SECTION  3:  CURRENT  STUDENT  TRAVEL

The   vision   of   the   Rocky   River   City   Safe   Routes   to   Schools   committee   is   to   create   and   effectively  communicate  safe  pathways  for  students  to  walk  and  bike  to  school(s)  throughout  the  City  of  Rocky  River.  This  vision  will  be  realized  by  improving  City  sidewalks,  crosswalks,  and  paths;  upgrading  safety  infrastructure   at   intersections;   improving   signage   along   roadways;   supporting   crossing   guard  availability;  and  increasing  police  patrol  during  school  arrival  and  dismissal  hours  on  Rocky  River  City  streets.  Community  partnerships  are  essential  to  ensure  success.

Student  safety  is  a  concern  as  students  walk  and  bike  to  school  locations.    Parental  safety  issues  and  concerns  focused  on  student  distances  from  school  sites  (dangerous  travel  routes),  traffic  volume  on  narrow  and  multi-‐lane  roads,  traffic  speed,  compliance  with  traffic  laws,  distracted  drivers,  weather  conditions  to  include  a  lack  of  clean  sidewalks  during  winter  months,  and  a  lack  of  crossing  guards  across  the  city  at  intersections  and  crosswalks.  City  crossing  guards  and  student  safety  patrols  (only  on  school  properties)  do  assist  with  traffic  and  student/pedestrian  interactions  at  locations  on  and  near  school  sites.

 Issue/Description

Kensington  Intermediate  School

1.  Issue:    Safety  of  Intersections  and  Crossings  • Crossing  guards  are  not  available  along  most  routes.  • Lack  of  compliance  for  traffic  laws.  • Excessive  traffic  volume  and  speed  along  routes  to  school  are  concerning.

 2.  Issue:    Amount  of  Traffic  Along  Route

• Speed  of  traffic  along  travel  routes.  • Lack  of  compliance  with  traffic  laws  is  dangerous  to  students.  • Intersections  without  crossing  guards  exist  throughout  the  city.

3.  Issue:    Distance  • Intersections  and  crossings  are  dangerous  due  to  traffic  volume;  many  intersections  and  crossings  do  not

have  crossing  guards.  • Amount  of  traffic  and  lack  of  compliance  with  traffic  laws  along  travel  routes.    • Weather  can  be  a  deterring  factor  for  parents  to  let  their  children  walk  or  bike  to  school.

4.  Issue:    Speed  of  Traffic  Along  Route  • Multilane  roads  permit  increased  speeds  along  routes.    • Weather  conditions  may  force  students  onto  roadways.  • Lack  of  crossing  guards  at  most  intersections  and  crossings  are  concerning.

5.  Issue:    Weather  or  Climate  • Winter  weather  and  lack  of  clear  sidewalks  may  force  students  onto  roadways.  • Corners  of  intersections  are  piled  with  snow  forcing  students  onto  roadways;  blind  spots  are  created.    • Lack  of  crossing  guards  at  most  intersections  and  crossings.

• Lakeview  and  Detroit  -‐  traffic  light  pole  blocks  view  for  pedestrians.  Need  sign  -‐  pedestrian/school  crossing.  • School  buses  turning  onto  Lakeview  block  the  view  of  pedestrians.  • City  roads  need  pedestrian  crossing  signs  and  roads  need  painted.    No  turn  on  red  and  no  turn  on  red

during  designated  hours  needs  new  reflective  signs  (mentioned  at  Wagar  and  Detroit  intersection)  • Smith  Court  -‐  needs  a  crossing  guard;  need  signs  and  road  markings  for  pedestrian  crossing.  • Traffic  speeds  through  20  MPH  flashing  lights.  Traffic  includes  texting,  eating,  talking  on  cell  phones,  etc.    • Erie  and  Detroit  -‐  20  MPH  lights  needs  relocated  -‐  before  the  crosswalk  and  traffic  light  at  Erie  and  moved

to  include  St.  Christopher.  • Students  need  training  on  walking  and  bike  safety  to  include  how  to  read  the  traffic  signs.    Crossing  guards

need  introduced  to  the  students.  • Morewood  Pkwy.  and  Beaconsfield  need  signs  and  road  markings  for  pedestrian  crossing.  • Erie  and  Morewood  Pkwy.  -‐  Intersection  needs  improved  signage  and  road  markings  for  pedestrian

crossing.    • Lakeview  and  Hilliard  -‐  turning  light  needs  to  be  longer.  • Railroad  crossing  need  slip  resistant  sidewalks,  signage,  road  markings,  and  crossing  gates  on  the

sidewalks.    • Asked  Megan  Rose  and  Todd  Murphy  -‐  via  video  announcements  to  introduce  the  crossing  guards  to  the

students.    And  to  ask  the  DARE  officer  via  video  announcements  to  review  walking  and  biking  rules  (walk  bike  across  intersections)  and  rules  for  traffic  signs.

Public  Input  Process:  Presented  at  Rocky  River  City  Schools

Date:  Tuesday,  February  17,  2015

Target  Audience:  Rocky  River  Community

Key  Input  Received:  • Need  a  bike  path  from  West  River  Estates  (email).  • Pat  Nugent,  Building  Inspector  for  the  City  of  Rocky  River  (email)  -‐  I  will  not  be  able  to  attend  the  SRTS

meeting  scheduled  for  the  17th,  but  I  would  like  to  bring  up  an  item  that  needs  to  be  broadcast  to  the  community  at  large  for  the  safety  of  the  kids  riding  bikes  and,  to  a  lesser  degree,  walking  to  schools  in  our  city.  There  is  a  City  Codified  Ordinance  requiring  that  sidewalks  be  clear  edge  to  edge  to  a  height  of  7  feet.    Too  often  foliage  and  tree  branches  impinge  on  this  clearance  causing  bicyclists  and  some  walkers  to  have  to  step  off  the  sidewalk  to  pass.    Too  often  the  school  children  have  to  step  into  the  street.    This  is  of  particular  concern  along  Lake  Rd  and  Detroit  Rd.    Before  you  dismiss  this  issue,  watch  the  number  of  kids  who  step  into  the  street  while  texting  or  talking  on  the  phone.    Even  the  High  School  is  at  fault  along  Detroit  Rd.  When  I  address  this  issue  it  is  on  a  property-‐by-‐property  basis.    I  believe  that  the  SRTS  platform  would  be  a  good  place  to  broadcast  this  issue.

• Bike  path  from  Linden  Park  ends  in  Burger  King  lot  and  no  cross  guard  at  Center  Ridge  and  Lakeview.  • Award  student  caught  safely  crossing  ex  (walking  bike  across  street).    Consider  impact  if  Marion  Ramp

closes  on  traffic  on  Lake,  Wagar  and  Morewood.  • One-‐way  streets  around  KIS.  • Warming  areas  and  gear  for  crossing  guards  in  rain,  snow

• Yard  signs  1st  2  weeks  school  remind  driver  watch  kids  –  Lakewood  does  “Brake  for  Kids”  • Choose  timing  of  two  lights  at  Morewood  *  Lake  Road  to  not  be  simultaneous,  causing  backup  onto

Morewood.  • Enforce  Morewood  between  Erie  and  Lake  during  walk  hours  • Create  a  route  for  walkers/bikers  that  live  south  of  Center  Ridge  off  Wooster.    Cutting  through  the

Fitworks  and  Burger  King  parking  lot  and  then  crossing  at  Lakeview  without  a  guard  is  not  safe!  • Map  for  parents  showing  preferred  pick  up  areas  and  all  legit  exit  doors.  • Map  for  parents  and  kids  showing  safe  routes.  • Concerned  about  lack  of  crossing  guard  on  Lake  Road  entering  Linda  –  terrible  sun  glare  and  high  rates  of

speed  (cars).    Alternative  route  through  Smith  Court  is  problematic  –  narrow,  winding  road  increases  chances  of  serious  accidents.

• Smith  does  not  have  differentiation  between  road  and  sidewalk.  No  margin  of  error  if  bike  hits  a  crack,  rock,  or  swerves.

School

1279206 I have two children, grade 3 & 5 who are allowed to walk to school. However, I make them take aless direct route because only one way assures that there will be crossing guards at the busiest streets.

