe operations on the aircraft in accordance with the AOC holder’s normal, abnormal and emergency procedures including use of the installed equipment such as auto-pilot and data management devices.

(b) Initial Specialized Operations Training

Crew members must complete an appropriate initial specialized operations training curriculum approved by the CAAV.

Specialized operations for which initial training curricula shall be developed include:

- Low minimum operations, including low visibility takeoffs and Category II and III operations;

2.4.2 Ground School Training

Ground school classes on aircraft systems training for all conversion courses will be conducted utilising manufacturer, provide training information through the use of VACBI, CBT or other suitable programs.

Aside from aircraft systems training, the ground course also includes:

(a) Basic Company familiarisation training:

- Duties and responsibilities (FOM/ SOP),

- State regulations (CAAV, VAR, etc.),

- Authorized operations (AOC),

- Relevant sections of OM;

(b) Aircraft systems and limitations/ Aircraft upset recovery procedures;

(c) Aircraft performance:

- Weight/mass and balance calculations,

- Take-off, climb, cruise, approach and landing performance,

- Obstacle clearance,

Simulator Training Course includes:

(i) EFB application (if applicable);

(j) Examination/ Certification (as required).

2.4.3.1 STD/FTD Training

STD/FTD training is 03 hours per session on the ATR-72, 3.5 hours per session on the F-70, 04 hours per session on the A-320/1, A-330 and B-777; divided into 02 halves: 1st half for PF duties and 2nd half for PNF duties.

2.4.3.2 Full Flight Simulator (FFS)

FFS training is 04 hours per session (3,5 hours per session for F-70), divided into 2 halves: 1st half for PF duties and 2nd half for PNF duties and includes at least one LOFT/LOS sector with 2 hours.

2.4.4 Base Training

Base Training shall be conducted by a TRI or TRE.

Base Training is applied for conversion training of ab initio pilots.

The minimum number of takeoffs, circuits and landings are included in the following tables.

2.4.5 Line Training and Post Check Observation

After successfully completing a proficiency examination and demonstrating the skill and knowledge level adequate standards, pilot-trainee shall be taken Line Flying under a supervisior approved by AOC that includes:

- approaches authorised by CAAV; - ceiling and visibility requirements for take-off, approach and landing; - allowance for inoperative ground components; - wind limitations (crosswind, headwind and tailwind); - Route Competency and Airport Qualification including Special Airport

Qualification (follows items 2.9.2 and 2.9.3).

Online Training for the Co-pilot shall include a number of PF/PNF duties in order to ensure proficiency developed in both roles.

2.4.5.1 Final check

A final check shall be conducted by a TRE (after at least minimum required line training hours satisfied) in order to complete line qualification in accordance with standards in the item 1.2.1.b.iii with adequate knowledge of the areas, route segments and airports in use.

2.4.5.2 Safety Pilot and Observation Flights Requirements

(a) For conversion training: in the first 05 sectors (IOE), there should have been on the flight deck the presence of a fully qualified safety pilot and precision approach procedures must be used (not applied for CCQ training).

(b) For upgrade training: after full release, the first 05 sectors should be operated under observation by a TRI/TRE.

2.4.6 First Officer Conversion Training:

Level C simulator can be used for pilots who have 1500 hours flight time or 250 route sectors;

Level D simulator can be used for pilots who have 500 hours flight time or 100 route sectors.

b) Be complied with VAR.

2.4.11 Jet Familiarization Training: conducted by FTC

2.4.11.1 Duration:

- 02 days for pilots who have operational experiences on propeller;

- 04 days for ab initio pilots who directly entry jet aircraft types.

Complete 01 full B-777 conversion course, including:

- Ground Training: applied B-777 first officer conversion training course;

- Simulator Training: 05 FBS, 07 FFS, 01 ZFT;

- Base Training: not applied;

- IOE from 20,000 feet and above: min 25 legs – max 50 legs;

- Recurrent Training: shall be conducted once every 06 months (following

Vietnam Aviation Regulations). Once every 03 months pilots shall

complete simulator training as: Take-off and landing; Emergency

descent; One engine out drift down (Duration: 02 hours/ pilot).

d) Upgrade Training from B-777 Release Crew to B-777

First Officer:

- Requirements: minimum 1,500 hours experience on type. Results of

recurrent checking in recent two times must be at least at standard level

and pass the evaluation test on SIM.

The command course must include at least the followings:

(d) Line training in command under supervision;

(e) Completion of a commander a line check and route and aerodrome competence;

(f) Crew Resource Management (CRM) training.

PIC programs should attach special attention to:

Technical seat-specific aircraft training for the aircraft type;

Basic operator familiarisation training in subjects relevant to the PIC;

Human performance and CRM skill training relevant to command, the relationship with other crew members and the operation as a whole (e.g leadership, team building, conflict resolution…);

Training in the sections of the OM relevant to command, including:

- Authority and responsibilities of the PIC in operations for the operator;

- Adherence to the limitations of the AOC;

- Responsibilities relevant to the OFP and ATL;

- Responsibilities relevant to the reporting of accidents and incidents.

2.6 INSTRUCTOR AND EXAMINER TRAINING

2.6.1 General

Instructors and Examiners shall be selected from captains of priority list with competency and experience in line operations.

Selected personnel must have adequate experience and be suitably trained for these positions.

Instructors and Examiners with results of recurrent checking in recent two continuous times at standard level shall be temporary given up their TRI/TRE’s functions unless in the next two times of recurrent checking at above standard level.

2.6.1.1 Initial Training Programme for Instructors, Examiners and Line Check Airmen includes:

(a) an instructor course, which includes:

(i) fundamentals of teaching and examination;

(ii) lessons on plan management, briefing and debriefing;

(iii) human performance issues;

(iv) company policies;

(v) procedures;

(vi) simulator serviceability;

(vii) training in simulator operation;

(viii) hazards associated with simulating system failures in flight.

(b) a formal observation programme that permits supervised practical instruction and observation of experienced instructors, who administer the course and syllabus lessons;

(c) a seat-specific (right or left, as applicable) qualification programme for Instructors, Examiners and Line Check Airmen and any other pilots designated by management, who perform duties from either seat;

(d) an approved jumpseat observation programme or equivalent, for non-line qualified instructors, to provide familiarity with current and type-related line operations.

2.6.1.3 Recurrent Qualification Participation follows standardization functions:

2.6.2 Synthetic Flight Instructor (SFI) Training

2.6.2.1 Selection requirements

Synthetic flight instructors will be selected from the full release captain list and satisfied entry standards of FCD’s Selection Community.

2.6.2.2 Privileges

The privileges of the holder of a SFI authorisation are to carry out synthetic flight instruction on a flight simulator for type ratings, including the instruction required for multi-crew cooperation.

