The European Insurance and Occupational Pensions Authority (EIOPA) is currently inviting applications for a position as Executive Director for its Headquarters in Frankfurt, Germany.

The legal basis is Regulation (EU) No 1094/2010 of the European Parliament and of the Council of 24 November 2010 establishing an European Supervisory Authority (European Insurance and Occupational Pensions Authority), amending Decision No 716/2009/EC and repealing Commission Decision 2009/79/EC (1).

EIOPA is at the heart of insurance and occupational pensions supervision in the European Union. It is part of the European System of Financial Supervision, consisting of three European Supervisory Authorities and the European Systemic Risk Board. EIOPA is an independent advisory body to the European Parliament, the Council of the European Union and the European Commission.

EIOPA’s core responsibilities are to support the stability of the financial system, transparency of markets and financial products as well as the protection of insurance policyholders, pension scheme members and their beneficiaries. The successful candidate will join the young European Agency EIOPA which has a friendly, close-knit office of international staff, located in Frankfurt.

Executive Director

Job description

Major purpose

The Executive Director is a full-time independent professional.

He/she will manage the Authority on a day-to-day basis ensuring the achievement of EIOPA’s objectives by playing a key role in their implementation and leading change in an organisation increasingly involved in implementation and supervision in the insurance, reinsurance and occupational pensions sectors.

He/she shall be responsible for the development and implementation of the annual work programme and take the necessary measures to ensure the functioning of the EIOPA, including managing and mitigating risks.

He/she will be accountable to the EIOPA Board of Supervisors and its Chair in particular and report to the Board of Supervisors on an ongoing basis on the development of the EIOPA activities, turning strategy into real life.

The Executive Director will be a role model of EIOPA values: independence, responsibility, efficiency, team spirit, integrity and transparency; and have a strong sense of initiative, self-motivation, flexibility and continuous learning.

Main responsibilities

The Executive Director will be responsible for the day-to-day management of EIOPA. He/she shall in particular:

— be in charge of the management of the Authority with a budget in 2014 of around EUR 21,5 million and 134 staff members, ensuring effective internal governance, including efficient cooperation between EIOPA staff and the national competent bodies in the EU Member States carrying out similar tasks to those of EIOPA, and prepare the work of the Management Board;

— manage and motivate senior staff, playing a leading role in the high performance culture and nurturing working atmosphere of EIOPA;

— be responsible for implementing the annual work programme of the Authority under the guidance of the Board of Supervisors and under the control of the Management Board, setting and managing operational targets;

— take the necessary measures, notably the adoption of internal administrative instructions and the publication of notices, to ensure the functioning of the Authority, in accordance with the relevant Regulation;

— prepare a multi-annual work programme;

— prepare, each year, a work programme for the following year;

— draw up a preliminary draft budget of the Authority;

— implement the budget of the Authority in full compliance with EU Financial Regulation, including the Multi-annual Staff Policy Plan;

— prepare each year a draft annual report with a section on the regulatory and supervisory activities of the Authority and a section on financial and administrative matters;

— exercise in respect to the Authority's staff the powers laid down in the Founding Regulation and manage staff matters;

— represent EIOPA and manage a large number of stakeholders with potential diverging goals under strong political pressure.

Requirements

Eligibility criteria

Applications will be considered against the following formal eligibility requirements to be fulfilled by the closing date for applications:

— nationality: Be a national of a Member State of the European Union, and be entitled to his/her full rights as a citizen (2);

(2) Prior to any appointment, the successful candidate will be asked to provide a certificate issued by the competent authority attesting the absence of any criminal record.

— be physically fit to perform the duties linked to the post (3);

— university degree or diploma:

a) a level of education which corresponds to completed university studies, attested by a diploma, when the normal period of university education is four years or more; or

b) a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year, when the normal period of university education is at least three years (this one year’s professional experience cannot be included in the postgraduate professional experience required below);

— professional experience: have at least 15 years’ post-graduate experience at a level to which the qualifications referred to above give admission;

— relevant professional experience: of the 15 years of professional experience, at least five years must have been acquired in the area of EIOPA’s activities;

— management experience: candidates must prove that at least five years of their experience have been acquired directly managing staff and budgets or working in management structures at a sufficiently high level of responsibility, including experience in managing managers, preferably in a multicultural environment;

— languages: have a thorough knowledge of one of the official European Union languages and a satisfactory knowledge of a second of these languages. Excellent working knowledge of English, the main working language of EIOPA, is required;

— age limit: at the deadline for applications, be able to complete the full five-year-mandate before reaching retirement age. For temporary staff of the European Union, retirement age is defined as being the end of the month in which the person reaches the age of 66.

