Motions

1054. Motion from Councillor Dermot Lacey This Committee requests the Manager to respond to the issues contained in the letter submitted with this motion relating to flooding in St. Alban’s park, Sandymount.

1055. Motion from Councillor Oisin Quinn

This Committee calls on the Manager to take all active steps necessary to address the risk of flooding (having regard to the damage caused to residents by the flooding of the 24th October, 2011) in the St Alban's Park area of Sandymount, Dublin 4 and to report to the Committee in that regard and in particular to:

(1) Outline what steps can be taken to increase the capacity of the local pumping

station;

(2) Make arrangements for a more intensive programme of active management and clearing of the drains;

(3) Clarify as to whether any analysis has been undertaken since the flooding on the

24th October, 2011 regarding the drainage capacity of the pumping station/drains serving St Alban’s Park and surrounding areas;

(4) Provide a copy of any in-drain camera analysis of the drains in the area and

make same available to the Cllrs. and local residents;

(5) Provide information as to the intended schedule for clearing the drains in this area;

Report to the Committee on the Council's flood management protocols established including availability and distribution of sand bags and road closure measures as required in the future.

1056. Motion from Councillor Dermot Lacey

This Committee requests the Manager to implement the solution to the parking problems on Richmond Avenue South as outlined in the document submitted with this Motion and circulated to members.

1057. Motion from Councillors Mary Freehill and Mannix Flynn That the following heading form part of the flooding/drainage item which was agreed at the September meeting become a permanent item on the DSE LAC agenda from now on. 1. Information on special treatment given to gullies in high risk of flooding areas,

e.g. to ensure leaves debris are removed, that the gully is in good working order, a method for residents to alert the council if a gully is not functioning. Strategies to engage residents to help maintain proper functioning of drainage.

2. Step by step report on progress of Rathmines and Pembroke along with the Swan Drainage scheme.

3. The short term strategies arising from the EU InterReg 1VB Flood Resilient City Project that will be put in place in the Dublin 2,4,6 area.

i. Application Number: 3096/12 Application Type: Permission Applicant: The Irish Jewish Museum Location: Irish Jewish Museum, 3-7, Walworth Road, Portobello, Dublin 8

Proposal: The development consists of the demolition of numbers 3,4,5,6 & 7 Walworth Road and the construction of a 2 storey over basement museum building incorporating café and reinstated synagogue at numbers 3 & 4 Walworth Road. The application involves the reinstatement of the existing 2 storey facades onto Walworth Road and Kingsland Parade and the modification of same to provide for new entrances onto Walworth Road and Kingsland Parade. The development will include the construction of existing double pitch terrace roof and new low pitch roof structure including new roof glazing and mechanical plant to valley/roof area. The proposed new structure will include archive storage space, specialist audiovisual room, new toilet and staff area at basement, exhibition at ground and first level as well as new café, museum shop, and public space including garden at ground level. External works shall include the reinstatement of existing CCTV camera system construction of boundary walls and enclosed fire stairs to no 3 Walworth Road. The works to the reinstatement of the Synagogue will include the reinstatement of all existing synagogue interior furnishings to the existing layout. External works to Walworth Road will include reinstatement of sliding sash windows to existing fenestration pattern and reinstatement of matching brickwork to match adjoining. Reinstatement of original cill including ironwork and replication of door patens at ground level. Registered Date: 17-Aug-2012

Order: Cllr. Freehill recommended refusal due to proposed intensity of activity. This was supported by Cllrs. Parodi, Flynn and Binchy. Cllrs. Lacey and Ashe did

1033. South East Area Matters

i. Area Managers Report. Order: Noted. Map of Irishtown / Ringsend Area Traffic Improvement to be circulated to all councillors. Update on Herbert Park and Ringsend Park being left open at all times to be provided in October. Cllr. Freehill asked for Michael Philips give a report to the next SEA Committee Meeting on the Rathmines/Pembroke Drainage Scheme and the Swan river. Cllr Lacey wished to congratulate Ronan O’Donnell and Grace Maguire on all the work they did over the summer organising community events. The members congratulated the South East Area office

staff who participated in the recent Tall Ships event.