2.6.2.3 Requirements

An applicant for a SFI authorisation shall:

(a) hold or have held a professional pilots licence issued by the CAAV or by another authority acceptable to the CAAV;

(b) have completed the simulator content of the applicable type rating course;

(c) have at least 1,500 hours flying experience as pilot on multi-pilot aircraft with 1,000 hours on type;

(d) have completed a CAAV approved SFI course;

(e) have conducted on a complete type rating course at least one part related to the duties of a TRI on the applicable type of aircraft under the supervision of a TRE notified by the CAAV for this purpose;

(f) have completed within a period of 12 months a proficiency check as set out in VAR on a flight simulator of the applicable type; and

(g) have completed within a period of 12 months at least three route sectors as an observer on the flight deck of the applicable type.

2.6.2.4 Training

An SFI applicant must:

(a) satisfactorily complete a course in accordance with AMC FCL 1.365;

(b) conduct a complete type rating course with at least one part related to the duties of a TRI on the applicable type of aircraft under the supervision of a TRI/TRE notified by the CAAV for this purpose;

(c) complete under supervision of an approved SFI/SFE/TRI/TRE five (5) training sessions.

2.6.2.5 Revalidation and Renewal

(a) For revalidation of a SFI authorisation the applicant shall within the last 12 months of the validity period of the authorisation:

(i) conduct one of the following parts of a complete type rating/refresher/recurrent training course:

• one simulator session of at least 3 hours; or

• one exercise of at least one hour comprising a minimum of two takeoffs and landings; or

(ii) receive refresher training as a TRI conducting simulated training acceptable to the CAAV.

b) If the authorisation has lapsed the applicant shall have:

(i) completed the simulator content of the applicable type rating course;

(ii) successfully completed an approved SFI course as agreed by the CAAV; and

(iii) conducted on a complete type rating course at least one part related to the duties of a SFI on the applicable type of aircraft under the supervision of a TRE notified by the CAAV for this purpose.

2.6.3 Type Rating Instructor (TRI) Training

2.6.3.1 Selection requirements

An applicant for a TRI will be selected from the full release captain or from

SFI/SFE and satisfied entry standards of FCD’s Selection Community.

2.6.3.2 Privileges

The privileges of the holder of a TRI rating are to instruct licence holders for the issue of a multi-pilot type rating, including the instruction required for multi-crew co-operation.

2.6.3.3 Requirements

An applicant for the initial issue of a TRI rating shall have:

(a) Successfully completed an approved TRI course;

(b) Completed at least 1,500 hours flight time as a captain with 1,000 hours on type;

(c) Completed within the 12 months preceding the application at least

30 route sectors, to include takeoffs and landings as pilot in command or co-pilot on the applicable aircraft type, or a similar type as agreed by the CAAV, of which not more than 15 sectors may be completed in a flight simulator; and

(d) Conducted on a complete type rating course at least one part related to the duties of a TRI on the applicable type of aircraft under the supervision of a TRE notified by the CAAV for this purpose.

2.6.3.4 Revalidation and Renewal

For revalidation of a TRI rating the applicant shall within the last 12 months preceding the expiry date of the rating:

(a) Conduct one of the following parts of a complete type rating/refresher/recurrent training course:

(i) One simulator session of at least 3 hours; or

(ii) One air exercise of at least one hour comprising a minimum of two takeoffs and landings; or

(iii) Receive refresher training as a TRI conducting simulated training acceptable to the CAAV.

(b) If the rating has lapsed the applicant shall have:

(i) Completed within the 12 months preceding the application at least 30 route sectors, to include takeoffs and landings as pilot in command or co-pilot on the applicable aircraft type, or a similar type as agreed by the CAAV, of which not more than 15 sectors may be completed in a flight simulator;

(ii) Successfully completed the relevant parts of an approved TRI course, agreed by the CAAV, taking into account the recent experience of the applicant; and

(iii) Conducted a complete type rating course or at least one part related to the duties of a TRE on the applicable type of aircraft under the supervision of a TRI notified by the CAAV for this purpose.

2.6.3.5 Training

(a) A TRI applicant who has been a SFI/SFE must:

i. complete under supervision of an approved TRI/TRE two (02) simulator training sessions;

ii. complete one hour base training under the supervision of an approved TRE. Level D simulator may be used for this purpose.

(b) A TRI applicant selected from captain must complete the training program in item 2.7.2.2 before completion of the above program (a).

2.6.4 Synthetic Flight Examiner/Type Rating Examiner (SFE/TRE) Training

2.6.4.1 Privileges and requirements of an SFE

2.6.4.1.1 Privileges

The privileges of an SFE are to conduct type and instrument rating proficiency checks on multi-pilot aircraft in a flight simulator.

2.6.4.1.2 Requirements

An applicant for a SFE authorisation shall:

(a) Hold an ATPL;

(b) Have completed not less than 1,500 hours of flight time as a pilot of multi-pilot aircraft with 1,000 hours on type; and

(c) Is entitled to exercise the privileges of an SFI.

2.6.4.2 Privileges and requirements of a TRE

2.6.4.2.1 Privileges

The privileges of a TRE are to conduct:

(a) Skill tests for the issue of type ratings for multi-pilot aircraft;

(b) Proficiency checks for revalidation of multi-pilot type and instrument ratings;

(c) Skill tests for ATPL issue.

2.6.4.2.2 Requirements

A TRE must have completed not less than 2,000 hours experience as pilot-in-command, and holds or has held a TRI authorisation.

2.6.4.3. Requirements of SFE/TRE

An applicant for a SFE/TRE shall be selected from SFI/TRI who satisfied standards of the Civil Aviation Authority and appointed by Vietnam Airlines.

2.6.4.4 Training/ Approval Process of SFE/TRE

Follow requirements and regulations of the Civil Aviation Authority.

2.6.5 Line Check Captain Training

Captains selected as Line Check Captains must undertake the following training program:

(a) Observe one line check flight;

(b) Conduct two (2) line check flights under the supervision of an approved TRI/TRE;

(c) Complete under supervision of an approved TRI/TRE one line check flight for final clearance to operate as a Line Check Captain.

2.6.6 Line Training Captain

2.6.6.1 Privileges

The privileges of a Line Training Captain are:

(a) to conduct line training for pilots in IOE period after the completion of base training and safety pilot flights, pilots in AOC’s changing training and Annual Line Check;

(b) to recommend the training results of the trainees and to propose the candidates for final check, but not allowed to conduct final check;

(c) to conduct line training for FANS, PBN, RVSM, ETOPS, route and airport familiazation.

