    WeWeWeWe at STC are elated to release its quarterly news letter PrathibhaPrathibhaPrathibhaPrathibha magazine of the first Quarter for the year 2015 with all the activities and endeavors undertaken during January - March of 2015. The highlight of this quarter is commencement of functioning of STC in an unprecedented manner from the New Block. CME/SCRly has been the Chief Guest for two occasions, visited STC along with Training Manager and CWE on 20.02.2015 and 13.03.2015.

    STCSTCSTCSTC organized a seminar on “BIO-TOILETS” on 20.02.2015 inviting Director/CAMTECH and Director/DRDE to participate and deliver lectures in the seminar. SSEs and JEs of C&W department from all divisions are benefited from the deliberations of the seminar. STC has taken initiative to organize the five day course on “Integrated Management System” for the Supervisors of the three workshops from 13.03.2015 to 17.03.2015. CME/S.C.Rly has been the Chief Guest for both the events and graced the occasions along with CWE/SCR. AddingAddingAddingAdding new working models in the laboratory for the benefit of the maintenance units is a continuous process in STC. A single car test rig has been developed to train the RRB recruits during their induction training. A complete CBC assembly with housing, WDG4 locomotive components like water pump, scavenging pump and Lubricating oil pump are the few models added in Laboratories.

    ThisThisThisThis magazine is released with contents quite informative to the readers. ‘Integrated Management System’, ‘e- auction’, ‘and few recent JPOs for C&W supervisors have been published in this magazine. The courses planned for the next quarter are shown in the magazine, to nominate supervisors for these courses. Excellence is not a destination; it is a journey we undertake. Along the way we discard the old and bring in the new ideas to improve the training, under the dynamic leadership of our Training manager, CWE we continue our endeavors to meet the expectations of the organization.

    The institute was established in the year 1976

    as ‘Technical Training Centre’ and

    subsequently named as Supervisors’ Training

    Centre from 21.09.1978. The geographical

    area of STC comprises of about 7 acres (34963

    Sq.Yards) centrally located in Secunderabad.

    The institute is enveloped by gardens, breeze

    of various trees and bushes and enlivened by

    chirping of birds with peaceful and Gurukul

    environment for systematic learning. All

    mandatory courses are conducted as per the

    Training Modules approved by the Railway

    Board as well as various need based

    programmes to meet the training needs of

    Supervisors of various departments viz.,

    Mechanical, Stores etc. of not only South

    Central Railway but also adjoining Zonal

    Railways and Production Units of ICF & RWF

    of Southern Region.

    To achieve continual excellence in training the

    human resources for continual improvement

    in the performance and uphold the image of

    Indian Railways.

    1. To impart qualitative training to all supervisory grade trainees and upgrade

    their knowledge in various aspects of

    Rolling Stock maintenance and Stores

    Departments.

    2. To inculcate dedicated work culture wrapped with safety habits among the

    trainees to achieve maximum productivity.

    3. To conduct seminars on important topics covering various aspects in Railway

    working with special attention on safety

    and quality of service.

    4. To introduce new courses as and when the necessity arises based on the field

    requirements by continuous interaction

    with HODs and field officers of various

    Divisions and Workshops.

    THE NEW METHOD OF

    SCRAP DISPOSAL

    IN RAILWAYS

    Definition

    The electronic auction (e-Auction) is an e-

    business between auctioneers and bidders,

    which takes place on an electronic

    marketplace. It is an electronic commerce

    which conducts business to business (B2B),

    business to consumer (B2C), or consumer-to-

    consumer (C2C).

    The auctioneer offers his goods, commodities

    or services on an auction side on the internet.

    Interested parties can submit their bid for the

    product to be auctioned in certain specified

    periods. The auction is transparent; all

    interested parties are allowed to participate in

    the auction in a timely manner.

    Concept of e-Auction in Indian Railways

    The concept of e-auction In Indian railways

    was adopted in the year 2012. This was

    introduced on trial basis in Northern Railway

    at SSB (Sakurbasti) depot on 6.3.2012. The

    software for the e-auctioning was developed

    by CRIS and the same is maintained by CRIS

    itself. It was initially misconstrued as un-

    fetching and technically not viable to do

    business in view of the procedures involved.

    But however, it has gradually picked up and

    with Railway Board emphasising for its full

    implementation, all scrap is now being

    disposed off through online e-auction only

    except for some petty value items.

