Preparations for the 65th Annual Meeting of the Northeastern Section are underway. The meeting is scheduled to be held at the Hilton Hotel and City Center in Saratoga Springs, New York from October 30 - November 3, 2013. Saratoga Springs was the site of the first American Urological Association meeting under the leadership of President Ramon Guiteras in 1902. As such, this piece of history will make our meeting memorable. As in all meetings, three functions are necessary to make it successful: The Scientific Program, the Social Program and the participation of our industry partners. Dr. Gennady Bratslavsky has kindly accepted to chair the Scientific Program Committee and plans are underway to have superb podium and poster ses- sions with the help of nationally and internationally known faculty and plan- ning committee members. In addition, this year, there will be a special pro- gram dedicated to education for members of the Allied Health Professionals team. Dr. Elise De has been working closely with Dr. Bratslavsky to plan this exciting program. The Social program is chaired by Dr. Oleg Shapiro of Syracuse, New York. Following Section tradition, there will be a Fun Night event on Friday evening at the Saratoga Casino and Raceway, a venue for which the area is famous. The Annual Banquet on Saturday evening will feature Mary Brazea, a Lyric Soprano and actress from the capital region. Mary’s dynamic voice and emotional acting meld together to create heartfelt performances, you won’t want to miss her performance. Also offered during our time in Saratoga are two tours led by Dave and Charlie who are experienced historians with a wealth of information about Saratoga Spring’s history. One of the tours will be a spooky ghost tour of the historic Canfield Casino on the night of Halloween! These tours require a guaran- tee of 20 guests. Please register to join the tours with your spouses and children, as soon as you receive the information this coming summer. Finally, the exhibit hall will be open on Thursday and Friday. Please take a moment to visit the hall and thank our industry partners for their support. Our annual meeting would not be possible without them. I would also like to thank Drs. Dr. Gennady Bratslavsky has kindly accepted to chair the Scientific Program Committee and plans are underway to have superb podium and poster ses-sions with the help of nationally and internationally known faculty and plan-ning committee members. In addition, this year, there will be a special pro-gram dedicated to education for members of the Allied Health Professionals team. Dr. Elise De has been working closely with Dr. Bratslavsky to plan this exciting program.

The Social program is chaired by Dr. Oleg Shapiro of Syracuse, New York. Following Section tradition, there will be a Fun Night event on Friday evening at the Saratoga Casino and Raceway, a venue for which the

area is famous. The Annual Banquet on Saturday evening will feature Mary Brazea, a Lyric Soprano and actress from the capital region. Mary’s dynamic voice and emotional acting meld together to create heartfelt performances, you won’t want to miss her performance. Dear Colleagues,

I hope this finds you all well, digging out from mounds of snow, and looking forward to warmer temperatures to come. We have much to anticipate in 2013 including the upcoming AUA Meeting in San Diego and the Northeastern AUA Meeting in Saratoga Springs. Herein, I’ll highlight a few of the resident-centered events at these meetings as well as offer an update on the NSAUA Residents Committee.

The AUA National Meeting will take place from May 3-8 in San Diego, CA. I encour-age residents to arrive Thursday evening in order to take full advantage of the resi-dent programming. Friday morning will feature the new National Urology Residents Preceptorship Program (NURPP): an amalgam of topics from private practice urology and building a referral base to fellowship and developing an academic career as a surgeon scientist. The Residents Forum will follow on Saturday morning including a heated debate between private practice and academic urologists as well as a roundtable discussion of fellowship opportunities. And certainly not to be forgotten, the National Residents bowl with the defending champion Northeastern Section Team, the first annual Chief Resident Debate, and the Young Urologist Forum round out the Resident Program. I hope to see you there!

We are actively planning the Resident Program for the Northeastern Section meeting in Saratoga Springs, NY from October 30-November 3. It is sure to include the laparoscopic skills competition, a big hit from last year, and the traditional Residents Breakfast. Mark it on your calendars!

Finally, the Residents Committee will be having another teleconference in the coming weeks. Topics for discussion will be upcoming resident events at the AUA National meet-ing, planning a resident program for the Northeastern Sectional Meeting in October, and the current status of our collaborative research project. Many institutions have already expressed interest in collaboration, something that should strengthen resident-driven clinical research within our section. The Committee welcomes thoughts and suggestions from all residents in our section. Please be in touch with your program representative or with me directly to have your voice heard.