2.6.6.2 Requirements

A Line Training Captain must have:

(a) Completed not less than 1,500 hours or 02 years experience as a captain with 500 hours on type;

(b) Not broken flight safety procedures or discipline within 03 years;

(c) Been nominated by the Fleet Instructors Group, Instrutors Committee, Leaders of the Flight Division and been approved to the CEO of VNA.

2.6.6.3 Training

Captains selected as Line Training Captains must:

(a) undertake the Professional Skills for Instructors course;

(b) carry out one (1) session on SIM for Flight Instructor Familiazation (FIF);

(c) complete the following simulator training, in Recurrent Training Course, in the right hand seat i:

• An engine failure during take-off;

• An engine inoperative approach and go-around;

• An engine inoperative landing.

2.6.7 Cross Instructor Qualification (CIQ) Training:

2.6.7.1 Applied for refresher and renewal of cross instructor qualification SFI/SFE from A320/321/330/A350 instructors:

(a) Theory: review of aircraft performance system and check (applied as for type rating training);

(b) SIM training:

i. Complete recurrent training (refresher) and proficiency check for requalification A320/1 type rating,

ii. Take one observer A320/1 simulator training,

iii. Conduct one session simulator training under supervision;

(c) Recurrent training: once per year. Take 03 observer flights per year.

2.6.7.2 For A330/350, SFI/SFE/TRI/TRE who used to be A320/321 TRI/TRE:

Must complete an A320/321 intructor type rating course by CIQ.

(Content refers to FTCP of FCD).

Complete 01 proficiency check (once per year).

2.6.8 Line Check Captain

(a) TRI/TRE

(b) Line Check Captains are captains appointed by the Company and

accepted by the CAAV to conduct line check flights.

2.6.9 Line check

2.6.9.1 General

Normally line checks will be conducted as crew checks with both a captain

and a first officer being checked at the same time. Both pilots must

complete a minimum of one sector as the PF and one sector as the PNF.

If only one pilot is to be checked the check pilot may occupy the other pilot’s

seat as an operating crew member.

2.7.2 Recurrent checking 2.7.2.1 Operator Proficiency Check Each flight crew member shall undergo every 6 months an operator

proficiency check as part of a normal flight crew complement to demonstrate competence in carrying out normal, abnormal and emergency procedures. The check will be conducted in a simulator and shall include the following manoeuvres:

(a) Rejected takeoff; (b) Takeoff with engine failure between V1 and V2; (c) Precision instrument approach to minima with one engine

inoperative; (d) Non-precision approach to minima; (e) Missed approach on instruments from minima with one engine

inoperative; (f) Landing with one engine inoperative.

Operator proficiency checks must be conducted by a TRE.

2.7.2.2 Licence Proficiency Check

In addition to the checks prescribed in para 2.15.1 above, the requirements of a licence proficiency check as follows must be completed every 12 months and may be combined with an operator proficiency check:

(a) Use of checklists and pre-flight checks;

(b) Operations in accordance with departure and arrival routes and ATC instructions;

(c) Normal and abnormal system operation;

(d) Abnormal and emergency procedures;

(e) Circling approach.

2.7.2.3 Line Check

Each flight crew member shall undergo a line check every 12 months on the aircraft to demonstrate his competence in carrying out normal line operations.

Line checks must establish the ability to perform satisfactorily a complete line operation including pre-flight and post-flight procedures and use of the equipment provided.

In addition to the above duties, flight crew members should be assessed on their CRM skills. The pilot-in-command, or co-pilot acting as pilot-in-command, should also demonstrate his ability to manage the operation and take appropriate command decisions.

2.9 DIFFERENCES AND FAMILIARISATION TRAINING

2.9.1 Differences Training

A flight crew member shall complete differences training when:

(a) Operating another variant of an aircraft of the same type or another type of the same class currently operated; or

(b) A change of equipment and/or procedures on types or variants currently operated requires additional knowledge and training on an appropriate training device.

Flight Crew Division is responsible for the preparation of an appropriate differences training course which shall be accepted by the CAAV.

2.9.2 Familiarisation Training

A flight crew member shall complete familiarisation training when:

(a) Operating another aircraft of the same type or variant; or

(b) A change of equipment and/or procedures on types or variants currently operated requires the acquisition of additional knowledge.

Flight Crew Division is responsible for the preparation of an appropriate familiarisation training course which shall be accepted by the CAAV.

2.9.3 Qualification Process

Flight Crew that concurrently operate aircraft of different types, or variant within one type shall be taken a qualification process as follows:

(a) Differences Training Course involves a two (2) day ground school:

• Aircraft performance

• Operational differences and handling characteristics

• Safety Emergency Procedures

(b) Qualification approved by CAAV for different type operations.

(c) Recurrent Training:

• First six (6) months: first type aircraft training

• Second six (6) months: second type aircraft training

(d) Proficiency check and line check should be valid for both types of aircraft.

2.10 ROUTE COMPETENCE TRAINING 2.10.1 General Pilot shall undergo training to ensure that he has obtained adequate

knowledge of the route to be flown and of the airports (including alternates), facilities and procedures to be used.

2.10.2 Training Route competence training is conducted by Flight Crew Division and

includes the following: (a) Terrain and Minimum Safe Altitudes: Information regarding the en-route and terminal area terrain is

presented on the Company computer flight plan, Jeppesen en-route charts and on the Jeppesen approach charts for the particular airport(s), RVSM, ETOPS, GPWS/ EGPWS, CFIT.

(b) The Seasonal Meteorological Conditions: The Route Manual – Part C includes general information on global

weather patterns as well as specific seasonal information for the destination and alternate airport(s), as required.

(c) Meteorological, Communication and Air Traffic Facilities, Services and Procedures:

Pilots should refer to the State Rules and Procedures in the ATC and Emergency Sections of the Jeppesen for any variations from standard ICAO procedures. VOLMET frequencies can be obtained from the Meteorology Section.

(d) Search and Rescue Procedures: The Emergency Section of Jeppesen contains information on

search and rescue facilities. (e) Long - range navigator (LRN): facilities and procedures The Jeppesen en-route charts and terminal area charts provide

information on navigation facilities, required navigation performance (f) Procedures applicable to flight paths over heavily populated areas

of high air traffic density (g) Minimum Navigation Performance Specification (MNPS) Airspace: Commanders without previous MNPS experience are required to

conduct a minimum of two sectors in MNPS airspace under supervision of an MNPS qualified Check/Training Captain.

2.10.3 Airport Qualification

The Company assesses each route and airport to be utilized and will determine the applicable airport category. Refer Flight Operations Manual, 5.1 D (including CAT II/III operations as applicable).

