Speaking as the Chief Guest, State Minister Mr. Mannan laid emphasis on professional integrity, transparency, accountability, proper presentation of financial statements for ensuring an appropriate development of Bangladesh's economy.

He said "This is high time for development of the country. Accounting professionals can play a vital role at this moment in accelerating the ongoing development process. Let us work together for progress of the country,"

Masih Malik Chowdhury said Bangladesh has successfully implemented a number of key policy recommendations from the 2003 ‘ROSC: Accounting and Auditing’ . Most of the policy recommendations for strengthening the accountancy profession have been implemented by ICAB with the assistance of ICAEW, he added.

He said the Financial Reporting Act has already been enacted and "we should focus on the post-FRA regime in terms of a functional and effective FRC and mutually collaborative role of all the stakeholders to achieve the intended results".

He mentioned that in 2003 the first ROSC on Accounting and Auditing was issued in Bangladesh. Since then many significant changes have been taken place in ICAB which included upgrade of ICAB curriculum, education system to world class by adopting ICAEW’s syllabus and examination system and the study materials, a strategy plan 2008-17 covering some strategic goals, fully compliant with high standards in consonance with requirements of IFAC, etc., he elaborated.

He informed that without compromising the quality, the number of CA professionals have been increasing at an higher pace. This resulted from quality intake and improved curriculum, education & examination system, he added.

ICAB Center for Professional Excellence has been providing quality training on various professional issues to the students & the Members and other stakeholders, he said.

Mr. Chowdhury also informed that IFAC lauded ICAB’s role towards compliance program on IFAC Statements of Membership Obligation (SMOs) covering quality assurance, education, IFRS, ISA, IPSAS, Code of Ethics and professional conduct.

Having had significant success in many folder, ICAB is yet on the route to achieve excellence, he said. However, the 2014 ROSC updates recognized and appreciated ICAB's firm progress in terms of education, training, setting standards, quality assurance, professional conduct, etc. It also identified few untapped areas where ICAB needs to concentrate immediately.

This includes the need to attract sufficient number of high-quality graduates to the profession, insufficient quality training facilities, CPD programs, low pass rate, demand-supply gap for accountants, deficiency in expected quality in audit services provided by audit practitioners, etc.

The 2014 ROSC Updates has given some specific recommendations for ICAB like developing a well-defined strategy and regulatory framework for the accountancy and audit profession, improving the professional education and training, ensuring effective CPD for members specially for those who are in public practice, increasing the number of qualified accountants and improving quality and capacity of the auditors, etc. Also it recommended for capacity building of the professional accountants to meet the evolving enforcement and governance in both the public and private sectors.

The WB Acting Country Director laid emphasis on increasing chartered accountants to maintain pace with the country's demand.

Codes: Accounting and Auditing

(ROSC A&A)’ was held at Hotel Sarina,

Dhaka on 23 October 2015. Under the

heading of “Strengthening the

Profession, Education, Training and

Audit Quality”, an overview of the

workshop was given by Fily Sissoko,

Practice Manager for the Public

Bank. He also chaired

the workshop.

were also present in the workshop.

PPre-workshop on ROSC: Accounting and Auditing

ICAB Members and Senior Staff

participated in a day-long workshop on

‘Integrity Practices & Strategy’

organized by Bangladesh Public

Administration Training Centre

(BPATC) at its premises on 17 October

2015. BPATC organized the workshop

as part of National Integrity Practices &

Strategy Plan 2015. BPATC Rector

who is also Secretary to the

Government, AKM Abdul Awal

Mazumder inaugurated the workshop.

ICAB President Masih Malik

Chowdhury FCA delivered the

concluding address at the end of the

workshop.

ICAB President urged the Members

to use the knowledge infused from

this workshop in their day to day

work. He thanked the BPATC for

giving access of ICAB Members to

the workshop. He expected that

BPATC would continue its support in

future. Another such workshop for

ICAB Members will be held in next

month.

