PURPOSE This information packet has been developed in an effort to provide the highest level of service to the customers of Exeter Township. The major goal of automatic fire sprinkler plan reviews conducted by the ETFD Fire Prevention Division is to ensure the design of automatic fire sprinkler systems meet the minimum requirements of the adopted codes and ordinances. To meet this goal, the submitted plans and supporting documentation must contain the information needed to conduct a thorough review. SCOPE This packet outlines the minimum requirements set forth in the International Fire Code, local amendments, and departmental policies and procedures as they relate to the installation of Automatic Fire Sprinkler Systems. This packet is not intended to provide an all-inclusive listing of submittal and inspections requirements, as it would be virtually impossible to cover all situations. This packet only covers requirements set forth in the latest edition of NFPA 13. Also included in this packet is information covering items required to be included on the working drawings and supporting documents. GUIDELINES I. INTRODUCTION

A. APPLICABLE CODES AND STANDARDS.

1. 2009 International Fire Code and its local Amendments. 2. Current Edition of NFPA 13 Installation of Sprinkler Systems and associated standards. 3. Current Edition of NFPA 72 National Fire Alarm Code 4. Current Edition of NFPA 14 Installation of Standpipe and Hose Systems 4. Exeter Township Ordinances.

B. THREAD 1. (2 ½ ) inch = Reading / Berks 2. (1 ½) inch = National Standard 3. (5) inch = Stortz C. ADMINISTRATIVE REQUIREMENTS.

1. Approved Contractors. All suppression contractors must obtain an Exeter Township Certificate of Fitness in order to design, install, add to, alter, service, repair, and inspect automatic fire sprinkler and standpipes systems of all types as well as retrofit existing systems with backflow preventors, in accordance with all International Codes. Please contact Exeter Township Fire Official's Office, at 610-779-4888 for additional information. 2. Code/Standard Editions. Automatic fire sprinkler systems shall meet the criteria of the 2009 IFC as amended and all applicable requirements of the most recent edition of the NFPA standards. NFPA standards are effective on the January 1st of the year following the effective date printed in the standard. 3. Permits/Inspections. Required plan submittal with approvals, permits and associated inspections must be secured through the Fire Official's Office. Plan approval and permits shall be secured prior to the start of any work. The fee is (1½) % of project cost or a $200.00 minimum. 4. Special Circumstances. Depending upon the scope of work, different types of submittals may be required; therefore you may want to contact the Fire Official's Office for any additional information. For example, small tenant finish projects – hydraulic calculations need not be submitted as long as it is indicated that there is no adverse effect on the system’s remote area or demand. 5. Alternative Methods. If special building conditions and/or restrictions exist that may prohibit any of the requirements set forth in this packet from being met, approval by the ETFD Fire Prevention Division for an alternate installation will be required. This alternate method must be approved before any installation of the system begins.

6. Additional Material and Information required to be provided by the contractor:

a. Exeter Township Certificate of Fitness. b. Proof of NICET level III or PE certification (signed, sealed plans). c. Product information and specifications (cut sheets) for all equipment installed or added to an existing system. d. Exeter Township Fire Prevention Construction Permit and application form

II. SUBMITTAL INFORMATION This section of the packet provides information as to documentation, in addition to the shop drawings that shall be provided at the time of plan submittal. This documentation is required to assure the plan submittal package contains the necessary information for a complete plan review. A. MINIMUM REQUIREMENTS OF THE ETFD FOR SUBMITTAL.

1. Drawings shall be submitted on sheets no less than 24x36 inches and shall be drawn to ⅛” or ¼” scale. Other scales may be accepted on an as-needed basis, please contact the ETFD Fire Prevention Division if you have questions regarding the use of different scales. 2. A minimum of 2 sets of drawings are required to be submitted to the ETFD Fire Prevention Division and shall include the items found in the checklist provided with this packet. 3. A minimum of 2 set of hydraulic calculations are required to be submitted and shall include the items found in the checklist provided with this packet. Calculations shall be rolled inside the plans to prevent them from becoming separated, if the hydraulics set is too large to feasibly roll them, a binder identifying the project, is acceptable. One set will be retained by ETFD Fire Prevention Division for our records. 4. A minimum of 1 set of manufacturer’s product information shall be provided. This is to include information on all devices that are part of or being connected to, the fire sprinkler system; such as piping, valves, hangers, etc. Any cut sheets showing multiple models/type of devices, the specific item being installed shall be highlighted. As an example, in using extended coverage heads, the spacing utilized in the design and calculations shall be highlighted on the cut sheets as well as indicated on the drawings. Cut sheets shall be rolled inside the plans to prevent them from becoming separated, if the cut sheets are too large to feasibly roll them, a binder identifying the project, is acceptable. Stamped cut sheets will be returned to the contractor and must remain on the job site with the approved plans. 6. In some cases, ETFD will require a code review of the design criteria for the system being submitted. Most commonly, this is required in storage occupancies utilizing rack storage and/or in-rack sprinkler systems. Each step is required to be detailed, reference each code or standard section used in arriving at the design criteria for the sprinkler system.

