Addendum No. 1

RFP 11243 – FPP Bulk Turbine Oil (Shell Only)

This serves as Addendum No. 1 and becomes part of the original Request for Proposals

package. It must be signed and returned with your RFP response. The Submittal deadline will be

extended to Thursday October 18th, 2018 by 12:00pm.

Below is an additional question that may be used as an alternative to replacing all of the oil at

one time. Please provide an answer to the following question. See additional (7) pages for

current oil sample information and analysis report.

1. What is the quantity of oil that needs to be added to sweeten the exiting oil so that it

will reliably lubricate the turbine-generator for 3 years? Note that an equal amount of

oil will be removed as added to sweeten the total oil reserve. Assume the turbine-

generator is operated within General Electrical specifications.

Comments

Overall assessment of ABNORMAL, mostly to placeemphasis on the RPVOT and Ruler results that bothshow depleted remaining anti-oxidant protection.RPVOT = 213, which is 21.3% of new oil RPVOT.Remaining amine antioxidants = 20% of new oil. Bothresults correlated to indicated that this oil isapproaching the end of its useful life.

MPC Delta E = 21.3. MONITOR. With a loweredRPVOT and Ruler results, there is a high probabilitythat the MPC Delta E will begin to rise in the near tomedium term since the oil is low on antioxidantprotection.

Consider replacing the oil at the scheduled turnaround.

Fluid is in good condition for continued use. Negligiblelevels of wear and contaminant metals detected. Noindication of oxidation or significant watercontamination.

MONITOR. The Ruler test measured 29% of amineantioxidants remaining and rule of thumb low level is20% to 25%. 29% active remaining amines isacceptable for the near to medium term, but if there's aturnaround scheduled in less than six months, afterwhich the oil will need to be in service for several years, then we recommend considering oil replacement.Continue use of oil, but we recommend another Rulerand MPC test in six months.

Page 6: October 15, 2018...&BFP Turbine Turbines 2CB Unit 2 Main Steam & BFP Turbine Turbines Comments Overall assessment of ABNORMAL, mostly to place emphasis on the RPVOT and Ruler results

Comments: The ability of this turbine oil to resist oxidation is severely reduced. Significant color bodies and residue present are, consistent with ongoing varnish formation. The reduced RPVOT results and antioxidant contents are further evidence the above statements.

WATCH The patch weight and color (MPC = 32) are significant; excessive organic particles and color bodies are present. The antioxidant consists of phenolics (16.1%) and amines (31.3%); the RULER indicates both are diminished relative to the Shell Turbo T 32 standard used for comparison . Physical properties indicated excessive particles (particle count 20/17/11). The majority of these particle s are likely soft particles, as the metals content is low and appropriate . The overall VFT calculation of 42 is in the WATCH category, though the actual condition may be more severe. Judging from the patch deposit weight and reduced antioxidant content, signific ant deposits and varnishing likely already exist. RECOMMENDATION Continue checking filters and strainers for any bro wn film deposit, sight glasses for brown residue, reservoirs for “bath -tub” rings, and oil color getting darker to detect any indication of possible varnish formation. Monitor the oil condition on a regular monthly schedule with routine oil analysis. Anti oxidant content should be monitored with a RULER (Linear Sweep Voltammetry) test regularly.

What is Varnish in Lubricants?

Varnish is an oil-insoluble deposit composed primarliy of organic residues and commonly defined by analyzed color intensity. Analytical data arecombined to generate a single number representing Varnish Formation Tendendy (VFT) of the oil, on a scale of 0-100.

Lubricants are examined to detemine the condition of the oil, machinery and particulates using a variety of tests:FTIR Measurement of Oxidation and Nitration of lubricant.Particle Count A measurement of oil cleanliness.Metals A report of machine wear, oil additive and contaminant metals in the lubricant.Viscosity An oil's resistance to flowWater (Karl Fischer) How much water is in the lubricant.

None of the above tests are used or considered effective in determining the VFT. These test data are provided to show the current condition of the oil, machine and particulates in the oil.

VFT can be determined using the following tests:Membrane Patch Colorimetry See the examples below.RULER Measures the remaining Amine and Phenolic antioxidants in the oil, compared to a new oil reference.Amine Primary antioxidant protecting the oil from thermal and chemical oxidation and remains constant

until all Phenolic consumed. (Acts synergistically with phenolics but can be used alone.)Phenolic Secondary antioxidant, regenerates amine until consumed; however, can be the only antioxidant

in some oils.Varnish Thickness Calculation An upper limit estimate of the VARNISH deposit thickness in the Machine.

Increasing Varnish deposit in a machine (from left to right)

White NORMAL WATCH ALERT CRITICALReference Example Example Example Example

The actual color (yellow, orange, green, brown to black) is not significant, only the color intensity. The darker the color, the more serious the varnish problem.

Values of VFT provide a trend to project future VARNISH formation.
