Councilman Bob Blumenfield has set the date of November 16 to remove all homeless encampments from the Winnetka and Corbin underpasses of the freeway.

LAHSA (Los Angeles Homeless Services Authority) has identified 33 people that live in these underpasses, and actually traverse back and forth between the two.

Word on the Street --------------------------------------------------From Kathleen Sterling

My last editorial was a harsh indictment of the non-maskers. I sat down today to write a more positive piece - then woke to more protests and political turmoil.

I still want to focus on the positive.

In the middle of this pandemic, economic slowdown and corporate uncertainty, there are companies who are struggling - but in the middle of their own struggle are working to promote other businesses and keep them going.

I want to give a shout-out to both the West Valley Warner Center Chamber and the Calabasas Chamber.

Everyone is hurting in this economy, but businesses who are cutting corners obviously are paying for employees, rent and inventory first. Chambers are obviously not a top priority, along with other memberships and dues. But even with the slowdown in events, cash flow and new members, these two groups are out in front, posting weekly information to help their members on loans, laws, and more.

They have, since the beginning of the pandemic, continued to support, encourage and educate their members about what is available to them through the chamber, the city, state and federal government.

There are small businesses promoting others as well. Sandra Cordero of Gasolina in Woodland Hills was one of the first to jump in to feed first responders from her restaurant, even when it was closed. Jodi Perlman of Soto walks Ventura Blvd. shops and asks what she can do to help.

Grandi Italiani in Canoga Park, who struggled even before the pandemic to keep the doors open on a new business, fed staff at West Hills Hospital.

A much bigger company, Westfield, is having continuing issues as Topanga remains closed per county ordinance. But their marketing team reached out to me the other day to find out what local nonprofits they could help during this time.

• I met my girlfriend when she was working at the zoo. I saw her in her uniform and knew she was a keeper.

• Since we’re all in quarantine I guess we’ll be making only inside jokes from now on.

• This morning I saw a neighbor talking to her cat. It was obvious she thought her cat understood her. I came into my house, told my dog - we laughed a lot.

• Speaking of my dog... Day 121 at home and the dog is looking at me like, “See? This is why I chew the furniture!”

• One of our all-time favorite jokes - worth repeating. A horse walks into a bar and the bartender asks, “Why the long face?

• Jeff Heller wants to know why psychics have to ask your name?

• People loved our famous “last words” of famous people, so here are some more:

1 - “All the damn fool things you do in life you pay for.”2 - “How were the circus receipts today at Madison Square

Garden?”3 - “Ever get the feeling you’ve been cheated?”4 - “Shoot you coward; you’re going to kill a man.”5 - “Rosebud.”

Ans> 1. Edith Piaf. 2. P.T. Barnum 3. Johnny Rotten 4. Che Guevara 5. Orson Welles as Citizen Kane.

Big or small, I think we need to remember what State Senator Henry Stern said to Woodland Hills homeowners this week. He said, “We need to lead with compassion.”

That is so true. Whether you follow the Jewish tradition of “mitzvah” or good deed, the Christian tradition of giving, or any other religion’s practice of sharing - we all need to remember that we are in this together, and believe it or not, there are those less well off.

So what can you do?Check in on the business

next door to you. Do they need supplies? Encouragement? Coffee? Just a break and a smile after grinding it out day after day?

Can’t send the entire amount of your chamber dues? Send something - every bit helps.

Support an online event from a local charity. Most of the stories we’ve run for these have tickets from $5 to $20. Dig not-so-deep into your pockets and cough up $5 or $10.

Think - and then act. Look around and see where the need is.

Our front page is about the homeless in the west valley. Again, we need to “lead with compassion.” Whatever you truly believe about how these people got to where they are, they are worse off than you are. You may not be able to help them directly, but can donate or volunteer for an organization that has helped countless homeless actually get off the street - Valley Rescue Mission or Hope of the Valley are great examples.

As I said, we are all in this together. We are all citizens of this planet just trying to survive our own lives. But that doesn’t mean we can’t step outside that bubble and help someone else.

If each of us did that, it means that somehow, sometime, amazingly someone will also reach out to you and ask, “What do you need?”

We all need to do what Senator Henry Stern advised this week:“Lead with compassion.”

In response to the continuing devastation of the COVID-19 pandemic, the Jewish Free Loan Association is increasing its emergency loan amounts to quickly get more dollars in the hands of people in need.

Working clients can now borrow $2,000 with two references (and no guarantors), and those who are unemployed can borrow $2,000 with just one guarantor.