III. GENERAL INFORMATION AND REQUIREMENTS A. FIRE DEPARTMENT CONNECTIONS.

1. FDC’s shall be readily visible and accessible. FDC’s shall not be obstructed by any landscaping, parking or storage, fences, etc. at any time per NFPA 13 Section 8.16.2.4.6. 2. All FDC’s shall be installed at locations approved by the ETFD on the street side of the structure on which the buildings address numbers are placed per NFPA 13: 8.16.2.4.6 and NFPA 14: 4-3.5.1. Typically this is near the main entrance. There are some instances where this location is not possible, please contact ETFD Fire Prevention Division in these specific situations. 3. A fire hydrant capable of meeting the required sprinkler supply demand shall be provided within 75 feet of the FDC. 4. All standpipe and automatic fire sprinkler system FDC’s shall be properly identified so as to indicate clearly the area of protection. Each Fire Department connection shall be designated by a sign having raised letters at least 1 inch in height, cast on plate. A sign shall also indicate the pressure required at the inlets to deliver the greatest system demand. 5. When the sprinkler system exceeds a demand of 1500 gpm, a secondary FDC of same capacity in an approved remote location will be required 6. An approved weatherproof electric horn/strobe unit shall be installed proximate to and within 20 feet of the FDC. The horn/strobe shall be at a height and location that is visible to responding emergency crews. 7. All Fire Department Connections for sprinkler and standpipe systems shall consist of or one 5” inch Stortz. 8. Stortz connection shall be fitted with a 30-degree down angle. The top of the fitting shall be a minimum 24” and a maximum 36 “ above the finish grade. 9. All Fire Department Connections shall have installed KNOX CAPS (ONLY) 10. The area in front of the FDC and ten feet to either side shall be properly signed and striped in the same manner required for Fire Lanes.

B. MONITORING.1. In accordance with IFC and ETFD local Ordinances, all fire alarm system shall be monitored by an approved central station. ETFD considers all UL listed or FO approved central stations. 2. Sprinkler valves shall be supervised open per the provisions of NFPA 13 Section 8.15.1.1.2 by one of the following methods:

a. Electronically supervised. b. Locked in the open position. c. Located within a locked enclosure designed for that purpose and identified on the door accordingly. The valves shall be sealed in the open position, and inspected weekly as part of an approved procedure.

d. Trim valves for dry, preaction and deluge valves shall be sealed or locked in the open position.

e. Automatic sprinkler systems shall be monitored for the following:

Flow, Tamper, Trouble C. WATER SUPPLY INFORMATION.

1. Water supply information shall be obtained from PWA. The information on this report shall be current or less than 1 year old. 2. On the hydraulic paper, a second curve showing 10% reduction in the water flow shall be indicated. This curve shall be distinguishable from the actual water curve and have a slope equal to or greater than the actual water supply curve and a value at zero flow equal to 90% of the actual static pressure. You must provide the actual water supply information, with the reduced water supply information indicated on the graph sheet, or on the plans. Do not supply us with only the reduced information.

D. HIGH PILED STORAGE SYSTEMS.

1. In buildings used for high-piled combustible storage, fire protection shall meet the criteria of IFC Chapter 23 and the applicable sections of NFPA 13. 2. Design Criteria. To expedite reviews, provide a code review or a detailed code sheet on how the design criterion is determined for the sprinkler system. Information on how the design density and area were determined must be provided – this is especially critical when there are multiple adjustments for various storage arrangements. Each code section must be referenced and all calculations must be shown.

E. ADDITIONAL REQUIREMENTS.

1. Automatic fire sprinkler systems shall be provided with flow switches that are zoned per floor in multi-story buildings.

a. One flow switch minimum per floor. b. Additional flow switches may be required as deemed necessary due to special building characteristics such as large floor areas (over 20,000 sq ft), different occupancy types, or any special concerns on the part of the Exeter Township Fire Department where identifying distinct areas is deemed necessary.

2. Any floor or area of the building that is required to have flow switches as outlined above shall also have an isolation valve with a corresponding tamper switch per NFPA 13:8.15.1.1.2.

a. Tamper switches shall be zoned such that they send a supervisory signal to the same zone as the corresponding flow alarm per NFPA 72:5.13.1 and NFPA 72 Figure A-10.6.2.3(9). b. Tamper switches shall be provided on all automatic sprinkler systems, which have flow switches and/or isolation valves installed and are required to be monitored per IFC 903.4.3.