KensingtonIntermediateElementary

School

1279207 Very pleased that this issue is being looked into. There is one particular intersection (my child doesnot have to cross it) that I beleive is quite dangerous - Erie and Morewood. I have seen several nearaccidents, as that is the intersection that I walk my daughter to to meet up with a group of kids. Also,I believe that the distracted driving issue is perhaps the most important and dangerous issue that oursmall community faces, especially with the high school starting and dismissing near the same time

as the other schools. I often also see aggravated and distracted adults driving far too fast, especiallyduring the morning commutes.

KensingtonIntermediateElementary

School

1279219 hard to walk this cold area.

KensingtonIntermediateElementary

School

1279221 I am concerned about younger children, especially, crossing at major intersections (Wagar Road) andbusy areas (Erie/Morewood). We do a combination of busing and walking/biking as the weather

changes as we are right on the 1 mile mark. I think walking/biking to school is a positive start to theday but I am always concerned about crossing the major roads, especially with so many drivers not

giving the right of way to pedestrians and not looking when turning. I think you either decide you needthe guards for safety or not. If they are needed, you provide them, one way or the other. To say a

guard is needed and then not provide one is not an acceptable decision. Also, the second column isconfusing!

KensingtonIntermediateElementary

School

1279238 My concern is that crossing guards have been removed from Beachcliff intersections east of theschool (Kensington) where there still are many children walking and I have observed cars rolling

through stop signs. Additionally, there are usually many road/construction/yard workers (strangers) inthe area. There was one incident in the past two years where a worker approached a child on the

way home. I'd like to see those guards replaced. Also, pick up/drop off areas are chaotic.

KensingtonIntermediateElementary

School

1279242 There's an intersection with a highway on and off ramp that my children have to cross over to get toschool. I've witnessed cars not yielding to pedestrians on many occasions. It's a dangerous

crosswalk and is the main reason why my children haven't ridden their bikes to school.

KensingtonIntermediateElementary

School

1279253 In regards to Kensington traffic. Feel it is congested. Don't feel left turns I to school is a good idea.Children walking on sidewalk can't be seen behind parked cars and vehicles taking left turns into

Kensington is unsafe. Also the traffic of vehicles coming off Detroit road is backed up causingproblems. Solution? Would be for cars to proceed forward from Detroit Rd and go around circle tomake right turn only into Kensington. Definitely feel left turn into Kensington should be prohibited.

Too many children walking.

KensingtonIntermediateElementary

1279261 In regards to Kensington traffic. Feel it is congested. Don't feel left turns I to school is a good idea.Children walking on sidewalk can't be seen behind parked cars and vehicles taking left turns into

Too many children walking. Correction on Road. Lake Rd not Detroit Rd. new to area. Sorry.

KensingtonIntermediateElementary

School

1279271 All traffic should move forward off of Lake Rd go around circle and make right turn into Kensington. The left turns are unsafe for the children walking and the backup causes congestion. Right turn only

allows for all vehicles to see sidewalk.

KensingtonIntermediateElementary

School

1279274 We live too far to bike to Kensington. Would have to cross too many busy streets.

KensingtonIntermediateElementary

School

1279276 We need either a stop sign or crossing guard at beachcliff/frazier

KensingtonIntermediateElementary

School

1279278 Speed on Wagar Rd is an issue, especially coming down the hill from Detroit. Speed limit should be25mph north of Detroit as it is a wholly residential neighborhood in that area. Crossing guard at the

Wagar Rd tracks is an absolute necessity.

KensingtonIntermediateElementary

School

1279279 I let my kids walk because the health outweighs the risk. But I feel like the traffic and speed of trafficwould make it less stressful and safer for all involved.

KensingtonIntermediateElementary

School

1279282 The only reason our son gets driven to school (instead of taking the bus) 3 out of the 5 days isbecause of his heavy musical instrument and an early morning music practice.

KensingtonIntermediateElementary

School

1279289 We have a huge need for more crossings guards at all intersection to and from school. The kids do agood job following the rules its the car drivers that need an education. A larger police presence

would deter drivers from speeding in areas with "20 mile per miles signs and flashers".

KensingtonIntermediateElementary

School

1279302 Please please do a traffic study at Northview and Detroit. There are so many cars and so many kidscrossing, and there is no light. It's a tragedy waiting to happen.

KensingtonIntermediateElementary

School

1279303 We are a bit far from the school mostly major/busy roads, which are not great condition for my childto walk.

KensingtonIntermediateElementary

School

1279309 Traffic patterns and parking on the street near the school make dropping students off/ picking up atschool difficult, time consuming, and in my opinion, sometimes unsafe. Walking or biking to school isnot a a safe option because there are many busy intersections and very few have crossing guards

(I.e. Center Ridge at Lakeview).

KensingtonIntermediateElementary

School

1279312 The biggest concerns for my two children's walk to school is the corner of Morewood and Erie wherecars travel very fast and there is no crossing guard to help with safety. Additionally, the increasedtrain traffic and I am not sure why it has recently increased. The crossing guard on the Morewood

tracks is great, but it is just a concern of why there is so much more traffic during the school day?

KensingtonIntermediateElementary

School

1279313 Kensington is just too far from our house to allow my 3, 4 or 5th grade child to ride or walk to school.Just a non-issue at this age level.

KensingtonIntermediateElementary

School

1279337 It would be extremely beneficial to have a crossing guard on Detroit at the overpass of I-90. Cars donot pay attention for crossing traffice when they are turning onto the on-ramp.

KensingtonIntermediateElementary

School

1279343 Would not allow my child to ride or walk to/from Kensington I.S., as traffic can become congestedand dangerous quickly, particularly if there are traffic/accidents on I90 and drivers use Lake Rd,Hilliard and Detroit Rd as westward routes. Also, too many drivers are distracted by their phones.

KensingtonIntermediateElementary

School

1279360 With having to cross Center Ridge Road, my kids will never be allowed to walk/bike to school withoutan adult. Not to mention, those sidewalks are never cleared in the winter. It is EXTREMELY

DANGEROUS, speed limits are not followed on Center Ridge!

KensingtonIntermediateElementary

School

1279364 LIVE MORE THAN TWO MILES FROM SCHOOL. DAUGHTER IS TOO YOUNG TO GO SUCH ALONG DISTANCE BY HERSELF. BUSY INTERSECTION WITH NO SIDEWALK ON ONE SIDE OF

ROAD. I HAVE TO HAVE HER DROPPED OFF AT A FRIENDS HOUSE AFTER SCHOOLBECAUSE OF DISTANCE

KensingtonIntermediateElementary

School

1279474 We live way too far for her to walk and the roads are way to busy

KensingtonIntermediateElementary

School

1279523 Crossing Guards and visibility are of utmost concern for my husband and me when we considerletting our daughter walk to school. We had a crossing guard removed for a time period and two bike

vs. car accidents occurred so we take this point very seriously.

KensingtonIntermediateElementary

School

1279567 I feel good that she has a crossing guard at various points of her walk. She is almost always in sightof a crossing guard. They are the biggest reason I feel she has a safe walk. The crossing guards

near Kensington are great. They are very watchful and do their job well.

KensingtonIntermediateElementary

School

1279581 We simply live too far from the school to walk. We moved into this district so that my young childrendo not have to walk to school. Also, the maintenance of sidewalks needs to be explored. Snow and

debris is not cleaned off sidewalks in several locations and children are walking in the streetsbecause of it. This does not seem safe.

KensingtonIntermediateElementary

School

1279588 It is very important to have crossing guards at RR tracks.

KensingtonIntermediateElementary

School

1279642 A crossing guard at Morewood Parkway and Erie Road should be a MUST. It is a very busy anddangerous 2 way stop, always with speeding cars. I'm also concerned about the high number of

trains passing through Rocky River and the times they run. My group of walkers has been separatedon each side of the tracks due to a train. Not safe at all. Trains should not be passing through before

or after school. Thank you for issuing this survey.

KensingtonIntermediateElementary

School

1279649 My biggest concern continues to be speed and volume of traffic, and no crossing guard at Frazierand Beach Cliff

KensingtonIntermediateElementary

School

1279713 I am happy with my kids walking to Kensington. I am not looking forward to the distance and thedriving situation to the Middle School. I've heard terrible things about the relationship between the

school and the library.

KensingtonIntermediateElementary

School

1279734 The other influence of him walking or biking to school is if he would have other kids to walk/ride withhim. Safety in numbers.

KensingtonIntermediateElementary

School

1279815 Would like to see consistency in having a crossing guard at all posts. I would also like to seereminders to drivers/ distracted drivers of school children walking/ biking. Maybe a flashing sign

before/ after school.