Assalamu Alaikum and Greetings to

you all

Since my assumption of Presidency,

my responsibilities have not come

only with opportunities but I had to

confront many challenges. I took

these challenges as means of

opportunities devoted for the

betterment of the profession. I

believe failure would come but also

every problem is an opportunity to an

optimist. Indeed, I am an optimist.

Optimistically we have reached to

our collective goals together as

envisaged in the Strategic Action

Plan 2015 overcoming many of the

challenges. Exception has

happened on the issue of FRA. It

however revolved on my year from

the past. The outcome, however did

not match with our expectation.

Having had significant successes in

many folds, ICAB is yet on the route

to achieve excellence. It made

eventful progress in terms of

education, training, setting

standards, quality assurance, IT,

infrastructure, management,

professional conduct and in other

relevant areas. We have also

identified untapped areas wherefrom

more concentration for enhancing

the reputation of the Institute were

urged.

Government and other bodies like

Bangladesh Bank, World Bank,

IDRA, BAPLC, BTCL etc

enthusiastically came forward for

joint collaboration in professional

development through trainings &

workshops. The World Bank and the

Ministry of Finance have contributed

significantly towards ICAB’s effective

professional upliftment in both public

& private sectors’ accounting &

auditing. Bangladesh Public

Administration Training Centre

(BPATC) trained our members on

Integrity Practices & Strategy which

are very relevant in both social &

service practices. I believe the

members have been greatly

benefited through such training.

Another session of the training by

BPATC for the ICAB members is on

the card. In all likeliness next month

we would arrange the training. The

flow will continue in following

months.

ICAB has been relentlessly putting in

all out efforts to perform increasingly

better for delivering the intended

results. From this year, work is going

to bring ICAB’s information and

operational services under

full-fledged integrated digital

system(ERP). This would be

completed in five phases concluding

in 2016. CA examination result has

started to be published in Log-in

System in ICAB website. ICAB new

academic campus, renovated library,

modernization of 7th floor for ICPE for

trainings, Members’ Lounge and

DRC rooms have been completed.

Introduction of Bio-metric

attendance for students & the

employees, etc have virtually added

a fresh vow to the day to day

accountability in the functions of the

Institute. Monitoring of operational

jobs of the Institute has been

strengthened through holding one

ManCom meeting in a month. Two

Member Secretaries of Council

Sub-Committees meetings were

also held in every month. The

meetings contributed largely in

getting more transparency &

accountability of ICAB Management

& their respected departmental

performance vis-à-vis Strategic Plan

2015.

delivered by me.

The presence of hon’ble State

Minister, Ministries of

Finance and Planning M A Mannan,

MP, had illuminated the occasion

immensely. Practice Director of the

World Bank Samia Msadek spoke

there on ‘Accountancy Profession in

21st century-branding the profession

and go beyond Borders’. WB Senior

Financial Management Specialist

Suraiya Zannath presented ROSC &

its updated reports 2014. Both the

presentations were illuminating &

vivid, depicting the present scenario

of accountability & transparency of

the financial sectors in national and

international areas.

Speakers urged to the key regulators

Exchange Commission (BSEC),

The WB Acting Country Director laid

Chartered Accountants to maintain

pace with the country's development

needs. Dr. Javed Siddique, Sr.

Lecturer, Manchester Business

School, UK has penned off an

excellent presentation titled Audit

Profession Regulation: Challenges

& Way Forward. This was presented

by him very eloquently and earned

instant laurels from the floor. The

presentation divulged the true

picture of FRC & the audit profession

of the country. My special thanks are

due for Dr. Siddique. Thereafter in

the following open discussion, ICAB

senior members have actively

participated. They put various

opinions on FRA. Such workshop

would benefit the ICAB, it is greatly

expected. I also record my deep

appreciation to the World Bank and

its team for that matter.

Pre-workshop on ROSC A&A

Before the above day long

workshop at BICC, a pre-workshop

on ‘Bangladesh Report on the

Standards and Codes: Accounting

and Auditing (ROSC A&A)’ was held

at Hotel Sarina, Dhaka on 23

October 2015. Under the heading of

‘Strengthening the Profession,

Education and Training and Audit

Quality’, an overview of the session

was given by Mr. Fily Sissoko,

Practice Manager for the Public

Resource Management and

Mobilization, World Bank. He was

also the chair of the session.

