Illinois water plant operators got a memorable head start on welcoming the next millennium during the 68th annual conference of the Illinois Potable Water Supply Operators Association conference in Springfield in mid-September. A record atten- dance of 1,035 members and guests capped the traditional two-and-a-half day program of professional sessions, technical displays and socializing with a prime rib dinner, then trooped out of the Crowne Plaza Hotel headquarters for a nearby circus-sized tent erected just for the occasion. En route they picked up tophats, tiaras and noisemakers. At the big white tent, which sported four enor- mous crystal chandeliers, carpeting, a dance floor and a live band, they were greeted with champagne to toast the last convention of the 20th century. Operators of the Year were presented with their awards and photographed, and the group moved outside the tent for a fireworks display so spectacular that semis passing on the nearby high- way blasted air horns in approval, and some auto drivers reportedly pulled off the road into the hotel parking lot just to watch. Attendees who arrived a day early could participate in the annual golf outing, held this year at The Rail golf course north of Springfield. The last twentieth century meet-ing of the Illinois Potable Water SupplyOperators Association (IPWSOA) washighlighted by the naming of the 1999Operators of the Year and runners-upin surface water, ground water and dis-tribution only categories. The 68thannual conference ran from Sept. 15 to17 in Springfield, with a record 1,035people attending. The event is cospon-sored by the Illinois EnvironmentalProtection Agency. Named top opera-tors for 1999 were David Cronk, ofOakwood, in the surface water catego-ry; John Crooks, of Rockford, for sup-plies using groundwater; and EmilPaul, of Edwardsville, in the distribution category. This year’s

runners-up were Paul Grapperhaus,Highland, and Albert Pritchett, Girard,in the surface water category; KimAlbers, San Jose, and Ted Padilla, RockFalls, in the ground water category,and William Hicks, Litchfield, andDavid R. Alwood Mapleton, in the dis-tribution division. Alwood’s award wasmade posthumously and was acceptedon their late father’s behalf by his sonsJames and Ryan. Crooks is senior waterplant operator for the largest ground-water supply in the state. He overseesday to day operations of a facility thatpumps 28 million gallons of waterdaily and distributes drinking waterthrough 810 miles of mains to approxi-mately 50,000 services. He is active inprofessional and community affairs,and teaches a class in hydrogeology at

Rock Valley College. He has been awater operator for more than 19 years.

Cronk is a lab technician forConsumers Water Co., VermilionCounty Division. In that capacity heoversees operations of a water plantdelivering nine million gallons daily to16,000 services. Active in professionaland community affairs, he also tutorsother operators preparing for operatorcertification examinations. He hasbeen a water operations professionalfor nine years.

Paul, who has more than 30 yearsexperience as a water treatment opera-tor, is manager and operator of theHamel, Ill. water supply. The systemdelivers approximately 80,000 gallonsdaily, through 10.5 miles of mains, to550 connections.

In addition to his duties at thewater treatment plant, Paul also man-ages the wastewater plant and system,oversees street work, and maintenanceof the village park. He is past presidentof the Southwest Central Water PlantOperators Association, and from 1992to 1997 was captain of the HamelVolunteer Fire Dept.

Prior to the presentation of theplaques and trophies, outgoing IPW-SOA president Ray Werner said thenumber of outstanding professionaloperators serving the state’s approximately 1,800 public water sup-plies made selection of nomineesunusually difficult, and hailed the final-ists and winners as the “best of the best.”

Presentations during the next dayand a half ranged from microbiology,available financial assistance for pro-jects, and new regulations, to treat-ment techniques, violence in theworkplace, and “horror stories” involv-ing chlorine leaks and improper trenchshoring that resulted in a cave-in bury-ing workers.

Danville, RobinsonWaste PlantsHonored forOperational Excellence

Plants are among 12 honored byRegion 5 in 1999

Wastewater treatment plants atDanville and Robinson have been honored by U.S. EPA’s Region 5 foroperation and maintenance excel-lence. Danville placed first in the“large advanced” category for 1999,and Robinson received second place inthe “medium advanced” category.They were among 12 communitiesawarded Regional O&M Awards duringthe year.