Saratoga Springs conjures up grand images. Many famous (and wealthy) New Yorkers made a point to vacation here every year for 6-8 weeks. The city’s lovely tree-lined streets and grand old Victorians, porch swings sway-ing and gardens brimming with colorful flowers bring to mind a gentler era.

Why did they come? Start with world-class horse racing, renowned per-forming arts and natural springs spas. Add 13 golf courses, 10 museums, a historic battlefield, fabulous boutiques, antiques and restaurants and you will find that there is something for everyone. Relax at the famous Lincoln Mineral Baths, window shop in town or gamble your money away at the track; the choice is yours. In addition, there is the beautiful Congress Park with its famous Carousel and the historic Canfield Casino, which is just a block away from the downtown shops and restaurants.

DID YOU KNOW?The first AUA meeting actually called an “Annual Convention” was held in Saratoga Springs, NY on June 13, 1902. Dr. Ramon Guiteras gave his first presidential address at this meeting. He began by defining urology, i.e., from the Greek: “urine plus science.” The first use of the word “urological” is believed to be the use of it in the Association’s name. Guiteras delineated the boundaries of the urologist’s practice. He then gave a scholarly review of the ancient, medieval, and modern history of urologic practice.

FINANCEThe Combined Statement of Financial Position for the 12-month period reflects Total Assets of $1,920,949, with Net Assets (Equity) of $1,831,358. The Statement of Activities for the year shows total revenue of $430,750 and total expenses $530,825 resulting in an operating deficit of ($100,075). Total investment income and gain on investments of $150,663 results in a year end increase in Net Assets of $50,588.

AUDITMs. Tracy Pruitt of the auditing firm of McGladrey & Pullen, LLC, reported on the Section’s yearend audit. McGladrey audited the con-solidated statements of financial position and the related consolidated statements of activities and cash flows. The auditors found no unusual or significant transactions conducted without proper accounting and guid-ance, there were no disagreements with management over the application of accounting principles, and all internal controls are in place. McGladrey therefore provided an unqualified opinion that the 2012 financial state-ments present fairly, in all material respects, the financial position of the Northeastern Section and its Foundation. The Audit Report was approved as presented.

INVESTMENTSMs. Dorothy Boyer, Merrill Lynch Investment Advisor, reported that for the calendar year 2012 the Section and Foundation combined investment return was a positive 8.75% which surpassed a passive index of 8.37%. In September 2012 the Board expanded the threshold for rebalancing the Equity portions of the investment funds (allowing a deviation of up to 10 percent over the 40% allocation until rebalancing is required).

FROM THE SECRETARY Dr. Kaufman provided a synopsis of the AUA Section Secretaries Membership Council meeting held in January. Dr. Gajewski attended in the place of Dr. Gerald Brock as the Canadian representative. Items perti-nent to the Section included, among other things, an increase in activity of the AUA Residents Committee and an assessment of how all Sections con-duct their nominating processes for AUA committees, awards, President and external representatives. A task force of the SSMC is to recommend how best practices and protocols may be shared among the Sections to provide more consistency and transparency.

REVENUES/EXPENSES TASK FORCE As part of a task force report, the Board reaffirmed that faculty for the Residents Program at the Annual Meeting should be designated among members of the Section. The Board also reaffirmed the current $500 per resident travel stipend (up to four residents per Urology Program) for attendance at the Section meeting. The Directors agreed to discontinue the Section’s current printed newsletter and instead move to an electronic format. The monthly e-news update will continue and the spring and fall newsletter will be posted on the website in a format downloadable for members. The Board agreed that this can be implemented as a pilot for the next year.

2016 MEETING LOCATIONThe Directors approved Buffalo, NY as the location for the 2016 Section Annual Meeting. The Section will meet in the Adams Mark Hotel (September dates TBD). All Board members confirmed that a direct flight to the destination city is preferred over locations that require additional connecting flights. Drs. Rabinowitz and Pranikoff spoke favorably about the revitalization of the downtown area near the Adams Mark Hotel.

HISTORIAN’S REPORTDr. Rabinowitz distributed a written report and described this year’s AUA History Exhibit in San Diego which will be entitled “Milestones in Urolithiasis.” He also reported that AUA’s traveling exhibit “Skeletons in the Closet: Indignities and Injustices in Medicine” will be presented at the 2013 Section meeting in Saratoga Springs. Books on this topic/exhibit remain available for a $20 donation.