Based upon this assessment (including airport obstructions, physical layout, lighting, approach aids and arrival, departure, holding and instrument approach procedures and applicable operating minima) such additional briefing or additional training material as required will be prepared and distributed to all operating crews.

The Route Manual – Part C contains a listing of all airports to which the Company operates and their particular classification.

2.11 AOC CHANGING PILOT TRAINING

2.11.1 General

Direct entry pilots are captains or first officers commencing employment with the Company directly from another AOC holder.

The Flight Crew Division is responsible for preparing the necessary documentation for submission to the CAAV for the issue of the appropriate CAAV licence.

2.11.2 Requirements

Direct entry pilots must meet the following requirements:

(a) Hold an ICAO licence with a current type rating;

(b) Hold a current class 1 medical certificate;

(c) Not over 58 years of age;

(d) English language competency: Level 4 or higher (ICAO requirement);

(e) Complete to the satisfaction of the Company selection committee a pre-employment interview.

2.11.3 Training

Direct entry pilots must undergo the following training:

(a) 01 FFS sim training session, including type rating test, IFR test and proficiency check.

(b) Ground school covering FOM, FCOM/OM, Company SOP’s and AOC, State regulations;

(c) SEP, dangerous goods, security and CRM training (conducted by FTC);

(d) Route training for a minimum of four (4) sectors;

(e) Line check for a minimum of two (2) sectors.

2.12 PILOT QUALIFICATION TO OPERATE IN EITHER PILOT’S SEAT

2.12.1 In-flight relief crew training

2.12.1.1 General

In-flight relief crew training is applicable for three crew operations where there is a flight and/or duty time requirement for in-flight crew rest.

2.12.1.2 First Officer Training

(a) Minimum Requirements

(i) Hold an ATPL licence and Instrument Rating;

(ii) Experience: having at least 1 recurrent checking after full release.

(b) Training

A four (4) hour ground school training course to include command and situational awareness.

(c) Simulator

Left hand seat simulator training to proficiency undertaken during re-current training and proficiency check, to include the following manoeuvres:

(i) Emergency descent;

(ii) Engine failure in cruise and drift down.

(d) Certification

TRE is to issue an approval for the first officer to operate as an in-flight relief commander or as an in-flight relief co-pilot in the cruise not below FL200.

2.12.1.3 Captain Training:

Captains required to undertake in-flight relief from the right hand seat in a three man crew comprising two captains (One of which is designated the commander) and one first officer must complete the following simulator training from the right hand seat:

(a) Emergency descent;

(b) Engine failure in cruise and drift down;

(c) Engine failure during take-off and landing

TRE is to issue an approval for the captain to operate on RHS but operate as PNF only.

2.12.2 Training of Commander operating in either pilot’s seat

Commanders whose duties also require them to operate in the right-hand seat and carry out the duties of a co-pilot, or Commanders required to conduct training or examining duties from the right-hand seat, shall complete additional training and checking concurrent with their operator proficiency checks to include at least the following:

(a) An engine failure during takeoff/landing;

(b) An engine inoperative approach and go-around;

(c) An engine failure in cruise and drift-down; and

(d) Emergency descent.

When operating in the right hand seat, the checks required for operating in the left-hand seat must, in addition, be valid and current.

3.1 EMPLOYMENT REQUIREMENTS

The employment requirements for cabin crew are as follows:

(a) Age

Male - 18 to 30 years

Female - 18 to 28 years

(b) Minimum Education Standard

High school graduate.

High priority for candidates having college or university graduation and the second foreign languages (French, German, Russian, Chinese, Japanese, Korean)

(c) Height

Male – 165 cm to 182 cm

Female – 158 cm to 175 cm

(d) Weight

Appropriate for height and assessment by selection committee.

(e) Appearance and Behavioural Characteristics

Have a pleasant appearance and good behavioural characteristics.

Good competency appropriated service carrier.

(f) Health

Meet the cabin crew health requirements accepted by the CAAV.

(g) Languages

(i) For Vietnamese citizens: Clear and fluent speaking.

English: 350 points TOEIC.

(ii) Non Vietnamese citizens are required to be fluent in their mother tongue and 400 points TOEIC.

3.2 INITIAL TRAINING

3.2.1 Process of training and qualification for cabin crew:

a) Initial training and conversion training are conducted at Flight Training Center.

b) Certificates for initial training course and Qualification Certificates for Cabin Crew are issued by Flight Training Center, cabin crew trainees’ Certificates and cabin crew trainees’ Security Cards are issued by Cabin Crew Division.

c) Cabin Crew Division is responsible for carrying out and assessing cabin crew’s line training.

d) Cabin Crew Division maintains all the training records to issue CMCs (Crew Member Certificates), ID cards for cabin crew as required and ensures that all documentation related to VNA and CAAV licensing requirements are submitted for approval.

e) Cabin crew intakes are eligible to become cabin crew on VNA flights after obtaining their CMCs and ID cards.

3.2.2 Ground Course

Cabin crew initial training shall be conducted by the Flight Training Centre.

3.2.4.1 Line training for Vietnamese cabin crew: complete at least 15 legs of training under supervision of in-flight instructors.

3.3 CONVERSION AND DIFFERENCES TRAINING

3.3.1 General

3.3.1.1 Conversion Training

Conversion training involves the initial training on an aircraft type that the crew member has not previously operated or has absent from duty on one aircraft type for more than 12 months.

3.3.1.2 Differences Training

Differences training must be conducted when cabin crew are required to operate on an aircraft on which they have already conducted conversion training but the aircraft includes some differences from the type on which they conducted their original conversion training.

3.3.1.3 Limitation on Number of Aircraft Types on which Cabin Crew can operate

Cabin crew members must not operate on more than three aircraft types except that, with the approval of the CAAV, cabin crew may operate on four aircraft types provided that the safety equipment and emergency procedures for at least two of the types are similar.

3.3.2 Conversion Training

3.3.2.1 Course Duration

Cabin crews may be conducted conversion training on maximum 03 types of aircrafts in a same time. Conversion course duration is in accordance with the following table:

3.3.2.3 Practice

Practical ground training on an aircraft for familiarisation with all cabin crew related features including emergency assignments.

Cabin crew shall practise on training device and on aircraft under supervision. Duration: 04 hours.

3.3.3 Differences Training

Differences training must include training on such items which might be different from conversion training subjects refer in 3.3.1.2.

3.3.4 In-flight Training

After completion of conversion and difference theory training, cabin crew shall take first flight under supervision. These cabin crews do not belong to the minimum operational cabin crews of the flight.

3.4.1 Goals - Requirements

Goals:

- Apply safety equipments/procedures and precise operations for handling all situations may be occurred during flights.

