You decide to dispose of the boat, which, in your estimation has no value. You have a BM3 and a SN from your station take the boat to the dump. A year later you find out that this BM3 and SN sold the boat to someone in town for $500 and pocketed the money. They were both RELAD a month after you got rid of the boat and you don't know where they are. What would you do?

Questions 337- 347 Were Asked By A Board President

337. The Coast Guard’s core values are Honor, Respect and Devotion to Duty. In your own words describe the meaning of each of the core values.

HONOR: Integrity is our standard. We demonstrate uncompromising ethical conduct and moral behavior in all of our personal and organizational actions. We are loyal and accountable to the public trust.

RESPECT: We value our diverse workforce. We treat each other and those we serve with fairness, dignity, respect and compassion. We encourage individual opportunity and growth. We encourage creativity through empowerment. We work as a team.

DEVOTION TO DUTY: We are professionals, military and civilian, who seek responsibility, accept accountability, and are committed to the successful achievement of our organizational goals. The Coast Guard exists to serve, we serve with pride.

338. Over the past few months COMDT has released a series of general messages under the heading of “Whetstones”. What are these messages and what is their significance? The Whetstones offer a list of administrative requirements that have been dropped or modified to reduce field workloads. These are efficiency measures. The Whetstones’ greatest significance is not the immediate relief they provide, but the cultural change they portend. The Whetstones are an organizational acknowledgement that at least some portion of our overwork is self-inflicted administrative overhead and that we need to reduce that portion wherever possible.

339. What is a “Williamson Turn” and when would you make one? A Williamson Turn is a turn made to recover a man overboard. It is well adapted for use when the exact time a man fell overboard is not known, since after making the turn you can continue back along the same track. Its disadvantage is that it takes a long time to execute, and the ship moves so far from the man that sight of him may be lost.

340. A hurricane is headed due north. What is the hurricane’s “dangerous semicircle”? Why is this semicircle dangerous? (i.e. why are the winds higher in this semicircle?) Looking in the direction of movement, the right-hand semicircle is the dangerous semicircle (eastern semicircle in the example). The rotational wind velocity vectors in this half of the hurricane are added to the hurricane’s forward velocity to get the true wind speed. (If stumble, in what direction do winds rotate around a hurricane?)

341. You are the OINC of a small boat station. A detailed inspection of the station building reveals significant termite damage to the roof rafters. What do you do to initiate the process to get the damage repaired? What is the appropriate reference? Generate SSMR (Shore Station Maintenance Report). Pictures good. Submit to CEU via Group. POP Board. Reference: Civil Engineering Manual.

342. Where would you look for guidance on fraternization and/or unprofessional relationships? PERSMAN, Chapter *-H.

343. You find two of your members sleeping together. Both are non-rates. What do you do? UCMJ violation. Prohibited relationship.

344. Is bearing drift a good thing? Yes, unless you’re looking to intercept.

345. What is the tree-minute rule? Distance IN YARDS traveled in 3 minutes, divided by 100 = speed in knots.

346. What is the 6-minute rule? Distance IN MILES traveled in 6 minutes, times 10 = speed in knots.

347. What is free surface effect? Is it good or bad? Free surface effect results when a tank, void, or compartment is partially filled with a liquid, and the liquid “sloshes” back and forth with the motion of the ship. It’s a bad thing. It adversely affects stability.

Questions 456-492 OinC Review Board Spring 2003

456. Which of the following punishments can you impose on an enlisted member of your crew for NJP? (14 days extra duty, 14 days restriction, 3 days pays)

a) Restriction for 30 days. (No, only 14 days) b) Extra duties for 14 days. (Yes, that's the max.) c) Reduction of one pay grade. (No, OINCs cannot impose reductions.) a) Forfeiture of pay for 3 days. (Yes, that's the max.)

457. What are some important reasons to discuss potential NJP cases with your

Group Commander or Executive Officer?

Three good responses--others are possible: a) To keep the Group informed of significant personnel issues. b) To help evaluate whether NJP, Court-Martial or non-punitive measures are

appropriate. c) To enhance the level of punishments available at NJP (many cases are

sent up the chain of command; an O-4 CO can impose 60 days restriction, 45 days extra duties, 30 days correctional custody, and impose a reduction of one pay grade).

458. What rights do accused members assigned to shore units have that those

assigned to cutters do not have prior to facing NJP? Personnel assigned ashore have the right to consult with an attorney (usually a Navy JAG) and may decline mast. Personnel assigned to cutters do not.