KensingtonIntermediateElementary

School

1279885 Many homeowners do not shovel their sidewalks on the way to / from school. Making it a difficultwalk in the winter. Also busing is not available to us. Our child has to walk or ride his bike to school

everyday. Walking to school takes 25 minutes.

KensingtonIntermediateElementary

School

1279893 Many homeowners do not shovel their sidewalks in the winter. During the winter my son has to walkand it take 25 minutes to and again 25 minutes home. Busing is not available for us.

KensingtonIntermediateElementary

School

1279940 The City needs to provide additional crossing guards. The lack of applicants could be solved byoffering better wages. Accidents involving bike riders are a regular occurrence.

KensingtonIntermediateElementary

School

1279944 Walking to school is fun when there is a group and when the weather is nice. This time of year it'sterrible because we have to drive them every morning with the cold & snow. The bus is SO mucheasier! I'm also very concerned about the additional train routes, trains are speeding through our

neighborhood during peak walking to school times. The lack of crossing guard at Lake/Morewoodintersection is a concern as well. Overall, I feel that we need more crossing guards if we want these

kids to walk.

KensingtonIntermediateElementary

School

1280002 I would love to see this program come to fruition in Rocky River. We need more pedestrian andcycling friendly options. We love living where we do because we can walk everywhere. If streets

were better designed for pedestrians and the route my child would take to Kensington were safer, Iwould let her walk now.

KensingtonIntermediateElementary

School

1280003 I think the MOST important piece that is missing from RR are more crossing guards! I know severalpositions were cut a few years ago, and I think it is now more dangerous for our children. I especiallyworry about students walking from Beachcliff One to the middle school, crossing Two major streetsand soon having to deal with Whole Foods traffic. The addition of crossing guards near Linda Street

would be helpful and make our routes safer.

KensingtonIntermediateElementary

School

1280080 We live over 2 miles from Kensington and the middle school, they will not walk or bike to school, toomany unsafe intersections and too far.

KensingtonIntermediateElementary

School

1280084 There are too many crossings that need crossing guards. Also the crosswalk crossing Hilliard nearthe ice rink needs flashing lights to alert drivers to stop for pedestrians. Also I would not let my sonwalk or ride a bike to school until he goes to the high school. Also busses need cameras to catch

people passing them when they are stopped with sign out and lights flashing. The amount of cars onHilliard passing busses is ridiculous! Also my son is the first to get picked up on the bus in the

morning and rides for about a half hour, then after school he is one of the last stops and rides for ahalf hour. The bus passes my house, why can't he get off when they pass the first time?!

KensingtonIntermediateElementary

School

1280133 In good weather, my answers are different. He walks or bikes every day. However, I am veryconcerned that there is no crossing guard at Wagar and Beaconsfield when so many children try to

cross there.

KensingtonIntermediateElementary

School

1280136 I marked "bus" because that is what he is currently using. However, my son often bikes to/fromschool when weather permits (no snow, ice, extreme cold). Rain is not typically a hinderance unless

it is pouring. He takes a circuitous route, increasing his time and distance, so that he can avoidWooster and most of Lake & Detroit. He enjoys biking and I appreciate the exercise he gets. I love

the "walk your bike on campus" rule. I do pick up both of my children from KIS 2x per week becauseof after school activities. The traffic is a nightmare for parents and I would be livid if I lived onKensington. Please consider making both Kensington and Falmouth one-way streets during

afternoon pick-up. I think Emerson (on Clifton in Lakewood) uses that method. The few times I'vehad to drop off, it's not bad -- probably because drivers drop and go as opposed to having to wait for

the child to come out.

KensingtonIntermediateElementary

School

1280145 I will let my child wallowing another child but not alone. Would like a crossing guard at Wagar Rd.

KensingtonIntermediateElementary

School

1280162 With no busing to the middle school next year, I want my son to be able to ride his bike to school. Iam worried about the lack of crossing guards at ramps for 90 and at detroit and Wagar. Even if a NOTURN ON RED DURING RESTRICTED HOURS was on 90W ramp, I would feel better. As an active

runner, I always see cars fly through the red light getting onto 90 off of Detroit.

KensingtonIntermediateElementary

School

1280208 My child wants to walk or bike with friends, but I am too worried about traffic and lack of guards to letthem. Sidewalks are not very safe along our route either. I appreciate you looking in to this.

KensingtonIntermediateElementary

School

1280222 When weather/time allow, I like to allow my son to ride to school. However, the traffic at theWagar/Kenwood/Beaconsfield intersection is heavy, there is no guard and most cars speed through, ignoring that it's a pedestrian crossing. Wagar is a main artery. Also, having a guard there in the past

reassured parents that there were eyes on our kids for the long stretch of Beaconsfield andKenwood. Not having a guard at that intersection is a detriment.

KensingtonIntermediateElementary

School

1280273 I think my confidence also depends on the child. I felt biking to school in 3rd grade was ok for myolder son but would not have felt comfortable with my younger. Also - although closer for us, I thinkSmith Court is a risky route to Kensington b/c there's no grass between the sidewalk and the street.

Too close to traffic.

KensingtonIntermediateElementary

School

1280316 The amount of traffic and lack of school crossing guards severely impacts our decision to let our sonride his bike to school.

KensingtonIntermediateElementary

School

1280527 I would like my daughter to walk to school but there are no crossing guards at the extremely busyroads.

KensingtonIntermediateElementary

School

1280533 My daughter loves to walk or ride her bike to school with her friends. However they had an incidentrecently with an angry driver screaming at them to hurry across the crosswalk on Detroit Rd. that

upset and scared them and stopped them from walking for a few days. If the weather is decent theyalways walk or ride bikes vs. taking the bus. We are fortunate to not have many concerns for crime

or violence in our community most thankfully so this is not much of a consideration except foroccasional fears of a rare chance for child abduction, which could happen anywhere.

KensingtonIntermediateElementary

School

1280563 Why not mention the "buddy" approach? it is definitely more reassuring for a child to be walking/biking with a few "buddies". Also a secure website with the school or other communication

mechanism so that the parents know, say by 9 am, that their child made it to class safely for the rollcount, would be great.

KensingtonIntermediateElementary

School

1280600 I would never allow my child to cross Northview at Detroit. The traffic is awful and kids are dartingbetween cars and drivers aren't paying attention to them. Why is there no stop light?

KensingtonIntermediateElementary

School

1280605 The amount of traffic & busy intersections she would have to ride her bike in makes me nervous.People are driving to work & are in a hurry. I'm worried that they would not be paying enough

attention & not see her.

KensingtonIntermediateElementary

School

1280606 The intersections and traffic along the school routes can be very dangerous for a student walking orbiking. Drivers do not pay attention and speed, especially down the street we live on. The intersectionat Lake and Avalon is always congested. As a parent whose child mainly Walks do to proximity to the

school, it makes me nervous. Also, anytime I do drop my child off at school there is a major traffic jam.

KensingtonIntermediateElementary

School

1280612 Walks in a large group. This year she has had to deal with trains both coming and going fromschool. And I have to go cross her across wagar. Fortunately for us I'm home and able to provide

these things to feel better about her walking.

KensingtonIntermediateElementary

School

1282757 My kids take bus to KIS and then walk to middle school once they reach 6th grade--simply becauseof where we live. It's a little too far for my kids to walk/ride to KIS when the bus is available.

KensingtonIntermediateElementary

School

1282758 If the weather is good - even some rain, my boys in 3rd and 5th grade bike to Kensington. Next year,I anticipate my 3rd and 4th graders will again. My rising 6th grader won't bike to the middle school, as

we live across the street.

KensingtonIntermediateElementary

School

1282767 Odd survey.. Needed to know parental education and health of walking etc.. Seems unnecessary tofigure a safe route to school

KensingtonIntermediateElementary

School

1282768 It's been disappointing the decrease in crossing guards along walking routes. I still allow my child towalk, but crossing Beachcliff would be safer with a guard.

KensingtonIntermediateElementary

School

1282776 It would be great if there were a crossing guard at Detroit and Linda. My children walk with anotherchild so they are in a group, and they were yelled at and practically run over by a creepy man one

day. Also, people drive like maniacs at Riverview and Hampton. Close off the cut-through!!!

