Since dead bodies may have to be embalmed and placed in a coffin beforethey are transported by air it has been decided that in such cases thecost of embalming the dead body and that of coffin should also be re-

imbursed to the family of the deceased in all cases where the Govern-ment meets the cost of the air lift of the bodies by commercial (light.The embalming expenses and the cost of the coffin should be thebare minimum and on the basis of austerity standards.

(D) DETAILED PROCEDURE FOR THE STATE FUNERALGENERAL

1. A State Funeral, as a part from a purely Military Funeral be accorded toany dignitary when ordered by the Government of India.

2. The Main procession will normally start from the residence of the deceasedor the place where the body is lying. But if the mortuary is too far away from theplace of burial/cremation or is unsuitable for the procession to form up, anothersuitable place will be selected where the main procession will form up. The body uptothe selected place will .be brought escorted by a small party in vehicles.

PROCEDURE BEFORE PROCESSION STARTS

3. The order of forming up at deceased's residence is given at Appendix 'XXIII'Following points are for clarification :-

(11.) The main procession will normally be formed up on the road.

(b) The Chief mourners, bearers and Pall bearers will be imide the building.

(c) The carriage will be just outside the building with the firing party or adetachment from the leading escort, as the case may be , on the rightor left ofthe carriage depending on the direction in which the carriageis to move.

(d) Mourners who have to lay wreaths will be behind the carriage and thefiring party.

(e) Part of the escort will line the whole route.

4. The coffin suitably drapped by the National Flag of the country of thtdeceased will be brought out by the bearers, accompanied by bearers and followedby the Chief mourners.

5. As the body is brought out of the buildng, all those near carrige will cometo attention. The firing party will 'Present Arms' when officers in uniform will salute,

T he firing party will then 'Reverse Arms' as the coffin is placed on the carriage,Officers in uniform will salute. When the coffin has been properly placed on thecarriage, the mourners will lay the wreaths in order of precedence and then proceedto join the mourners lining the road.

6. The cortege is now ready to move off. The firing party or leading detach-ment and the remainder of the leading portion of the procession will pass through themourners and band and drummers (with drums muffled), who will have formed upin two ranks, facing inwards-2 places interval betwen men and 8 paces distancebetween ranks.

THE PROCESSION

8. The order of march of the procession is given at Appendix 'XXV'.

9. After laying the wreaths the mourners will join the other mourners liningup the road. The OfficerjN.C,O. in charge of firing party will G1VE the command'right' or 'left turn' -'march'. The carriage will follow the firing party.

10. The front escort will move off in 'slow time' and resumecorrect positioni.e. in front of the firing party.

12. The band and drums will begin to pay the 'Dead March' after joiningprocession and when 300 Yds. from the mortuary and continue for such a distsntheofficer-in-charge may have ordered before marching off. The firing party or leadetachment will receive the command' 'Quick March' (the remainder conforn

hen the band/drummers cease playing).

When at a convenient distance from the cemetery/cremation ground anthe instance of the officer-in-charge, the officer, NCO-in-charge of the firing Jor leading detachment will give command 'Slow March' and bank/drummersapin begin playing.

13. Troops lining the route will at the 'Order Arms' As the funprocession comes into view they will 'Rest on Your Arms Reversed'. They will 'PreArms' as the head of the funeral procession approaches them and return to 'Rest on YArms Reversed' when the procession has passed. When the procession is well cthey will resume the position of 'Order Arms' and await further instructions forpersa\.

14. Troops lining up, who are part ofthe Escort, will join in behind theEscort, as it passes through them.

15. When marching in slow time, arms will be carried at the reserve, in qttime at the reverse trail (But forward, sling uppermost). During the march, a:may be changed, but the party will NOT MARCH at ease.

PROCEDURE AT BURIAL/CREMATION GROUND

16. Arrival at the place of Cremation/Burial-

(a) When the head of the procession arrives near thecremationrburia lgroithe ranks of the firing party or leading detachment and the band:drums will open out to 6 paces distance, and on order of the offiNCO in charge "halt" 'turn inwards' -rest on their arms reven

(b) Leading Motor Cyclists will move to the car park.

(c) Front escort will line up the remainder of the route and thicken the coraround the cremation/burial ground. The rear Escort may alsused for cordoning the area.