    The Procedure of e-auction

    In railways the methods of e-auction is meant

    for sale of scrap materials. Hitherto the scrap

    materials were being disposed off by manual

    auctioning at the scrap depots concerned. The bidders desirous of participating in the

    bidding arrive at the scrap depot on the

    specified day for auctioning. The auction of

    scrap is conducted in the presence of the

    bidders.

    Taking advantage of the electronic technology,

    railways have upgraded the system of manual

    auctioning to electronic method of conducting

    scrap auctioning. The procedure involved is

    elaborated below.

    What is the Requirement?

    For e-auction, the basic requirement by the

    seller and bidders is a Computer and an

    Internet connection. Having the equipment, the

    seller and bidder are required to possess a

    class III digital certificate to login. With the

    digital certificate, just login to Railways

    created website portal www.ireps.gov.in,

    Registration in IREPS:

    a) The Auction conducting officer and

    Auction witnessing officials: are required to

    possess digital certificate to login the auction

    conducting site of IREPS. The login Id and

    password are provided by the Electronic

    Procurement System (EPS) Administrator.

    The login password can be changed by the

    auction conducting officer later on.

    b) Bidders: intending to participate in the e-

    auction need to register with IREPS and

    possess Digital certificates. Here the bidders can register either on line or manually.

    Bidders are required to furnish the details of

    their firms and the person participating in the

    auction in the online registration form. For

    certain categories of items like Batteries,

    insulated copper wires, Lead etc, it is

    mandatory for Firms/Bidders to possess a

    valid licence / certificate issued by Central

    Pollution Control Board..

    Payment of Registration fee:

    It is mandatory for the registered Bidders to

    pay a Onetime Entry fee using the online payment gateway. Upon one time entry fee, the Bidders will be confirmed of their

    registration with a Login password and

    Bidding password via their email address.

    If Bidders opt for manual payment of

    registration fee, can identify the Local Depot

    Administrator by accessing the registration

    page for the addresses of the depots in the

    IREPS and approach the depot for payment of

    registration fee. The Bidder is provided with

    the login Id and password to login the IREPS.

    It is mandatory for Bidders to change their

    Login and Bidding passwords upon the first

    login. Bidders are required to update their

    bank account details and subscription with

    railways to receive SMS alerts.

    Refund of Registration fee

    Bidders can opt to de-register from e-auction.

    Login to the link provided to them and request

    for deactivation of their account. A claim for

    refund of the registration fee should be made.

    How do the Bidders know about the Lots

    for sale?

    The auction program schedule is prepared by

    the Headquarters office of Stores department

    common to all scrap depots to avoid clash of

    dates. The respective depots then upload the

    program schedule in the website.

    What are the functions to be performed by

    the Depot Administrator?

    The depot officer is entrusted with certain

    functions to perform. The following are the

    functions performed by the Depot:

    (1) Auction Schedule: The Auction

    schedule program contains the following:

    * Specifies the item and the Lot for sales

    * Date of Auction

    * Time of Start and Close

    * The schedule is uploaded in IREPS by the

    authorised user.

    The auction schedule once published cannot

    be deleted but can be edited; the same will be

    reflected in the corrigendum. Only one auction

    catalogue can be prepared for one schedule,

    until its closure, another auction catalogue

    cannot be prepared.

    (2) LOT creation:

    On the Lot creation link of IREPS ( e-auction),

    the following is done.

    • The Lot details are entered • Lots can be created under different pre-

    defined categories

    • Lots can be added / deleted before start of the auction

    • Images of the Lot in different angles are uploaded to give a clear idea to the

    Bidders.

    • Successfully created Lots are entered in the LOT Master. After this the auction

    catalogue is prepared

    (3) Auction Catalogue Creation: It is a

    list of Lots containing items for auction. This

    list is obtained from the Lot Master. The

    catalogue contains:

    * The Opening / Closing date of auction Lots

    * Whether Open ended / Close ended auction

    * The minimum increment value below which

    the Bid is not accepted

    * Maximum time extensions of Bidding

    (Applicable for close ended auction. It defines the number of auto extensions that can

    be given before close of auction; however, the

    extensions cannot be more than the pre-

    defined value).

    The Auction catalogue also contains three sub

    processes

    � Header Creation � Lots finalization � Auction Sequencing

    (a) Header Creation:

    In this page the depot administrator has the

    option to bar or block one or multiple

    specified registered bidders from participating

    in the auction in their depot or Zonal Railway. The same will appear in the Block

    bidders list which does not allow those

    Bidders to bid globally.