- Briefing, be aware of threats and experience from incidents inside and outside Vietnam.

- In order to improve teamwork skills between flight crew and cabin crew and combine theory with practice.

Requirements:

- Trainees must preview course documents: Flight safety manual, CRM, First Aids, Security, DGR, update the latest safety - security information of VNA and CAAV.

- Trainees must practise teamwork skills for handling emergencies under supervision.

3.4.2 Object: all flight crews, cabin crews, dispatchers/flight operations officers

of VNA.

3.4.3 Time duration: 02 days

3.4.4 Content: referred to General Training Manual - FTC

- Flight Safety - DGR - First Aids - CRM - Security

3.4.5 Procedures:

- Pilots and cabin crews shall be divided into flight crews - All assessments and scores shall be given after flight crews’ practice by

instructors. - For CRM training: combined between pilots/cabin crews/dispatchers

Crew Division. Assessment content: refer to Training Guidance Manual – Cabin Crew

Division. 3.6.1.2 Training Course The training content refer to General Training Manual – FTC. The course duration is eleven (11) days and includes the following training: (a) C Class communication English; (b) Customer care; (b) C Class service skills; 3.6.1.3 In-Flight Training For vietnamese cabin crew: Conduct one (1) domestic flight or one (1)

international flight (short range) and two (2) international flights (one medium range, one long range) under supervision of an in-flight instructor. Then take a final check flight by an examiner.

For foreign cabin crew: Conduct one (1) domestic flight or one (1) international flight (short range) and two (2) international flights of their required routings under supervision of an in-flight instructor. Then take a final check flight by an examiner.

3.6.2 Purser Training 3.6.2.1 Minimum Requirements (a) 700 hours experience as a cabin crew operating in C Class, 2000

hours experience as a cabin crew. (b) English language: 450 points TOEIC. (c) Pass the entry assessment by a Selection Committee of Cabin

Crew Division. 3.6.2.2 Entry Test Prior to the commencement of training candidates must pass an entry test

conducted by Cabin Crew Division. Content of entry test: refer to Training Guidance Manual – Cabin Crew

Division.

(e) Cabin management skills (leadership – part 1).

3.6.2.4 In-Flight Training

Conduct one (1) domestic flight and three (3) international flights (one short range, one medium range and one long range) under supervision of an in-flight instructor. Then take a final check flight by an examiner.

3.6.3 Chief Purser Training 3.6.3.1 Minimum Requirements (a) 700 hours experience as purser; (b) English language: 500 points TOEIC; (c) Pass the entry assessment by a Selection Committee of Cabin

Crew Division. 3.6.3.2 Entry Test Prior to the commencement of training candidates must pass an entry test

b) C class cabin crew with more than 1500 hours experience as a C class cabin crew and completed the in-flight instructor course are entilled to supervising in-flight training for all trainees of the same rank.

c) Purser, chief-purser with more than 500 hours experience as a purser, chief-purser and completed the in-flight instructor course are entilled to supervising in-flight training for all trainees of the same rank.

Cabin crew that have been absent from duty for more than 24 months are required to undertake the following program:

Complete a shorten initial training course (Part 2: Specified Training). Refer GTM - Flight Training Center.

In-flight training: complete 06 training flights under supervision of an in-flight instructor. Then take a final check flight by an examiner (as in item 3.2.4.1) (an observation flight is not necessary to undertake)

Refresher training applied for upgrading position (C class cabin crew, purser, chief-purser who has absent from duty more than 24 months): follows the training courses for correlative position (including theory and in-flight training). Applied as in item 3.6 Upgrade Training.

3.7.5 Refresher safety training shall be carried out for cabin crew that have been absent from duty on one type of operational aircrafts (in valid certificates)

(a) Absent from duty from 06 months to 12 months

Must undertake a recurrent safety course (02 days), including exam on type.

(b) Absent from duty more than 12 months

Applicable as conversion training course for such aircraft type.

3.7.6 Training for operator’s change

Cabin Crew must review safety procedures of VNA conducted by an instructor.

(a) Less than 12 months: Must undertake an operational recurrent training course (Duration: 02 days).

(b) From 12 months to 24 months: Must undertake a refresher operational training course (Duration: 04 days).

(c) More than 24 months: Must undertake a basic conversion training course.

Note: The above training program is applied only for VNA’s cabin crews in case of operator’s change.

3.7.7 Line operations checking

Cabin crew shall be checked while performing their duties during line operations once every 3 years.

performance, weight and balance, flight plan database, etc; (b) Flight operations documentation such as Jeppesen Airway Manuals

and cockpit documentation; (c) Flight watch; (d) Aircraft rotation and flight crew rostering; (e) Flight authorisation and approvals. 4.1.1.2 Flight Operations Dispatcher Flight operations dispatchers have the following responsibilities: (a) Assist pilots in pre-flight preparation and to provide all necessary

documentation such as NOTAMS, weather, etc; (b) Provide pre-flight briefing concerning weather, alternate airport

selection, applicable NOTAMS, MEL/CDL items, etc; (b) Prepare and submit the flight plan to air traffic control. 4.1.2 Minimum Employment Requirements The minimum employment requirements for flight operations officers and

4.2.1.3 Specific training

Flight Operation Dispatcher Training

(a) Aircraft Specific Training

This training is designed to provide dispatchers with necesary information on Company’s aircraft type (with training time of 2 days for each type of aircraft) and includes the following subjects:

(i) Aircraft overview including weights, operating envelope, weight limitations, etc.

(ii) Aircraft system and MEL/CDL;

(iii) Take-off and landing performance;

(iv) En-route performance, including altitude capability, range, etc;

(v) Fuel loading and any limitations;

(vi) Navigation systems;

(vii) Area of operation.

(b) Practical Training (on-the-job training) Before being assigned operational control duties, FOO/FOD must complete on-job training under the supervision and check by an evaluator in order to demonstrate the ability to: i. assist the PIC in flight preparation and provide the relevant

information required; ii. plan with the appropriate ATS unit; iii. furnish the PIC in flight, by appropriate means, with information

that may be necessary for the safe conduct of the flight;

Flight Operations Officer Training Upon the completion of the basic knowledge training course flight

operations officers designated to work in the Flight Control Centre or Flight Operations Engineering with responsibility for aircraft performance, weight and balance or MEL/CDL must complete the following additional training:

(a) Aircraft Specific Training for all Flight Operation Officers This training is designed to provide dispatchers with necesary

information on Company’s aircraft type (with training time of 2 days for each type of aircraft) and includes the following subjects:

(i) Aircraft overview including weights, operating envelope, weight limitations, etc.