3. Buildings under construction shall have fire protection equipment installed and maintained in accordance with IFC 903.2.11. ETFD strongly recommends combustible materials not be stored or moved into buildings until such time fire protection systems are operational and on-line. Factory Mutual Data Sheet 1-0 Safeguards During Construction and NFPA Standard 241 Safeguarding Construction and Alteration Operations both speak on this issue as a safe operating practice. Having fire sprinkler and alarm systems operational prior to storage of, or moving in of, combustible materials (including but not limited to building furnishings) reduces the amount of fire, smoke and water damage should a fire occur. It also reduces risk to responding firefighters’ lives. 4. Signage.

a. Approved signage must be provided on the door of the enclosure in which any sprinkler system valves/controls are located stating “Fire Control Valves” in white 4 inch high block letters with a stroke of not less than ¼ inch and a red color contrasting with its background (NFPA 13:6.7.4 and IFC Table 511). b. Valves or switches which are located within building elements must also be identified in an approved, suitable and easily identifiable method or manner at the point/location giving access to said valve or component. c. Rooms containing fire protection control equipment shall be provided with direct access from the exterior and interior of the building and contain emergency lighting and shall not be used

5. Shell buildings that are required to be sprinkled shall be required to be designed and installed according to the requirements set forth for “Ordinary Hazard Group II” occupancies. Upon tenant finish, these buildings may be converted to lower hazard design density and coverage if applicable to the occupancy or use. Because there is no way of telling who a prospective tenant will be, or what kind of hazards that tenant will be bringing into the building, this requirement is intended to mitigate against those hazards which this department may be unaware of. In addition, this ensures the density is provided for most occupancies without system upgrades. 6. The required sprinkler system flow and pressure, including applicable hose demand, shall meet or fall under a curve with a slope equal to or greater than the available water flow curve and a value at zero flow equal to 90% of the static pressure. 7. In no case shall sprinkler piping be used for grounding of electrical services per NFPA 13:10.6.8. While this section refers to underground piping, the electrical alarm devices attached to these systems are very sensitive to electrical currents that may pass though grounded/bonded system piping.

IV. INSTALLATION A. PERMITS.

1. The installation of the fire sprinkler system is not to commence, including any pre-piping until the working plans have been reviewed and approved by ETFD Fire Prevention Division and a construction permit secured on site, per IFC 105.1.4. The plan review fee is 1½ % of the project cost or a $200.00 minimum. The plan review fee shall accompany the plan submission. 2. Permits for fire protection systems expire 180 days after date of issue. A 30 day extension may be given. After the grace period expires, if no inspections have been conducted, new plans and permit will be required to be submitted.

B. APPROVED CONTRACTORS.

1. A Certificate of Fitness is required for work on all installations, additions, alterations, repair and inspection of automatic fire sprinkler and standpipe systems. The Installer shall be employed by an ETFD approved Fire Suppression Contractor licensed company.

V. INSPECTIONS AND TESTING

Systems shall undergo an acceptance test witnessed by ETFD. It shall be the duty of the installed contractor to schedule the inspection (IFC 901.5). It shall be unlawful to occupy any portion of a building or structure until the required systems have been tested and approved by the ETFD (IFC 901.5.1).

A. ABOVEGROUND PIPING.

1. Visual Inspection. a. Sprinkler piping and hangers shall not be covered and /or concealed by any means prior to a “Visual Inspection” being conducted and approved by ETFD per IFC 106.3. THIS INCLUDES DROP GRID STYLE CEILINGS! Ceilings, including finished sheet rock, will be required to be removed if necessary for inspection.

2. Hydrostatic Test.

a. All piping and joints, including the FDC piping, in standpipe and/or sprinkler systems require a 200 psi hydrostatic test per NFPA 13:10.10.2.2. All pipe joints shall be exposed to expedite the verification of leak-free joints. The test shall be witnessed and approved by a member of the ETFD Fire Prevention Division. b. Where system working pressure exceeds 150 psi, the hydrostatic test shall be performed at 50 psi in excess of the system working pressure per NFPA 13:16.2.1.2. c. Additions/Modification to existing systems involving more than 20 sprinklers, the area shall be isolated and tested at not less than 200 psi for a minimum of 2 hours. If the area cannot be isolated, it shall be tested at the system’s normal static pressure.

d. Upon completion of the above inspections a Contractor’s Material and Test Certificate for Aboveground (A) Piping shall be filled out and submitted to the Fire Official's Office. No other paperwork or certifications will be accepted.