Interested individuals and families can learn more and fill out the pre-loan application at jfla.org. Loans are interest-free, have no fees and require no collateral. Jewish Free Loan offers borrowers a flexible repayment schedule.

Old Anthem Building Losing Value Anthem moved all their employees out of the office tower in

Warner Center in 2019 and relocated them to the campus at Warner Center at Canoga and Burbank. Now the vacated building has lost 75% of its valuation. The owners, TA/Warner Center Investors LLC, which includes Apollo Real Estate Fund, Abraham Lerner, Christopher Ellis and Manfred Simchowaitz, could not pay off the $120 million CMBS loan that matured in December, so the value of the property has fallen from $150 million to $39.1 million per a new appraisal in June. The owners offered three discounted payoff proposals, all declined.

A mountain lion was found by CHP Wednesday on the 101 near Liberty Canyon, obviously struck dead by a car.

The CHP’s West Valley Area office posted on Twitter, “It’s always unfortunate when this happens.”

It’s more than unfortunate for those that study the species. “We don’t know if this lion is one of our study animals. We will pick up its carcass on Friday It will then undergo a full necropsy,” the Santa Monica Mountains tweeted.

J.P. Rose with the Center for Biological Diversity said this death, “underscores the need for wildlife crossings and better land-use planning. While state wildlife officials have taken steps to temporarily protect these cats under the state’s Endangered Species Act, L.A. County continues to approve damaging sprawl projects that will block remaining wildlife corridors. California’s big cats deserve better.”

Conservationists and wild=life proponents has long

planned and raised funds for a wildlife crossing at Liberty Canyon, not far from where the dead mountain lion was found.

More cougars have actually died in the last two years from rodenticide poisoning from poison put down by homeowners or ranchers. Researchers have documented anticoagulant roden-ticide compounds in 26 of 27 local mountain lions that have been tested. They have also discovered

signs of looming extinction with genetic abnormalities in three male mountain lions. According to a UCLA study, this means that there is a 99.7% chance that the species could be extinct in 15 years. However, five mountain lion dens with 13 new kittens have been found since May of this year in the Santa Monica Mountains and Simi Hills, leading National Park Service biologists to call this the “Summer of Kittens.”

By Theda Kleinhans ReichmanAnother TV season has come

and gone and this Sunday the top TV entertainers and shows were honored with a golden trophy. And again the show was hosted by Jimmy Kimmel. But unlike past years, there were no celebrities in the audience thanks to the coronavirus. Therefore the 72nd Emmy extravaganza was far less extravagant than in past years.

For me, and for most viewers, the most touching portion of the program was the listing of TV stars and personalities who left us this past year. Personally I was particularly saddened by the loss of Dorothy Fontana, a prime writer for Gene Rodenberry’s “Star Trek.” She was not only a friend she also adopted one of my kittens many years ago. Other stars we lost were Carl Reiner of ”The Dick Van Dyke Show,” Gene Reynolds, director “Mash,” Buck Henry, Lyle Waggoner “The Carol Burnett Show,” Bill Macy “Maude,” Phyllis George, Diana Rigg, Lee Mendelson the producer “Peanuts,” Fred Willard, David Bellesario, producer, Regis Philbin, Naya Rivera. “Glee” and Chadwick Bosman, best known for his film roles, who also guest-starred on several TV series during his brief career.

Mark Ruffalo was the winner in the outstanding actor in a limited series or TV series for his performance in “I Know This Much Is True” and Regina King was honored for her starring role in “Watchman.” Best Actor and Actress in supporting roles were Yahya Abdul Mateen II in “Watchmen” and Uzo Aduba.”Mrs. America.”

the outstanding reality/competion series and “Last Week Tonight” with John Oliver” was honored as the outstanding variety talk show series. In the outstanding limited series category the Emmy went to “Watchman,” and “Schitt’s Creek” was honored as the outstanding comedy series. And last, but not least,”Succession” was the trophy winner in the outstanding drama series.

In a special segment Tyler Perry was honored with the Governors Award for his work in the television industry. His acceptance speech was especially touching when he spoke about his late grandmother’s quilt as a metaphor for the fabric of our lives.

In closing, let’s all hope that next years Emmy Show Show will once again be presented live and on stage without the shadow of the COVID-19 darkening the

The movie starts at 7 pm at the Sagebrush Cantina, 23527 Calabasas Road. All proceeds benefit AVIVA Family and Children’s Services in Chatsworth. Silent COVID-19 Transmission Goes on to Next PersonBy Janey M. Rifkin

The World Health Organization (WHO) pulled back from an earlier assertion that an asymptomatic individual could not transmit the virus to another person. And yet another questionable issue tied to the new virus - a central riddle in how the respiratory disease circulateshas now found an answer.

