Stave Lake Water Project Down the Drain

The results of the referendum on the Stave Lake Project are in, announced Mayor George W. Peary this evening.

The residents of Ab-botsford have made their voices heard, said Peary. The Stave Lake Water Project proposal has been turned down by the com-munity.

The next step for the City will be to determine how it will deal with the issue of a sustainable water source. Forecasts of wa-ter demand show that conservation efforts will not be enough to provide sufficient water for the City of Abbotsford in the short term. For that reason, other options will be considered by Council.

I would like to thank all of the residents who came out today and exercised their constitutional right to vote, said Peary. As civic representatives, it is extremely important for us to hear from the community on this issue and we respect their deci-sion.

The City of Abbotsford will immediately begin to assess options and is

committed to working with residents and busi-nesses to determine the best opportunity.

Its going to be a tight few years, said Peary. However, I have every confidence that we will get through this and be able to provide the resi-dents of Abbotsford with a successful option for solving our water supply issues.

Baltej Singh Dhillon- Making History:

A Sikh Canadian Hero

This article is part of a community-wide celebration in honour of the building of the National Historic Site Gur Sikh Temple (est. 1911). Each week for the month of November, we will remember and write about four Indo-Canadian heroes whose legacy will continue to inspire our future generations. The following article is the fourth and last one in the series.

For the past 3 weeks I have been writing about the Indo-Canadian Sikh soldiers to honour them and remember them for the special month of November. All of these soldiers faced troubles regarding their turban and for having a different identity. Sikhs are a war-rior race and have been fighting since the period of the Gurus. Why is it that after so many years, they have to keep proving themselves everywhere they go? Why is it that identity comes before quality and passion? Maybe it is hard to answer this question and maybe Sikhs have to pass this test in order to show they are committed and will not turn away from their path until they prove themselves. However, it is also important at the same time to bring to forefront such issues and to keep reminding the younger generations to always remain committed in their lives no matter what the circumstances are.

Here is a story of another man who many of us already know as he made history and forced the authorities to make a change in their system and to show sensitivity to peoples reli-gious sentiments. This man is Baltej Singh Dhillon who became the first turbaned Sikh to become an RCMP officer. Even though Sikhs have been in Canada for the past hundred years, this must have not been an easy task for Baltej Singh.

Baltej Singh was born in Malaysia in 1966 and migrated to Canada in 1982. He studied Criminology and wanted to become a criminal lawyer. In order to improve his chance to go to law school, he was advised to do some volunteer work. Therefore, he helped RCMP to launch Block

Watch, a program meant to prevent crime in the neighbourhood. He was then hired by the force to work on the program. However, when it came to joining the RCMP, Baltej Singh was told that the RCMP did not re-cruit people with turbans. The issue went to higher authorities and the federal government was pressurized to change such a racist policy. Many people opposed such a change in the uniform because they considered the Stetson (hat worn by RCMP officers) to be part of the traditional RCMP dress code.

In order to retain this dress code over 150,000 people signed a peti-tion and the results were presented

in the Parliament. At the same time the Sikhs pointed out that the turban was just as important to a Sikh like the Stetson was to the RCMP and that the Sikhs had fought two World Wars and all this time they kept their turbans. It was also argued that the Canadian Charter of Rights and Freedom grants to all the right to equality and not to be discriminated against based on religion or race. Thus on March 16, 1990 it was announced in the House of Commons that the policy of not allowing turbans in the RCMP was definitely rac-ist and will be amended. Sikhs were hence permitted to wear a turban while on active duty in the RCMP. Since then there has been no showing back for Baltej Singh. He worked as an investi-gator with the Air India bombing task force and is currently part of the major crime section and also works in the polygraph (lie detector) section.