Motions

1034. Motion from Councillor Kieran Binchy To ask the Manager to install a Christmas tree in Portobello Square this Christmas or alternatively to decorate one of the trees in the square, to provide a focus to the community in Portobello. Order: Report to Councillor. 1035. Motion from Councillor Paddy McCartan

To ask the Manager to arrange a major clean-up of the green area between Stella Gardens, Irishtown and the Dodder, i.e. to have the grass cut on a more regular basis, litter and broken glass cleared, and shrubs trimmed. Provide wheelchair and buggy access. Gates and high fencing which are not really in keeping--- are rusting and in need of replacing or repainting.

To ask the Manager to have the yellow box at the Arranmore Road / Herbert Park junction repainted. Order: Report to Councillor.

1037. Motion from Councillor Maria Parodi To ask the Manager and the National Traffic Agency to install a pedestrian crossing at the junction of North Wall Quay and East Wall Road (West of the Roundabout at the East Link Bridge) as a matter of urgency to ensure the safety of pedestrians. Order: Report to Councillor. Cllr. Parodi asked if the position of the pedestrian crossing could be reconsidered.

1038. Motion from Councillor Mary Freehill To ask the Manager that the Council repair the pot hole on Leinster Road West and also the hole on Harold’s Cross Road on the opposite side of the road to the Credit Union Offices. Order: Moved by Cllr. Lacey. Report to Councillor.

1039. Motion from Councillor Dermot Lacey This Committee requests a full report on the current operation of Herbert Park. The report to include issues such as: Cleaning rotas, grass cutting rota, why there are a number of idle bins held within the depot and not located around the park, why there are a number of park benches within the depot while more required within the park, possibility of extending the allotments to the site to the rear of the present allotments which would allow a doubling of spaces available, future use of the Superintendents House, plans for the renovation of the Football pavilion and the Bowling/Tennis pavilion, provision of long promised tea/coffee facility. Order: Report to Councillor. Cllr Lacey requested a further report on the issue of allotments and the Superintendent Lodge. 1040. Motion from Councillor Oisin Quinn The Committee calls on the Manager to take the following steps in relation to the concerns raised by local residents about the beer garden and related problem of noise at the rear of Smyth's Pub in Ranelagh: (1) to contact the HSE to request an urgent update on the steps being taken to address the concerns of the Committee that the beer garden is not properly to be considered an open area but is enclosed and is being used as a smoking area in breach of the Tobacco Regulations; (2) to ensure that prompt planning enforcement action is taken in respect of all aspects of the beer garden and its use which do not having planning permission; (3) to contact the owners and request them to ensure that the levels of noise from the premises do not constitute a noise nuisance for adjoining residents; (4) to liaise with the Gardaí and the Council's fire officer in relation to concerns of the residents about the use of the fire exit onto Ashfield Road and other complaints of public urination along the side wall and general disturbance, particularly in the early hours at the weekend; and (5) to report and update the councillors on the progress made regarding the above. Order: Report to Councillor. 1041. Motion from Councillor Mannix Flynn

That this committee is disappointed with the disrespect and disregard experienced by the many Councillors who attended the civic reception homecoming for the Irish Olympian Athletes at Dawson Street. Many Cllrs were excluded from full participation in this event. This ongoing situation regarding the protocol and the attendance of the public representatives of the people of Dublin at civic events has completely deteriorated into farce bordering on contempt. It is highly unacceptable that this situation is allowed continue. At the most recent reception for the Tall Ships (The Captains Table) Councillors, including myself, were refused entry to the Mansion House. Or another example was the chaotic reception for Aung San Suu Kyi organised by DCC where Cllrs were being told that they’d have to stand behind barriers etc.

This lack of respect is unacceptable. Clear guidelines and instructions and protocols must now be created with regards this issue. In the meantime, I personally, will no longer be attending such events until such time as a clear set of criteria is created. This is a most embarrasing and insulting situation and is in need of urgent attention.

Motion from Councillor Jim O’Callaghan This Committee calls upon Dublin City Council to request that Greyhound Recycling provide a full and satisfactory collection service to the residents of Dublin 4, in particular the residents of Sussex Terrace, Dublin 4 who have previously waited over six weeks for the collection of their brown bins. That this Committee calls on the Manager to give consideration to having walls adjacent to ‘shores’ marked identifiably and appropriately so that when there are flash floods residents can find the ‘shore’ and thus be able to clear out leaves and silt which, we were told at the demonstration recently at City Hall, is part of the reason for flooding - in the autumn especially. Order: Report to Councillor. Cllr Wynne asked if this could be done in known

flash flood areas.

1044. Motion from Councillor Paddy McCartan. That this committee requires an urgent update as of the first week in September as to progress on emergency works on the Dodder at Anglesea Rd at the LVA. It appears to residents that emergency works may not be completed in time for Winter. Insurance has been withdrawn from some of these houses pending the emergency works. When will the works start, and will they be sufficient to secure beyond a 1 in 200 event? Order: Moved by Cllr Wynne. Report to Councillor.

QUESTIONS TO DUBLIN CITY MANAGER SOUTH EAST AREA COMMITTEE MEETING, 10th SEPTEMBER 2012

Q1. Councillor Edie Wynne To ask the Manager, in response to local representations, to re-install the litter bin that has been removed from close to Donnybrook Fair. Reply Waste Management Services had this litter bin removed to assist Dublin Bus who was carrying out work at this location. We had this litter bin re-installed on the 28th August 2012.

Q2. Councillor Edie Wynne To ask the Manager to renew the white line at the junction coming out of Ailesbury Park onto Sydney Parade. There is still a STOP sign but there have been a number of near misses and the white line needs to be renewed. Reply This request has been referred to the Traffic Officer Road Markings and Signs for his

attention & appropriate action.

Q3. Councillor Edie Wynne To ask the Manager to request Dublin Bus to clarify the current use, if any, of Bus Stop no. 6042 which is on Upper Rathmines Road just before the left turn into Church Avenue currently, it appears to be causing some confusion for Dublin Bus customers and even for some drivers.

Reply This query has been forwarded to Dublin Bus and the Councillor will be notified when

a reply is available.

Q4. Councillor Edie Wynne To request the manager to have the safety of the footpath on Terenure Road East adjacent to the Ulster Bank examined as this Councillor has received complaints about the dangers of the surface at this point.

Reply The footpath outside the Ulster Bank on Terenure Road East has been temporarily

repaired after a utility company carried out repairs to their service in this footpath. The footpath has been returned to Road Maintenance for permanent repair which will be carried out over the coming weeks.

Q5. Councillor Paddy McCartan To ask the Manager to have repairs carried out to the road surface at the entrance to Gilford Terrace, Sandymount.

Reply The carriageway of Gilford Terrace is surfaced in concrete which is in reasonably

good condition. Following an inspection on 27/08/2012, no dangerous defects or potholes were observed in the area at the junction with Gilford Road. Some cracking of the concrete carriageway has occurred. However, cracking is normal in concrete carriageways and is not always indicative of failure of the carriageway. The carriageway on Gilford Terrace has not failed and is not in a dangerous condition and

therefore Road Maintenance has no plans to carry out any works in this location in the immediate future.

Q6. Councillor Paddy McCartan To ask the Manager to have double yellow lines installed on Gilford Road at the entrance to Gilford Terrace, Sandymount.

Reply This matter has been referred to the Traffic advisory Group for investigation and the Councillor will be advised of the recommendation in due course.

Q7. Councillor Paddy McCartan

To ask the Manager to arrange a general pruning of the trees on Sandymount Road. Many of these trees are blocking the street lighting on Seafort Gardens.

Reply The trees at this location have been added to our tree pruning programme and the work will be undertaken during the dormant season.

Q8. Councillor Paddy McCartan To ask the Manager to provide disabled parking space outside 62 Home Villas Donnybrook. Reply

The criteria for the provision of disabled parking bays outside private residences will be forwarded to the resident of No. 62, Home Villas, Donnybrook.

Q9. Councillor Paddy McCartan

To ask the Manager to provide bus shelter at bus stop outside 115 Morehampton Road, Donnybrook. Reply This query has been forwarded to Dublin Bus and the Councillor will be notified when

a reply is available.

Q10. Councillor Paddy McCartan To ask the Manager to have repairs carried out on the surface of the roads in Home Villas and Auburn Avenue Donnybrook.

Reply Repairs to the carriageways on auburn Avenue and Home Villas will be carried out

by Road Maintenance staff within the coming weeks.

Q11. Councillor Dermot Lacey To ask the manager if he is satisfied that the entirety of the lands referred to in this Planning application but more particularly the roughly triangular site to the rear of the ESB Sub Station running towards the River Dodder is in the ownership of the applicant and further to clarify if these lands were owned by Dublin City Council and if so when and if these lands were ever sold on to another owner.

Reply By Plan No. 5890/03, planning permission was granted for development of lands at the IRFU Rugby Grounds, Donnybrook. It was noted in the application that the site is used by the Leinster Branch IRFU, Bective Rangers Football and Lawn Tennis Clubs and Old Wesley RFC. However, the Inspector for An Bord Pleanála also noted that

the site included a roughly triangular shaped area of land to the south of the ESB compound and that there was some lack of clarity in regard to the current ownership of this land at the time. Notwithstanding this query, An Bord Pleanála granted permission for the development subject to the omission of the building on the triangular site (Block H) by Condition 3 of the planning permission which required that any development on this part of the site shall be the subject of a further application for permission for a re-designed building.

Dublin City Council’s interest in this triangular site was registered with the Property Registration Authority on the 26/11/2007 (Folio DN174965F).

Q12. Councillor Dermot Lacey To ask the Manager if he could give advice in relation to the planning difficulties being experienced by the people referred to in the email submitted with this Question.

Reply The provision of a vehicular access constitutes development and requires planning permission. While the access at 92 Tritonvile Road, which is located a residential conservation area has been in place for many years, it still constitutes unauthorised development, as it does not have planning permission.

The assessment of planning applications for a vehicular access and provision of off-street car parking is guided by the following criteria contained in the Dublin City Development Plan:

• A high standard of design and layout will be expected to integrate the proposal into the sensitive context

• The retention of most of the original boundary wall and/or railings and plinth wall and the re-use of the removed railings for new access gates will be sought.

• The extent of designated hard standing area for the parked car shall be kept to a minimum and the maximum amount of grassed area and soft landscaping shall be retained. The use of planting and soft landscaping will be encouraged and soft landscaping will be encouraged to reduce the visual impact of the parked car.

In this particular instance, there was a concern that the vehicular access as constructed did not meet the above criteria, as the removal of the railing and plinth had been poorly executed and left in an unfinished state. To address the reason for refusal, the applicant is advised to amend the proposals so that it satisfies the above criteria. In the event of another refusal of permission the applicant would be advised to appeal the decision to An Bord Pleanála. The position of Planning Enforcement is that the entrance is unauthorised but appears to have been in place for over 7 years. Therefore, we are statute barred from taking enforcement action. However, that does not serve to grant permission by default. If the house owners want to regularise their entrance, they will have to receive planning permission.

Reply The premises is currently the subject of investigation by the Planning Department.

The main noise complaint refers to the noise of patrons in the rear beer garden as distinct from noise from speakers, televisions etc. This issue is best dealt with in the context of the overall decision on the planning status of the beer garden. There is no piped or live music in the beer garden and the two televisions located there are muted. Patrons are directed into the premises itself if they wish to hear commentary.

Other noise related complaints investigated include bottle collection and commercial waste collection. The owner has confirmed that measures are in place to address these matters.

Planning permission was granted on 22 May 2006 for development, including the beer garden, to the rear of this public house. Following receipt of complaints, an Enforcement Notice pursuant to section154 of the Planning and Development Act 2000 has been served on the property owners requiring the removal of an unauthorised means of access, an unauthorised retractable canopy and the removal of the roof from over a section of the rear open yard and from over a section of the timber decked area. The latest date for compliance with the Notice is 18 October 2012.

Reply Following examination, the Traffic Advisory Group at its meeting of 15th March, 2012, did not recommend pay and display and permit parking on Gilford Park as less than 80% of available parking space on the road was occupied during a site visit.

Following receipt of appeals in relation to the recommendation, the Area Traffic Engineer revisited Gilford Park and advised that the parking conditions had not changed and the recommendation of the Traffic Advisory Group therefore was unchanged.

Reply This premises was subject to legal action by the Planning Department. This action was concluded in February 2012. An inspection was carried out by the Planning department on 22/08/2012 at which time the planning enforcement officer was satisfied that business had ceased operating at the site. The Air Quality Monitoring and Noise Unit carried out an inspection on 31st August 2012 at the site. There was no evidence of any business operating on the site at the time of this inspection.

Reply The South Lotts Area is part of our rotational area cleaning whereby 8 areas are continually cleaned meaning that the gullies in this area receive far more attention than other areas in the city with cleaning every 4-5 months unlike the rest of the city whereby they are cleaned once every 12-18 months. This area is made up of 48 roads amounting to 443 gullies approximately and since the 9th August 2012 43 of these roads have been cleaned leaving only 5 roads and 28 gullies to be cleaned in the coming weeks.

Q23. Councillor Gerry Ashe To ask the Manager if he will consider reinstating the opening and closing times for the park at (details supplied) as the current arrangements have led to a significant increase in anti-social behaviour in the area.

Reply The arrangement to allow the entrance gates to Ringsend Park be left open for a three month trial period was agreed at the May 30th meeting of the Ringsend Park Working Group. The members of the South East Area Committee were advised of this via the Area Managers report at the June committee meeting. The entrances have been left open since the beginning of July and to date there has been no evidence of an increase in anti-social behaviour in the park nor has this Division received complaints from local Gardaí that the gate opening was causing a problem in the area. Therefore, it is considered premature to reinstate the closing times until a full review of the trial period has been undertaken in mid-October.

Reply Temporary repairs will be undertaken by this Division to make the area safe as a matter of priority over the coming days. This request will be forwarded to the Intelligent Traffic Systems section for examination and reply to the Councillor.

Councillor Dermot Lacey To ask the Manager if he is aware of whatever happened the Poets Chair piece of sculpture that had previously been located on the waste piece of land under the “Why Go Bald” sign at the end of George’s Street, Dublin 2 that was removed about a decade ago and which is the subject of a poem by Seamus Heaney.

Reply I understand that in the early 2000s, there was an issue about the ownership of part of that land at the corner of Dame Lane and Georges street. The sculpture commissioned by the Sculptors Society of Ireland with sponsorship from AIB called Poets Chair by Carolyn Mulholland was then removed for storage and the artist then took re-possession of it. It has not been heard of since.

Q29. Councillor Mannix Flynn To ask the Manager if he can facilitate the installation of CCTV security cameras at Glovers Court as part of the new insulation upgrade. There are ongoing issues of unacceptable behaviour in this particular area and CCTV surveillance would greatly enhance the safety of everybody in this vacinity.

Reply We will add the provision of CCTV to the tender package for Glover Court. However it should be noted that funding for the inclusion a CCTV system has not been allocated or approved by the DoE. The Council will have to await the return of tenders to assess the cost and seek approval from the Department in order to proceed with the installation.

Councillor Mannix Flynn To ask the Manager if he can include in the schedule of maintenance works that the Nicholas Street, Bride Street, Ross Road area social housing complex be entirely repainted. Its been many years since this particular iconic area of Dublin City Council’s housing stock has been included for a major painting restoration.

Reply This social housing complex is not included in the 2012 programme; however the painting of all the main hall doors has been listed for inclusion in our 2013 painting programme.

Reply The Supper Room or as it is currently known “Fire Restaurant” forms part of the set piece of the Mansion House. The actual postal address of Fire Restaurant is Fire Restaurant, Mansion House, Dawson Street. There are clear conditions in the lease in relation to the use of the word Mansion House and specific permissions have to be sought for use outside of those covered in the lease. It should be noted that the premium that is being earned by the lease of this premises is partly based on the cachet that is attached to the Mansion House and this has always been acknowledged since the decision was originally made to lease out the Supper Room and the Round Room. The matter is monitored on an ongoing basis to ensure compliance with the lease conditions.

Q32. Councillor Mannix Flynn To ask the Manager if he can upgrade the footpaths on the south side of Lower Stephen Street opposite the Dunnes Stores H.Q. Cars and trucks constantly park on the footpaths here as there are no bollards, as a result the pavement is cracked and broken and in a dangerous state of repair. Pedestrians are constantly tripping at this particular spot. Reply Repairs will be carried out to any damaged paving slabs on the south side of Stephens Street Lower. Unfortunately, Road Maintenance Division has already committed to a considerable footpath reconstruction program in the South East Area for 2012 and we do not have sufficient budgetary resources to allow for a major footpath upgrade program at this location. The footpath is too narrow to allow for bollards to be installed at this location.

Q33. Councillor Mannix Flynn To ask the Manager if he can, as a matter of urgency prune the trees in Long Lane. This particular road is now in contant darkness as a result of the growth of the trees. Also the road is prone to major flooding when the leaves block the drains etc. The heavy leaf fall also makes the road and footpaths very slippery and impassable. Reply Parks Division will undertake tree pruning at this location over the coming weeks.