    (b) Lots finalization:

    The Depot administrator can add Lots of the

    previous left overs to the existing or remove

    Lots. This should be done before finalising

    and sequencing. The auction start / close date

    and time are also specified in this page

    automatically by the EPS. The Lots can be

    added / removed as many times before

    execution of sequencing and scheduling.

    (c) Auction Sequencing:

    The lots finalised in the sub process (b), i.e.,

    Lot finalisation, will automatically appear in

    this page, start/close date and time wise. The

    depot administrator can change the order of

    sequence of the Lots for auctioning.

    The depot sequencing of lots appearing

    automatically under any category follow three

    rules

    • Lots are ordered primarily PL number wise if allotted

    • If two or more lots are of the same PL Number, then their ordering depends upon

    how old is the Lot. The older Lot appear

    higher and is auctioned first.

    • If PL number is not provided then they appear at the bottom of the auction

    catalogue.

    Sign & Publish

    Once all the Lots are created and the order of

    sequence is finalised category wise, for all

    the category of items, the depot administrator

    saves the final auction catalogue in the

    system for publishing. The finalised catalogue

    is signed by the authorised depot administrator

    and published online by clicking the ‘sign and

    publish button’’. A confirmation message

    appears to the authorised signatory. After this

    the authorised person attaches his/her digital

    certificate to publish the catalogue.

    Block and un block Bidders

    The depot administrator has the option to

    block and unblock Bidders for smooth running

    of e-auction for any valid reasons. Bidders are

    also blocked / unblocked by EPS

    administrator. If blocked by EPS administrator

    the Bidders cannot participate globally.

    Preparation of Auction Register

    This is a Register which contains the last

    accepted rates for the similar lots. The Last

    Accepted Rates data is entered by the depot

    administrator for similar lots auctioned

    previously i.e., for the last four to five years.

    This auction register is required by the Depot

    Administrator to help decision making in the

    bidding process

    The Process of e-auctioning:

    Bidding

    � The Bidders interested in participating in the auction can login in the website and get

    registered in the IREPS e-auction portal.

    Bidders need to open a bank account

    having online and internet banking

    facilities.

    � Bidders are to deposit certain amount as “Lien Marked” in the bank account and can

    bid ten times that amount.

    � The Bidders can bid for a particular Lot or number of Lots, any number of times till

    the closure of the auction subject to

    fulfilment of fund availability in their bank

    accounts, sufficient to satisfy the EMD

    costs. This function is performed by

    clicking on the “Enter to Bid”.

    � Bidders will be asked to give a password at the time of giving their bid. Once password

    is given, the details of the selected Lot, rate

    quoted and the firm’s name appears, also

    the rates quoted by the other bidders will be

    displayed. However, the names of other

    Bidders will not be displayed.

    � Once the bidders successfully bid for a Lot/Lots, the EMD amounts gets blocked

    against his account and is unblocked after

    another bidder supersedes automatically

    the bid.

    � On closure of bidding, when awarding of a Lot is decided, upon the instructions of the

    authorised railway user the bank deposits

    the Lien Marked amount into the account

    of the Railways.

    � The acceptance/rejection is done by evening of that calendar day and not later.

    Bid Decision

    The Depot administrator will decide upon

    accepting or rejecting the bid based on the

    Reserve Price which was initially uploaded in

    encrypted form by the depot. This encrypted

    data is decrypted by the authorised Depot

    Administrator, usually the Auction conducting

    officer, using his decryption key.

    After closure of auction, depending upon the

    highest bid received and the Reserve Price for

    that Lot, the system automatically accepts or

    rejects the rate. Final decision depends upon

    two conditions.

    • If the highest bid value is greater than the Reserve Price, the auction is awarded

    automatically to that bidder. The name of the

    successful bidder is highlighted on the page.

    • On the other hand if the highest bid value is less than the Reserve Price, then the auction

    is rejected and a message is sent

    automatically to all bidders in this regard.

    The EMD amount is appropriately released /

    deducted accordingly to/ from the bidders

    account. The names of all the participating

    bidders will then be displayed.

    Bid Sheet:

    • Is a document that is generated as soon as the auction is closed.

    • It contains details of the Lot auctioned, accepted rate and award/rejection of the

    auctioned Lot, Bidder’s name and some

    special conditions, Taxes and EMD etc.

    • This sheet is to be signed by the Bidder and the Sellers before validating the auction.

    • The Bid sheet is generated on behalf of the President of India by the Railway user.

    This sheet is digitally signed by the User.

