Location Rocky River, Ohio is a residential suburb west of Cleveland with a population of 20,000. Bordered by Lake Erie on the north and the Rocky River and the Cleveland Metroparks on the east, the city’s unique location provides multiple opportunities for outdoor recreation, yet easy access to downtown Cleveland. Rocky River City Schools With an enrollment of around 2,750 in grades K-‐12, the Rocky River City School District provides students with the benefits of a small-‐school setting and all the resources of a larger school district. Long known for its tradition of academic quality, an A rating on the latest State Report Card shows that Rocky River students have continued to excel academically. Last year nearly 90 percent of River students continued on to college or universities across the country. The Rocky River Schools are consistently ranked in the prestigious Top Ten List of Cleveland Area Schools in the Cleveland Magazine. The National Blue Ribbon Schools award was earned by Rocky River Middle School in 1998, Kensington Intermediate School in 2011 and by Rocky River High School in 2012.
St. Christopher School St. Christopher School is a Catholic School in the city of Rocky River educating 400 students in grades K-‐8. Students have daily religion classes to learn about the Catholic faith. Students have many opportunities to share their faith. St. Christopher School has monthly liturgies, monthly prayer services, sacramental preparation, yearly class retreats, and service for other projects. Prayer is incorporated into every day. St. Christopher School follows the Diocese of Cleveland Graded Course of Study. In addition, St. Christopher School offers art, music, library, physical education, computer, foreign languages, a science lab, and a kindergarten-‐learning center. St. Christopher also has speech services, a learning disability teacher, a school psychologist, and an Intervention specialist that works with gifted and challenged students. The vision of the Rocky River City Safe Routes to Schools committee is to create and effectively communicate safe pathways for students to walk and bike to school(s) throughout the City of Rocky River. This vision will be realized by improving City sidewalks, crosswalks, and paths; upgrading safety infrastructure at intersections; improving signage along roadways; supporting crossing guard availability; and increasing police patrol during school arrival and dismissal hours on Rocky River City streets. Community partnerships are essential to ensure success.

3C. Are there any school or district policies that impact students walking or bicycling to school? District Bus Policy Policy: 8600 Children living beyond the following walking limits shall be entitled to bus transportation:
A. Grades K through 2 cluster stops for all students B. Grades 3 through 5 -‐ 1 mile C. Grades 6 through 8 -‐ 2 miles
School Travel Policy Policy: 8600 All students in Kindergarten – 2nd grade are transported to school by bus. This decision is based on the reality that Goldwood Primary School is located on the five-‐lane highly traveled Center Ridge Road. If space is available on school buses traveling past grades 3-‐8-‐student house that are not eligible for school transportation services per policy 8600, bus service may be requested. 3D. School Arrival and Dismissal Process
Do all students use the same entrance to the school building in the morning? • Three entrances are available at Kensington. • One entrance at Rocky River Middle School, • Multiple entrances are available at St. Christopher School.

No we do not have police officers who help direct traffic around the school. Are students involved in any arrival or dismissal process (i.e. student safety patrol)?

and St. Christopher School assist with traffic and student arrival and dismissal on school property.

Student safety is a concern as students walk and bike to school locations. Parental safety issues and concerns focused on student distances from school sites (dangerous travel routes), traffic volume on narrow and multi-‐lane roads, traffic speed, compliance with traffic laws, distracted drivers, weather conditions to include a lack of clean sidewalks during winter months, and a lack of crossing guards across the city at intersections and crosswalks. City crossing guards and student safety patrols (only on school properties) do assist with traffic and student/pedestrian interactions at locations on and near school sites.

Kensington Intermediate School, Rocky River Middle School, and St. Christopher School are all located within a few blocks of each other, and are within 2 miles of the Rocky River border. The statistics are for the entire City of Rocky River.
Please note the breakdown, in which “Self Reported Accidents” are included in the total. These are accidents with minimal property damage, most of which occurred in places other than public roadways (i.e. driveways, parking lots), and do not require the assistance of a police officer. These accidents are not reported to the State of Ohio, and are not included in their totals.

