N O T I C EIt is impressed upon all the pesticide companies operating in Kashmir Division for sale, exhibit stock and distribution of their products released for various crops to strictly adhere to the rules of insecticide Act-1968 and the rules and amendments there under mentioned below:01- The companies which have been issued licenses upon the name of company with

a definite ware house should stock all there allowed products in the company ware house only.

02- After dumping their products the authorized persons should immediately communicate their stocks batch wise to the Law Enforcement Agency of the concerned Districts under an intimation to this office for sampling of the stocks.

03- Only after sampling they should further distribute their products to their genuine wholesale dealers, retailers for sale who possess license issued by this office. Any product found on sale from a person without license shall be the responsibility of the company.

04- No Company is allowed to operate in the valley without permission and if any company is without a valid permission or license to sell, exhibit their product they should complete all the formalities of the Act by or before 31-03-2016.

05- All the companies shall submit their stock position product wise to this office by or before 25th date of every month on the prescribed format already communicated to them in the previous notice.

Any deviation from insecticide Act-1968 and the rules there under shall be dealt strictly under law.The public is also advised to make purchase of pesticides for their crops only on cash memos from the Retailers and verify properly the genuineness of the products to prevent the entry of spurious products.

OPEN AUCTION NOTICEFor and on behalf of the Governor of J&K state, Outsourcing of operation Management of Cafeteria & Coffee Shop at Pirzoo Srinagar on license basis, through open auction, for a period of 05 years, shall be held on 19.04.2016 at 02:00 PM at TRC Srinagar in presence of the Out-sourcing Committee under the Chairmanship of Director Tourism Kashmir. Reliable/resourceful and experienced agencies/persons, who are permanent resident of J&K State, shall only be eligible to participate in the open bidding.The bid document containing general terms, conditions and activities to be undertaken can be had from the office of the Dy. Director Tourism Kashmir, Tourist Reception Centre, at Srinagar against a cash payment of Rs. 1000/- during the office hours from 10:30 am to 04:00 pm w.e.f 28.03.2016 to 16.04.2016. The tender documents shall be received by or before 16.04.2016 up to 04:00 pm. TERMS AND CONDITIONS.1. The minimum reserve bid has been fixed at Rs. 6,50,000/- per year with compound escalation of

of CDR for an amount of Rs. 65,000/- pledged to the Accounts officer, Directorate of Tourism Kashmir. No cash in lieu of CDR shall be accepted.

4. The successful bidder shall be required to deposit bid amount in full for the 1st year at the time of issuance of letter of intend/signing of the license deed.

5. In case the date of sale of documents or open auction happens to be an off day, the process shall be resorted on the next working day.

6. The bid amounts for the further period shall be paid by the successful bidder in advance at the time of commencement of each successive year.

7. The out-sourcing committee reserves the right to reject any or all the bids without assigning any reason thereof.

8. The successful bidder shall have to charge rates for food items and beverages as approved by the authorities from time to time.

PUBLIC NOTICEIt has come to the notice of State Government that some vendors dealing in preparations / marketing of Food Articles particularly Mugalai Cuisines commonly known as “Wazwan” are using colouring matter in their recipes which is in contravention to the Provisions laid down under (Food Product Standards & Food Additives) Regulations 2011. It therefore needs to be impressed upon all the Food Business Operators dealing in processed, partially processed or unprocessed food substances which are intended for human consumption to strictly adhere to the Provisions laid down under FSSA Rules & Regulations in letter and spirit. Such vendors which include any food manufacturer, who manufactures or sells any article of food himself or a petty retailer, hawker, itinerant vendor or temporary stall holder; or distributes foods including in any religious or social gathering should besides obtaining mandatory Registration / Licensing whichever is applicable ensure that no colouring matter is used in their recipes. Any person found indulging in use of colouring matter in such food articles shall invite action under relevant provisions of Law which can extend to imprisonment for a term which may extend to imprisonment of life and also with fine which shall not be less than Rs. 10 Lakhs - depending upon severity of offence.This public notice is being used without any prejudice to the Provisions of Rule 3.1.2(6) where use of permitted synthetic food colours is allowed w.r.t certain food items mentioned therein subject to the condition that the maximum limit of such permitted colours shall not exceed up to 100 parts per million of the final food or beverage offered for consumption.

Tata Sumo Tavera etc.).2. The vehicle shall be hired for the financial Year 2016-17 as required by the District/block offices

in no case shall carry passengers during the period of agreement with the department. If at any time, compliant of this kind is received against the vehicle hired, strict action will be initiated which may be cancellation of registration of Vehicle or termination of the contract.

4. The parties may quote rates for hiring on monthly basis. Minimum running of 65 KMS per day shall be included in the quote and per KM rate shall be as per Guidelines for extra mileage. The movement shall be in any part/area within the District.

5. The rates shall be applicable for financial Year 2016-17 i.e., up to ending March 2017.6. The tender should accompany CDR of Rs 2000/- pledged to Vice Chairman District Rural Health

Society Shopian, which shall be released to successful tenderer after completion of rate contract i.e.; 5 months after finalization of rates.

7. The payment for use of Vehicle shall be released on production of bill on monthly basis along with copy of log book duly certified by the touring officer and concerned BMO.

8. The vehicles should be made available as per requirement within one hour as and when required.9. Vehicles have to attend all gazetted holidays & hartal days except Sundays.10. The selected Tenderer/s should bear the cost of full vehicle branding of the vehicles as per

guidelines of RBSK at their own level. No financial assistance will be provided.11. The details of documentation and other necessary conditions are available at District