Estimates suggest that at least 6% and as much as 41% of people who contract the disease do not have symptoms, yet can infect someone else. And should that asymptomatic individual be in a crowded meeting, choir, or such, more of the teammates will likely be tested positive and come down with the virus within seven to 14 days.

There is no medical consensus on how many of those individuals will infect someone else. Now past one-half year since this strain of the serious coronavirus crisis began, we still have more questions than answers. In the instance of the silent spreader, he or she can transmit the disease by simply talking. Loud talking can emit thousands of saliva droplets per second and (researchers recently found that) in a stagnant air environment, droplets of fluid sprayed from the mouth remained in the air for as long as 14 minutes before drying up.

The confusion underscores how health experts agree on even basic questions, only to have their

Artist Sunny Levin, above. Some of her art at right.

Sunny Levin is still living up to her moniker. At 91, this cheerful woman “like to make people feel good.”

She shares her good nature - and her artwork - with the residents of her senior community at The Commons in Woodland Hills.

“I was always active!” she said. “In high school I constantly chewed gum, and drew comic pictures to entertain my friends. I guess that evolved into real art at some point. But I still love my characters.”

A character herself, Levin says she wakes up every morning and shouts, “Wow, I’m still here!”

She then gets up and thinks about others. “So many of us are concerned about the virus, our children, anxiety about the world. There’s lots to think about,” she told Valley News Group. “So I came up with an idea about how to make people feel good.”

Levin draws little cards with cartoon characters, sayings, advice or encouragement on them. She then hands them out to the 150 residents of her community on a daily basis. “It’s so much fun,” she relates. “Everyone likes the drawings, and if I can cheer them up or chase away their worries I’m happy.”

So many of the seniors at the residence live alone. Their spouses have died and children live a ways away.

Levin herself lost her son early in her marriage, and her husband passed away at age 95. Her daughter lives close by, and encourages her mother and her gift.

She does more than cheer the community, however.

Levin had shirts made up with some of her artwork and sayings, and actually raised $1000 selling them to residents and their families. The money went to help the senior center.

She says “Hope you have a nice day” to everyone she passes but is actually surprised how many people come up to her.

But they know, spreading cheer and encouragement never grows old.

visitors. Can’t bring in your girlfriend. You have to abide by someone else’s rules. Some of us will go. A lot won’t.” He shrugged and said, “Some of us are going to the meeting tomorrow to see what they say.”

LAHSA set up a meeting for just the homeless of the area, not open to the general public. The meeting at Taft High School on Thursday morning was designed to meet the homeless as a group, not one on one, to start the process to get them into homes and shelters. “We can do really intensive assessments and show them what actions they can take. We can tell them what housing is available and can determine the appropriate solution for each person,” said Amy Perkins, LAHSA’s Special Director, Housing Central Command.

What about the drug addicts? “People are able to regulate or even heal addiction more easily indoors than outside,” said Perkins. “It takes a lot of socialization and a lot of trust. If they express an interest in kicking their addiction we get them help. Those that aren’t ready will probably move to another camp where outreach can see them.”

Her biggest obstacle, she said, was finding more affordable housing. “We cannot build our way out of this crisis,” she explained. “We need to find more landlords and owners willing to participate.”

Another “resident” of the Winnetka underpass, Amy, was

also interviewed by James, who said she – and her tent – seemed clean. Amy was aware of the possible move, and the LAHSA meeting, but told James, “Yeh, but I’ve been on the list for Project Roomkey since before the pandemic, and haven’t gotten in. Now they are talking the earliest will be October 17.”

Perkins said that yes, Project Roomkey is coming to an end. They are demobilizing hundreds of beds and the final hotels will close in February. That is why she stressed the need to find more permanent housing. “If we go to an encampment and show them the actual unit - here is the apartment you can have – then we are incredibly successful moving

and go to a shelter or keep using?” He echoed the sentiments of

several other residents, saying, “Unfortunately, their problem is now our problem. We worry about assault, degradation of the neighborhood and robbery. Do you know what it costs to feed a meth addiction?”

At the Thursday meeting, hosted by L.A. Family Housing and held at Taft High school, Christopher James reported that about 20 homeless did show up. Seven came for the food and left, but the others stayed to talk to counselors about housing options.

About the same number of residents came from the adjacent neighborhood. They were angry at politicians for not doing more. A group from College Acres Neighborhood Watch threated to cancel Candy Cane Lane in December as a protest to get the attention of politicians and press. “Pro homeless people attack us for being against the homeless,” said one neighbor. “The problem here at Winnekta is that they have Ralph’s where they can steal food and use their EBT card, Starbucks where they use the bathroom and a recycling center so they can get money. If you clear them from the underpass they’ll just move into the neighborhood like the one living in his car did.”

