1. The County’s ultimate goal is to develop a clear and user friendly Zoning Ordinance that: 

a. Provides a predictable set of land use regulations that are easily understood by all stakeholders including administrators, county staff, elected and appointed officials, the public and the development community;

b. Aligns with the County’s adopted Comprehensive Plan, the Strategic Plan to Facilitate Economic Success, and other adopted policies and Board initiatives;

c. Incorporates contemporary urban development standards, best practices and market trends;

d. Eliminates outdated, unclear or contradictory language and the need for frequent and extensive interpretations;

e. Uses illustrations, graphics, charts, tables, hyperlinks and other tools in a user-friendly manner to convey standards and is formatted to adapt to various electronic devices and platforms and interface consistently with other county regulations;

f. Improves the efficiency of the land development process by reducing the reliance on certain types of legislative approvals, streamlining administrative review, approval and permitting for routine matters;

g. Minimizes the creation of nonconformities; andh. Ensures consistency with state enabling authority and other local, state and federal

laws and regulations and is legally defensible

1) Define & diagram the existing Zoning Ordinance Amendment Work Program Process;

2) Identify issues and gaps in the Work Program Process;

3) Improve stakeholder outreach prior to Work Program formulation, during staff analysis of specific amendments and prior to BOS authorization;

4) Evaluate use of a workgroup to collaborate with staff during the amendment process;

5) Consider consolidating/integrating Code development groups;

6) Establish standard operating procedures and amendment schedule; and

7) Identify other process improvement alternatives
