CAROLINE COUNTY PUBLIC SCHOOLS MEETING MINUTES March 14,2011 A regular meeting of the Caroline County School Board was held at 6:30 p.m. on March 14,2011, in the auditorium at Caroline Middle School. Broaddus, Clerk of the Board The meeting was called to order by Mr. Mack Wright, Chairman at 6:30 p.m. Dr. Rebecca Broaddus, Clerk of the Board, introduced each board member in attendance. 10-11-205: Citizen Comments

Penny Upshaw of Ruther Glen addressed the Board about her concerns with the preparation ofstudents for the 21 st century, qualified teachers and the necessary resources, and the amount ofadministrative staff employed.

Holly Perkins of Ruther Glen addressed the Board about her concerns with a teacher.

10-11-206: Consent Agenda

A motion was made by Mrs. Fells, seconded by Ms. Watkins, and unanimously approved by theBoard to adopt the consent agenda with a noted correction of a typo in the minutes.

10-11-207: Approval of Mentor Teacher-Grant Appropriation (Action Item)

A motion was made by Mrs. Redding, seconded by Mrs. Fells, and unanimously approved by theBoard to approve the Mentor Teacher Grant Award and a request to the Board of Supervisors toappropriate funds in the amount of$6,804.21.

10-11-208: Approval of Resolution Requesting the Board of Supervisors to Move Forwardon a Lease Purchase Agreement for School Buses (Action Item)

No action was taken. This was an information only item. It was stated that at the March 8, 2011Board of Supervisors Meeting, the supervisors approved the purchase of two new buses and thelease purchase of seven new buses.

10-11-209: Approval of Certified Payment to Precision Doors (Action Item)

A motion was made by Ms. Watkins, seconded by Mr. Sims, and unanimously approved by theBoard to approve the certified payment to Precision Doors in the amount of $29,651.55.

10-11-210: Approval of Update on VSBA Policy JFC-R (Action Item)

A motion was made by Mrs. Fells, seconded by Mrs. Redding, and unanimously approved by theBoard to approve the Update on VSBA Policy JFC-R Standards of Student Conduct.

10-11-211: Approval of CCPS Requirements for the Awarding of an IEP Diploma (ActionItem)

A motion was made by Ms. Watkins, seconded by Mrs. Fells, and unanimously approved by theBoard to approve the CCPS requirements for the awarding of an IEP diploma.

10-11-212: First Reading: Fee Increase for Chemistry Labs at CHS (Non-Action Item)

Rebecca Broaddus presented the first reading for a fee increase for chemistry labs at CHS from$5.00 to $10.00 due to increased cost of materials and the need to provide more lab experiences.

10-11-213: First Reading: Elimination of High School Credit for Certain ExploratoryCourse Offerings at CMS (Non-Action Item)

Rebecca Broaddus presented the first reading of the proposal to eliminate high school credit forcertain exploratory classes at CMS to include those in the areas of family and consumer sciences,agriculture, technology, and keyboarding. Elimination of the credit will allow for more studentsto participate in these classes as exploratory offerings.

10-11-214: Issues Impacting the Cost of School Meals (Informational Item)

Keith Conner presented information about issues that will impact the cost of the school meals.Included were the increased cost of goods and services and new requirements for larger portionsizes and offering more fresh fruit and vegetables, and a requirement that the price of paid mealsmust be in line with the actual total cost. Gradual price increases will be necessary to bring theprogram in line with the new guidelines and requirements.

10-11-215: State of the School System (Informational Item)

Rebecca Broaddus presented the second annual State of the School System address. It includedhighlights, accomplishments and areas of concern from the last school year.

10-11-216: Report on Membership as of February 28, 2011 (Informational Item)

Rebecca Broaddus reported on membership as of February 28,201 L The ADM student countwas 4135 and the non-ADM count was 208 for a total of 4343. Attendance percentages rangedfrom 93.59% to 96.71 % for the month of February.

10-11-217: Report on Four-Day Work Week (Summer Hours) (Informational Item)

Rebecca Broaddus reported on the summer work hours. Twelve month employees(administrators and clerical) will work four ten-hour day weeks beginning the week of June 27,2011 and ending on August 5, 2011. Maintenance staff will follow the same schedule with theflexibility to work five day weeks as needed. The transportation department will work a fourten-hour day from June 27-August 26.

10-11-218: Report on Process & Timelines for School Projects (Informational Item)

Randy Jones from OWPR presented an update and timelines for the school construction andrenovation projects at Bowling Green Primary and Caroline High School. These includedauthorizing for drawing and specifications, advertising for bids and receiving bids, reviewingbids, beginning construction and completion. Both projects could be completed by December2012.

10-11-219: Update on 2011-12 School Budget (Informational Item)

Lifen Zhou and Gregory Killough presented an update on the proposed 2011-12 School Budget.Based on the General Assembly's Adopted Amendments, state revenues will be $361,857 morethan anticipated making the request to the county $13,242,752. For the 2010-11 School Budget,state revenues will be $76,000 less than projected.

10-11-220: Closed Session

The board convened into closed session under Section 2.2-3711 (A) (1) ofthe Code of Virginia,1950, as amended, to discuss appointments, a request for leave without pay, a request for FamilyMedical Leave, a retirement postponement, resignations, retirements, a dismissal, and the lists ofcoaches and substitutes. A motion to convene into closed session was made by Mr. Sims,seconded by Ms. Watkins, and unanimously approved by the Board. The Board convened intoclosed session at 8:10 p.m.

On a motion by Mr. Sims, seconded by Mrs. Redding, and unanimously approved by the Board,the Caroline County School Board reconvened into regular session at 9:46 p.m. An approvedCertification of Executive Meeting, which includes a statement concerning items discussed inclosed session, is attached to the minutes.

10-11-221: Action on Superintendent's Personnel Agenda

A motion to approve the personnel agenda ofthe Superintendent as presented was made by Mr.Sims, seconded by Mrs. Fells, and was unanimously approved by the Board.

10-11-222: Adjournment

A motion to adjourn was made by Ms. Watkins, seconded by Mrs. Fells, and unanimouslyapproved by the Board. This regular meeting of the Caroline County School Board for March14,2011, was adjourned at 9:52 p.m.

Certification of Executive Meeting

Whereas, the Caroline County School Board has convened an executive meeting on this datepursuant to an affirmative recorded vote and in accordance with the provisions of the VirginiaFreedom of Information Act; and

Whereas, Section 2.1-344.1 (D) of the Code of Virginia requires a certification by this SchoolBoard that such executive meeting was conducted in conformity with Virginia law;

Now therefore, be it resolved that the Caroline County School Board certifies that to the best ofeach member's knowledge, (i) only public business matters lawfully exempted by Virginia lawwere discussed in the executive meeting to which this certification applies, and (ii) only suchpublic business matters as were identified in the motion convening the executive meeting wereheard, discussed or considered.