(ii) Aircraft system and MEL/CDL; (iii) Take-off and landing performance; (iv) En-route performance, including altitude capability, range, etc; (v) Fuel loading and any limitations; (vi) Navigation systems; (vii) Area of operation. (b) Additional training for Flight Operations Engineering Personnel Flight Operations Engineering personnel with responsibility for

aircraft performance, weight and balance or MEL/CDL must complete a training course provided by the aircraft manufacturers of such aircraft in the VNA’s fleet that he works with.

(c) Additional training for Operations Control Centre Personnel Flight operations officers designated to work in the Operations

Control Centre must undertake a period of practical training under supervision and a check prior to being released for unsupervised operational responsibilities.

(d) Additional training for other Flight Operations Officers Flight operations officers designated to work in aircraft rotation,

crew rostering and other operational tasks must complete a period of practical training under supervision before being released for unsupervised operational responsibilities.

4.2.3 Observation Flight

Dispatchers or flight operations officers who concern Operational Flight Control are required to undertake one (1) flight deck observation flight (02 sectors) once every 12 months.

All other flight operations officers are required to undertake one (1) flight deck observation flight (02 sectors) once every 24 months.

4.2.4 Difference training

Difference training is required as new policies or operational procedures are issued/updated in conjunction with the operation of variant aircraft(s) and should include:

+ New/revised operational procedures & practices

+ New/revised operational policy

+ Requirements relevant to individual authorities

4.2.5 Refresher training (a) Dispatcher and Flight Operation Officer, after at least 12 months out of

his/her profession are required to undertake a refresher training course prior to attend a CAAV’s exam for renewal of his/her license.

After one year experience in dispatch and flight operations duties, flight operations officers/dispatchers can apply to the CAAV to sit the examination necessary for the issuance of FOO/FOD’s License. F.O.O/F.O.D must pass a CAAV’s examination periodically for their certificates’ renewal.

(c) Having at least 05 years experience in dispatcher/flight operations field;

(d) Holding a professional skills for instructor certificate;

(e) Required English level: university graduated or TOEIC 500 points or higher.

5.1 RNAV, RNP, MNPS TRAINING

5.1.1 RNAV (GPS-Based Area Navigation) training

5.1.1.1 General (a) Due to the increasing use of GPS as the preferred means of navigation

and the relative simplicity of inertial systems, this section will focus on GPS training requirements. Training in RNAV systems based on ground-based navigation aids and inertial reference will be similar but not as extensive.

(b) Vietnam Airlines must ensure that the required training has been completed. It shall submit the training programme for approval prior to undertaking the training.

(i) If the content appears satisfactory, interim approval will be granted and training may commence.

(ii) In some cases, final approval may be issued immediately.

(iii) Individual operators may take out-sourced training but must ensure the programme includes all the elements outlined below and must provide proof of this when seeking approval to conduct RNAV operations.

5.1.1.2 General training (a) To qualify for use of RNAV systems in IFR operations, including RNAV

approaches, Vietnam Airlines shall have an approved flight crew training and qualifications programme for use of the system.

All flight crew shall have completed the appropriate training and, in addition, flight crew involved in air transport operations shall have completed an in-flight check or an equivalent check in an approved synthetic training device.

(b) Training shall be in the following areas: (i) Pre-flight;

(ii) Normal operation of the system;

(iii) Procedures for manually updating the system;

(iv)Methods of monitoring, cross checking and recording system information;

(v) Operation in area of compass unreliability;

(vi) Malfunction procedures;

(vii) Terminal procedures;

(c) Where pilots are required to use more than one type of GPS for approach, the training programme shall address the differences between the units, unless the units have been determined by the CAAV-FSSD to be sufficiently similar.

(d) Ground training shall include "hands on" training using a desk top simulator, a computer based simulation of the unit to be used, a static in-aircraft unit or other ground training device acceptable to the CAAV-FSSD.

5.1.1.3 Ground training: Non-Integrated Receivers (Panel Mounted GPS receivers)

Vietnam Airlines shall ensure that the training programme candidates are trained to proficiency in each of the elements associated with the following areas:

5.1.1.3.1 Knowledge

The GPS system, including: (i) GPS system components and aircraft equipment;

(ii) The composition of satellite constellation;

(iii)The minimum number of satellites required for 2-D and 3-D navigation;

(iv) The basic concept of satellite ranging;

(v) Factors affecting the accuracy of GPS signals;

(vi)The World Geodedic Survey 84 (WGS 84) datum and the effect of using any other datum;

(vii) Human factors applicable to the use of GPS and how errors may be reduced or eliminated;

(viii) Company standard operating procedures for using GPS units; and

(ix) Procedures for reporting GPS problems and database errors.

(x) Ability to perform the following operational tasks:

• Select appropriate operational modes;

• Recall categories of information contained in the database;

• Predict RAIM availability;

• Enter and verify user defined waypoints;

• Recall and verify database waypoints;

• Interpret typical GPS navigational displays including latitude/longitude, distance and bearing to waypoint, course

• Link enroute portion of GPS flight plan to approach;

• Conduct SIDs, STARs, terminal area procedures and holds;

• Retrieve, verify and conduct GPS stand alone approaches; and

• Conduct GPS missed approaches.

5.1.1.3.2 Operational & Serviceability Checks

Ability to conduct the following operational and serviceability checks:

(i) Database currency and area of operation;

(ii) Receiver serviceability;

(iii) RAIM status;

(iv) CDI sensitivity;

(v) Position indication; and

(vi)Number of satellites acquired and, if available, satellite position information.

5.1.1.3.3 Warnings & Messages

(v) Factors affecting the accuracy of GPS signals;

(vi) The WGS84 datum and the effect of using any other datum; and

(vii) Human factors applicable to the use of GPS and how errors may be reduced or eliminated (i.e. maintaining situational awareness).

5.1.3. MNPS (Minimum Nav Performance Specification) training

5.1.3.1 Ground training

Vietnam Airlines shall provide its flight crew members with the following information and ground training:

(i) The MNPS “Specification” and what it means, including the historical concept of MNPS airspace and the horizontal separation standard;

(ii) The geographical boundaries of MNPS airspace and route structures/systems within and around it.