(e) The vehicle of the VIP accompanying the procession will proceed to thecar park.

17. The order of the procession will now be

Pandit/Granthi/Moulvi, etc.

Coffin with bearers and pall bearers.

Mourners.

Band and Drums.

Firing Party/Detachment.

18. The order of formng up at the cremation/burial ground is given atAppendix 'XXVI'.

PROCEDURE DURING CREMATION/BURIAL

PROCEDURE AT THE CONCLUSION OF THE CEREMONY

19. Before fire is set to the pyre or the coffin lowered into the grave, the flag,head dress, side arms and wreaths will be removed.

20. During this time, if the deceased is a Hindu/Sikh selected bhajans may besung by the Bhajan Party.

21. For those entitled to it, the appropriate number of Gun Salutes will begiven when the coffin i& taken off the carriage and being carried to the place of burial!cremation. Three volleys of small arms fire will be fired when the fire is being set tothe pyre or when the body has been lowered into the grave.

22. After the Volleys of small arms fire, and when authorised the Gun Salutehave been fired, the buglers will sound the 'Last Post' a short interval of approximately5 seconds' duration-then the 'Reveille'. During the soundings these calls, all willstand to attention. Firing party/detachment will fix bayonets and present arms.Officers will rema in at the Salute during the sounding of the last Post and the Reveille.

23. The band and drums will move off followed by the firing party detach-rn mt, mourners and the rest inside the enclosure in that order. Service personnelwhen marching off the enclosure will g it into threes without any word of command

having been given.

24. The firing party will unfrx bayonets at the first opportunity after leavingthe burial/cremation ground. The band will NOT play, nor the drums beat urtil theparty is entirely clear of the cremation/burial ground.

25. .The mourners will move off to their respective car parks after comingout of the enclosure.

26. The portion of Escort not required for cordoning any more will alsomove off.

GENERAL INSTRUOTIONS

27. Bearers and Pall Bearers.c -The Pa11 baerers wi11 march immediatelyon either side et the carriage and the bearers on the outer flanks at 2 pacts interval.The position of the Pall bearers will be in order of seniority alternately on eitherSIdeof the coffin, the senicr being in rear or, the right hand side, the next seniorin rear on the left hand side, and so on.

If the space does not permit, the bearers and/or Pall bearers will march behindthe ooffon.

THE FIRING PARTY

28. The constitution of the Pirinp' Party will be as laid down for the servicesconcerned.

ESCORT

29. The strength of the Escort will be as laid down in Appendix 'XXVII'.

STANDARDS, GUIDONS OR COLOURS

30. These will be carried by units forming part of the Escort irrespective ofwhetherthe Escort is whclly included in the procession or is partially employedin liningthr routes. No complements will, however, be paid to them during theprocessionDress.

31. (a) Service Personnel.-·(As for State Functions).

(b) Govt. Civil Offlclal.c-Fcrmal dress or official dress, if any, laid down.

(E) DEATH OF AN EX-MINISTER OF THE STATE GOVERNMENT

In the event of the deathj of Ex-Ministers of the! State{ Go veJ11IDWt, the officesoftbe State Government are generally closed for the remaining part of the day underthe orders of the Hon'ble Chjef Minister, Punjab, on the basis of past precedent.SpecIalmstructions are issued to the Deputy Commissioner/Senior Superintendentof Policeof the District concerned where the EX-Minister has died to place wreathsonthedead body on behalf of the OhiefMinister, Punjab, ifit may not be convenientfor the Chief Minister to personally go and attend the funeral. Instructions fargivingPolice honours at the cremation, are also issued.

CHAPTER 15

REPUBLIC DAY CELEBRATIONS

In the third weekof December each year, the case is put up to the Chief Secretaryto Government, Punjab, with a request to obtain the orders of His Excellency theGovernor of Punjab, as to at which District Headquarter he would like to presideover the State Functionjand unfurl the National Flag on the 26th of January. Afterobtaining the orders of the Governor, Punjab, the Chief Minister, Punjab, is requestedto kindly indicate as to at which District Head quarter he would like to unfurl theNational Flag. Chief Minister, Punjab, is also requested to allocate other DistrictHeadquarters and Sub-Divisional Headquarters to the Speaker, Punjab VidhanSabha, other Ministers, State Ministers, Deputy Speaker, Punjab Vidhan Sabha,Deputy Ministers, etc. After the above decision is taken, necessary instructionsare issued to the Divisional Commissioners and the Deputy Commissioners for mak-ing arrangements of the Republic Day Celebrations. For guidance, a copy ofthe instructions issued in this regard in the year 1982, is given at Appendix 'XXVIII'

2. As regards illuminations at the Government/Public Buildings, Governmentof India's instructions are received each year and necessary instructions are issuedto the Oommissioners/Deputy Commissioners etc., accordingly.