Page 66: ODOT SRTS Application 2015 2-25-15...4& & Rocky’River’Middle’School’2014G2015’ Average& Daily& Student& Enrollment& Black,& nonW Hispanic& American Indianor& Alaska& Native&

KensingtonIntermediateElementary

School

1282787 It would be nice to have more adult presence along the route that my kids walk. There is only onecrossing guard on their walk, and he happens to be right across from the school.

KensingtonIntermediateElementary

School

1282792 My child takes the school bus. He would like to occasionally ride his bike, but it would take longerthan the bus ride. Also, he would have to cross several main streets to get from our house to his

school. He will be allowed to walk/ride next year when he attends the Middle School

KensingtonIntermediateElementary

School

1282797 Once the weather is better I will allow my child to walk or bike to school.

KensingtonIntermediateElementary

School

1282804 I would consider allowing my daughter to bike to school when she is in 6th grade only if she has afriend to bike with.

KensingtonIntermediateElementary

School

1282806 I would let my 4th grader walk / bike to school and I do when the weather is nice. My hesitation is thepath he takes. The street he goes down to get to and from school is more industrial and crosses the

railroad tracks and there is a bridge they need to go under which is very narrow. This causesconcern with cars.

KensingtonIntermediateElementary

School

1282816 My child loves the ability and freedom to go to/from school with friends. It has become a way for himto develop freedom (and our trust) within a moderately controlled enviroment

KensingtonIntermediateElementary

School

1282821 The distance from home to Kensington is such that our son would not be permitted to walk or bikewithout an adult accompanying him. This can only be arranged on a rare occassion since both

parent work full-time.

KensingtonIntermediateElementary

School

1282822 1. 35 mph on Hilliard Blvd is too fast. The intersection of Hilliard/Lakeview is dangerous whencrossing without a crossing guard. 2. Bus ride is too long with very few kids actually on the bus. 3. It

takes forever to go down Lakeview Ave due to the Middle School and St. Christopher Schoolcongestion. Staggering the school starting times more might help, but may not be feasible. 4. The

short segment of Detroit Rd between Lakeview Ave and Smith Court is treacherous. High volume oftraffic on Detroit, long light for Detroit traffic, a crossing guard, a 'no turn on red' sign all make the tripto Kensington unusually difficult and long ie miserable. 5. The Kensington Rd/Lake Rd intersection isa nightmare. Buses trying to turn left to make it to the bus loop student dropoff can only get through

at a rate of 1 bus per light rotation. Cars can't enter and exit the Kensington parking lot becausetraffic is so backed up at that intersection. Our son rides the bus most days unless he has to go inearly for an activity or misses the bus. The bus route seems to me to be too long. He is one of theearlier ones to get on the bus and one of the latest ones to arrive at school. He is on the bus for

nearly 30 minutes on the way too school and 20-25 minutes on the way home from school. And thebus has so few kids - my guess is less than 15 kids are on that bus. I can take my child to school the

"long" way via Wooster and get there in less time - and I know he is warm, safe, and on time. Thespeed limit on Hilliard Blvd is too fast. It is 35mph and is a direct route to I-90. Cars are continuallyflying down the road to make the light onto 90. The other roads gaining access to I-90 are GasserBlvd, Hampton Rd, and Lakeview Ave. They too have been racetracks for getting onto I-90 from

Center Ridge Rd. Heading westbound on Hilliard Blvd, there is a no left turn onto Hampton Rd thatdrivers are frequently ignoring. It is safer for the kids to cross Hampton in the middle rather than

crossing at the crosswalk on Hampton/Hilliard. I often see the police letting Left-hand turners andspeeders off with only a warning. The speed limit on our street is 25mph, but since it has easy

access onto I-90, drivers fly down the street from Center Ridge. It is not unusual to see them going40+mph. On days I do take my son to school, the light at the intersection of Lake Rd and KensingtonRd is crazy long for Lake and short for Kensington Rd. Oftentimes, only one bus will get through thelight before it turns. The entire route between Hilliard Blvd to Lakeview to Detroit to Smith Court to

Kensington Rd is congested with traffic and fraught with 'no turn on red between 7-9am and 2-4pm'signs that hamper drivers getting to and from Kensington School. Throw in crossing guards that aretrying to help kids cross at minimally 6 of those intersections and the commute to school of 1.6 miles

that should take less than 10 minutes (6 according to Google Maps), now takes 30 minutes somedays. Perhaps a separate route for buses and cars should be looked at. Perhaps cars could take SFalmouth to Lake Rd and only buses get to use Kensington Rd. Maybe buses should forgo Smith

Court/S Kensington altogether and enter the loop from Lake Road off of Linda St. Perhaps theKensington Rd driveway should be reversed (entered from the south and exited to the north) and

made into a one-way street. The same could be done for Falmouth Dr on the west side ofKensington school. Perhaps putting a crosswalk and guard for kids on the east side of the LakeRd/Kensington Rd and then another midway down the block to cross kids over Kensington Rd toschool could improve the traffic congestion & light timing issue at Lake/Kensington. There are so

many issues wrong with the routes to school, it is difficult to know where to begin to make positive changes.

1282830 Real concern with speed on wagar rd....wld like to see it reduced from 35 to 25 mph.

KensingtonIntermediateElementary

1282832 The intersection of Story Road and Wooster Road is dangerous. Drivers will make a right on redeven if it is not allowed, they do not look out for children crossing on foot or bike.

1282843 I allow both of my children a 3rd grade (male) & 4th grade (female) to walk to school unless thetemperature are very cold out or if a lot of show has fallen and the sidewalks are impassable. I then Iwill drive them both to school. They walk together so not a problem sending them. I feel that schoolcrossing guards are very important part to their safety especially at big intersections throughout thecity. Many drivers are texting and talking on phones so my children have to be overly careful due topoor drivers. I feel that the school crossing guards are an integral part to my children's safety and tothe community. I think children should walk to school from third grade on, unless the distance is over

two miles. We live too far from Goldwood so busing was a must and it was wonderful for them forthose years. Thank you.

1282878 My daughter could take several routes walking or biking to school. We have selected a route for herthat is most populated & has several crossing guards. This routes passes several schools where

pedestrians and drivers are alert for children. Other routes go through commercial/ business areasand have no crossing guards.

KensingtonIntermediateElementary

1282987 My comfort level with the distance, traffic, and overall safety concerns would prohibit me from everletting my child walk or ride a bike to Kensington. In addition, the lack of crossing guards along his

route is additive to my concerns.

KensingtonIntermediateElementary

Rocky RiverMiddle School

1279201 Please provide school bus transportation for high school students! At least when they live certaindistances from the high school.

Rocky RiverMiddle School

1279202 Live too close to the school. Kids do not have a choice to walk or not. Must cross major intersectionwith I 90 exit ramp, where Hillard and Westway meet. Usually drive- too much stuff in backpacks to

safely bike most days. Just lucky one parent is available.

Rocky RiverMiddle School

1279205 Distracted driver's, traffic and failure to yield HUGE concern. I do let my child ride and Bike but theyhave to go "the long way" to avoid intersections that feel dangerous. They are actually afraid tocross. Infuriating! This is great, I would love to see this community step it way up for bike and

pedestrian safety . Thank you

Rocky RiverMiddle School

1279209 Better sidewalks and Mark crossings would be an improvement

Rocky RiverMiddle School

1279226 My child wants to walk or ride his bike to school but I hesitate to allow him. There have been 2hildren hit by cars as they cross Hilliard in the last 2 years.

Rocky RiverMiddle School

1279228 There is A LOT of foot traffic of kids on Northview due to High School and middle school. City shouldclear these sidewalks!!!

Rocky RiverMiddle School

1279230 At the end of the school day, some cars park on Lakeview by the Middle School exit, these carsconstrict the traffic flow on this busy street. Cars and busses cannot get through, traffic backs up &

its very dangerous for kids walking and riding. there should be no parking on this street at the end ofthe school day. It is a problem.

Rocky RiverMiddle School

1279231 The ma nl safety issue for my children are automobiles making a right turn without looking if there arepedestrians or children riding bicycles who are traveling fairly quickly.

Rocky RiverMiddle School

1279233 We equally walk and drive based on weather. I completed this survey as a driver because thatseems to be where lies the issue.

Rocky RiverMiddle School

1279235 There's an intersection with a highway on and off ramp that my children have to cross to get toschool. I've witnessed cars not yielding to pedestrians on many occasions. It's a dangerous

crosswalk and is the main reason why my children haven't ridden their bikes to school.

