Thinking about how loss or harm could occur can help t o identify hazards and broaden the scope of an ossessment.

For example;

When assessing the task of working on a r o o f we may focus on what can happen t o the persons workitq at height, and how they could be injured by folling off, or through the roof. Certainly they are the ones at most risk.

But if we consider how people in general may be harmed by working a t heights falling is just one possibility - something may be dropped onto a passer-by thot has nothing t o do with the task and cause him or her injury.