3. The Governor of Punjab, also gives an 'AT HOME' to the distinguishedpersons=both officials and non-officials at the District Head quarter where hepresides over the Republie Day Function and unfurl the National Flag. Invitationsfor the -AT HOME' are issued by the Raj Bhawan Authorities in consultation withthe- Deputy Oommissioner. of the concerned District.

CHAPTER 16

INDEPENDENCE DAY CELEBRATIONS

In the second week of July each year, the case is put up to the Chief Secretaryto Government, Punjab, with a request that he may kindly obtain the orders of theChief Minister, Punjab, as to at which District Headquarter he would like to presideOVerthe State Function and unfurl the National Flag on the 15th of August. TheChief Minister, Punjab, is also requested to allocate District Headquarters/Sub-Divi-sional Headquarters to the Speaker, Punjab Vidhan Sabha ; Ministers ; DeputySpeaker, Punjab Vidhan Sabha and Deputy Ministers, where they would presideover the functions of Independence Day Celebrations and unfurl the National Flagthere. After obtaining the orders of the Chief Minister, Punjab, _necessary instructionsare issued to the Divisional Commissioners, Deputy Commissioners and Sub-Divi-sional Officers (C) for making arrangements of the Independence Day Celebrations.For guidance, a OOPY of the instructions issued, in this regard, in the year 1981, isgiven at Appendix 'XXIX:

CHAPTER 17

FLYING OF DISTINCTIVE FLAGS AND USE OF LIGHTS ON MOTORCARS BY THE OFFICERS

Government instructions issued by Punjab Government letters No. 785-POI(1)-72/18339', dated the 31st. July, 1972, No. 15/2/78 POL(I)-78/21l1'7,dated tlu23rd June, 1978and No. 15/2/78-POL(I)/6447, dated the 15th April, 1981, as a1Appendix ':XXX', ':XXXI' and 'XXXII', respectively, provide that the use of thedistinctive flags should strictly be restricted to the following officers only :-

(1) Chief Secretary;

(2) Financial Commissioners;

(3) Inspector-General of Police ;

(4) Commissioners of Divisions (within their charge) ;

(5) Deputy Commissioners (within their charge) ;

(6) Deputy Inspectors-General of Police (within their charge) ; and

(7) Superintendents of Police (within their charge).

The details of the types of the flags to be used are again indicated as below:-

(1) Chief Secretary/Financial Commissioners, Punjab.-Chief Secretary toGovernment, Punjab and the Financial Commissioners, Punjab, can fly distinctiv,personal flags on their cars. The flag should be rectangular, 9 inches long am6inches wide. In the centre of the flag there should be the Ashoka Chakra of th,same design as is used in the National Flag. The diameter of the Chakra shall b:2 inches. The words "Chief Secretary/Financial Commissioner" shall be embossecabove the Ashoka Chakra in a somewhat semi-circular form and the word "Punjab'should be embossed below the Chakra in a straight line. The size of each latteshould be one inch and its thickness 15inch. The distance between the words "ChleSecretary/Financial Commissioner" and the Chakra at the top of the Obakra am"Punjab" at its bottom should be 1/2 inch in each case from the middle of the outecircle of the Chakra. There shall be a distance of one inch at the beginning of thwords "Chief Secretary/Financial Commissioner" and one inch at the end of thwords, and a distance of 21 inches at either side of the word "Punjab", The flashould be of light aero Blue wolloen cloth and the Chakra and the words should bembossed in dark blue silken thread.

64rm Commissioners of Divisions/Deputy Commlssloners.c-The Commissioners

and the Deputy Commissioners may fly their own distinctive flags with the word"Commissioner" and "D.C," respectively embossed on them. The size of the flagboth for the Commissioners and the Deputy Commissioners should be 8/1X 4.25/1.The colour of the Commissioner's flag should be light grey background with theWord "Commissioner" written in black, the letters being 1" in width and 7" in lengthwritten in the oentre of the flag. The Deputy Commissioners flag should also be ofthe same size but its colour should be black and letters "D.C." should be writtenin the centre in white each 1.65" square.