    • Mandatory details like payment terms, payment remarks, number of instalments

    etc are to be entered by the authorised

    Railway official.

    • Signature of the successful bidder is also shown on this sheet.

    Delivery of Auctioned Scrap:

    � The successfully auctioned Lot will be handed over to the successful Bidder upon

    realisation of the entire value amount.

    � The arrangements for lifting the auctioned Lot should be done by the Bidder itself.

    � The material is to be lifted within the permissible free time.

    Advantages of E-Auction

    � The Seller and the bidder need not come face to face. They are connected through by

    internet.

    � There is absolute transparency in this system unlike manual auction.

    � The procedure is simple and systematic once familiarised.

    � The tabulation is done automatically by the system.

    � There is total elimination of paper work. � The valuable time of both Seller and Bidder

    is saved.

    � Economical and Easy to access from anywhere.

    � The Bidders can view pictures of Lot/ Lots in different angles in the system itself.

    � It invites healthy competitions. � There is total secrecy and security. � There is no scope for Cartel formation.

    JOINT PROCEEDURE ORDER FOR

    BRAKE CONTINUITY TEST IN

    FREIGHT TRAINS

    Ref: No. M.320/C&W/Train

    Examination/ 256/ Vol.IV

    dt.29.07.2013

    1. The Driver and Guard must carry -

    out this test as soon as possible

    after the locomotive or vehicle is

    coupled or re-coupled to ensure

    continuity of the brake pipe

    throughout the fitted portion of the

    train.

    2. The Brake continuity test must be

    carried out on train in the following

    circumstances without exception.

    a. Locomotive or additional

    locomotive attached to the

    front of the train.

    b. Locomotive or additional

    locomotive attached to the rear

    or fully fitted train.

    c. Vehicle attached at any position

    in the fitted portion of the train

    d. Vehicle in the fitted portion of

    the train detached from other

    than the extreme rear.

    e. After any brake defect or

    irregularity which has affected

    the continuity of the brake has

    been rectified.

    3. Air brake continuity test needs not

    to be carried out.

    a. When a locomotive other than

    train locomotive is detached

    from the extreme front of the

    train.

    b. When the train locomotive is

    used for ‘complete’ brake test

    of the whole train and is not

    thereafter detached before

    starting.

    c. When locomotive or vehicle is

    detached from the extreme

    rear of the train.

    4. The following procedure shall be

    followed for the test.

    i. The driver must move the automatic

    brake valve to “RUNNING” in the

    leading driving compartment and

    check that approximately 5.0

    Kg/cm2 is registered on the brake

    pipe pressure gauge.

    ii. The driver must than move the

    automatic brake valve HANDLE

    OFF/ NEUTRAL without a pause and

    retain initially at least 4.0 Kg/cm2 on

    the brake pipe pressure gauge. In

    the case of A9 automatic brake

    valve which does not have handle

    off/ neutral position the following

    procedure shall be followed.

    iii. After the Brake pipe pressure has

    been stabilized close the brake pipe

    isolating cock provided between

    additional C-2 relay valve and brake

    pipe of locomotive.

    5. The Guard must then without delay carry out the following:

    a. If brake van is the rear vehicle,

    open the Guard’s emergency brake

    valve until all air is exhausted. The

    valve must then close.

    b. If the brake van is not the rear

    vehicle, open the brake pipe cut off

    angle cock on the rear vehicle until

    all air is exhausted. The cock must

    then be closed.

    c. In the case of partly fitted train,

    the cock must be opened on the rear

    vehicle in the fitted partition until

    all air is exhausted. Before carrying

    out this part of the test, the guard

    must have a clear understanding

    with the driver as to what is to be

    done to ensure the train is not

    moved during the test.

    d. If any locomotive in the rear of the

    last vehicle, in addition to the

    driving locomotive in the front of

    the train, is used and this locomotive

    is the last vehicle on the train, then

    the Guard must instruct the driver

    of the rear most locomotive to carry

    out the brake continuity test. Then

    driver must move the automatic

    brake valve to Emergency until the

    brake pipe pressure falls to zero. He

    must then move the automatic brake

    valve to HANDLE OFF/ NEUTRAL

    and observe that the brake pipe

    pressure dose not rise immediately.

    In the case of A9 automatic brake

    valve which does not have handle

    off/ neutral position, the isolating

    cock provided between additional C-

    2 relay valve and brake pipe of

    locomotive must be closed and

    observe that the brake pipe

    pressure dose not immediately rise.

