Stark County District Library Board of Trustees Minutes

September 20, 2011

The Board of Trustees of the Stark County District Library met in regular session on Tuesday, September 20, 2011 at Madge Youtz Branch Library. In attendance were board members Shawn O’Brien, Susan Rodgers, John Mroczkowski and Beth Borda. Also in attendance were Executive Director Kent Oliver and Fiscal Officer Russ Humerickhouse. Absent were Steven Pittman and Bert Nero. The meeting was called to order at 5:08 p.m. by Shawn O’Brien. Guests included eight library employees. PUBLIC COMMENTS

• None

BOARD PRESIDENT COMMENTS • Mr. O’Brien asked the group to observe a moment of silence in memory of board

member Robin Austin who passed away. • Mr. Oliver and Mr. O’Brien will begin the process of securing a new board member.

MAIN FRIENDS OF THE LIBRARY COMMENTS

• None EXECUTIVE DIRECTOR’S REPORT

• Executive Director Kent Oliver made note of the staff’s sorrow at the passing of Robin Austin.

• Mr. Oliver informed the board that they have new library cards featuring the National Medal design and library t-shirts.

• The board is invited to Stir After Hours at the Exploration Gateway on Thursday, September 29.

• Author Lauren Myracle will be appearing at Lake Community Branch and Plain Community Branch. She will be discussing her experience with her books being banned. September 24 – October 1 is Banned Books Week.

• Patty Marsh introduced Kathy Clay, Brett Neff and Kathy Kibler who are new branch managers.

• The marketing plan will be discussed at the next board meeting.

• The circulation statistics increased in August. • Mr. Oliver noted with sadness the passing of Jewel Swint who worked in the Mobile

Services Department.

FISCAL OFFICER’S REPORT • Fiscal Officer Russell Hummerickhouse informed the board that the second half of the

real estate tax assessment will be coming in next week.

MADGE YOUTZ BRANCH MANAGER REPORT • Madge Youtz Branch Manager Kathy Clay talked about the things that make this branch

special. • Computer availability is an important service at Madge Youtz Branch because many

customers don’t have access to a computer at home. • Ms. Clay stressed the many partnerships the branch has developed in the neighborhood. • The library works with Headstart, the J. R. Coleman Center, and Madge Youtz School.

The teen librarians go to Crenshaw Middle School to present a book club. • They also work with the North East Area Renaissance as a centerpiece of the

redevelopment of the Mahoning Road neighborhood.

CONSENT CALENDAR • The minutes of the July 19, 2011 meeting were presented to the Board. • The July and August 2011 financial report was presented to the Board.

• Patty Marsh updated the Board on current facilities projects. • Changes on the second floor of the Main Library are in the works. • The Little Theatre Troupe is pleased with the Education Center for a rehearsal and

performance space. • East Canton Branch needs new carpeting which may require closing the branch briefly. • Mr. Oliver reported on the Jackson Capital Campaign. The fundraising plan is moving

forward. • Staff members are working with the architect to update the Jackson floor plan and make

revisions. • Kent met with several organizations in Jackson Township to look for opportunities to

collaborate.

HUMAN RESOURCES COMMITTEE REPORT • Kent Oliver introduced the 2011-2012 Group Health and Dental Carriers Resolution.

Resolution 2011-33 2011-2012 Group Health and Dental Carriers WHEREAS, the Stark County District Library’s health and dental insurance contracts expire annually on September 30; and

WHEREAS, the library’s benefits broker SEBO has obtained quotes from health insurance carriers and dental insurance carriers; and WHEREAS, the quotes and coverage have been reviewed and analyzed by the broker, the Fiscal Officer, the Human Resources Manager, and by the joint health care committee; and WHEREAS, these reviews and analyses have led all parties to make a recommendation to renew the medical coverage for 2011-2012 with Anthem and to institute the 2011-2012 dental coverage with Guardian NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of Trustees of the Stark County District Library to renew the contract with Anthem for a period October 1, 2011 through September 30, 2012 for health insurance coverage for eligible library employees; and to contract with Guardian from October 1, 2011 through September 30, 2012 for dental insurance coverage for eligible library employees; and to contract with Guardian from October 1, 2011 through September 30, 2012 for $1,000.00 critical illness benefit coverage for eligible library employees. FINANCE AND AUDIT COMMITTEE REPORT • Mr. Humerickhouse updated the board on the dates for the next finance committee

meeting. OLD BUSINESS

• Mr. Oliver introduced the Public Library Fund Revised Distribution Formula Endorsement Resolution.

Resolution 2011-34 Public Library Fund Revised Distribution Formula Endorsement WHEREAS the Stark County District Library requested that the Stark County Budget Commission review and revise the existing formula to distribute the Public Library Fund in Stark County; and WHEREAS the seven library districts have convened and arrived at what has been determined by consensus a fair revision of the existing formula; and WHEREAS representatives of the Stark County Budget commission have observed and assisted in the facilitation of the discussions NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the Board endorses the revised Public Library Fund formula which includes the six service factors of; square footage of library facilities, full time equivalent personnel, expenditures on technology/library materials, county library district population, materials circulation and library user visits (door count)/unique website visits; and BE IT FURTHER RESOLVED that the Trustees endorse the proposed phase in schedule of the formula factors over the next three years; and BE IT FURTHER RESOLVED that the Trustees understand that representatives of the libraries will refine the definition to the formula factors to mutual satisfaction of the seven library districts and the County Budget Commission and, BE IT FURTHER RESOLVED that the Trustees express their sincere appreciation to the Stark County Budget Commission for the leadership it has exhibited in assisting the libraries to arrive at this solution.

