COORDINATION OF SCHEDULED OUTAGES

INTRODUCTION

Requirements to operate the power system only within studied conditions necessitate an effective method for the coordination of outages. Emergency and urgent outages for safety or reliability reasons are always under the full jurisdiction and discretion of the system operator.

Emergency: An outage that must be taken immediately to alleviate a safety or reliability problem (There is no time to plan.). Urgency: An outage that must be taken before the next outage planning cycle but isn’t an emergency (There is time to plan.).

SCOPE

Facilities are defined as any transmission element outage that requires a capacity reduction to assure reliable operation on a constrained path. This includes outages that alone might not affect capacity, but under credible conditions, in combination with others, could have an affect.

Generation facilities which may significantly affect outage coordination are defined as Significant Generation Facilities.

Significant Generation Facilities are defined as all generation plants whose planned outages directly affect NW transmission Path capacity or whose outage plans would aid scheduling of transmission outages.

B. Information and Scheduling Coordination

The responsibility for coordination of scheduled outages of the Facilities within the NWPP falls upon each NWPP participant. The NWPP Coordinated Outages Group Subcommittee (COGS) will manage the listing of the Facilities for the NWPP area. (See Appendix B) Changes should be submitted to the NWPP staff. The NWPP staff will coordinate with the Chair of the COGS for distribution of the proposed changes to the members of COGS. The COGS will forward the recommended changes to the NWPP Operating Committee (NWPP-OC) for their approval.

It is necessary to coordinate all planned outages that can affect major Facilities well in advance in order to:

1. Assure an accurate and accessible list of regional planned outages for reliability planning. 2. Communicate to all affected/interested parties (Marketing and Path Operators, for example) a

thorough list of outages that affect Facility and system reliability. 3. Fulfill the Western Electricity Coordinating Council (WECC) Disturbance Report

Recommendations from the August 10,1996 Disturbance Report (dated October 18, 1996), which states:

The WECC Operations Committee (OC) and Planning Coordination Committee (PCC) shall thoroughly review WECC’s and its members’ processes for studying upcoming system operating conditions and implement any changes for WECC processes and recommend changes for members’ processes as needed to ensure that these processes for identifying all critical and unusual operating conditions are adequate, and that credible disturbances are adequately studied prior to encountering them in real-time operating conditions.

This means in simple terms that if you have not studied an operating mode or condition, then you should not operate in that mode or condition.

4. Enable all necessary outages while maximizing Facility capacities. 5. Provide predictability for customers and owners/operators of the system.

PROCEDURE

A. Coordinated Outage Procedures for the Facilities: (See Appendix A)

1. Each NWPP participant owner/operator that is responsible for the construction, maintenance and operation of a Facility shall receive outage requests and accept or reject them based on:

a. Conflicts with previously known planned outages (if it will cause additional path capacity reductions) and/or

b. System reliability requirements (if it will result in a violation of WECC Minimum Operating Reliability Criteria).

2. The NWPP participant owner/operator responsible for the construction, maintenance and

operation of a Facility shall enter proposed outage plans on the Northwest Power Pool Coordinated Outage System (NWPPCOS) as soon as they are known, but at least 45 days prior to the calendar month in which the proposed outage is to occur (outage month).

3. The Path Operator will make available for posting on OASIS, 45 days prior to the outage

month, a list of proposed outages with their unstudied impact on the path capability. These must be posted on the OASIS of each of the Path transmission owners. Information on the

proposed outages will also be available at this time to the public on the NWPP Coordinated Outages System (http://nwppcos.org/).

4. The plan will be reviewed and approved:

a. At approximately 38 days prior to the outage month the path coordinator will put together a draft outage plan and immediately e-mail the plan to the path owners.

b. At approximately 34 days prior the plan will be reviewed, adjusted, and approved by the Path Owners via a mutually acceptable method such as a telephone conference call or e-mail. New unstudied capabilities will be determined for the combined outages. The approved plan will then be posted for public comment on each owner’s OASIS as soon as possible.

c. The path coordinator will receive any public comments and coordinate with the owners if required.

5. The Path Operator shall distribute the finalized outage plan to the path owners for OASIS

postings with the estimated capacities before the 1st of the month prior to the outage month. B. Procedure for Changing Planned Outages to the Facilities after 30 Days before the Outage Month.

Changes in the outage plan should be avoided if possible during this period. As noted above, emergency and urgent outages for safety or reliability reasons are always under the full jurisdiction and discretion of the system operator. Requirements (ground rules):

1. No planned outages forcing added restriction shall be implemented if the new capabilities are not posted at least a day prior to the start of pre-scheduling (power or transmission) for that path.

2. Planned Facility outages must always be entered in the NWPP Coordinated Outages System

(NWPPCOS) since this is the only readily available information source to all concerned parties. 3. In all cases, every effort must be made to assure:

a. Reliability: Other affected transmission operators are informed so they can factor the outage into studies and outage planning.

b. Commercial Viability: Any outages that reduce a planned path capacity must be coordinated with the path owners.

Procedure:

1. The Transmission Operator requesting a planned Facility line outage must submit the request to the Path Coordinator(s) of the Path(s) affected.

2. Path Coordinator will request any necessary studies and limits.

3. Path Coordinator will determine whether the planned outage will change the planned path capabilities.

a. If the path capability will be unchanged or increased: o Path Coordinator: Notify the Transmission Operator of approval for outage. o Transmission Operator: Follow normal procedures for coordination and

notification for an outage of that line.

b. If the path capability is reduced, the Path Coordinator shall: o Notify all affected path owners and path Transmission Operators by e-mail or

phone (and the market public by OASIS postings if appropriate) of the proposed outage date(s) and the expected capabilities requesting comments by a specified deadline (See Appendix C for list of e-mail and phone numbers).

o Review comments and make a judgment call as to whether the outage should proceed and provide for conference call of the owners if deemed appropriate. (Each set of path owners can determine specific criteria and instructions.)

o If the outage is acceptable:

§ Notify the Transmission Operator who will follow normal procedures for coordination and notification for an outage of that line and enter the outage on the COS

§ Notify the path owners of updated capability for immediate posting on OASIS sites.

c. Coordinated Outage Procedures involving Generating Facilities

On a voluntary basis, generation owners agreed to provide appropriate notifications to affected parties about outage information on Significant Generation Facilities where scheduled or forced outages of generators may have a major impact on the operation of the Facilities.