Ms. Suraiya Zannath and Mr.

Patrick Kabuya Sr. Financial

Management Specialists, World

Bank delivered presentations in the

pre-workshop discussion. ICAB

Vice President Mr. AF Nesaruddin

FCA has made a brief presentation

on initiatives taken by ICAB for

capacity building of the members of

the Institute. Along with the

representatives from different CA

Firms, I was also present there to

see the proceedings of the

preparatory steps of the workshop. I

had also the opportunity to put

remarks at the beginning & making

a concluding address.

BPATC workshop on Integrity Practices & Strategy

For the first time, Bangladesh

Public Administration Training

Centre (BPATC) offered our

Members’ access to a daylong

workshop on ‘Integrity Practices &

Strategy’ on 17 October 2015 along

with Associate Professors of Govt.

Colleges. BPATC Rector, who is

also a Secretary to the Government

Mr. AKM Abdul Awal Mazumder

inaugurated the workshop. At the

end of the workshop I delivered a

concluding address. Vice President

Mr. AF Nesaruddin FCA was

present.

The knowledge infused into

members from this workshop would

be useful for them in their day to day

work. Another such workshop would

be held in next month while few will

follow in queue. ICAB is really

grateful to BPATC for coming up to

fulfill the needs of the Institute.

Workshop on "Writing Skills"

ICAB Centre for Professional

Excellence (ICPE) at CA Bhaban on

31 October 2015, had organized a

workshop on Professional Writing

Skill. This would enhance the

capacity of our Members to

communicate effectively with the

clients and the service receivers.

With this point of view ICPE

arranged this workshop for our

members. We all know that writing

skill is an essential communication

tool. It should be precise,

purposeful & need driven and

appropriate in the particular

business environment. This course

provided guidelines and

opportunities to practice effective

business writing. The Facilitators of

ICMAB.

MIA International Accounting Conference, Malaysia

ICAB Vice President Kamrul Abedin

FCA accompanied me during the

visit in Malaysia and participated in

MIA International Accounting

Conference 2015. It was organised

by Malaysian Institute of

Accountants (MIA) on 26-27 October

2015 at Kuala Lumpur Convention

Centre, Kuala Lumpur, Malaysia.

The conference has made a unique

convergence of leaders of

accounting profession from different

bodies around the world. Plenary &

discussion session on various

professional issues were held and

the speakers from different national

and international bodies presented

the key-note papers in those 16

sessions. Delegates of 30 countries

& MIA totaled to 2807 were present

in the Conference.

Chittagong Regional Committee (CRC) organised a CPD Seminar on "Financial Reporting Act 2015" on 24 October 2015 at the Conference Hall of ICAB-Chittagong Regional Office, Chittagong.

Masih Malik Chowdhury FCA, President, the Institute of Chartered Accountants of Bangladesh (ICAB) was present as the Chief Guest. Showkat Hossain FCA, Past President and Council Member-ICAB & Resident Partner, Hoda Vasi Chowdhury & Co., Chartered Accountants conducted the Seminar as Session Chairman. Other office bearers A F Nesaruddin FCA, Kamrul Abedin FCA and Nasim Anwar FCA, Vice-Presidents, ICAB were present as Special Guests. Mohammad Saif Uddin CISA, FCA, Chairman, CRC presented the keynote paper in the program.

International Accounting Conference 2015 organised by Malaysian Institute of Accountants (MIA) on 26-27 October 2015 at Kuala Lumpur convention centre, Kuala Lumpur, Malaysia.

The Conference has made a unique convergence of leaders of accounting profession from different bodies around the world. It was divided into four plenary sessions; Plenary-one, the discussion topic was 2016 ‘Economic Outlook & AEC’, Plenary -two, topic was

‘Driving Tomorrow’s Business Success’, Plenary-3 on ‘Post- Implementation of GST: Managing Issues and Challenges’ and Plenary-4, the topic was “Through the Lens of the Iron Lady”.