Rocky RiverMiddle School

1279237 We carpool in the winter months with other families and the kids walk and bike in good weather. Ianswered bike because they do this at least 50% of the time. The second column is confusing ~

seems like issues might be disregarded if we already allow biking/walking. Feel that the route shouldhave crossing guards at busy and major crossing spots, which I feel we currently have to RRMS fromour home, but I believe some other guards for more eastern/southern crossers have been removed.

The guards at Lakeview spots are crucial ~ it's a madhouse during pickup and dropoff with carseverywhere. Also, I think City should consider the Riverview/Lakeview T intersection and making it

right turn only from Riverview during school pickup/dropoff times. That would eliminate car backups, dangerous left hand turns at a crosswalk, and the cars needing to go south could go east down

Riverview and then head south with a safer right hand turn. THANKS!

Rocky RiverMiddle School

1279263 When the weather is nice, my son bikes to school, but we are very nervous when he has to crossCenter Ridge Rd. There are no crossing guards and it is a very busy 4 lane road. Strongly believe a

crossing guard is needed there.

Rocky RiverMiddle School

1279266 Sometimes the weight of our son's backpack (with all of his schoolwork) and/or his band instrumentprevents him from riding his bike to school.

Rocky RiverMiddle School

1279267 I have 2 older children that graduated from RRPS and never allowed them to bike either - walkmaybe - but definitely not bike- not safe - distracted drivers and no crossing guards until the High

School

Rocky RiverMiddle School

1279272 More crossing guards are needed at the south and east end of town in order to make my child'sroute safer. Crossing guards are currently assigned in neighborhoods around schools where drivers

are already aware of school/kids, rather than major roads where traffic is heavy, speed limits arehigher and therefore, less safe.

Rocky RiverMiddle School

1279273 Traffic at middle school and high school is ridiculous before and after school. Traffic on detroitaffected by school congestion.

Rocky RiverMiddle School

1279277 Would like to make sure all safety crosswalk work correctly. My son has been in a pedistrian/vehicleaccident at the intersection of Hilliard and Lakeview. No crossing guard on duty at this time due to

cuts in staffing and movement of guards to other intersections. Mainly observe lack of following rulesof the road of VEHICLES and excessive speed. Turning right on red is the biggest offense noted.

Cellphone use generally noted. The students generally follow the rules of crossing.

Rocky RiverMiddle School

1279291 The sidewalk are very congested with walkers and bike riders especially after school leaving themiddle school.

Rocky RiverMiddle School

1279294 Our kids have to cross an intersection near I-90 that is very dangerous and would be ok if there wasa crossing guard there

Rocky RiverMiddle School

1279295 My son prefers to ride his bike, but when the weather is bad I drop him off in the morning on my wayto work and he has to walk home.

Rocky RiverMiddle School

1279296 I work at Kensington, so he rides to work with me, where he meets up with friends in thatneighborhood. I am more comfortable with him walking with friends. If he walked from our home, hewould have to get himself off in the morning without parent supervision and walk alone. While I do not

feel this would be an unsafe situation, I prefer the opportunity for him to be with friends and to beassured that he is on his way. While we do carpool when the weather is overly rainy/cold or when

before/after-school commitments warrant, we prefer that he walks as often as possible.

Rocky RiverMiddle School

1279299 If my child had to cross Northview at Detroit, I would not allow him to walk. Ever. The traffic there inthe morning is terrible. Why isn't there a traffic light? All those kids who cross on their way to and

from the high school are in danger every single time.

Rocky RiverMiddle School

1279306 My child rides her bike to school when the weather and her schedule permits. One of my biggestconcerns is crossing Wagar Road. Motorists don't seem to notice pedestrians waiting to cross in the

crosswalks. Also, the speed of motorists on Wagar is generally over the speed limit.

Rocky RiverMiddle School

1279311 We allow our 6th grader and 8th grader to ride to school on their bikes occasionally with caveat thatthey ride with someone else, that one or both riders have a cell phone and finally that a parent isavailable by phone during the ride in case of any issues. Also weather forecast plays a factor. Inaddition, we have ridden the route with our kids and constantly review traffic rules and guidelines

about safety and awareness of vehicles.

Rocky RiverMiddle School

1279328 The intersection at East Shoreland and Wooster has a HUGE blind spot for drivers turning southonto Wooster from east Shoreland. We need help here! We also need more crossing guards near the

school grounds when traffic is out of control before and after school.

Page 70: ODOT SRTS Application 2015 2-25-15...4& & Rocky’River’Middle’School’2014G2015’ Average& Daily& Student& Enrollment& Black,& nonW Hispanic& American Indianor& Alaska& Native&

Rocky RiverMiddle School

1279338 crossing guards have guided my decisions in allowing my child to walk/ride to/from school. I witness 2behaviors I don't care for: 1) Drivers either too fast or preoccupied w/ phones, and 2) risky student in

both walkers not crossing on same side as crossguards or student bicyclists taking risks crossingtraffic. The crossguard added last May at Lakeview & Hilliard Blvd has reduced this risky behavior.

Rocky RiverMiddle School

1279342 my child walks through a large parking lot (River Square) to get to/from school. It is going to get muchbusier as a new grocery store will open in the spring. I think that is one of the most dangerous places

he walks/rides. the kids usually just cut across it so it is harder for cars to see them or for them toexpect them to be walking through. Kids are not looking where they are going bc they are often

distracted by smartphones....as are drivers. If there were some designated route for kids to walk andcars/drivers were aware of it it would make this parking lot much safer.

Rocky RiverMiddle School

1279358 No bus service since we are less than two miles away from school. (We are 1.8). No sidewalks onone side of highway. Too dark in the mornings to let my child ride/walk alone. I have to have

someone come to my house every morning to get my child to school. And my child has to walk tosomeone else's house after school because of these issues

Rocky RiverMiddle School

1279464 When the weather in nice she walks home but I drive her in the morning.

Rocky RiverMiddle School

1279468 I would really appreciate if schools consider kids who are late for school as excused tardy.Sometimes it's very risky driving kids to school in severe weather with no delay

Rocky RiverMiddle School

1279502 My kids have almost been hit by cars on their way to school crossing over the Westway, I-90overpass (this has happened several times). The cars do not yield for pedestrians or for bikes. The

light turns green for the cars to go at the same time it tells the walkers to cross and the motorists willhonk and get angry at the crossing pedestrians. I have seen kids walking on the west side of the

Westway overpass where there is only a very small sidewalk, then they walk in the street. They mustnot know about the short cut or they want to avoid the short cut going through the secluded

apartment parking lot. There is not a safe way for kids to get to the City Hall Park, Recreation Centeror the outdoor pool from our neighborhood (unless you know about the short cut and walk throughthat secluded apartment complex parking lot.) The one crossing guard in front of the High School

(where a girl from my area was hit on her bike in September) can only be in one spot and crossesthe kids from the South East corner. The girl who was hit was crossing from the North West corner

so that guard can not cross her.

Rocky RiverMiddle School

1279516 Because we have many snowy days we have experienced crosswalks being plowed in with snow upto your thighs. Our school system does not feel the need to shovel the sidewalks around the

perimeter of the school. I have watched 12-15yr. old kids walking in the streets to avoid large piles ofsnow blocking pedestrian sidewalks and crosswalks. Some of the wonderful crossing guards bring

shovels from there homes to try and dig out the corners of the streets to make them passable for thestudents. These men and women need a huge thank-you from our school system, I have seen many

of them go above and beyond for our kids. Our schools should already be teaching our kids thedangers of distracted driving, also should the parents be doing this! Also we should be teaching thekids about being a distracted pedestrian!!! I see kids crossing the streets with phones in there hands

calling or texting when they should be watching for cars! The common sense that I was taughtgrowing up, people do not teach this any more. Children learn much by example, what kind of

example is our school system showing when we need a grant in order to do the things we shouldalready be doing? Sincerely, Mrs. Mary Pepp

Rocky RiverMiddle School

1279532 mmain concerns are safety of neighborhood and street crossing.

Rocky RiverMiddle School

1279577 Another problem is sidewalks that are not cleared of snow. Too many times I have seen peoplewalking in the streets because (both residential and business) sidewalks have not been cleared.

Rocky RiverMiddle School

1279611 My child has wanted to ride his bike to school since 6th grade, Safety was an issue (busy roads andno crossing guard).