Why Not Wear a Helmet program each spring
PTA offered a program providing instruction for all students regarding pedestrian safety along with the opportunity to order child and adult sized bicycle helmets.
Last year, Kensington received a grant from Rainbow Babies and Children’s Hospital Injury Prevention Center after our school participated in a pedestrian safety study to promote student safety.
Kensington utilized funds to purchase incentives for students who walk bicycles and scooters on sidewalks and intersections as well as for students who wear helmets.
Student Patrols Kensington student crossing guards encourage and remind students about bicycle and pedestrian safety. These student leaders are effective in communicating safe practices. The Rocky River Education Foundation provided funds to purchase reflective vests and flags for the student patrol.
Bike to School Day Kensington students received incentive tickets during the first week in May for wearing helmets and following safe practices.
Bike rack purchases Kensington updated bike racks to modern metal racks with improved locations to promote student visibility and safety. Kensington now has two bike locations on the north and south sides of the building. An additional bike rack replaced two older racks. A private donation assisted with payment for several of the

bike rack purchases.
Distracted Pedestrian Safety Program of University Hospital
University Hospital awarded Kensington Intermediate School $400 to provide information/education to community members about the dangers of driving while distracted. A successful program creates safe walking and biking routes for pedestrians.
Rocky River Middle School Activities
How it encourages walking or bicycling
Bike to School Week Rocky River Middle School students receive stamps for biking each day and wearing a helmet. These stamped cards are entered into multiple drawings at an all school assembly at the end of the week. In addition, our school competes with another local community for the most riders each day.
Health Class Lesson Discussion of physical activity being incorporated into daily life – walking and biking to school.
Student Patrols Rocky River Middle School student crossing guards encourage and remind students about bicycle and pedestrian safety. These student leaders are effective in communicating safe practices.

This section includes issues that were identified in parent surveys and during walking audits. The need to offer educational opportunities for our students is very important. Many of the issues that were identified can be addressed with enforcement actions by the RRPD and with education programs for student/parents to include pedestrian traffic rules and school arrival/dismissal procedures.

Key Input Received: • Need a bike path from West River Estates (email). • Pat Nugent, Building Inspector for the City of Rocky River (email) -‐ I will not be able to attend the SRTS
meeting scheduled for the 17th, but I would like to bring up an item that needs to be broadcast to the community at large for the safety of the kids riding bikes and, to a lesser degree, walking to schools in our city. There is a City Codified Ordinance requiring that sidewalks be clear edge to edge to a height of 7 feet. Too often foliage and tree branches impinge on this clearance causing bicyclists and some walkers to have to step off the sidewalk to pass. Too often the school children have to step into the street. This is of particular concern along Lake Rd and Detroit Rd. Before you dismiss this issue, watch the number of kids who step into the street while texting or talking on the phone. Even the High School is at fault along Detroit Rd. When I address this issue it is on a property-‐by-‐property basis. I believe that the SRTS platform would be a good place to broadcast this issue.

The Kensington Rd/Lake Rd intersection isa nightmare. Buses trying to turn left to make it to the bus loop student dropoff can only get through
at a rate of 1 bus per light rotation. Cars can't enter and exit the Kensington parking lot becausetraffic is so backed up at that intersection. Our son rides the bus most days unless he has to go inearly for an activity or misses the bus. The bus route seems to me to be too long. He is one of theearlier ones to get on the bus and one of the latest ones to arrive at school. He is on the bus for
nearly 30 minutes on the way too school and 20-25 minutes on the way home from school. And thebus has so few kids - my guess is less than 15 kids are on that bus. I can take my child to school the
"long" way via Wooster and get there in less time - and I know he is warm, safe, and on time. Thespeed limit on Hilliard Blvd is too fast. It is 35mph and is a direct route to I-90. Cars are continuallyflying down the road to make the light onto 90. The other roads gaining access to I-90 are GasserBlvd, Hampton Rd, and Lakeview Ave. They too have been racetracks for getting onto I-90 from
Center Ridge Rd. Heading westbound on Hilliard Blvd, there is a no left turn onto Hampton Rd thatdrivers are frequently ignoring. It is safer for the kids to cross Hampton in the middle rather than
crossing at the crosswalk on Hampton/Hilliard. I often see the police letting Left-hand turners andspeeders off with only a warning. The speed limit on our street is 25mph, but since it has easy
access onto I-90, drivers fly down the street from Center Ridge. It is not unusual to see them going40+mph. On days I do take my son to school, the light at the intersection of Lake Rd and KensingtonRd is crazy long for Lake and short for Kensington Rd. Oftentimes, only one bus will get through thelight before it turns. The entire route between Hilliard Blvd to Lakeview to Detroit to Smith Court to
Kensington Rd is congested with traffic and fraught with 'no turn on red between 7-9am and 2-4pm'signs that hamper drivers getting to and from Kensington School. Throw in crossing guards that aretrying to help kids cross at minimally 6 of those intersections and the commute to school of 1.6 miles
that should take less than 10 minutes (6 according to Google Maps), now takes 30 minutes somedays. Perhaps a separate route for buses and cars should be looked at. Perhaps cars could take SFalmouth to Lake Rd and only buses get to use Kensington Rd. Maybe buses should forgo Smith
Court/S Kensington altogether and enter the loop from Lake Road off of Linda St. Perhaps theKensington Rd driveway should be reversed (entered from the south and exited to the north) and
made into a one-way street. The same could be done for Falmouth Dr on the west side ofKensington school. Perhaps putting a crosswalk and guard for kids on the east side of the LakeRd/Kensington Rd and then another midway down the block to cross kids over Kensington Rd toschool could improve the traffic congestion & light timing issue at Lake/Kensington. There are so
many issues wrong with the routes to school, it is difficult to know where to begin to make positive changes.

Kensington Response from Todd Murphy I think the traffic flow and student movement are going well considering the numbers of cars we have. Here’s what I have: Positive: 1. Rock wall is a great safety feature, which prevents students from crossing Lake Road. 2. The bus loop creates a safe zone for student drop-‐off. Areas of Improvement: 1. We would benefit from a second parent drop-‐off and pickup loop (possibly the playground), although Falmouth Street is too narrow in my opinion to work smoothly. 2. The shrubs and on the southeast corner of Lake and Kensington block pedestrian visibility. 3. Shrubs and other landscape plants near the sidewalk at Lake Road Market limits pedestrian visibility for cars pulling out of the Lake Road Market parking lot.
4. We would benefit from an east/west crosswalk on just north of the triangle on Kensington and Beachcliff (this is an area where students run across the street once away from school. 5. Improved flashers, crosswalk paint, signals, and signage. Response from Megan Dunleavy CONS:

• Notes: I observed the afternoon pick up at Kensington which and my observations were similar to Chief Stillman’s observations. I did observe, like the Chief, that traffic was a problem and that cars were parked on both sides of the street. welfare issues. We also concurred that some signs and street markings would benefit from additional attention.
St. Christopher’s Response from Megan Dunleavy 1/26/15: Dr Shoaf, Ms Needham: Here are my notes from the walking audit at St. Christopher’s on Friday: Pros:
• The school has an “orange team” as student safety patrol. They may be able to use some new equipment, such as uniform, bright clothing (matching safety vests)
• The car/bus drop off are on separate sides of the school, which is safer Cons:
• Middle school students use the parking lot at St. Christopher’s as a “shortcut” to and from the middle school. I don’t think anyone minds this, but since there is a potential for parents to hit a middle school student, perhaps a car lane could be added or marked, or a walking path set aside on that route, to make it safer
• Some concern was expressed about the safety of the intersections closer to I90, especially near the bridges (Lakeview, Westway, Hilliard)-‐possibly another crossing guard or longer traffic light time? This would be an improvement for all schools, not just St Chris
• Like most of the schools so far, pavement and curbs lack striping and paint to mark school driveways, entryways, etc.
• Intersections of Lakeview/Riverview and Lakeview Ct have crumbling pavement and no “visually impaired” pavement (the “bumpy” bricks on sidewalk ramps in intersection)
