1. Introduce and describe the qualifications ofyour team's Engineering Resource Manager and key personnel. Describe the team structure and your vision of how your team's roles apply to and benefit specific elements of the program. (Max. Pts. = 30)

2. Describe your team's background with fish passage project delivery. Describe specific challenges you have encountered on these projects, and how you responded to them. How will you address these challenges in order to successfully and efficiently deliver the fish passage work? (Max. Pts. = 30)

3. From your understanding of WSDOT's fish passage program, what does your team offer to ensure we can deliver on such an immense challenge? (Max. Pts. = 15)

4. How do you propose meeting the immediate need of staff augmentation that may include design team leaders, designers, biologists, permit coordinators, cultural resources, and landscape architects in the SnoKing as well as the Mt. Baker offices? (Max. Pts. = 20)

5. WSDOT is committed to delivering the large fish barrier program by preparing task orders to start the contract as soon as it is executed. What is your plan to hit the ground running as soon as you receive NTP? Please be specific including key components. (Max. Pts. = 35)

6. How will you maintain effective communication with the teams in separate locations (Mt. Baker Area & SnoKing)? Please describe how you plan to provide consistent, interactive communication between your firm and WSDOT engineers and management, while keeping costs down. This includes availability for meetings and site visits, reasonable on-call times for engineers, proximity to facilities and your firm 's office, etc. Describe how you plan to make personnel available to SnoKing and Mt. Baker Area on reasonably short notice, as needed to mitigate issues that arise unexpectedly. (Max. Pts. = 20)

7. Both private and public firms appear to be experiencing a high rate of staff turnover. Describe your approach to maintaining quality and schedule continuity of the project, integration of the project team, and maintaining WSDOT expectations when the WSDOT or Consultant team experiences turnover through the life of the project.