Rocky RiverMiddle School

1279639 My biggest concern is traffic speed and volume.

Rocky RiverMiddle School

1279717 the crossing guard situation MUST change within the district. We must increase staff and increasethe level of respect shown to them as employees. Employ them through the district, not the City/Police.

Rocky RiverMiddle School

1279718 Crossing guards are the most pivotal issue for me. Drivers, especially those traveling on Hilliard, arenot always watchful of students.

Page 71: ODOT SRTS Application 2015 2-25-15...4& & Rocky’River’Middle’School’2014G2015’ Average& Daily& Student& Enrollment& Black,& nonW Hispanic& American Indianor& Alaska& Native&

Rocky RiverMiddle School

1279730 the crossing guard situation MUST change within the district. We must increase staff and increasethe level of respect shown to them as employees. Employ them through the district, not the

City/Police. additionally, each bus should be staffed by two individuals (driver and assistant) and theassistant should be responsible for making sure children get off the bus at the appropriate stop.

Rocky RiverMiddle School

1279774 In good weather, he rides a bike to school. Due to the distance that we live from school, he is drivento/from school during inclimate weather. Unfortunately, he has to cross one major road without a

crossing guard. Every attempt is made to have him cross where guards are present.

Rocky RiverMiddle School

1279806 Would like to see consistency in having a crossing guard at all posts. I would also like to seereminders to drivers/ distracted drivers of school children walking/ biking. Maybe a flashing sign

before/ after school.

Rocky RiverMiddle School

1279875 Very few homeowners shovel their sidewalks making it difficult to walk to / from school.

Rocky RiverMiddle School

1279878 I have been concerned about the Detroit/Westway / I-90 ramp intersection as the biggest safetyconcern on my son's bike route. I wish there was a safer way.

Rocky RiverMiddle School

1279903 The question "most of the time" does not apply! You need to break this up into weather categories.Especially for winter areas like Cleveland. If the weather is warmer than 60, most of the time sherides a bike. If it is between 35 - 60, some of the time, and if it's rain, snow or colder than 35, car.

Rocky RiverMiddle School

1279904 My child has to cross 2 main roads when biking to school. I would continue to only allow her to rideher bike only when the weather is good and it is light enough outside.

Rocky RiverMiddle School

1279969 Rocky River middle school participates in a popular bike to school program every spring that the kidslove. I would like to see my son ride his bike more often.

Rocky RiverMiddle School

1279997 We have very busy roads in Rocky River. We need more crossing guards to assure the safety of ourchildren so that we as parents can feel comfortable to allow our children the privilege to be healthy

and have fun riding to school. The school buses are not fun in the warm weather, biking and walkingis fun and healthy. At this time I will not allow my child to bike to school as there are no guards on

Center Ridge Road.

Rocky RiverMiddle School

1279999 he is far away from school to walk or bike. The cold weather make it inconvenience also.

Rocky RiverMiddle School

1280011 Rocky River used to have crossing guards at the major intersections. But then they made budgetcuts, and they don't have crossing guards at some of the dangerous intersections. A child was hit by

a car this year. Also, Rocky River used to use a Bob Cat to clear the sidewalks on major streets. They haven't cleared the sidewalks the last two years, and it's been very dangerous to walk to school

when it snows.

Rocky RiverMiddle School

1280077 We live about as far to the edge of River you can get, except for Goldwood, all other K-8 schools areover 2 miles and too dangerous for my kids to walk and/or bike. When Goldwood was K-6 years ago,

we all walked or biked to school from my neighborhood except in winter. No longer possible withschool consolidation.

Rocky RiverMiddle School

1280118 There is no bussing for my child to his school. I cannot drive him each day, so the decision of hiwalking or biking is not really mine. He prefers to bike, but is not allowed when there is snow on theground. The route is busy and includes a bridge over the highway. In the winter, the bridge path can

be covered in deep snow, which is concerning on multiple levels.

Rocky RiverMiddle School

1280121 There are some busy intersections and railroad tracks to cross on the way to school and only a fewhave crossing guards. Would feel more comfortable if there were more guards present

Rocky RiverMiddle School

1280123 Having my children bike to school is not an option I would allow at this time. Riding down Detroit Rdwith high volumes of traffic , no crossing guards , no sidewalks. Would have to cross I 90 traffic twicewhere there are no signs for "no turn on red". People don't watch for the kids and are in a hurry toget on 90. Cross walking signs don't prevent people from turning, because they turn on red. Detroitrd. is so busy and can't take Westway to Lakeview for school because there are no side walks. One

child from our area already was hit by car on bike. I don't feel safe or comfortable allowing my kids tobike to school with these obstacles.

Rocky RiverMiddle School

1280173 My children walk or ride bikes depending on weather.

Rocky RiverMiddle School

1280207 Kids in our neighborhood must cross busy highway on- and off-ramps to walk or bike to school.Drivers do not pay enough attention. At minimum, these intersections NEED "no turn on red" during

certain hours. It would upset drivers, but kids' safety takes precedence.

Page 72: ODOT SRTS Application 2015 2-25-15...4& & Rocky’River’Middle’School’2014G2015’ Average& Daily& Student& Enrollment& Black,& nonW Hispanic& American Indianor& Alaska& Native&

Rocky RiverMiddle School

1280209 My children would like to walk or bike, but I am too nervous about traffic and lack of crossing guards. The sidewalks along the way are not very safe either. I appreciate you looking in to this.

Rocky RiverMiddle School

1280216 My 7th grader does ride her bike when weather/time allow. She has friends to ride with, although I doworry about drivers who aren't paying attention, are speeding and who don't obey the traffic laws.

Rocky RiverMiddle School

1280284 Center Ridge Road is too busy for a 7 year old to navigate.

Rocky RiverMiddle School

1280294 My child walks to/ from school every day unless she needs to go in early or stay late. Do not wanther walking alone ( without friends) or without crossing guards.

Rocky RiverMiddle School

1280330 The school is starting an incentive for students to ride their bikes to school this spring. Living morethan 2 miles from school and crossing several busy streets, my 11 year old will not be able to

participate. While encouraging bike riding for those who can is probably a good idea, it is also unfairto reward just those students who live close enough to do so.

Rocky RiverMiddle School

1280388 I feel that there needs to be crossing guards in busy intersections and I also think that there shouldbe a police patrolling traffic at the school at drop off and pick up.

Rocky RiverMiddle School

1280411 My children do not have a choice whether to walk or bike to school because if we live less than 2miles from school they do not have bus transportation. What is worse is there isn't a crossing guardat the busiest and most dangerous intersection during morning rush hour & it's dark out. During the

cold weather in winter when it's less than 20 degrees out they would get frost bite and the sidewalkson all the travel roads & street are not cleared so they would have to walk through deep snow or in

the street so I'd have to be late & drive them to school!!!!!

Rocky RiverMiddle School

1280433 My child rides her bike or walks with friends when weather permits, otherwise she is in a carpool. Carcongestion in the winter months during pickup and drop off is very high and causes inconveniences,

but it is too cold or icy to bike or walk.

Rocky RiverMiddle School

1280434 It would be nice to have a crossing guard, or at least a marked crosswalk at our intersection, buttraffic is fairly light and he is walking with 3 other children on our street, so they are safe.

Rocky RiverMiddle School

1280444 snow covered sidewalks is the biggest problem with biking/walking to school in winter

Rocky RiverMiddle School

1280528 My son rides bike or walks when weather permits, we only drive in winter or when too cold/rainy.

Rocky RiverMiddle School

1280532 The intersection we live at is very busy particularly at school release time. Our kids have had multipleincidents in which they have had to jump back in the side walk from on coming cars. This has

happened while they are getting off of the school bus and when adults are with them too.

Rocky RiverMiddle School

1280607 Please put a traffic light at Northview and Detroit. I have seen too many near-accidents between kidsand drivers to count.

Rocky RiverMiddle School

1282779 Traffic is biggest issue. Drivers speed well pass posted limits and daily they ignore the flashing lightsin schools zones. My street is mini race track. No police.

Rocky RiverMiddle School

1282790 This survey is too black and white. My child bikes to and from school in the fall and spring. In thewinter she gets a ride to school, but usually walks home. She gets a ride in the am because shedoes not have anyone to walk with, and is not comfortable walking alone. She has friends to walk

home with.

Rocky RiverMiddle School

1282795 My son rides his bike daily except when the temperature is below 35 or the weather is problematic. Idrive him in bad weather.