    The Guard must obtain an assurance

    from the Driver of the rear most

    locomotive that this has been done.

    e. Thpe Driver must observe that the

    brake pipe pressure has dropped to

    zero in the leading driving

    compartment and that does not

    commence to rise again. If the

    brake pipe pressure does not fall,

    this can be due to a brake pipe cut

    off angle cock being closed. If the

    brake pipe pressure does not fall to

    zero check if locomotive automatic

    brake valve or brake controller in

    another cab/ control stand is not

    the HANDLE OFF/ NEUTRAL

    position. In the case of A9

    automatic brake valve which does

    not have handle off/ neutral

    position, check whether the isolating

    cock provided between additional C-

    2 relay valve and brake pipe of

    locomotive is not in closed position.

    f. After correction of any fault a

    further brake continuity test

    commencing at clause 5 must be

    carried out.

    g. The driver must move the automatic

    brake valve to RUNNING position

    and check that 5.0 Kg/cm2 in brake

    pipe is registered in the locomotive

    cab and maximum level in the last

    vehicle is stipulated in the operating

    rules. In case of A9 brake valve,

    after the cut-out cock between C-2

    relay valve and brake pipe is opened,

    the brake pipe pressure should again

    build up to 5.0 Kg/cm2 in the

    locomotive and to a maximum

    pressure in the last vehicle as

    stipulated in the operating rules.

    MANAGEMENT SYSTEM (IMS)

    An Integrated Management System

    (IMS) integrates all of an organization's systems and processes in to one complete

    framework, enabling an organization to work as a single unit with unified

    objectives.

    Organizations often focus on management systems individually, often in silos and

    sometimes even in conflict. A quality team is concerned with the QMS, often an EHS

    manager handles both Environmental and

    Health and Safety issues, etc.

    Integrated Management System:

    QMS - Quality Management System

    A quality management system (QMS) is a set of policies, processes and procedures

    required for planning and execution

    (production/development/service) in the core business area of an organization. (i.e.

    areas that can impact the organization's ability to meet customer requirements.)

    ISO 9001:2008 is an example of a Quality

    Management System.

    EMS - Environmental Management

    System

    An Environmental Management System

    (EMS) determines and continuously improves an organizations' environmental

    position and performance.

    OHSAS 18001 Occupational Health and Safety Management Systems

    An OHSMS determines and continually improves an organizations Health and

    Safety position and performance. It

    follows an outline and is managed like any other facet of a business, such as with

    marketing or engineering functions.

    How is it right for organisation?

    Ideally you would have an Integrated

    Management System that addresses all of your objectives at once, like an executive

    committee meeting. However, it can be difficult to meet the needs of the various

    management systems operating within a

    single business.

    An Integrated Management System is

    relevant to any organization, regardless of their market. Integrating several

    management systems into a unified system

    (who share documentation, policies, procedures and processes) makes sense.

    An ideal candidate will have been using one or more management systems and are

    contemplating the introduction of other

    systems into the mix.

    Combine Existing Management Systems

    into an Integrated Management Systems (IMS)

    An integrated management system (IMS)

    combines all related components of a business into one system for easier

    management and operations. Quality (QMS), Environmental (EMS), and Safety

    (OHSMS) management systems are often

    combined and managed as an IMS.

    Examples of existing processes can

    • Environmental Management

    Systems (EMS)

    • Occupational Health & Safety

    (OHSMS or SMS or HMS)

    These are not separate systems joined together, rather they are an integrated

    management system with linkages so that similar processes are seamlessly managed

    and executed without duplication. IMS

    components common to all the systems include the resources (people, facilities &

    equipment, etc.) and processes (documented in the QMS/EMS/OHSMS

    and applied throughout the organization).

    Advantages of Integrated Management System

    • Consistent objectives, planning, and document management

    • Implementation and Operation of the

    system cost less.

    • Easier internal audits

    • No Redundancies, reducing the chance of conflict.

    Limitations:

    • Responsibility of QMS and EHS can be conflicted in some organizational

    structures

    • Documentation can be more intricate.

    • External third party audits can be more

    difficult.

    As you decide which one is right for you,

    we recommend that you understand how your organization operates. An IMS can

    introduce complexity which should be

    justified, but integrated management systems are becoming more common.

    The three management systems share many common requirements and the

    continual improvement goal. They differ

    in their approach and degree of prescription, but the ISO 9001, the ISO

    14001 and OHSAS 18001 standards are

    compatible in content, terminology &

    many of the requirements as tabled below:
