Our hope and promise is that 2008 will be filled with a slate of activities that will be ex-citing and diverse enough to whet everyone’s appe-tite. It’s a plan that I think you will like.

The most obvious effects with respect to the Boat Club were that many long-standing members had moved elsewhere. We were left with far fewer larger-size vessels in the

tip of New Jer-sey. What a sight it has been! We have been blessed with warm, clear, blue-sky filled

days, spectacu-lar September sunsets; the beginning of the bird and

monarch butterfly migra-tions; cooling waters; and the arrival of fish heading south in the surf.

With respect to heading south, Eileen and I leave next week to return to

Punta Gorda. We are looking forward to seeing everyone and will enjoy the peace and quiet that is unique to our little slice of paradise in Burnt Store Isles. Our hope is that we will get to experi-ence fall all over again, Punta Gorda style!

Since I last wrote in the UTC, I realized that there are many folks who do not have a certified boat course under their belts. As Safety Officer, I can help provide some information that would be useful to make you a more aware and knowledgeable boater. That’s not to say you do not need to exercise care, caution, and due diligence while boating. These informative articles are to help make you a better boater. Let’s start with some basics and test your knowledge.

Most boats have capac-ity plates that inform the owner of the num-ber of passengers or weight in pounds he/she can safely carry aboard their vessels. The simple formula that’s used is L (length overall) times B (beam or width of the vessel at its widest point), di-vided by 15, which will equal the number of people you can transport. For example, if you had a 20-foot boat with an 8-foot beam and multiplied that (160) and then divided by 15 you would get 10.6 people. This does not in-clude the weight of any additional material/items (coolers, fishing gear, bait, live well capacity) in the boat which adds to its total weight thereby reducing the number of people that it could safely hold. That must by figured separately possibly reducing your 10.6 peo-ple to perhaps 9 or even 8 in order to avoid an overloaded vessel situation.

Let’s try another. Everyone should have heard of the term “scope.” Scope is the ratio of length of an-

chor line to depth. This is calcu-lated by using the height of the vessel above the water line, plus the depth of water (figuring tide rise as well) and what type of “hook” is intended when anchor-ing. There are three hooks that are basically used. A “lunch hook” with a scope of 5-1; an “overnight hook” with a scope of 7-1; and a “heavy-weather hook” with a scope of a 10-1 in protected water. Here’s an example: If your water-line height is 3 feet to the gun-whale and the water depth is 10 feet and you are using an over-

night hook (7-1), that calculation should work out to be 13 feet (10 feet deep plus 3 feet free-board) times 7, which equals a 91-foot scope length. Sounds like a lot of line, but that’s how scope is calculated. If your tide is 2 feet,

then you need to add another 14 feet according to Chapman’s and other nautical au-thorities. Are we having fun yet?

Under the Coast Guard’s Naviga-tion Rules, Rule 2 provides an ex-emption from the regulations (military and naval vessels are ex-empt). Do you know which mili-tary vessel is exempt from all Nav Rules? Submarines! But you will find those captains to be true pro-fessionals in the purest form. In other words even “privileged” ves-sels must still avoid collision/damage to another vessel even though he may be in the “right” and is following the Nav Rules. There is an implied shared respon-sibility by all parties that must be observed. So even though you

may be right, you could be at fault for not deviating from the rules to avoid a collision. Remember, steady bearing, closing range, and the risk of collision exists from 360 degrees around the vessel. In these cases the operator must be positive and make a decision in ample time with due regard to good seamanship. Rule 2 in spe-cial circumstances allows or au-thorizes a navigator to depart from the Nav Rules to avoid colli-sion.

Here’s a term that is often misused in propeller-driven power vessels: cavitation. Cavitation occurs when air bubbles UNDERWATER cause irregularities on propeller friction. Ventilation is the drawing of OUT-SIDE AIR from the water’s surface to the propeller. You will hear skippers saying the boat is cavitat-(Continued on page 14)

Ed and Dot Minzer served as directors of the 'Tween Waters three-night cruise held August 23-26. The first night's dinner was a dock potluck, the group went to the Green Flash for dinner the next night, and as usual, the rest of the time was spent at the pool! As we all know, it is hotter than “heck” that time of year, so where else would you be? The associated lunch cruise was cancelled due lack of participation. It seems as though no one wants to make these long lunch cruises in the “rainy” season.

A “drive only” luncheon on Sep-tember 26 was led by Ron Levis. All had a good time especially when Ed Sleight showed up with his new 34’ Sedan boat and backed in to the slip with the greatest of ease. Everybody ap-plauded his expertise!

This cruise, led by your Fleet Cap-tain, was an overnighter, but sev-eral boats came in early and ex-tended their stay. There were over 100 attendees at the luncheon on the fourth, which was held at Porto Bello and included several guests from the BSI Homeowner’s Association. We were glad they could join us! The Social Commit-tee put on a outstanding event, and outdid themselves again.

This cruise, with Linda Hay as di-rector, took place on July 16. It rained cats and dogs during din-ner and the restaurant lost power, (whoops they had to pay cash!), but a great time was had by all who attended.

As we all know, retirement affords us an opportunity to do some travel. Although I live here full time, I will also be traveling from time to time. It was brought to my attention that there may be an ur-gent need to pay a bill when I am away. Therefore, the checkbook will be left with either the com-modore or the vice commodore, to handle these emergencies in my absence.

The Fishing Club conducted its first “fish-along” on September 5. Turned out to be a very enjoyable day with five members participating. All par-ticipants caught trout and a variety of other East Wall fish. The weather was great and several spots were tried. The amount of mong and weeds in the water hindered the fishing but we persisted and prevailed. Len Harris and Tom Kasprzak fished the day before at the Bokeelia flats area and finding fish proved unsuccessful. the amount of weeds in the harbor didn’t help much. The decision to fish the East Wall was made and turned out to be a good call. Thanks go out to Dennis Creigh-ton, John Dobrian, Fred Bader, and Corby Lesiege who helped me make the fish-along a reality. This concept was conceived by club members for club members and I’d call it an impressive beginning.

The first offshore fish-along was scheduled to be held on October 31, with 6 captains and 11 mates

In other news, after a vote by members present at the October meeting, it was decided that the Fishing Club will no longer par-ticipate in the "Gold Cup" tournament and will abandon the Master

On Tuesday, September 18, we held the third canal clean-up of the year. We started the morning with refreshments and then made assignments for the areas to be cleaned.

I would like to thank Jim Aveck, Fred Bader, Paul Bankson, Gary Brewster, Nevin Colver, Mike Huston, Mike Martone, Eric Munoz, and Max Reese for volun-teering their time. Thanks also to the captains who donated their boats on the day of canal clean-up. It was the first time this year we had more boats than volunteers.

The volunteers collected approximately 110 pounds of debris from our canal system along with several pieces of lum-ber, the largest of which measured 2”x8”x20’ and another at 4”x4”x3’. A roof tile and a water- logged PFD were also recovered.

We’re starting to experience a problem with coconuts and palm

fronds appearing in our canals. Gary and Nevin collected 68 coco-nuts and 10 fronds from their assigned location. As more people return to the area, there will be more boat traffic in our canal sys-tem making the coconuts and fronds more of a safety hazard for boaters. If you should have a palm tree that needs the fronds or coco-nuts trimmed, please make the appropriate arrangements. If you should have a neighbor who is not a boater and has a palm tree

that needs trim-ming, please ad-vise them of the safety hazard it creates for boat-ers. Thank you in advance for ad-dressing this problem.

This course is becoming extremely popular as members are realizing the importance of saving lives. The April class was a sell-out!

This course covers adult choking, CPR, and use of an automated external defibrillator (AED). This is a Red Cross certified course given by a Red Cross certified in-structor. To pass the course you must be able to demonstrate the skills (this means getting down on the floor and doing CPR on the mannequin) and also pass a writ-ten test. (No one fails the written test.)

What is a safe speed for your ves-sel? There are considerations that must be taken into account. Visi-bility, traffic density, maneuver-ability, background light, wind, sea conditions, and draft, are the primary determining factors in operating at a safe speed.

Each vessel is required by the Nav Rules to maintain a proper lookout at ALL times by sight and heading. The lookout doesn’t have to be the captain but usually is. That’s when a good first mate is awfully handy with an-other pair of eyes watching out for the unexpected. Mary Will con-ducts a First Mates’ class for BSIBC members that offers a first-class opportunity to learn how to oper-ate a vessel for those with little experience. We’re starting out 2008 with our first lunch cruise go-ing to one of BSIBC’s favorite places. Join Cruise Direc-tor Bill Bareither and First Mate Sue on an excursion down to Burnt Store Marina. Lunch at Porto Bello is always a delightful time. Can’t you picture their terrific sandwiches now? We’ll be dining on the patio if the weather is nice.

In the previous UTC, I wrote an article about mnemonics relating to the right of way a vessel has based on the type of vessel it is. I thought I’d try another one that is used primarily in what I call “night ops.” I’m planning to lead a “night ops” in the future but for now here’s a mnemonic for lights required after sunset for vessels that are under way, making way and may be involved in a specific activity.

If you’re out there at night and you see these lights you will know what that vessel is and what it’s doing. There are many rules in addi-tion to lighting that are very involved and tech-nical. For our purposes here in Charlotte Har-bor and surrounding waterways, I won’t make you suffer through that. Yet!

In our recreational boats, we display a red port light (112.5 degrees), a green starboard light (112.5 degrees), and a white stern light (135 degrees), equaling 360 degrees. Rule 23 states that an all-around stern light (360 degrees) is required for vessels less than 12 meters in length. If a boat is crossing in front of you at night and you see their red light, just like on the street, they have the right of way.

The follow-ing graphs depict the for-mal boating safety educa-tion for operators in-volved in both boating accidents in general and those resulting in at least one fatality during 2005.

In fact, boat operators in-volved in boating accidents are most often older adults (36 years of age and older), have more than 100 hours of boat operation experi-ence, and have no formal boating safety education.

The Punta Gorda Boaters Alliance wants all local boat clubs to establish that the

boaters in this area are among Florida’s best trained and most knowl-edgeable in the state. As a result, Commodore Jack Leming asked to have a list compiled of BSIBC boat operators who have re-

ceived formal training in the safe handling of boats.

E-mails were sent out and to those of you who responded, I extend my thanks. The tally so far is that 60 of our ap-

proximately 470 members have been certified in basic and/or advanced courses, equaling about 12.7 percent. I would have guessed more. Once again, I ask that those of you who have not at-tended any boating safety classes to please do so. You will be glad you did.