Rocky RiverMiddle School

1282798 I allow my child to walk/bike to/from school only when in groups with other children - never alone. Ialso allow him to walk/ride because there are crossing guards and sidewalks along the route,

particularly the crossing guard at Hilliard and Lakeview. However, there is a section on Lakeview bythe I-90 overpass that I do not feel is very safe and would love to see some improvements.

Rocky RiverMiddle School

1282802 My daughter only bikes to school when she has a friend to bike with.

Rocky RiverMiddle School

1282812 The only thing I worry about with my 7th grader is someone kidnapping him. There are crazy peoplethat do not even try to lure children with candy any more - they just grab them and they are gone. Iwill not let him walk/ride unless he is in a group and we only live a few minutes from the school. Its

just a crazy world.

Page 73: ODOT SRTS Application 2015 2-25-15...4& & Rocky’River’Middle’School’2014G2015’ Average& Daily& Student& Enrollment& Black,& nonW Hispanic& American Indianor& Alaska& Native&

Rocky RiverMiddle School

1282813 The only thing I worry about with my 7th grader is someone kidnapping him. There are crazy peoplethat do not even try to lure children with candy any more - they just grab them and they are gone. Iwill not let him walk/ride unless he is in a group and we only live a few minutes from the school. Its

just a crazy world.

Rocky RiverMiddle School

1282818 Crossing guards are important at busy intersections for my child particularly at Hilliard and Lakeview. Also have concerns of how many people run red lights in Rocky River. Children cannot assume carswill stop even if the "Walk" sign is lit up. They have to double and triple check to make sure all cars

are completely stopped in all directions before crossing.

Rocky RiverMiddle School

1282825 The factors that stop my children from biking or walking to or from school are the weather. If it isinclement then we have a carpool to drive otherwise they will walk or bike. I do feel there needs to bemore crossing guards, especially at wagar and beaconsfield. I also feel the pick up after school from

the middle school is an accident waiting to happen. too many cars and way too congested. Evenhaving a crossing guard behind the school on Hampton may help. Cars speed through there and

cars are parked on the street and children easily become invisible.

Rocky RiverMiddle School

1282833 There is a lot of traffic, the bus works just fine, and usually the weather is a problem anyway. It'salways the bus. We don't even like when the bike to school program is encouraged. It's not safe at

all, it's just that now the kids wants to ride and it's putting her in danger more than taking the bus. It'sa horrible idea for encouraging that.

Rocky RiverMiddle School

1282834 There are sexual predators registered and living in apartments near the path where my child wouldwalk to school which is why she does not walk or ride her bike. Would love it if I could feel safe

letting her walk.

Rocky RiverMiddle School

1282835 Some of the intersections on the route are too dangerous

Rocky RiverMiddle School

1282838 What does it matter how much education I've had? Does it make my responses any less valid? No.16 is a bad, biased question, irrelevant.

Rocky RiverMiddle School

1282839 Would like to see speed limits on Lake and Wagar lowered to 25mph in Beachcliff 1 and 2. Streetsare highly residential with many pedestrians, and a serious accident with a student and a vehicle

occurred on Wagar this year.

Rocky RiverMiddle School

1282845 weather/climate is the biggest factor in our daily decision to drive or walk/bike to RRMS

Rocky RiverMiddle School

1282850 Need crossing guards, money is the issue which is wrong considering where they do spend money

Rocky RiverMiddle School

1282866 My daughter bikes for the first and last couple months of school. I indicated she is driven in a carpoolbecause she is driven slightly more than bikes because of winter and transitional weather.

Rocky RiverMiddle School

1282870 crossing guards and all major intersections are very important

Rocky RiverMiddle School

1282880 The intersection closest to my house is not the route my child would take to go to school. He wouldneed to cross two high volume four lane roads (one near a freeway entrance) to get to school. Thelack of crossing guards and high traffic are biggest barriers to us allowing him to walk or ride to school.

Rocky RiverMiddle School

1282902 I constantly see drivers not stop at crosswalks along Hampton for children crossing the street when itis clearly marked to stop.

Rocky RiverMiddle School

1282924 I think my biggest concern is traffic around the school at 8:00am and 3:18pm. Its very congested andoften times drivers are in a hurry. Once my child is away from school property and the congestion,

the route is clear and safe. I am grateful the city has maintained a crossing guard at theWooster/East Shoreland intersection. That particualr intersection is a concern for me at non-school

hours. Our nieghborhood has petitioned the city to re-examine how to make it more safe for ourfamilies. No action yet.

1282983 There are not enough crossing guards in our city because the police department refuses to pay thema rate as high as neighboring communities pay. Only last year a student was hit by a car at a

five-lane, 35mph intersection that was unmanned by a crossing guard. I and other parents havediscussed our concern with the lack of crossing guards at length with our police chief. I have

witnessed several near-accidents between students and cars and had my own 10- year-old daughtercross herself across that five-lane, 35mph road while the current crossing guard sat in his lawn chair! This situation is absolutely unacceptable, and so I drive my 7th grader to school and home every day

even though it is very inconvenient for me.

Rocky RiverMiddle School

1282988 Have always been concerned about crossing Hilliard by Lakeview because of proximity to I90entrance ramp. My son is in more after school activities in Middleschool, and typical walk home is notduring after school hours. For safety, and lack of crossing guards, would pick him up in the majority

of cases.

Rocky RiverMiddle School

1282993 Feel concern for a little K-5 boy who waits for the bus alone on Hillard near the path to the baseballdiamond maybe he could be picked up at the end of his driveway. Wish the plans for school busstops considered if the kids would stand in snow or climb over banks of snow when boarding or

exiting the bus. Also to be considered is stops on sharp curves/blind spots vs. on a straightaway.Consider making our community a park to talk/text zone.

Rocky RiverMiddle School

1283026 He's too young to bike or walk to school

Rocky RiverMiddle School

1283050 Something must be done at the Middle School regarding pickup after school. In winter it is verydifficult to navigate the parking lot. The administrators do the best they can, but the sheer volume of

cars is overwhelming. There should be an incentive for people to carpool, maybe a carpool "express"lane. This might incentivize parents to call each other and set up more carpools which would lead to

less congestion. On a side note, this survey is a bit confusing to complete. Also, the answers willvary a LOT due to weather. In good weather, my kids walk or bike to school, but not in winter.

Rocky RiverMiddle School

1283246 1. My son crosses 2 fairly dangerous intersections. The one closest to our home at LakeviewAve/Hilliard Blvd has a crossing guard full-time now since 2 children were hit by cars this past year

(there have been crossing guards on and off over the years). The next one is Lakeview Ave/Westwaywhere driver's are allowed to turn right after stopping on red. Westway is a very wide street to crossand drivers often turn before the kids cross completely because they become impatient waiting. 2.

The speed limit is 35mph on Hilliard and in my opinion should be lowered to 25 in this area. It is saferfor my child to jaywalk between cars on Hampton (between Center Ridge Rd & Hilliard) than it is to

cross at the crosswalk at Hampton Rd/Hilliard Blvd due to the drivers that speed and/or turn left ontoHampton off of Hilliard. 3. On days that I drive my son to school, traffic congestion is horrendous onLakeview at the entrance to RRMS. Kids are being crossed individually many times, rather than insmall groups. But I would rather have the crossing guard there than not having one at all. Once we

get into the dropoff lanes, it can get a bit dangerous letting him out depending on which lane we arein. 4. I have used the library parking lot in the mornings to drop off my son. It is faster and safer for

him, but the library has built a gate to stop that practice. I pick him up using the sidewalk between thetennis courts and library rather than going through the library.

1279196 My son loves to bike to school. Only times that he doesn't is if the weather is not conducive (rain andsnow). My only concern is that he has to cross a busy intersection in a highly conjested area on his

way to and from school.

St.Christopher's

School

1279635 I love the idea of biking/walking, and I love seeing so many kids walking/biking when the weather'snice. We simply live too far away from school to do so.

St.Christopher's

School

1280006 My only reason for not allowing him to ride his bike to school at an earlier age was my concern aboutstrangers possibly offering him a ride. Now that he is older, I think he comprehends that accepting a

ride from a stranger would be a bad decision.

St.Christopher's

School

1280016 One of the reasons we live in Rocky River, is all the city has to offer; however in the past few years itappears as though their has been more accidents involving students walking/biking to school. It is

unfortunate that their has been a decrease in crossing guards. I feel an increase in paintedcrosswalks and newly painted lines (on the road) may make drivers more aware of students walkingto school. I also have noticed an increase in drivers who drive above the speed limit in school zonesand many drivers who cut down/through side streets also increase their speed to beat and/or drivearound school buses. In most cases the drivers appear to be new drivers or high school students.