The Danville plant receives anaverage of 9 million gallons daily, serv-ing a population of nearly 54,000 in an area covering 54 square miles. Approx-imately 21 percent of the flow is fromindustrial sources. The plant consis-tently removes more than 99 percentof the biochemical oxygen demand,suspended solids and ammonia fromincoming wastewater.

New officers for 1999-2000 wereelected at the conclusion of the 68thannual conference of the Illinois PublicWater Supply Operators AssociationSept. 15-17 in Springfield. Outgoingpresident Ray Werner, Highland,became immediate past president asJames Swayze of Carbondale acceptedthe president’s gavel. Kim Albers, SanJose, is the new first vice president;Richard Alwood of Hudson is secondvice president, and Darrell (Whitey)Swanson of Geneseo is third vice presi-dent. Larry Coloni, Forsythe,advanced from secretary to treasurer,and Robert Frank of Collinsville waselected secretary.

The Robinson plant receives anaverage flow of 1.45 million gallons aday, to serve a population of 8,000.Approximately 26 percent of the flowis from industrial sources. The plantremoves 99 percent of ammonia, 98percent of suspended solids, and 97percent of biochemical oxygendemand from incoming wastewater.

In addition to its outstandingrecord for pollutant removal, theDanville plant was recognized for itsexcellent compliance record, with nopermit violations during the last year;energy saving practices includingrehabilitation of the fine bubble aera-tion system, resulting in a 20 percentreduction in electrical use; improvedautomation and strong emphasis oncomputerized programs.

At Robinson, the plant was recog-nized for an excellent compliancerecord that included only one permitviolation during the last four years,energy-saving practices that cut electri-cal use by 50 percent, reduced potablewater use by 90 percent and reducednatural gas usage. The operationinstalled a fine bubble aeration systemthat improved plant efficiency andhelped reduce costs; utilized a five yearplanning process for upgrades, retrofitsand repairs; and placed strong empha-sis on computerized maintenance,industrial pretreatment and public edu-cation programs.

The Robinson plant is managed byLawrence Quick, wastewater superin-tendents. The Danville SanitaryDistrict is managed by Phillip Morgan,director and treasurer. Roger Fitting isassistant director for technical services;Shelly Cumbow, assistant director foradministrative services; Randy Curry,operations supervisor, and Larry Jonesis maintenance supervisor.

Awards were presented to bothfacilities in late July.

Operators provide tour ofexpanded plant and a sampleof their product

Members of the Illinois Section,American Water Works Association,selected the recently expanded Elgindrinking water treatment plant as thesite of the 1999 annual visitation meet-ing. The visits are made to allow fel-low professionals to see newapproaches or new technology inaction and discuss the projects with those who had been involved.

During the tour, the visitors wereprovided with samples of the city’swater in its bottled version. Like manyother plants, Elgin has begun produc-ing bottles of the water it distributes.Because of the stringent monitoringand testing requirements for publicwater supply facilities, many profes-sionals believe tap water is a saferchoice for those who like the conve-nience of bottled water.

Wastewater Award Nominees Selected

Four operators, 22 plants vie forrecognition for excellence

Twenty-two waste treatmentplants and four operators have beennominated for recognition for opera-tional excellence. Winners will beannounced and awards will be present-ed during next spring’s annual confer-ence of the Illinois Association ofWater Pollution Control Operators(IAWPCO).The Illinois EPA providesslates of nominees to IAWPCO eachyear.

Recognition will be given to winners in four categories of waste-water treatment facilities, along withan industrial achievement programaward and the Outstanding Operator ofthe Year.

The nominees are:

Group 1: the city of Carmi, the city ofLincoln, the Danville Sanitary Districtand the Rock River Water ReclamationDistrict;

Group 2: the city of Brighton, theSheridan Sanitary District, the U.S.Penitentiary at Marion, and CitizensUtilities/Asbury Water ReclamationFacility;

Group 3: Allerton Park, the city ofFulton, Red Hills State ParkCampground, and Mt. St. JosephShelter Care Home;

Group 4: the city of Oakland, the cityof Jonesboro; village of Tampico; vil-lage of Stonington, and Pheasant LakeEstates Mobile Home Park.