Concurrent sessions on different professional issues were also held and the speakers from different national and international

bodies presented the Key-note papers in those 16 sessions.

MIA International Accounting Conference in Malaysia

CRC organized CPD Seminar on Financial Reporting Act 2015 ICAEW Representative Justin West, Head of New

Business Development visited ICAB on 19 October 2015.

He held a meeting with an ICAB team at Mini Conference

Room of the Institute. Under a mutual collaboration with

ICAEW, they discussed about various professional matters

including agreement for World Bank project, signing of

revised MoU, Taxation-II examination conducted for

Members (ICAEW candidates) with a view to get credit

from ICAEW Business Planning Taxation subject.

ICAB Academic Campus NewsThe Pre-examination Classes for Professional Stage-Knowledge Level (12th Batch, Sections: G-I), Application Level (11th Batch, Sections: A-D) and Advanced Stage (10th Batch, Section: A) have started from 06 September 2015 for Examination Session: November-December 2015 at ICAB New Academic Campus. The classes for these batches will be end by 29 November 2015. There are 512 students have been enrolled and 133 teachers to be engaged for the Class Session: September-November 2015.

As a result, the cumulative number of participated students of ICAB under new curriculum has come to 9,476 till October 31, 2015.

On the other hand, a- new session for the students of Professional Stage- Knowledge Level (13th Batch) will begin from Tuesday, 01 December 2015 at ICAB New Academic Campus. A Notice has already been issued in this regard, and all concerned students are advised to enroll the classes by 10 November 2015 at ICAB New Academic Campus.

The notice of Special Classes for the

Students of Professional Stage- Knowledge & Application Levels for Examination Session: November- December 2015, who are now engaged in Union Parishad Audit Works and staying outside Dhaka, has been issued for registration on Wednesday, 21 October 2015 at Campus. Students intending to attend the special classes will be required to enroll/register their names on or before 04 November 2015 at ICAB New Academic Campus, 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar, Commercial Area, Dhaka-1215. All concerned students are also requested to submit application through and with the recommendation of the respective Principal of the Firms, to the address of ICAB New Academic Campus.

Moreover, the class-enrolment for Special Classes on Case Study of Advanced Stage students is in progress, and the last date for registration has been given there up to 04 November 2015.

Meanwhile, the refurbishments of ICAB New Academic Campus at 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar, Commercial Area, and Dhaka-1215 has been mostly done, and the rest of the works will be completed by November 2015.

Md. Sarwar Hossen FCA (Enrollment No. 1077) has recently obtained the CMA degree of the Chartered Institute of Management Accountants (CIMA)-UK. As a Member of ICAB, he availed exemption of eleven subjects. He sat for the Gateway and the examination for three subjects of the Strategic Level and finally the Case Study and qualified in December 2014. He obtained the Membership in July 2015.

Training for BTCL Officials on “Preparation of Accounts in Modern Commercial Accounting System”

ICAB Centre for Professional Excellence (ICPE) organized a workshop on "Writing Skills" for Members of the Institute at CA Bhaban on 31 October 2015.

Professional writing is an essential communication tool and it should be precise, purposeful, need driven & appropriate in the particular business environment. This course provides guidelines and opportunities to practice effective business writings. Topics include reports, electronic , communication, memos, CVs, and other written forms of business communication. Utilization of appropriate electronic communication (email) practices and protocol, etc. were also discussed.

Techniques for effective communications including identifying and planning of documents for business/ organizational requirements, determining audience and purpose, determining format, structure and key points in the document, etc. were also discussed.

Jishu Tarafder, Professional Trainer, CEO & Chief Consultant, CORPORATECOACH, Moinul Islam, General Manager-HR, ACI Limited and Humaira Sharmeen, Managing Editor, The Bonik Barta were the facilitators of the workshop.

the Income Tax Rules 1984 through SRO