Their should definitely be increased education to new drivers to follow traffic rules and know the lawsin school zones and when following a school bus.

St.Christopher's

School

1280126 We used to have a crossing guard at Erie and Morewood - If he/she was still there we wouldencourage walking/riding much more. In addition there used to be a crossing guard into the St.Christopher parking lot, we should also have a guard there. As the Erie/Morewood is in front of

Beach School (you know where the Board of Education is based) the Superintendent should be ableto look out of his office window to notice that parents often have to help kids walking to Kensington

or St. Christopher as people speed through the intersection.

1280189 We really need a crossing guard on the corner of Morewood and Erie!

1280338 I work. I have to be at work by 8. Easiest to drive him to school. He does not want to go to beforecare. Would be great if St. Chris would allow 6-8 in their class by 7:45. It is a crunch everyday.

St.Christopher's

School

1280468 Need to have more crossing guards!

St.Christopher's

School

1280478 When the weather is nice my child and I have walked to school and enjoyed it. The main reason Iwould not allow him to walk to school alone is mostly due to the fear of violence/crime. Secondly, the

major intersection of Hilliard and Westway and the entrance to 90 is too busy of an intersection.

St.Christopher's

School

1280521 I think it's very important to put crossing guards on busy intersections . Currently, there's no crossingguard at the Hilliard and I-90 ramp intersection. There are many kids who live on Gasser who takethis intersection to get to Middle School, High School or St. Chris yet nobody is there to help them

cross it. The light changes from green to red way to quickly for a child to safely cross the intersection. Also, in the wintertime sidewalks are not cleared so it's simply impossible to walk especially if one

had a stroller to push at the same time. My child is very used to walking and we do it when theweather allows it meaning when it's not too hot or too cold.

St.Christopher's

School

1280561 The presence of crossing guards was an important factor is allowing my kids to walk to school.

St.Christopher's

1280569 As long as we live where we currently do I would never have my children walk to school. Way to far!

St.Christopher's

School

1280598 We live in a neighborhood that is south of Center Ridge. There are no crossing guards anywherenear us/our route. To cross Center Ridge (a 5 lane thoroughfare) without a crossing guard is not an

option.

1282769 We do not live close to the school, therefore my child must be driven. We live in another city

St.Christopher's

School

1282796 The traffic on Wagar is too fast and busy with distracted drivers often seen texting for me to allow mychildren to cross this street without a crossing guard. Cars accidentally miss the stop sign at the

intersection of Erie and Elmwood and other drivers knowingly roll through the intersection. I rarelysee cars stop for pedestrians in the crosswalks on Wagar and Detroit even though it is a state law todo so. St. Chris does not overtly discourage walkers and bikers, but they do nothing to encourage

the practice of walking and biking to school. It is also dangerous for bikers and walkers entering andleaving St. Chris with only student crossing guards.

St.Christopher's

School

1282809 We live in the east end of Lakewood so there is no way I would let my daughter bike to St.Christopher's alone. I have thought about it but we'd have to leave really early to do so. If we lived

closer then I'd consider it when she was older.

Response  from  Debbie  McDonald    (AM  -‐  intersection  of  Riverview  &  Lakeview;  St.  Chris  drop-‐off) Observe  motorist  behavior:   Do  they  yield  to  pedestrians?  Some Are  they  obeying  speed  limits?  No Observe  pedestrian  behavior: Are  they  crossing  at  marked  crosswalks?  NO Observe  crossing  guard  behavior: Are  they  helping  students  cross  safely?  YES Notes:

● Speed  is  an  issue  ● Too  much  going  on  at  this  intersection.  ● Some  cars  going  the  speed  limit,  others  in  a  big  hurry  and  not  watching  ● Some  cars  going  south  on  Lakeview  used  oncoming  traffic  lanes  and  turning  lanes.  ● Crossing  guard  was  great  and  kept  good  control  ● Crosswalk  is  not  well  marked.    should  be  painted.    Flashing  light  would  also  bring

attention  to  the  area.  ● Why  do  buses  drop  St.  Chris  kids  off  in  this  area?  Could  they  use  parking  lot?  Parents

dropping  kids  off  on  west  side  of  Lakeview  at  St.  Chris  causes  confusion  on  this  corner.

Kensington Response  from  Todd  Murphy I  think  the  traffic  flow  and  student  movement  are  going  well  considering  the  numbers  of  cars  we  have.    Here’s  what  I  have: Positive: 1.              Rock  wall  is  a  great  safety  feature,  which  prevents  students  from  crossing  Lake  Road. 2.              The  bus  loop  creates  a  safe  zone  for  student  drop-‐off. Areas  of  Improvement: 1.              We  would  benefit  from  a  second  parent  drop-‐off  and  pickup  loop  (possibly  the  playground),  although  Falmouth  Street  is  too  narrow  in  my  opinion  to  work  smoothly. 2.              The  shrubs  and  on  the  southeast  corner  of  Lake  and  Kensington  block  pedestrian  visibility.   3.              Shrubs  and  other  landscape  plants  near  the  sidewalk  at  Lake  Road  Market  limits  pedestrian  visibility  for  cars  pulling  out  of  the  Lake  Road  Market  parking  lot.

4.              We  would  benefit  from  an  east/west  crosswalk  on  just  north  of  the  triangle  on  Kensington  and  Beachcliff  (this  is  an  area  where  students  run  across  the  street  once  away  from  school. 5.              Improved  flashers,  crosswalk  paint,  signals,  and  signage. Response  from  Megan  Dunleavy CONS:

● No  crosswalks,  sidewalk/driveway  markings  on  school  driveway  entrances  ● Hedges  at  intersections  block  view  ● Drop-‐off  is  very  congested.    Some  parents  go  against  rules.  (possibly  moving  parents  to

other  side  of  school?    Suggested  by  Chief.)  ● Crosswalk  possibly  needed  at  the  “Y”  in  street  for  Kensington  Oval/Frazier  Dr

PROS: ● Copious  bike  racks  ● 13  crossing  guards  in  City  ● Student  Patrol  ● Bus  Loop  and  “safety  wall”

• Notes:  I  observed  the  afternoon  pick  up  at  Kensington  which  and  my  observations  were  similar  to  Chief  Stillman’s  observations.    I  did  observe,  like  the  Chief,  that  traffic  was  a  problem  and  that  cars  were  parked  on  both  sides  of  the  street.  Also  children  were  crossing  Kensington  in  the  middle  of  these  cars,  creating  possible  safety,  health  and

welfare  issues.    We  also  concurred  that  some  signs  and  street  markings  would  benefit  from  additional  attention.

St.  Christopher’s Response  from  Megan  Dunleavy  1/26/15: Dr  Shoaf,  Ms  Needham: Here  are  my  notes  from  the  walking  audit  at  St.  Christopher’s  on  Friday: Pros:

• The  school  has  an  “orange  team”  as  student  safety  patrol.    They  may  be  able  to  use  some  new  equipment,  such  as  uniform,  bright  clothing  (matching  safety  vests)

• The  car/bus  drop  off  are  on  separate  sides  of  the  school,  which  is  safer Cons:

• Middle  school  students  use  the  parking  lot  at  St.  Christopher’s  as  a  “shortcut”  to  and  from  the  middle  school.    I  don’t  think  anyone  minds  this,  but  since  there  is  a  potential  for  parents  to  hit  a  middle  school  student,  perhaps  a  car  lane  could  be  added  or  marked,  or  a  walking  path  set  aside  on  that  route,  to  make  it  safer

• Some  concern  was  expressed  about  the  safety  of  the  intersections  closer  to  I90,  especially  near  the  bridges  (Lakeview,  Westway,  Hilliard)-‐possibly  another  crossing  guard  or  longer  traffic  light  time?    This  would  be  an  improvement  for  all  schools,  not  just  St  Chris

• Like  most  of  the  schools  so  far,  pavement  and  curbs  lack  striping  and  paint  to  mark  school  driveways,  entryways,  etc.

• Intersections  of  Lakeview/Riverview  and  Lakeview  Ct  have  crumbling  pavement  and  no  “visually  impaired”  pavement  (the  “bumpy”  bricks  on  sidewalk  ramps  in  intersection)