People like Lt Col Pritam Singh Jauhal, Lt Col Harjit Singh Saj-

jan and Baltej Singh Dhillon have all fought for the cause of turban. All of these men also proved victorious in their en-deavours and in their fight. They have paved a way for the future generations and we all need to learn from them that where there is a will there is a way. Canada as a nation has come a long way and we should be proud to be in a country that now respects the cultural differences and accepts everyone as equal. At the same time let us once again salute all those who have forced Canada to change and accept the religious differences in a way that no other country in the world does. We can now look back and be proud of all the struggles that were done by our pioneers -either those who came to Canada first or those that became the change themselves. B.C. smokers continue to call 8-1-1 for help butting out

British Columbians continue to light up the phone lines at 8-1-1, with almost 34,000 smokers calling for help quitting. The Provinces smoking cessation pro-gram, which launched on Sept. 30, 2011 supports British Columbians who wish to quit smoking and is accessed by call-ing and registering with HealthLink BC. Once each calendar year, B.C. residents registered with the Medical Services Plan can receive PharmaCare coverage of a single continuous course of treatment of a prescription smoking cessation drug or a free 12-week supply of a Nicotine Replacement Therapy product.To date, 12,706 people have chosen to use a prescription drug through their physi-cian and 21,072 people have registered with HealthLink BC and filled an order for nicotine gum or patch. So far, this participation represents a government investment of more than $3 million.Seventy-nine per cent of new registrants have chosen to pick up their prescription at a pharmacy rather than have the NRT mailed directly to their home. And 49 per cent of people who registered with the program in its first three weeks of opera-tion have now placed a refill order.

After contacting 8-1-1 to register for the program, all registrants are encouraged to contact QuitNow Services for further support in quitting. QuitNow has received 5,082 new web, text and telephone regis-trants since the program began. Many British Columbians will be thinking about quitting as the New Year approach-es. People planning to use NRTs through the program are encouraged to plan ahead to allow adequate time to obtain their sup-ply before Jan. 1, 2012.As part of the smoking cessation program, British Columbians have access to NRTs in the form of patches or gum. These over-the-counter medications contain nicotine and work to reduce withdrawal symptoms as they act as a substitute for the nicotine smokers would get through smoking. Brit-ish Columbians do not need a prescription for NRTs.As well, PharmaCare covers the prescrip-tion drugs varenicline (Champix) and bupropion (Zyban). These drugs do not contain nicotine, but work on the brain to manage withdrawal symptoms and crav-ings and reduce the urge to smoke.When a smoker is seeing their doctor for another medical reason, they can enquire about a prescription for these drugs. They must also be covered by the PharmaCare program. of smokers contacting HealthLink BC over the past seven weeks. The effects of tobacco use place a significant strain on the health of smokers and their families as well as on B.C.s health-care system through an increased incidence of respi-ratory illness, heart disease and cancer.We know that the health benefits of quitting smoking start to occur almost immediately and we are proud that this program is supporting the health of British Columbians by increasing access to the tools to help them live healthier, smoke-free lives.Dr. Milan Khara, clinical director of the Tobacco Dependence Clinic at Vancouver Coastal Health Addiction Services Providing easy access to free smoking cessation products like nicotine gum or patch is helping many smokers to quit. Take precautions when conducting backyard burns

T h e p u b l i c i s reminded of their re spons ib i l i t i e s when conducting a n y b a c k y a r d burning. People should take the following precautions:

Ensure the fire is away from buildings, trees and combustible materials.

Have enough people, water and hand tools nearby to prevent a fire from escaping.

Never leaving a fire un-attended until it is com-pletely out by dousing the ashes with enough water that they are cold to the touch.

Burn only clean, un-treated wood or other organic materials. Burn-

ing prohibited materi-als such as tires, plas-tics, drywall, demolition waste or treated lumber can result in hefty fines.

Never burn when it is windy, as winds can car-ry embers to other areas and start new fires. If an outdoor burn escapes and causes a wildfire, a per-son may be responsible for suppression costs.

Check with local gov-ernment agencies for current burning bylaws.

A burn registration num-ber is required to burn any pile larger than three metres wide by two me-tres high, more than two small piles at the same time or for grass burning exceeding 0.2 hectares (more than 2,000 square metres). Numbers can be

attained free of charge by calling 1 888 797-1717.

If you are conducting a backyard burn of any size, please be consider-ate of your neighbours. Burning should not be undertaken if current conditions will cause the smoke to have a negative impact on nearby resi-dences or a community.

Just Back from India after Successful Trade Mission

I have just returned from a busy week in India, helping Pre-mier Christy Clark continue to develop strong trade and cultural ties with the worlds larg-est democracy, and one of the worlds emerging economic leaders.This trip to India, com-bined with the Premiers associated visit to China, was the largest trade mis-sion in the provinces history to promote B.C.

as a safe harbour for in-vestment.I am always impressed with the innovation and desire of Indian business people to increase their ties to Canada, and par-ticularly to invest in Brit-ish Columbia. We have much to offer India, and in turn they have much to offer us.While there (I only re-turned on Saturday, just in time to vote in the civic elections in Abbotsford), the Premier and I joined with the government of India in a memorandum of understanding (MOU) on co-operation between our two governments on mineral exploration and mining.Our world-class mineral resources can help fuel Indias growing economy, and our mining expertise will build new opportuni-ties for trade and invest-ment between our two

jurisdictions. Not only will this agreement help India, it will create more jobs in B.C.This MOU outlines mu-tual government coop-eration on sustainable development, revenue sharing, training, geolo-gist exchanges, mineral tenure, investment, health and safety, technology and research related to mineral exploration and mining activities. It will allow both British Co-lumbia and India to learn from each other about the mineral industry and build stronger relation-ships.On Nov. 11, 2011, a min-ing roundtable was held in New Delhi and attend-ed by state-level govern-ment representatives and industry. At this round-table, Additional Secre-tary Srivastava expressed Indias serious interest in

mining partnerships with B.C.British Columbia has some of the best mining products in the world, including coal, copper, gold, molybdenum, sil-ver, lead and zinc. British Columbia is the second largest coal exporter in the world. It has enough coal resources to meet the worlds growing demand.India is one of the major steel-making countries in the world. Driving on Winter Tires Saves LivesResearch proves that winter tires can save your life!

Research conducted by The Govern-ment of Quebec in the two years since winter tire use became universal in that province has prov-en conclusively what tire makers have long known: driving on winter tires saves lives and reduces serious injuries.

The 2011 study, which compared Quebec road accident statistics be-fore and after winter tire use became required, shows that in the past two winters there has been a five per cent reduction in road-accident injuries that can be directly at-tributed to winter tire use. The research concludes that winter tires prevent about 575 road-accident injuries per winter in Quebec. The study also

found that vehicle ac-cidents resulting in death or serious injury declined by three per cent.

When people ride on winter tires, road-acci-dent injuries decrease, says Glenn Maidment, president of the Rubber Association of Canada (RAC), which represents tire makers. Considering that only 51 per cent of Canadian motorists use winter tires, the Quebec experience should give us all pause for thought. There now can be ab-solutely no doubt that

winter tires offer the saf-est winter driving experi-ence.

This fall tire makers are urging Canadian driv-ers to carefully consider whether winter tires are right for them and to make an educated choice. To help motorists make the right decision for their driving patterns, the industry is offering drivers a wealth of in-formation about the per-formance advantages of winter tires at its website, betiresmart.ca.

Now that the elec-tions are over and the signs have come down, its time to look to-wards the future and create positive dialogue regarding

the issues in our commu-nity. One of the issues that wasnt discussed during this election was our growing cultural divide. This divide does not only exist here in

Abbotsford/Mission, but throughout several pockets within our country. Local elected officials have an important role and respon-sibility in demonstrating

leadership on this topic. The main reason why the cultural divide in Canada has continually grown is because we have allowed it to and our elected officials have paid very little atten-tion to the matter. For ex-ample, Saturday night I had a conversation with a local MLA from Abbotsford who was surprised to hear me speak about some of these concerns. In order for us to change things, we must be aware of the issues at hand. In the next 20 years, if Ca-nadians do not tackle or change the course of action the cultural polarization will continue to spread. Were at a crucial turning point where we can build bridges and strengthen our partnerships within our communities or face the consequences of isolation growing stronger. The more isolated com-munities become, the risk of racism becomes a reality. Unfortunately in recent years, many ethnic groups have steered away from becoming involved with other cultures other than their own in mainstream activities. Parents and their children need to encourage each other daily to speak to other people outside of their own ethnic backgrounds and invite them into their homes. Some of the ways where families and people within

our communities can be proactive in this change is to join integrated sports teams and leagues or become in-volved in local activities.I had the pleasure of meet-ing Svitlana Zafiekina at a Diwali function in Mis-sion. She is visiting us for the third time as part of the Canada World Youth volun-teer exchange program. As part of her PHD research, she is studying our diversity model and plans on taking our example back to the Ukraine to share with others. She said: Canada is diverse and multicultural, I wanted to learn if diversity was taught here and if so how? Its an exciting program be-cause Im able to work with different cultures.This story is a leading ex-ample in how we can build relationships with people from different countries and cultures. Someone recently men-tioned that newer Canadians who come to this country are not doing their fair share in becoming part of the local communities. If this is the case, then I encourage and welcome newcomers to be part of our system. With some of the recent changes scheduled to come in respect to the immigration policies in attracting more entrepre-neurial newcomers this can

only help to close the cul-tural gap within our nation. Throughout my years as a columnist, Ive always strived to strike a fair balance in building a strongly con-nected diverse community. Sometimes I receive nega-tive feedback that may sur-prise some. Recently, I was told: Youre against your own ethnic (South Asian) community. Its extremely disheartening to hear such a remark. What I have been, is fair and honest in my com-mentary without favoritism or biases.

Government of Canada Bars Violent Criminals from Sponsoring

Members of Their Family

The Government of Canada is making it much harder for people convicted of crimes that result in bodily harm against members of their family or other particularly violent offences to sponsor any family class member to come to Canada, Citizenship, Immigration and Multiculturalism Minister Jason Kenney said today.

I was very concerned after a court decision in 2008 found that a Canadian citizen, who was convicted in India of killing his sister-in-law after setting her on fire, could sponsor his new wife, said Minister Kenney. The regulatory changes now in force aim to prevent a similar situation from happening again.

Previously, a sponsorship application would not have been approved if the sponsor had been convicted of a crime resulting in bodily harm against a list of family members or relatives. This list has now been expanded to ensure that prospective sponsors convicted of such crimes against an expanded list of

individuals, or particularly violent of-fences against any person, are generally not allowed to sponsor family to come to Canada for five years following the completion of their sentence.

The proposed regulatory changes were pre-published in the Canada Gazette on April 2, 2011, followed by a 30-day public comment period. The changes came into force on Friday, November 18th, are posted on Citizenship and Immigration Canadas website and will be published in Part II of the Canada Gazette on December 7, 2011.

Family violence is not tolerated in Canada, added the Minister. Someone who commits a serious crime should not benefit from the privilege of sponsor-ship.

These regulatory changes reinforce the integrity of Canadas family class sponsorship program, assist in the pro-tection of sponsored individuals from family violence and protect the health and safety of Canadians.

B.C.s tough impaired laws: one year, 45 lives saved

B.C.s first year with Canadas toughest roadside penalties for impaired driving saw alcohol-related motor vehicle deaths reduced by 40 per cent, Premier Christy Clark announced today, the National Day of Remembrance for Road Crash Victims in Canada.

In addition, the Province will contribute $40,000 this year toward estab-lishing Alexas Bus, a mobile road safety bus that will focus on im-paired driving education and enforcement.

In honour of Alexa Mid-delaer, a four-year-old girl whose life was cut short by impaired driving, we set a goal to reduce impaired driving fatali-ties by 35 per cent by the end of 2013, said Premier Clark. Just one

year later, preliminary data shows we are already exceeding that with a 40 per cent reduction. Thats 45 more families in B.C. who have been able to keep a loved one safe from impaired drivers.

From Oct. 1, 2010, to Sept. 30, 2011, the total number of alcohol-relat-ed motor vehicle deaths across B.C. was 68. This represents a decrease of 40 per cent from the 113

such deaths on average in each of the previous five years.

For the first time in a decade, weve seen a real drop in the deaths associ-ated with impaired driv-ing, and 45 more people made it home safe in the past year as a result, said Minister of Public Safety and Solicitor General Shir-ley Bond. Together with public education, preven-