The Police Officers will fly flags in accordance with the instructions issuedby the Inspector-General of Police, Punjab, --'vide his letter No. 23708-A; dated the28th November, 1950.

Flags on the cars of the officers should be unfurled in their jurisdiction only.Even the rod meant for flags on cars should not be allowed on the cars of personswho are not authorised to have flags on cars.

The other officers of the Government and Executive Heads/Officers of theState Government Undertakings, Semi-Government Bodies, Corporations, Universities,and Boards, are not allowed to fly distinctive flags on their cars. Governmentinstructions provide that strict action against those violating the government instruc-tions, should be taken.

Use of Lights .-(i) Red V.I.P. Lights can be used on the cars of only thosesenior officets who are authorised to fly distinctive flags on their cars.

(ii) Mercury lights are not allowed on any cars.

(iii) Coloured, 'blinding lights and mercury lights used on some vehicles}trucks/buses by various persons, is banned and is not, therefore, 10 be allowed.

CHAPTER 18

THE FLAG CODE-INDIA

Published by

the Government of India, Ministry of Home Mfairs

I. GENERAL

On all occasions for official display, only the Flag conforming to specificationslaid down by the Indian Standards Institution and bearing their standard markshall be used. On other occasions also it is desirable that only such flags of appro-priate size should be flown.

11. SIZE

The standard sizes of the National Flag are given below :-

The appropriate size should be chosen for display; The smallest size(225 x 150 mm) is intended for motor-cars.

Ill. CORRECT DISPLAY

(1) Wherever the Flag is flown, it should occupy the position of honour andbe distinctly placed.

(2) When the flag is flown on public buildings, it shall be displayed on alldays including Sundays and holidays from sun-rise to sun-set irrespective of weatherconditions. The flag may be flown on such buildings at night also but this sho~gbe only on very special occasions.

66(3) The flag shall always be hoisted briskly and lowered slowly and cere-

moniously. When the hoisting and the lowering of the flag is accompanied byappropriate bugle calls, the hoisting and lowering should be simultaneous with thebugle calls.

(4) When the flag is displayed from a staff projecting horizontally or at anangle from a windowsill, balcony, or front of a building, the saffron side shall be atthe farther end of the staff.

(5) When the flag is displayed in a manner otherwise than by being flownfrom a staff, the saffron band must be uppermost when it is displayed flat and hori-zontal on a wall; when displayed vertically, the saffron should be to the right withreference to the Flag, i.e. it should be to the left of a person standing facing it.

(6) When displayed over the middle of a street, running east-west or north-south, the flag shall be suspended vertically with the safron to the north, or to theeast as the case may be.

(7) If flown on a Speaker's platform, the flag shall be on the speaker'sright. If otherwise displayed, the Flag shall be above and behind the speaker.

(8) When used on occasions like the unveiling of a statue, the Flag shall bedisplayed distinctly and separately.

Note'.-The Flag shall not be used as covering for the statue or monument.

(9) When the Flag is displayed on a motor car, it shall be flown from a staffwhich should be affixed firmly, to the car, in the front.

(10) When the Flag is carried in a procession or a parade, it shall be eitheron the marching right, that is the Flag's own right, or if there is a line of other Flags,in front of the centre of the line.

IV. INCORRECT DISPLAY

(1) A damaged or dishevelled Flag shall not be displayed.

(2) The Flag shall not be dipped in salute to any person or thing.

(3) No other flag or bunting shall be placed higher or above or, except ashereinafter provided, side by side with the National Flag ; nor shall any objectincluding flowers or garlands or emblem be placed on or above the Flag-mast fromwhich the National Flag is flown.

(4) The flag shall not be used as fastoon, rosette or bunting or in any othermanner for decoration ; nor shall other coloured pieces of cloth be so arranged asto give the appearance of the National Flag.

(5) The Flag shall not he used to cover a speaker's desk nor shall it be drapedover a speaker's platform,

(6) The Flag shall not be displayed with the "saffron" down.