Marion WasteOperator RetiresAfter 30 Years

Was superintendent for 22 years

Ron McKinney retired last fall aftermore than 20 years as superintendentof wastewater treatment at Marion,and was awarded a certificate of appre-ciation for his 30 years of service at

the Marion facility. Byron Marks, of theIEPA’s Marion regional office staff,made the presentation to McKinney athis home. McKinney began work in1968 as an operator/laborer at theplant. He became superintendent ofwastewater in 1976. A Class 1 certi-fied operator, McKinney has seen thecity’s wastewater treatment processchange from a trickling filter plant to arotating bio-disc operation and then tothe current fine bubble activatedsludge/tertiary sand filter system.During the last several years on thejob, McKinney said his goal was to pro-duce zero discharge of contaminantsto the environment, a very high goalhe came very close to achieving, asdocumented by plant effluent data.

Central Illinois ProfessionalWastewater Operators

Approximately 50 members andguests attended the summer meetingof the Central Illinois ProfessionalWastewater Operators group held July28 at Marshall, in Clark County.

President Greg Gress presided, and thebusiness session included a presenta-tion by Joe Lewison, Department ofLabor, on new respirator requirements,and a discussion of wastewater lagoonoperations by Jim Miles, IEPA fieldoperations, Springfield. Billie Kinnett,of the village of Rossville, discussed theinstillation and operation of the vil-lage’s new floating chain lagoon aera-tion system and other aspects of opera-tion and maintenance.

The business session was followedby a cookout, with the organizationproviding burgers and brats, and PDCLaboratories/Daily Analytic Labora-tories furnishing beverages, salad andtableware. Among the “extras” provid-ed by members was a cake shaped andtrimmed to resemble an appropriateand familiar piece of indoor plumbing.The unique confection was the workof Greg Gress’ wife, Sandy. A tour ofthe Marshall wastewater treatmentplant followed the lunch.

Southern Illinois WaterOperators Association

On Aug. 19, 127 operators attend-ed a joint meeting of the SouthernIllinois Wastewater Operators and theSouthern Illinois Water Operatorsgroups. The picnic style meeting washeld at the Rend Lake North MarcumRecreation Area.

Guest speakers included DoneenHobb and Mike Jackson of the IllinoisAmerican Water Company. Theyspoke on Y2K preparations for waterand wastewater utilities operation.Their talk was followed by Jon Lam ofthe Marion IEPA office. Lam discussedwhat is a water line, a water serviceand water/sewer line separation.Thetalks were followed by a BBQ rib din-ner catered by “Great Boars Of Fire”from Anna, Ill. A drawing was held fordoor prizes donated by various ven-dors. The operators were then provid-ed tours of the Rend Lake Intercitieswater plant.

A great conference, a great dinner and goodcompany created an outstanding eveningwinding up the last annual conference of the20th century.

The next meeting of the SouthernIllinois Wastewater Operators will bein March with “hands-on” training ses-sions pertaining to chemical feedpumps and chlorinator trouble shoot-ing and repair.

Nearly 120 operators, engineersand regulatory personnel attended the65th annual spring conference of theSouthern Illinois Water OperatorsAssociation June 3 in Pinckneyville.

Speakers at the business sessionincluded Barbara Liebman, IEPA, whodiscussed operator certification; MikeCrumly, IEPA, who spoke on themandatory Consumer ConfidenceReports and public notificationchanges; and Hank Naour, IEPA, whodiscussed the Risk Management Plan.

New officers were elected, withCurt Mezo of the Murdale water dis-trict elected secretary, succeedingTom Umfleet. Umfleet, of the city ofOlney Water Department, was electedvice chairman, and Blaine Middleton,Nashville, is the new chairman.

Following the election, attendeestoured Pinckneyville’s new, state ofthe art water and sewer plants. Themeeting concluded with a barbeque atthe Perry County fairgrounds, pre-pared by Tim Jones of Anna. DonWilkens and the city of Pinckneyvillehosted the event and Wendell Davis ofIllinois Meter was in charge of picnicarrangements.