Motion by Beth Borda to approve the Public Library Fund Revised Distribution Formula Endorsement, John Mroczkowski seconded the motion; all voting yes. NEW BUSINESS

• North Branch Self-Check Purchase Resolution was introduced by Associate Director for Library Technologies Suzette Burlingame.

Resolution 2011-35 North Branch Self-Check Purchase Resolution WHEREAS, the Stark County District Library Board of Trustees requires the purchase of one 3M V-Series Self-Check Systems for North Branch Library; and WHEREAS, the charges will be taken from the general fund; and WHEREAS, requests for price quotes were sent to four vendors; three vendors replied with complete quotes:

NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the Executive Director or his designee be authorized to sign a contract with Ohionet for the 3M V-Series Shelf-Check System for a price not to exceed $19,280.00. Motion by Beth Borda to approve the North Branch Self-Check Purchase Resolution, Susan Rodgers seconded the motion; all voting yes.

• Annual Fund Discussion

Jean Duncan McFarren informed the Board about a change in the SCDL Foundation’s Annual Fund Campaign. In the past, the Foundation has raised endowment funds through an Annual Fund Campaign. This year funds will be used for specific program expenses. This Campaign is designed to raise operating revenue, highlight the services provided by the library, and engage donors. Mr. Oliver pointed out that increasing the donor-base will give the Foundation more opportunities to foster long-term donor relationships and hopefully lead to more planned giving for the Foundation’s endowment.

STARK COUNTY DISTRICT LIBRARY FACILITIES UPDATE

October 18, 2011 MAIN LIBRARY Technology Learning Environment- Status: Tech Center furniture and computers have moved onto the main portion of the 2nd floor and are in use. By the time of the board meeting, we should have some of the new Technology Learning Environment furniture installed. The rear parking lot was re-surfaced in September There was some graffiti on the CAB wall and several other buildings along Cleveland. Police caught the culprits. EAST CANTON BRANCH Status: A section of carpeting will be replaced behind the circulation desk. This is a much needed repair and will correct safety issues. JACKSON BRANCH Status: Unchanged The building project is progressing. The Campaign Steering Committee is meeting as needed with the most recent meeting being September 30. Subcommittees continue to work between meetings. LAKE BRANCH Status: Road work in the area around the branch is almost complete. The lights need to be activated. Travel around the branch is easy and the turn lanes should make a big difference. The road work did affect the number of customers in the branch this summer as well as the number attending programs. NORTH BRANCH Status: The small boiler at the North Branch was replaced. This was not part of last year’s HVAC project. We are still waiting for the software that will monitor the system. PERRY SIPPO BRANCH Status: A combined Park/Library group is working to determine what facility items are to be recommended for the 2012 budget.

October 18, 2011 Resolution Title: Stark County Tax Resolution-Tax Rates for 2012 Statutory Reference: Ohio Revised Code 5705.34-5705.35 History/Background/Discussion: The Stark County District Library, with the approval of the Stark County Commissioners, placed a 1 mill replacement levy on the November 4th 2008 ballot. This levy was approved by a majority of the voters. Therefore, the Board of Trustees of the Stark County District Library must, as requested, adopt a resolution accepting the amounts and rates as determined by the Stark County Budget Commission and authorizing the necessary tax levies and certifying them to the Stark County Auditor. Recommendation: That the Library Board of Trustees, by roll call vote, approve the following resolution to accept the amounts and rates as determined by the Stark County Budget Commission and to authorize the necessary tax levies and to certify them to the Stark County Auditor. Resolution Title: Appropriate funds received for Special Revenue Fund 209 PNC Foundation History/Background/Discussion: A representative of the PNC Foundation approached the Stark County District Library with a partnership request to implement PNC’s For Me, For You, For Later: First Steps to Spending, Sharing and Saving Program. This program, developed by Sesame Workshop, is a multimedia outreach initiative which teaches the basics of financial literacy to children between the ages of 3 to 5 years. In considering PNC’s request, SCDL referred to the Strategic Plan goal of Literacy Across the Lifespan. It states, “Residents will have access to services and programs designed to ensure that children will enter school ready to learn to read, write, and listen, and teens and adults will have opportunities to improve their skills in order to meet their personal goals and fulfill their responsibilities as parents, citizens, and workers.” SCDL felt that the implementation of PNC’s financial education curriculum is an opportunity for both organizations to fulfill their shared goals. Events and Literacy Coordinator Marianna DiGiacomo and Youth Services Coordinator Ann Wetmore designed a multi-faceted program that reaches several thousand people (librarians, children’s programmers, early childhood educators, caregivers, parents, and children) over a two year period. It will introduce them to the concepts developed by Sesame Street for PNC. This financial education will continue to have an impact beyond the life of the project as participants use the information and tools in their libraries, classrooms, daycare facilities, and homes. The PNC Foundation accepted and fully-funded SCDL’s proposal for $27,577. This amount will be distributed in two equal payments on September 30, 2011 and September 30, 2012. To provide an audit trail for the PNC Foundation revenue and expenditures Special Revenue Fund 209 UW/M.A.P. Resource Center, which has not been used for more than ten years, has been renamed Special Revenue Fund 209 PNC Foundation. Recommendation: That the Stark County District Library Board of Trustees adopt the resolution to appropriate the $13,789.00 received for the For Me, For You, For Later: First Steps to Spending, Sharing and Saving Program from the PNC Foundation.