(7) The Flag shall not be allowed to touch the ground or the floor or trailin water.

it.(8) The Flag shall not be displayed or fastened in any manner as may damage~.."

V. MISUSE

(1) The Flagshall not be used as a drapery in any form whatsoever exceptin State/Military funerals hereinafter provided.

(2) The Flag shall not be dragged over the hood, top, sides or back of avehicle or a train or a boat.

(3) The Flag shall not be used or stored in such a manner as may damage orsoil it.

(4) When the Flag is in a damaged or soiled condition, it may not be castaside or disrespectfully disposed of but shall be destroyed as a whole in private,preferably by burning or by any other method consistent with the dignity of the Flag.

(5) The Flag shall not be used as a covering for a building.

(6) The Flag shall not be used as a portion of a costume or uniform of anydescription. It shall not be embroidered upon cushions or handkerchief's or printedon napkins or boxes.

(7) Lettering of any kind shall not be put upon the Flag.

(8) The Flag shall not be used in any form of advertisement nor as anadvertising sign fastened to the pole from which the Flag is flown.

(9) The Flag shall not be used as a receptacle for receiving, delivering,holding or carrying anything.

Note:-The use of the National Flag Or any colourable imitation thereof forthe purpose of any trade, business, calling or. profession or in the titleof any patent, or in any trade mark or design without the prier permis-sion of the Central Govemmen t is an offence under the Emblems andNames (Prevention of Improper Use) Act, 1950.

VI. DISPLAY ON NATIONAL DAYS OR ON SPECIAL OCCASIONS·

The display of the National Flag shall be unrestricted on the following ocea-sionsr->

(i) Republic Day--during the period from the commencement to theclose of the celebra tions;

Note.-Even on such occasions, the normal provisions regarding the dis-play of National Flag on motor-cars shall not be relaxed.

VII. SALUTE

During the ceremony of hoisting or lowering the Flag or when the Flag ispassing in a parade Of. in a review, all per-sonspresent should face the Flag and standat attention. Those present in uniform should render the appropriate salute. Whenthe Flag is in a moving column, per-sonspresent will stand at attention or salute as theFlag passes them. A dignitary may take the salute without a head dress.

VIII. DISPLAY WITH FLAGS OF OTHER NATIONS AND OF UNITEDNATIONS

(1) When displayed in a straight line with Flags of other countries, the NationalFlag shall be on the extreme right; (i.e.) if any observer Wereto stand in the centre ofthe row of the Flags facing the audience , the National Flag should be to his extremeright. The position is illustrated in the diagram below:

(2) In case Flags are to be flown in an open circle i.e, in an arc ora semi-circle,the same procedure shall be adopted, as is indicated in the preceeding clause of thisparagraph. In case Flags are to be flown in a closed i.e. complete circle, the.Na tionalFlag sha11ma rk the beginn ing 0f the circle and the Flags 0f other coun tries should pro-ceed in a clockwise manner until the last flag is placed next to the National Flag.It is not necessary to use separate National Flags to mar-kthe beginning and the end ofthe circle of Flags. The National Flag shall also be included in its alphabetical orderin such a closed circle.

When the Flag is displayed against a wall with another Flag from crossed staffs.it shall be on the right (i.e.) the Flag's own right, and its staff shall be in front of thestaffof the other Flag. The position is illustrated in the diagram belbw;:"-

(3) When the United Nations' Flag is flown along with the National Flagitcan bedisplayed on either side of'the National Flag. The practice is that the NationaFlag is displayed on the extreme right with reference to the directien which it is facing(i.e.) extreme left of an observer facing the masts flying the Flags. of the number of other foreign flags besides the National Flag. Internationausage forbids the display of the flag of one national above that of another natiorin time of peace.

(5) The National Flag shall not be flown from a single mast-head simultaneously with any other flag or flags. There shall be separate mast-heads for differenflags.

(6) On occasions specified by the Government, such as visit of'a foreign dignitary, the general public may ~wave paper National Flags and the paper flags of thother country. After use, they shall be disposed of in a propel' manner.

(7) With permission of the Government, the National Flag and the flags 0

other countries may be displayed on occasions such as cultural shows, exhibitionsmusical oonserts, film festivals etc. sponsored by the Diplomatic or Consular representatives of the foreign Governments.