5.1.3.2 Flight/simulator training

5.2 RVSM (Reduced Vertical Separation Minima) TRAINING

The following items should also be included in flight crew training programme:

(i) Knowledge and understanding of standard ATC phraseology used in each area of operations;

(ii) The importance of crewmembers cross-checking each other to ensure that ATC clearances are promptl and correctly complied with;

(iii) Use and limitations in terms of accuracy of standby altimeters in contingencies. Where applicable, the pilot should review the application of SSEC/PEC through the use of correction cards;

(iv) Problems of visual perception of other aircraft at 1,000 ft (300 m) planned separation during night conditions, when encountering local phenomena such as northern lights, for opposite and same direction traffic and during turns;

(v) Characteristics of aircraft altitude capture systems that may lead to the occurrence of overshoots;

(vi)TCAS considerations, particularly during climbs/descents in RVSM airspace;

(vii) Relationship between the altimetry, automatic altitude control and transponder systems in normal and abnormal situations;

(viii) Aircraft operating restrictions (if required for the specific aircraft group) related to RVSM airworthiness approval; and

(ix) Contingency procedures in the event of equipment failures, including reporting procedures in the event of altitude errors exceeding requirements.

5.3.1.1 Training Requirements

Prior to conducting CAT II/III landings in the aircraft, pilots must have the following experience:

• A course of training in Low Visibility Operations • A minimum time of 50 hours or 20 sectors as Pilot-in-Command • A minimum of four autolands in CAT I or better conditions, using Low

Visibility Procedures, on the aircraft type.

5.3.1.3 Crew Recency

Captain:

• In order to maintain recency a CAT II/III qualified pilot must have conducted a minimum of 3 approaches under CAT II/III procedures within the validity of the Operator Proficiency Check (normally 6 months) or participated the Company CAT II/III recurrent training progam.

• If the required autolands have not been completed in the above period days, recency can be updated by:

• Completing an autoland in the aircraft in CAT I conditions or better using Low Visibility Procedures, or

• Completing an autoland in an approved flight simulator using Low Visibility Procedures

First Officer:

• To maintain recency a F/O must participate in the approved recurrent training.

(Detailed Training Programs referred to LVO Manuals of FCD).

5.3.2. CAT II/III training

Vietnam Airlines requesting CAT II and III landing minima shall provide flight crew member training programme for low visibility operations that include structured courses of ground and simulator training.

Flight crew members with no previous CAT II or III experience must complete the initial training programme prescribed in this section.

5.3.2.1 Initial ground training

Vietnam Airlines shall provide an initial ground training course for low visibility operations that covers at least:

(i) The characteristics and limitations of the precision approach being used;

(ii) The aircraft requirements to conduct CAT II/III approaches;

(iii) The ground system requirements to conduct CAT II/III approaches;

(v) The effect on minima caused by changes in the status of ground installations;

(vi) The effects of known unserviceabilities and the use of minimum equipment lists;

(vii) Operating limitations resulting from airworthiness certification;

(viii) Guidance on the visual cues required at decision height (DH), if applicable, together with information on maximum deviation allowed from glide path or localizer;

(ix The importance and significance of Alert Height (AH), if applicable, and the action in the event of any failure above and below the AH;

(x) The characteristics of fog;

(xi) The operational capabilities and limitations of the particular airborne system;

(xii) The effects of precipitation, ice accretion, low level wind shear and turbulence;

(xiii) The effect of specific aircraft malfunctions;

(xiv) The use and limitations of RVR assessment systems;

(xv) The principles of obstacle clearance requirements;

(xvi) Recognition of and action to be taken in the event of failure of ground equipment;

(xvii) The procedures and precautions to be followed with regard to surface movement during operations when the RVR is 600ft (180m) or less;

(xviii) The significance of DH based upon radio altimeters and the effect of terrain profile in the approach area on radio altimeter readings and on the automatic approach/landing systems;

(xix) The qualification requirements for pilots to obtain and retain approval to conduct CAT II and III operations; and

(xx) The importance of correct seating and eye position.

5.3.2.2. Initial sim ground training

5.3.2.2.1 General Requirements

(a) The simulator training for low visibility operations shall include:

(i) Checks of satisfactory functioning of equipment, both on the ground and in flight;

(ii) Monitoring of automatic flight control systems and autoland status annunciators with emphasis on the action to be taken in the event of failures of such systems; and

(iii) Actions to be taken in the event of failures such as engines, electrical systems, hydraulics or flight control systems.

(b) Vietnam Airlines must ensure that each flight crew member is trained to carry out his duties and instructed on the co-ordination required with other crew members.

(c) Training must be divided into phases covering normal operation with no aircraft or equipment failures but including all weather conditions that may be encountered and detailed scenarios of aircraft and equipment failure which could affect CAT II or III operations. If the aircraft system involves the use of hybrid or other special systems (such as heads-up displays or enhanced vision equipment) then flight crew members must practise the use of these systems in normal and abnormal modes during the simulator phase of training.

(d) Incapacitation procedures appropriate to CAT II and III operations shall be practised.

5.3.2.2.2 Required exercises

(a) CAT II and III training shall include at least the following exercises:

(i) Approaches using the appropriate flight guidance, autopilots and control systems installed in the aircraft, to the appropriate DH and to include transition to visual flight and landing;

(ii) Approaches with all engines operating using the appropriate flight guidance systems, autopilots and control down to the appropriate DH followed by a missed approach, all without external visual reference;

(iii) Where appropriate, approaches utilizing automatic flight systems to provide automatic flare, landing and roll out; and

(iv) Normal operation of the applicable system both with and without acquisition of visual cues at decision height.

(b) Subsequent phases of training must include at least:

(i) Approaches with engine failure at various stages on the approach;

(ii) Approaches with critical equipment failures (e.g. electrical systems, autoflight systems, ground and/or airborne ILS/MLS/GPS systems and status monitors);

(iii) Approaches where failures of autoflight equipment at low level require either:

• Reversion to manual flight to control flare, landing and roll out or missed approach; or

• Reversion to manual flight or a downgraded automatic mode to control missed approaches from, at or below DH including those that may result in a touchdown on the runway;

(iv) Failures of the systems which will result in excessive localizer and/or glideslope deviation, both above and below DH/AH, in the minimum visual conditions authorised for the operation.

(v) In addition, a continuation to a manual landing must be practised if a heads-up display forms a downgraded mode of the automatic system or the heads-up display forms the only flare mode; and

(vi) Failures and procedures specific to the aircraft type or variant.

(c) The training programme must provide practice in handling faults that require a reversion to higher minima.

(d) The training programme must include the handling of the aircraft when, during a CAT III approach, the fault causes the autopilot to fail at or below DH/AH when the last reported RVR is 1000ft (300m) or less.

5.3.2.3. Flight crew member qualifications

(a) Prior to being authorised for unrestricted CAT II/III approaches:

(i) The pilot conducting the approach shall have acquired the following as

part of the line indoctrination training on the aircraft type being flown

under the supervision of a qualified company training pilot or

Check Pilot:

• For CAT II operations, a minimum of 3 manual landings from

autopilot disconnect at DH; and

• For CAT III operations, a minimum of 3 autolands except that only 1

autoland is required if the simulator training had been completed in

a Level D simulator;

(ii) The pilot conducting the approach shall have acquired a minimum of

100 hours or 20 sectors on the aircraft type, whichever is earlier,

unless converting from a similar type aircraft (turbo-prop to turbo-prop

or turbo-jet to turbo-jet) in which he/she had maintained a CAT II/III

qualification to the same limits prior to conversion.