459. Tell us about Extra Military Instruction: how it is imposed and what are the

rules about the use of it? The answer should cover several of these points:

a) The OIC (or acting OIC) must approve all after hours EMI. b) EMI is limited to two hours a day, and normal liberty takes place afterwards. c) EMI must be supervised. d) EMI tasks must be logically related to the deficiency and not punitive in

nature--e.g. It is not proper to have someone scrub toilets for failing to correct charts diligently.

e) Normally, EMI should not extend beyond two weeks. Extra credit:

33

Officer in Charge/Executive Petty Officer School

a) Any PO or above may impose EMI during regular work hours. b) Member gets his/her Sabbath day off each week. c) Overtime to meet operational demands (e.g. keeping several engineers on after hours) is not EMI. d) EMI orders should be in writing (but this is not mandated).

460. What is the main difference between military "Article 31(b)" warnings and

civilian "Miranda" warnings? Civilians must be given their Miranda rights before questioning if they are suspected of a crime AND in custody; Military members must be given their Article 31(b) rights before questioning if they are suspected of an offense OR in custody. Extra credit: Once charged or in custody, military members get the right to consult with a military attorney free of charge regardless of an ability to afford one. Military members are told specifically what they are suspected of; this is not necessarily so for civilians.

This year they want to recognize your top female with a very nice plaque for her outstanding performance and Representation of the local communities’ Coast Guard station. Are there any issues that arise from this type request?

486. Your EPO is a top-notch sailor who is a stickler for perfection. He gets the jobs done well ahead of schedule and his shop is kept spotless. You notice that of the three MKs and four FNs working for him that all but one has put in for early transfer and two have been booked for being late for work. Discuss your leadership dilemma and how would you handle this situation.

487. SN Summers has been at the station for four months. She has been upbeat and always willing to learn her responsibilities. Suddenly you notice that her performance has dropped, her supervisor has tried but failed to motivate her and you have just received a copy of a page 7. Upon calling her in, she is disrespectful, belligerent and accuses you of being a good ol’ boy. How would you respond to her?

488. One of your BM3s is very religious. You notice that the others at the station seem to avoid him, sometimes poke fun at him and frequently confront him with atheistic arguments. He seems to either be scheduled for duty or asked to take duty whenever there is a party or social event. Is this a problem and if so what will you do about it?

489. What are your primary objectives as a leader?

490. What are your primary objectives as a manager?

491. You receive a call that your newly qualified Coxswain has just beached the boat on a remote sand bar to give aid to a woman who was having trouble breathing. The group controller had advised him not to beach the boat. The woman expired during the CG Helo medevac. You receive a call from the Group Commander asking what your initial actions against the coxswain will be. How would you respond?

492. You walk into the shop to see what all the yelling and screaming is about. Two very angry petty officers are yelling at each other with slanderous and obscene language. How would you stop the fight and what would you do after that?

COMDTINST M16130.2s sets our general salvage policy and states: When no commercial salvor is reasonably available, SMC’s (i.e. Group and District Command Centers) are authorized to allow CG Units to refloat a grounded vessel which is not in peril of further damage or loss if; a. CG units are capable of rendering the assistance, b. the owner requests the assistance and agrees to the specific effort to be made, and c. CG Units and personnel are not unduly hazarded by the operation.

535. On a beautiful calm clear day your watchstander reports that an Auxiliary

vessel out on a routine safety patrol, has come across an 18ft boat that is disabled. The 18ft P/C has no radio onboard and is not in contact with anyone, and your Auxiliarist wants to take the vessel in tow back to the launch ramp, 10 miles away. The Auxiliarist has a 32 foot Sea Ray and is more than capable of handling the tow, and you have two commercial salvors in your AOR who are a continual thorn in your backside when it comes to Auxiliarists handling tows. What do you do? Do you issue a MARB? No MARB, the Auxiliarist can tow the vessel. COMDTINST 16130.2s Maritime SAR Assistance Policy invests the decision-making authority in the Auxiliarist.

536. You receive the report of the disabled 18-foot P/C from the operator himself

over channel 16 VHF-FM. They are not in distress, same weather as before, same commercial salvors as before, and your Auxiliarist is tied up at a dock having a lunch break. The Auxiliarist overhears the report of the disabled P/C and wants to assist. What do you do? Send out a MARB prior to dispatching anyone to the P/C.

537. The MARB went out, the P/C states he can’t handle the prices charged by the

commercial salvors and is refusing their services, and demands that as a taxpayer, we have to go out and tow him in, and we better hurry as he has somewhere he has to be. Do we go get him? No, if he refuses private help he better find a friend to assist him. We continue to monitor the case until help arrives, or the situation changes (i.e. weather, medical reasons) 2-3 in D1 SAR Manual. If no one answers the MARB in 10

45

Officer in Charge/Executive Petty Officer School

minutes, or private enterprise has arrived on scene and abandoned the case due to negotiations we can render assistance if the resources aren’t needed for a case which has higher priority 2-5 D1 SAR Manual.