(8) A foreigner or a foreign firm/institution may fly the National Flag of Indualong with the flag of'his/its 00un try on the Indian national days or his/its own country'national days, in accordance with the procedure indicated above.

IX. USE IN EDUCATIONAL INSTITutIONS, SPORTS CAMPS ETC.The National Flag may be hoisted in schools; colleges, sports camps, soou

damps etc. on special occasions and also to inspire respect for the flag. A modeset of instructions for guidance is given in Appendix 'XXXIV:

(ii) The Governors and Lt. Governors have their own special standardsand will continue to fly them within their States. When outsidetheir State. they may fly the National Flag, but not their specialstandards, either at their own or other private residences whereverthey may stay.

7()X. AULES FOR OFFICIAL DISPLAY

.(A) PUBLIC BUILDINGS

(a) Normally the Flag should be flown only on importan tpublic buildings suchas High Courts, Secretariats, Commissioner's Offices, Collectorates, Jails andOffices of the District Boards, Municipalities and Zilla Parishads.

(b) .The Flag should also be flown on the permanent residences at Headquartersof the:-

(i) Vice-President.

(ii) Rulers offo~mer Indian States. They may flythe Flag together withtheir own Flags if they so desire.

(iii) Heads of Missions/posts abroad in the contries where it is the customfor diplomatic and consular representatives to fly their NationalFlags OVertheir official residences. They may also, in similar circum-stances, fly the flag on their office, where they are separate fromresidences.

(c) In frontier areas, the Flag may be flown on the border customs posts. checkposts, out posts.and a tother special places where the flying of the Flag takes on specialsignificance. In addition, it may be flown on the camp sites of border patrols.

(d) The following rules shall govern the flying of personal standards by thePresident, Governors and Lt. Governors:- l:

(i) The President has a special standard of his and will continue to fly thesame.

(e) The following rules shall govern the flying of the National Flag and thepersonal standards on the occasion of the visit of the President/Vice-President/PrimeMinister to the Sta tes of the Union :-

(i) If the President, the Vice-President or the Prime Minister. while visitinga State, stays with Governor in the Government House. the President'sStandard of the National Flag, as the case may be; should also beflown on the wing where the President; the Vice-President or thePrime Minister happens to reside, or in a oonspicuous part of theforecoui t of the main approach.

(ii) If the Governor stays in the Circuit House within his State and thePresident, the Vice-President or the Prime Minister also stays in thesame house as his guest, the same practice as in the preceding sub-rule should be followed.

(iii) If the President, the Vice-President or the Prime Minister proceeds to atown where the Governor is not present, the President's Standard orthe National Flag, as the case may be should be conspicuously displayedon a Flag-staff or an improvised pole on the top of the house.

(f) When the President, the Vice-President or the Prime Minister visits aninstitution, the National Flag may be flown by the institution as a mark of respect.The President's Personal standard need not be flown by the institution in case of thevisit of the President.

(g) On the occasions of the visit to India by the Head of a foreign State suchas Emperor/King or President, Heir Prince, Vice-President and the Prime Minister,the National Flag may be flown along with the Flag of the Foreign country concernedin accordance with the rules contained in Section VIII by such private institutionsas are according reception to the visiting foreign dignitaries and on such public build-ings as the foreign dignitaries intend to visit on the day of visit to the institution.

(B) MOTOR-CARS

(a) The privilege of flying the Flag on motor-cars will be limited to the:-

(i) Vice-President.

(ii) Governors and Lt. Governors when outside their States. They willnot fly their Special Standards when outside their States.

(iii) Rulers of former Indian States. They may fly the Flag together withtheir own flags if they so desire.

(iv) Heads of Indian Missions Abroad in the countries to which they areaccredited.

(v) The Speaker of the Lok Sabha, Chief Justice ofIndia, Cabinet Ministersand Ministers of State of the Union, Deputy Chairman of the RajyaSabha, Deputy Speaker of the Lok Sabha, Chairmen/Speakers ofState Legislatures, Chief Justices of High Courts, Cabinet Ministersin States, Deputy Ministers of the Union, Government DeputyChief Whips in Rajya Sabha/Lok Sabha, Ministers of State in theStates, Speakers of the Legislative Assemblies in the Union Terri-tories, Ministers of the Union Territories, Deputy Chairmen/DeputySpeakers of the State Legislatures, Deputy Ministers in the States,uDepty Speakers of Legislative Assemblies in Union Territories

and Deputy Ministers of the Union Territories may fly the NationalFlag on their cars, whenever they consider it necessary or advisable.