(iii) Upon completion of the line indoctrination training on the new aircraft,

such pilots may be authorised for CAT II/III operations; and

(iv) While acquiring the required experience and for an additional

100hours or 20 sectors on type, whichever is earlier, 300 ft (90m)

must be added to the applicable CAT II or III RVR unless:

• The flight crew includes a qualified training pilot or a check pilot; or

• He/she has been previously qualified for CAT II or III operations

with a CAAV- FSSDapproved operator.

(b) Prior to a pilot conducting a CAT II/III approach:

(i) He /she shall have completed the CAT II/III training within the

preceding 12 months; and

(ii) He /she shall have been checked by a CAAV-FSSD Flight Operations

Inspector or a check pilot within the preceding 6 months.

5.3.2.4 Conversion training requirements

Vietnam Airlines shall ensure that each flight crew member completes the

following CAT II/III training if converting to a new type or variant of aircraft in

which CAT II and III operations will be conducted:

(i) Ground Training. The appropriate initial training requirements, taking

into account the flight crew member’s CAT II and CAT III training and

experience.

(ii) Simulator Training:

• A minimum of eight (8) approaches and/or landings in a

simulator approved for the purpose.

• Additional training if any special equipment is required that the

pilot has no previous experience, such as heads-up displays or

enhanced vision equipment.

5.3.2.5 Supervised Line Training

Vietnam Airlines must ensure that each flight crew member undergoes the following line flying under supervision:

(i) For CAT II, a minimum of three (3) landings from autopilot disconnect at DH; and

(ii) For CAT III, a minimum of three (3) autolands except that only one autoland is required when the required simulator training has been carried out in a Level D flight simulator.

5.3.2.6 Recurrent training and checking

(a) Vietnam Airlines must ensure that, in conjunction with the normal recurrent training and operator proficiency checks, a pilot’s knowledge and ability to perform the tasks associated with the particular category of operation for which he is authorised is checked.

The required number of approaches to be conducted during such recurrent training is to be a minimum of two, one of which is to be a missed approach.

(b) Vietnam Airlines must use a flight simulator approved for CAT II/III training.

(c) Vietnam Airlines must ensure that, for CAT III operations on aircraft with a fail-passive flight control system, a missed approach is completed at least once every 18 months as the result of an autopilot failure at or below DH/AH when the last reported RVR was 1000ft (300m) or less.

5.3.2.7 CAT II/III recency requirements

(a) Vietnam Airlines must ensure that, in order for pilots to maintain a CAT II or CAT III qualification, they have conducted:

(i) A minimum of 3 approaches and landings using approved CAT II/III procedures during the previous six month period,

5.4 ETOPS TRAINING

5.4.1 Pilot Training

The ETOPS training consists two parts:

• ETOPS ground training;

• ETOPS simulator/flight training.

Prior to ETOPS approval, Vietnam Airlines shall validate its ETOPs training through a demonstration to the CAAV –FSSD of the following:

• The conduct of at least one ETOPS flight in a simulator on a route representative of one to be flown, including a failure enroute requiring a descent and diversion to the enroute alternate; and

• An actual ETOPS flight.

5.4.1.1 ETOPS ground training

Vietnam Airlines shall provide its flight crew members with at least the following information and ground training:

(i) The concepts and requirements of ETOPS, including the company procedures with respect to these requirements;

(ii) A full glossary of ETOPS-specific terms and their definitions;

(iii) ETOPS dispatch and MEL requirements, including considerations following previous equipment failures;

(iv) Flight planning and navigation documentation and procedures specific to ETOPS;

(v) Weather and minima requirements with specific emphasis on enroute alternates;

(vi) Enroute alternate aerodrome selection criteria;

(vii) Fuel requirements, including minimum requirement, contingency fuel reserve and critical fuel scenarios;

(viii) MMNPS procedures and requirements;

(ix) Abnormal and emergency (contingency) procedures and diversion procedures, including procedures for single and multiple equipment failures in flight and the operational restrictions with these failures;

(x) The use of performance data on one-engine inoperative; and

(xi) Communication procedures.

5.4.1.2 ETOPS simulator/flight training

(i) ETOPS simulator training programme shall include a dedicated ETOPS critical scenario covering an engine failure and/or emergency depressurization and associated decision making criteria.

(ii) MNPS procedures for in-flight contingencies and navigation cross-check procedures shall be reviewed in either the simulator training or during flight training.

(iii) Flight training under supervision shall consist of four sectors over an ETOPS route the last of which can be a check flight.

5.4.2 ETOPS Inspector/TRE training

The term “established ETOPS instructor/TRE” will be defined as an ETOPS instructor who has achieved at least two year experience of training ETOPS procedures and who has, in addition, extensive experience of Oceanic flight procedures and planning.

To be qualify as ETOPS instructor, the instructor must first instruct the preflight and planning syllabus outlined in training program under the supervision of an established ETOPS instructor.

This will be followed by a training flight flown under ETOPS criteria. The flight will be observed and checked by an established ETOPS experienced instructor. Subject to a satisfactory performance by the “trainee” instructor, authorization will be given to instruct ETOPS procedures in Vietnam Airlines.

5.5 DGR (Dangerous Goods) training

Vietnam Airlines shall establish, maintain, and have approved by the Authority, staff training programmes, as required by the Technical Instructions. Crew members should have received training which covers:

• General philosophy; • Limitations; • List of dangerous goods; • Labelling and marking; • Recognition of Undeclared Dangerous Goods; • Storage and loading procedures; • Pilot’s notification; • Provisions for passengers and crew; • Emergency procedures.

(Detailed Training Programs referred to Training Programme of Dangerous

Goods of Training Department).

After completion of this CAT, learners will be able to:

• Recognize dangerous goods;

• Have knowledge of current regulations basis;

• Define 09 classes of dangerous goods;

• Look up (and extract information) from dangerous goods list;

• Identify hazard labels and handling labels of dangerous goods;

• Identify and recognize dangerous goods by specification on packages;

• Identify potential risks in cargo and baggage;

• Grasp procedures of loading and storage;

• Understand dangerous goods regulations applied for passengers and crewmembers;

• Follow procedure of dangerous goods incidents/accidents settlement.

Vietnam Airlines shall ensure that all staff who require dangerous goods training receive recurrent training at intervals of not longer than 2 years.