Alert/Distress Phase.

543. Does the CG conduct searches for bodies?

Not required to by CG Regs, and if asked by competent local authority (i.e. Police Chief/Fire Chief) we can if it doesn’t interfere with operations or missions. Requests are normally approved or disapproved by Group Commander (Chap 14, D1 SAR Manual).

544. Your watchstander receives a report from an offshore Cargo Ship reporting that

one of their crewmembers has died, and they want you to come out and remove the body. What do you do? SMC will direct the ship to proceed to the nearest port and the local authorities, i.e. Police or coroner, for assistance in removing the body. (Chap 14, D1 SAR Manual)

46

Officer in Charge/Executive Petty Officer School

The transfer is the distance gained in a direction perpendicular to that of the original course from the time the rudder is put over until the ship is on a new course.

47

Officer in Charge/Executive Petty Officer School

553. Can you explain the difference between a large-scale chart and a small-scale chart? The large-scale chart shows a small area, the small-scale chart shows a large area

554. What is the 3-minute rule?

A ship will travel a distance equal to her speed in knots times 100 yards every three minutes. Examples: Speed 8 Knots, 3 minutes will cover 800 yards Speed 15 Knots, 3 minutes will cover 1500 yards Speed 22 Knots, 3 minutes will cover 2200 yards

555. What distance is a tenth of a nautical mile?

200 yards

556. What is the 6-minute rule?

A ship will travel a distance equal to her speed in knots in tenths of a mile covered in 6 minutes. Examples: Speed 8 Knots, 6 minutes will cover .8 nautical mile (1600 yards) Speed 15 Knots, 6 minutes will cover 1.5 nautical miles Speed 22 Knots, 6 minutes will cover 2.2 nautical miles

557. What is meant by the term “squat” in relations to ship handling?

Squat for a vessel underway means the bodily sinkage and change of trim, which are caused by the pressure distribution on the hull due to the relative motion of water and hull. The effect begins to increase significantly at depth-to-draft ratios less than 2.5 (2.5 times the draft of your vessel). It increases rapidly with speed and is augmented in narrow channels.

558. What is Bank Cushion?

In a restricted channel, especially one with steep banks, bank cushion tends to push the bow away from the bank due to the increase in the bow wave on the near side.

559. What is Bank Suction?

The bodily movement of a ship towards the near bank due to a decrease in pressure as a result of increased velocity of flow of water past the hull in a restricted channel.

48

Officer in Charge/Executive Petty Officer School

560. What is meant by the term “Safe Speed” in the Rules of the Road?

(Rule 6) All vessels must travel at a safe speed to enable them to “take proper and effective action to avoid collision and be stopped within a distance appropriate to the prevailing circumstances and conditions”.

561. What factors should you take in account in determining a safe speed?

Visibility, traffic density, the maneuverability of the vessel, background lights at night, the state of the wind, sea, and current, the proximity of navigational hazards; and draft in relation to depth of water. If there is radar aboard, factors relating to radar must be taken in account.

562. What is a “Head-on Situation”?

(Rule 14) This is defined as two vessels meeting on reciprocal or nearly reciprocal course involving risk of collision. Both vessels should alter course to starboard (right) so that each will pass each other on the port side.

563. What is “Overtaking”?

(Rule 13) Any vessel overtaking another vessel must keep out of the way of the vessel being overtaken. Being overtaken is defined as coming up with another vessel from a direction more than 22.5 degrees abaft her beam. At night, the overtaking vessel would be able to see only the stern light of the vessel being overtaken and not the sidelights. If in any doubt, you are overtaking and should act accordingly, and avoid the other vessel until you are finally “past and clear” of the vessel being overtaken.

564. What actions are to be taken by the “give way vessel”?

(Rule 16) When you are the give way vessel, take early and substantial action to keep well clear. This should be obvious to the other vessel both visually and on radar.

565. What actions are to be taken by the “stand on vessel”?

(Rule 17) When it becomes apparent that that the give way vessel isn’t getting out of the way, the stand on vessel may take action to avoid collision by it’s maneuver alone. The stand on vessel must take action when the situation reaches a stage where the give way vessels action alone cannot avoid a collision.

Book, and XPO’s Morning Orders mandated? Yes. By what? – By CG Regulations Article 4-2-2A and COMDTINST M3530.2 (series) (Nav Standards)

579. What is “Free Surface Effect”? The term free surface effect refers to the detrimental effect on which a partially filled tank or compartment can have on the stability of a vessel. This effect is due to the shifting of liquids as the vessel heels and results in the rise of the center of gravity.

580. What is “Free Communication Effect”? – The negative effect on stability

caused by the rupture of one, or more, exterior boundaries of a ship so that the sea may flow freely into, and out of, the damaged compartment as the ship rolls.