(b) The following rules govern the flying of personal Standards by the Pre-sident, Governors and Lt. Governors on their cars;-

(i) The President flies his own special standard on his car.(ii) Governors and Lt. Governors fly their own respective standards on their

cars within their States.

(c) The following rules shall govern the flying of the National Flag and thepersonal standards where more than one dignitary travel in the same car;-

(i) Where the President is travelling in a car, his standard alone should beflown on the vehicle.

(ii) If the Prime Minister travels in a car accompanied by a Governor or aLt. Governor, the National Flag alone should be flown on the car.

The guiding principle in all cases where a number of dignitaries entitled to flythe National Flag and their respective standards, travel by the same car is that only theFlag or the standard of the highest dignitary according to the Warrant of Precedenceshould be flown on the car.

(d) The following rules shall govern the flying of the National Flag/PersonalStandards and the Foreign Flags on cars provided by Government carrying. Foreigndignitaries in India;

The Flag of the foreign V.I.P. will be flown on the left side of the car and on theright side will be flown;-

(a) the personal standard of the President, if he travels with the foreigndignitary;

(b) the personal standard of the Governor if he is the highest dignitary in theGovernment ofIndia Warrant of Precedence travelling in the car alongwith the foreign dignitary;

(c) the National Flag, in any other case.

*(C) TRAINSWhen the President travels by special train- within'[the countryjhis Personal

Standard should be flown on the side facing the platform of the station from where

the train departs. The Personal Standard should be flown only when the specialtrain is stationary or when coming into the station where it is going to halt.It should be flown From driver's cab on the side facing the platform.

(D) AIRCRAFT

(a) The National Flag will be flown on the aircraft carrying the Vice-Presidentor the Prime Minister on a visit to a foreign country. Alongside the National Flag.the flag of the country visited should also be flown. When the aircraft lands incountries en route the National Flag of the countries touched would also be flown asa gesture of courtesy and goodwill.

(b) The following rules govern the flying of Personal Standard on the air-craft carrying the President;-

(i) When the President visits a foreign country, the same practice as insub-rule (D) (a) wilI be adopted except that the President's Standardwill take the place of the National Flag.

(ii) When the President goes on tour within India, his Personal Standard wilIbe displayed on the side by which the President wilI embark the air-craft or disembark from it.

XI. RULES FOR DISPLAY BY DEFENCE PERSONNEL AND INSTITUTIONS

These Rules will not be applicable to Defence Installations and Personnel whohave their own rules for the display of the National Flag and their own Flags.

XII. HALF-MA STING

(1) The National Flag shall not be flown half-mast except when specially direc-ted by Government.

(2) In the event of a "half-mast day" coinciding with the day on which Flagsare to be flown without restriction viz; Republic Day, Independence Day, MahatmaGandhi's birthday, the Flags shall not be flown at half-mast except over the buildingwhere the body of deceased is lying until such time as it has been removed. TheFlag shall thereafter be raised to the full-mast position.

(3) If mourning were to be observed in a parade or procession where a Flagis carried, two streamers of black crepe shall be attached to the spear head allowingthe streamers to fall naturally. The use of black crepe in such a manner shall be onlyby order of Government.

(4) When flown at half-mast the Flag shall be hoisted to the peak for an instant,then lowered to the half-mast position; but before lowering the Flag for the day,it shall be raised again to the peak.

Note.-By half-mast is meant hauling down the Flag to one half the distancebetween the top and the guy-line and in the absence of the guy-line,half of the staff.

(5) On occasions of State and Military funerals, the Wing shall be [drapeder the bier or coffin with the saffron towards the head of the bier or coffin. The19 shall not be lowered into the grave or burnt in the pyre.

(6) In the event of death of either the Head of the State or Head of theivernment of foreign country, the Indian Mission accredited to that country maythe National Flag at half-mast even if that event falls on the day mentioned inle VI. In the event of death of any other dignitary of that country, the National.g should Dot be flown at half-mast by the Missions except when the local practiceprotocol (which should be ascertained from the Dean of the Diplomatic Corps,ere necessary) requires that the National Flag of a Foreign Mission in that country-uld also be flown at half-mast.