Some of the neighbors did calm down, according to James, after they spoke with L.A. Housing representatives and realized they were there to help.

Blumenfield’s deputy Keith Banks was at the meeting and said, “We are really trying to do something within the limits put there by red tape, judges, federal and state law and restrictions on mental health. Give us time, be patient, and let’s see if this works.”

people. It’s no longer just an idea but a reality.”

Amy said that she would like to go into a shelter or hotel, because “she’d feel safer there and her stuff wouldn’t get stolen.” However, she also said if she goes she’d like everyone in the underpass to go to the same place. “We all know each other and look out for each other” she told James.

When questioned about her neighbor, an obvious tweeker with missing teeth hiding in her tent, Amy said, “I don’t know if everyone will go. Those places are very strict.”

James also interviews a nearby resident, who has a background in addiction. “I sympathize with those living there. Most have an illness. They are addicted to some substance – heroin, meth or alcohol. They are not going to go into treatment unless they’re forced to,” he offered. “The problem with addicts is they don’t want to leave their supplier. You can offer them housing but they may not want to go and adhere to the rules of the shelter. Addiction is a strong motivator. Can you make them choose to give up the addiction

original positions overturned as more information is collected by countries the world over. Face masks can block respiratory droplets that fly from the mouth while a person is speaking. The question of so-called silent spread (from one who is asymptomatic) explains the spread from one person to another. So, from the early weeks of the pandemic, health experts have suspected that many individuals who don’t feel or look sick may be unwittingly spreading the virus to others.

It’s easier to suffocate a disease in which the symptoms are obvious and in which infectiousness occurs after symptoms show up. For instance, cases of measles can be readily identified and patients can be isolated, quarantining their close contacts, thus snuffing out an outbreak.

Polio was one of the nation’s most feared diseases crippling more than 35,000 people a year, on average, back in the early 1950’s. In the years before the polio vaccine was available, many parents kept their children at home, even in the summer, for fear of contamination.

We have not conquered COVID-19. And it will not be the last coronavirus to reign terror to the population of the world.

The others are located at the Arthur Rouse residence, designed by Jerrold Lomax, the Robert Benson House designed by Frank Gehry, the Bird Path, the Park Moderne Fountain and the Calabasas School House.

“We worked for years on these. I just feel so badly. This

is a tragic loss for the city. Not just the expense, but we were just trying to honor the city’s heritage and someone just ripped that away,” said Bozajian.

The city would just like the plaque returned. “Stealing it is a felony,” said Bozajian, “But what’s most important to us is

that we get it back and put it back where it belongs.”

He is hoping someone sees it where it doesn’t belong - a backyard for instance, or a dumpster, and brings it back to the city.

“We’re not going to order another one - it could just get stolen again. I’m baffled why

someone would take this one in the first place. The metal has no value; it’s value is simply in its meaning to the community.”

Anyone with information on the theft or the location of the historical plaque can call Calabasas City Hall at (818) 224-1600.

Project Name: West Village at Calabasas ProjectProject Location: 4790 Las Virgenes Road (Assessor’s Parcel Numbers 2069-078-009 and 2069-078-011), in the City of Calabasas, County of Los Angeles.Project Sponsor: The New Home Company, 85 Enterprise, Suite 450, Aliso Viejo, CA 92656Project Description: The proposed project involves the development of residen-tial, commercial, and public open space/trail uses on an undeveloped site of approximately 77.22 acres. The residential component would include a non-gated community of 15 three-story multi-family housing buildings. Each building would provide 12 dwelling units for a total of 180 units, 18 of which would be designated affordable housing units (very low income). The commercial component would consist of a 5,867 square-foot retail center, including restaurant and retail uses. Approximately 86 percent of the site (66.1 acres) would be preserved as open space. Non-remedial site grading would involve ap-proximately 218,770 cubic yards (cy) of cut and 240,785 cy of fill. The project’s remedial grading would reshape and terrace the land to stabilize the ancient landslide hazard area. This remedial grading would involve an estimated 2,403,418 cy of cut and an estimated 2,406,971 cy of fill. All soil would be processed and balanced on-site due to the effects of shrinking (reduction in volume) and bulking (expansion of volume); no soil would be imported or exported.Lead Agency / Contact Person: Glenn Michitsch, LEED AP, Senior Planner, City of Calaba-sas Planning Division, 100 Civic Center Way, Calabasas, CA 91302.Date when project noticed to public: September 22, 2020Review Period: September 22, 2020 to November 13, 2020Public Hearing: The project will be scheduled for a public hearing with the Planning Com-mission shortly after the public review period is completed. If you cannot pay the filing fee, ask the court clerk for a fee waiver form. If you do not file your response on time, you may lose the case by default, and your wages, money, and property may be taken without further warning from the court. There are other legal requirements. You may want to call an attorney right away. If you do not know an attorney, you may want to call an attorney referral service. If you cannot afford an attorney, you may be eligible for free legal services from a nonprofit legal services program. You can locate these nonprofit groups at the California Legal Services Web site (www.lawhelpcalifornia.org), the California Courts Online Self-Help Center (www.courtinfo.ca.gov/selfhelp), or by contacting your local court or county bar