3. Systems Operational Tests. a. Main Drain. Sprinkler and/or standpipe systems shall undergo a main drain test to establish a base line pressure for future reference in accordance with NFPA 13:16.2.3.4. The main drain valve shall be opened and remain open until system pressure stabilizes. The static and residual pressures shall be recorded on the contractor’s test certificate. b. Dry Pipe/Preaction/Deluge valves shall undergo a working trip test or automatic operation in accordance with NFPA 13:16.2.3 c. PRV’s/BFP’s shall undergo testing to ensure proper operation per NFPA 13:16.2.4 and 16.2.5. d. Prior to the functional test all water flow alarms, valve tamper, trouble signals and other supervisory signals must be operable for a successful functional test. It is desirable to have a representative from both the sprinkler/standpipe contractor and the fire alarm contractor present when this test is conducted. e. Waterflow detecting devices including associated alarm circuits shall be flow tested through the inspector’s test connection and shall result in an audible alarm on the premises within 90 seconds after such flow begins and within 10 seconds after the FACP receives the waterflow alarm switch signal. f. A working test of the dry pipe valve alone and with a quick-opening device, if installed, shall be made by opening the inspector’s test connection. g. A hydraulic design information sign shall be supplied and displayed. h. The installing contractor shall provide the system owner with the following information:

1 All literature and instructions provided by the manufacturer describing proper operation and maintenance of any equipment and devices installed. 2. A copy of required inspection and maintenance schedules according to NFPA # 25

i. All Inspections shall be witnessed by the Fire Official or a representative of the Fire Official's Office. j. The installing contractor shall furnish a written statement stating that the system has been installed in accordance with the approved plans and testing in accordance with the manufacturer’s specifications and the appropriate NFPA requirements. k. Depending on system requirements other inspections may be required. l. Inspections must be scheduled at least 48 HOURS in advance. To schedule an inspection CALL 610-779-4888.

B. UNDERGROUND PIPING.

1. Visual Inspection.

a. ETFD does not perform a visual inspection of the underground fire lines; a certified Plumbing inspector will inspect the fire line and approve the burial.

2. Hydrostatic Test.

a. Standpipe and/or sprinkler systems require a 200 psi hydrostatic test procedure for the underground piping per NFPA 13:10.10.2.2. The test shall be witnessed and approved by a certified Plumbing inspector. Underground piping is allowed minimum leakage in accordance with NFPA 13. b. Where system working pressure exceeds 150 psi, the hydrostatic test shall be performed at 50 psi in excess of the system working pressure per NFPA 13:10.10.2.2.

3. Underground Flush.

a. Underground piping from the water supply to the system riser and lead-in connection to system riser shall be completely flushed before any connection is made to fire protection system piping (NFPA 13:10.10.2.1.1) b. Flushing shall continue for sufficient time to ensure thorough cleaning, usually until the water runs clear, this is usually accomplished in a 5-minute flush. c. Minimum flow rate shall be not less than the hydraulically calculated demand rate of the system, including any hose requirements. d. ETFD does not perform a visual inspection of the underground fire lines; a certified Plumbing inspector will inspect the fire line and approve the burial. e. Upon completion of the above inspections a Contractor’s Material and Test Certificate for Underground (U) Piping shall be filled out and submitted to the Fire Official's Office. No other paperwork or certifications will be accepted.

(Plan Requirements per Chapter 14 of Current NFPA 13) Title Block shall contain the following: � Name of owner and occupant. � Location including full street address as assigned by RBD Enumerations. � Name, address, phone, FAX number and email address of installing contractor and

designer. � Signature/seal that these drawings were reviewed by a person holding a NICET level III

or IV certification in Sprinkler Systems or State of Colorado Professional Engineering license certification.

structural information and ceiling construction for clarity. � Location of partitions, fire walls and /or area separation walls and rating classifications. � Occupancy class of each room/area as well as the Hazard/Commodity Classification. � Location of concealed spaces, closets, attics and bathroom including dimensions. � Location of questionable areas and/or areas where sprinklers have been intentionally

CERTIFICATE OF FITNESS POLICY STATEMENT

Exeter Township requires a Certificate of Fitness for individuals or companies performing activities related to fire safety within the jurisdiction. The types of operations include but not limited to the following: any / all types of Fire Protection and Suppression systems; Hood and Duct installers, Blasting, Demolition, Fireworks, Fire extinguishers, all types of flammable / combustible and LP- Tank installers etc. A Certificate of Fitness is a written document issued by Exeter Township to any person or company for the purpose of granting permission to such person to conduct or engage in any operation or act for which certification is required. The certificate of fitness provides evidence that the person or company performing work is qualified, experienced, trained, skilled and competent. The applicant shall complete the application and provide documentation of experience, training and education levels of employees and business. Certificates of Fitness are issued on an annual basis and must be renewed during the month of December. The fee is $100.00 A Certificate of Fitness may be revoked or cancelled because of the applicants’ inability to comply with the provisions of the code, inadequate or inappropriate workmanship or false statements and misrepresentations.