Essential skills

The candidate should meet the following selection criteria:

— sound knowledge of the sectors relevant for the activities of EIOPA and proven expertise in the financial sector;

— thorough understanding of the EU Institutions and the EU decision-making process, European and international activities of relevance to the activities of EIOPA;

— proven capacity to take decisions, both at strategic and operational level;

— extensive experience and ability to lead and motivate, using his/her sound people management skills, a multicultural team of managers, experts and support staff;

— extensive experience of budgetary, financial and/or human resources management in a national, European and/or international context;

— excellent networking abilities, communication and interpersonal skills, including the capacity to deal and cooperate with relevant players within and outside the EU.

Desirable skills

— proven experience in the area of insurance and/or occupational pensions, in particular in financial sector regulation and/or supervision;

— proven work experience in a multicultural environment.

(3) Before being engaged, a candidate shall be medically examined by one of the institution’s medical officers in order that the institution may be satisfied that he fulfils the requirements of Article 12 (2)(d) of the Conditions of Employment of Other Servants of the European Communities.

Selection and appointment

A Selection Committee will be set up for the selection process. The Selection Committee will screen eligible applications against the selection criteria. Based on this screening, the Selection Committee will invite up to six eligible candidates who best meet the requirements to a structured pre-selection interview with the Selection Committee. The candidates pre- selected by the Selection Committee will also be invited to one day assessment centre for senior management roles.

Following the interviews and the results of the assessment of the managerial/leadership skills, the Selection Committee will adopt a shortlist of up to three suitable candidates, which will be communicated to EIOPA Board of Supervisors. The inclusion on this shortlist does not guarantee appointment.

The short listed candidates will then be invited to selection interviews by EIOPA Board of Supervisors. The invited candidates will be heard by EIOPA Board of Supervisors for the same duration of time: 15 minutes for the presentation and up to 45 minutes for questions from EIOPA Board of Supervisors and answers by the candidates, ensuring equal opportunities.

Following the above procedure the Board of Supervisors will adopt its selection decision.

Candidates may be required to undergo a hearing at the European Parliament.

The candidate nominated by the Board of Supervisors will be appointed after confirmation by the European Parliament.

Conditions of employment

The Executive Director will be appointed as a staff of EIOPA as a Temporary Agent at grade AD 14 pursuant to Article 2(a) of the CEOS for a five-year period, which may be extended once.

The Executive Director may be removed from office only upon the Decision of the Board of Supervisors.

Summary of conditions of employment

1. Salaries are exempted from national tax; instead, a Community tax is paid at source;

2. Annual leave entitlement of two days per calendar month plus additional days for grade, distance from the place of origin and in addition, on average, 15 EIOPA holidays per year;

3. General and relevant technical training plus professional development opportunities;

4. EU Pension Scheme (after 10 years of service);

5. EU Joint Sickness and Insurance Scheme, accident and occupational disease insurance coverage, unemployment and invalidity allowance and travel insurance;

Depending on the individual family circumstances and the place of origin, the staff member may be, in addition, entitled to:

8. Dependent child allowance;

9. Education allowance;

10. Installation allowance and reimbursement of removal costs;

11. Initial temporary daily subsistence allowance;

12. Other benefits.

Independence and declaration of interests

In accordance with Articles 11 and 11(a) of the Staff Regulations (SR) and Article 11 of the Conditions of Employment of Other Servants (CEOS) the selected candidate will be required to make a declaration of the conflict of interest before recruitment. In particular, the selected candidate will be required to make a declaration of commitment to act independently in the public interest and to make a declaration in respect of any interests which might be considered prejudicial to his/her independence. Due to the particular nature of the functions, candidates invited to pre-selection interviews will be required to sign a declaration relating to their current or future interests that might be considered prejudicial to their independence.

In accordance with Article 16 of the SR, applied by analogy in accordance with Article 11 of the CEOS, the Executive Director shall, after leaving the service, continue to be bound by the duty to behave with integrity and discretion as regards the acceptance of certain appointments or benefits.

This includes the obligation to inform the Management Board of EIOPA of the intention to engage in an occupational activity, whether gainful or not, within two years of leaving the service. If that activity is related to the work carried out during the last three years in service and could lead to a conflict with the legitimate interests of EIOPA, the Management Board of EIOPA may, having regard to the interests of the service, either forbid from undertaking it or give its approval subject to any conditions it thinks fit.