NOTICE INVITING SEALED PROPOSALS (BIDS)SOLAR FIELD FACILITY LANDSCAPING PROJECT

NOTICE IS HEREBY GIVEN that the Board of Directors of Las Virgenes Municipal Water District invites and will receive sealed proposals (bids) up to the hour of 3:00 PM on October 8, 2020, for furnishing the work described in the contract documents. Bids received after the time stated in the Call for Bids will not be accepted and will be returned, unopened, to the bidder. The time shall be determined by the time on the receptionist telephone console in our Headquarters lobby. Proposals will be publicly opened and read aloud at the District headquarters, 4232 Las Virgenes Road, Calabasas, California 91302. Said bids shall conform to and be responsive to the Specifications and Contract Documents for said work as heretofore approved by the District Board of Directors.

Precautions are being taken by the District in response to the novel coronavirus and COVID- 19 outbreak in order to protect employees, customers, and our partners. Until further notice, the District is suspending many in-person meetings relating to bids (including public bid openings and the hand-delivery of bids by company employees) to reduce the number of people coming into District facilities.

This policy is effective, Monday, April 6, 2020, and remains in force until further notice. All bids must be sent by mail or dropped at the District drop box. Bidders must allow enough time for bids to be delivered to the District by the due date. All submittals will be time stamped as soon as they are received. Bids received after the due date and time may be deemed non-responsive and excluded from consideration. The District is allowing proposals to be dropped into a mail box outside the front entrance doors to the main building (4232 Las Virgenes Rd.) This mail box is checked every morning, and will also be checked several times throughout the bid due date. All bids are to be received by the deadline, 3:00pm on October 8, 2020. Bids being sent by mail must allow sufficient time for delivery, to District headquarters, by the deadline. It is also recommended to specify “SOLAR FIELD FACILITY LANDSCAPING PROJECT”, somewhere on the envelope to ensure prompt timestamping.

Mandatory pre-bid tours will be conducted on by appointment only and will be conducted September 29 and September 30, 2020. Please contact Oliver Slosser, PE, Project Manager, at (818) 585-7123 or [email protected], to schedule a date and time. Attendance at a pre-bid conference is a condition precedent to submittal of the bid and the District will not consider a bid from any bidder not represented at a pre-bid tour. Questions regarding the project may be directed to Project Manager, Oliver Slosser.

Sets of contract documents may be downloaded for free by going to http://www.LVMWD.com/Ebidboard and following the links to this project.

In order to be placed on the plan holder’s list, contractors shall register for free as a document holder for this project on Ebidboard by going to www.LVMWD.com/Ebidboard and following the links to this project. Addendum notifications will be issued through

Ebidboard.com, but may also be provided by calling the District’s Project Manager. Although Ebidboard

will fax and/or email all notifications to registered plan holders after the District uploads the information, Bidders are responsible for obtaining all addenda and updated contract documents.

Each bid must be on the District bid form and shall be sealed and filed with the District at or before the time stated in the Notice.

No Contractor or Subcontractor may be listed on a bid proposal for a public works project submitted on or after March 1, 2015 unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. No Contractor or Subcontractor may be awarded a contract for public work on a public works project awarded on or after April 1, 2015 unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. Effective January 1, 2016, no Contractor or Subcontractor may perform on a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR.

All terms and conditions contained in the Specifications and Contract Documents shall become part of the contract. The Board of Directors of the JPA reserves the right to reject any and all bids and to waive any and all irregularities in any bid. No bidder may withdraw his bid after the said time for bid openings until 60-days thereafter or until the JPA has made a final award to the successful bidder or has rejected all bids, whichever event first occurs.

The Board of Directors of the District reserves the right to select the schedule(s) under which the bids are to be compared and contract(s) awarded.