REPORT FROM AUA BOARD REPRESENTATIVEDr. Pranikoff reported on various items including AUA’s recent discussion around the Journal of Urology and several new initiatives that have been approved to increase the JU impact factor. Other efforts are underway to speed up review times with the addition of new assistant editors. Another major focus area for the AUA is the restructuring of the Health Policy Division and evolving activities in Quality and Data projects which will be housed under a new Science and Quality Division.

SCHOLARSHIP RESEARCH COMMITTEE A report from Dr. Stephen Pautler, Committee Chair, summarized the work of the committee in 2012 in selecting the Young Investigator nomi-nee and winners of the Resident Prize Essay contest. This year’s deadline for Prize Essay applications is July 1. The committee has enhanced the requirements and expectations about mid-project and final project reports known and that these should be regularly received by the Board and pre-sented at the Annual Meeting.

DEVELOPMENT COMMITTEE REPORTDr. Greco reported on meetings with industry (one with Canadian rep-resentatives and two meetings in the U.S.) where important and relevant information had been exchanged as well as better relationships established. He explained that the Section should endeavor to place requests as early as possible for general support (from marketing and promotional divisions) as these budgets are set in the late summer/early fall for the following year. A number of strategies are being pursued, such as adding industry to the email list to share section news, welcoming support in exchange for face-time with leaders of the section, and planning in advance to meet again with industry at least one year in advance of future fall section meetings.

AUA AND SBUR ANNOUNCE SUMMER RESEARCH CONFERENCEThe 2013 American Urological Association Foundation/Society for Basic Urologic Research (AUA Foundation/SBUR) Research Conference, “Patient Phenotyping: Advancing Treatment of Lower Urinary Tract Dysfunction,” is scheduled for August 10-11, 2013 at the AUA Headquarters in Linthicum, Maryland. The meeting is expected to assist in advancing the goals of the Measurement of Urinary Symptoms (MOMUS) and the Lower Urinary Tract Dysfunction Research Network (LURN) in terms of catalyzing progress in understanding the etiology and natural history of LUTD and development of comprehensive symptom assessment tools through patient phenotyping. This year marks the 21st year of the Summer Research Conferences, extending AUA’s history of addressing timely topics in urology and nurturing the careers of urology investigators in the pivotal early stages of their professional development.

“RESEARCH FRIDAY” AT AUA 2013 IN SAN DIEGOThe 2013 AUA Annual Meeting is approaching quickly. As you create your meeting itinerary, be sure to include “Research Friday” events scheduled for Friday, May 3. This year’s research programs have been expanded and include symposiums and forums of interest to residents, researchers, surgeon-scientists and clinicians. Designed to encourage a spirit of camaraderie and the art of persuasion among chief residents from each Section, the AUA National Chief Resident Debate will have selected topics from different fields of interest provided by recognized experts in these fields. The debate will consist of eight 15 minute-debates. Come out and support our Chief Resident Debaters – Emma Bandana and Scott Tobis both from the University of Rochester. The debate will be held on Sunday, May 5, 3 – 5 p.m. in the Sails Pavilion of the San Diego Convention Center.

PRACTICE MANAGEMENT CORNER HHS RELEASES FINAL HIPAA PRIVACY AND SECURITY “MEGA-RULE”

On January 17, 2013, the Department of Health and Human Services (HHS) published modifications to the Health Insurance Portability and Accountability Act (HIPAA) privacy, security and enforcement rules to “implement statutory amendments under the Health Information Technology for Economic and Clinical Health Act” (HITECH). Some experts have described this as the most sweeping set of modifications in HIPAA requirements since their adoption fifteen years ago. Of greatest concern to many practice managers, the new rule requires modifications and redistribution of the HIPAA Privacy Notice. According to the cost projec-tions in the rule, this single issue is expected to affect 700 thousand covered entities at a cost of almost $60 million. The following is a list of some of the required modifications to the Notice of Privacy Practices (NPP):

• NPP must inform individuals of their new right to restrict certaindisclosures of protected health information to a health plan where the individual pays out of pocket in full for the health care item or service

• NPPmustincludeastatementoftherightofaffectedindividualstobenotified following a breach of unsecured protected health information

• NPP must include a statement regarding fundraising communicationsand an individual’s right to opt out of receiving such communications.

These rules go into effect on March 26, 2013 and compliance is required not later than September 23, 2013.