Q34. Councillor Mannix Flynn To ask the Manager if he can issue a report on the placing of large parcel post boxes on the footpaths through out the South East Area. These structures are a visual pollutant and an obstruction on the footpaths, they are also part of the ongoing cluttering of the city. Can the City Manager also include in this report the progress of the long overdue strategy policy document on the de-cluttering of our public streets. Also that such application for the placing of such structures on the footpaths, electrical poles, post boxes, telecommunications cabinets be brought the local area committee meetings for consideration and information purposes. Reply In accordance with Class 30 of Schedule 2 of the Planning and Development Regulations 2001, letter boxes, roadside boxes for the delivery of mail and deposit boxes for the temporary storage of mail for local delivery are exempt development and do not require planning permission or a licence under Section 254 of the Planning Act. Therefore, the management and control of these structures lies outside the control of the Planning Authority.

A stated aim of the Public Realm Strategy is to declutter the city streets. A number of approaches have been implemented with this in mind;

• Regularly survey the city streets to inform and prioritise actions. • Work with the projects listed under the strategy at design phase to pilot new

approaches and resolve issues in order to inform policy. • Update the manual on street furniture and agree an approach and policy

across internal Departments and service/ utility providers in the city. • A number of street audits have already been carried out dealing with street

furniture and infrastructure on the street which will provide a base line for action.

The City Council is also involved in a joint project with the Institute Without Boundaries, a Canadian University Post Graduate Program, looking at all installations on a targeted route from Portobello to Dame Street which will run from now to year end.

Q35. Councillor Mannix Flynn To ask the Manager if he can investigate breaches of planning on the footpaths at 78, 77 Aungier Street. Two permanent constructions are now occupying a large portion of the footpath outside these premises.

Reply The footpaths outside the above premises were inspected and an imitation grass barrier was noted outside number 78 and no obstruction outside number 77. However, a wooden fence was noted outside number 79. The two structures outside 78 & 79 Aungier Street appear to be in private landings and have been referred to Planning Enforcement for action.

Reply Double yellow lines which had faded were renewed on Auburn Road Auburn Avenue, Home Villas and Victoria Avenue following receipt of requests from a resident and a Councillor. The residents of Auburn Avenue were balloted on extending the parking scheme hours following a request from two residents outlining parking difficulties on the road. The maximum operative hours for a parking scheme are Monday to Sunday 7.00am to midnight. A majority of residents who voted rejected this proposal.

Councillor Mannix Flynn To ask the Manager if he can, in the interest of accessibility for wheelchair users and other pedestrians have all of the bicycle stands on Cecilia Street Temple Bar removed to a suitable location within the area. This particular street has many Cafes and much traffic. With added Stret furniture the space on the footpath has become much more congested, making it unsuitable and impassable at times for pedestians. In relation to wheelchair users, the elderly and those with disibility and those with pushchairs, they are being forced to use the roadway. Reply:

The issue of obstruction of pedestrians by cycle parking is being investigated for the

These applications are from the same group for the same activity. 4 consolidated applications were received. These applications are where multiply applications from the same group are received and are approved for a block grant to cover all activities. 168 grants were approved by Area Committee and Council.

A Part 8 planning application for public realm improvement works to Barrow Street is currently on display in Dublin City Council’s Civic Offices, Wood Quay, Dublin 8, Monday - Friday 9.00 to 16.30hrs and in Pearse Street Public Library, 138-144 Pearse Street, Dublin 2, Monday – Thursday 10.00 to 20.00hrs, Friday – Saturday 10.00 to 17.00hrs. The application is also available online at www.dublincity.ie.

Any comments on the scheme should be made in writing and submitted to Dublin City Council by the 24th September 2012, which is 6 weeks since the application went on display (10th August 2012). Once the deadline has passed for submissions / observations to be received, the Planning Department will prepare a further report which will evaluate all the likely implications, if any, of the proposed development and assess the arguments put forward by representations received from the public and prescribed bodies. A further report will then be presented to the full Council meeting for approval.

The tree at this location has been inspected and although there is a crack in the pavement close to the tree it is not considered to be causing any damage to adjacent property or is a hazard to pedestrians. Therefore, this Division does not propose to have the tree removed at this time but will continue to monitor its growth.

The anti-dog fouling awareness campaign was launched in the South East Area at Thorncastle Street in mid August. New signs have been put in place together with posters on litter bins informing dog owners to place the bag in the bin after cleaning up. Bio-degradable bags will also be available at Area Offices and local libraries. Hand held machine will be provided to Council staff in each depot to assist in the clean up. Arrangements will be put in place to install anti-dog fouling signs at the location.

A detailed Report on this Project was presented to the South East Area Committee at their meeting of 13th. September 2010. The following is a sentence from that Report, (which also included a map showing the proposed layout) -“The route of the wall is

generally along the existing cycle lane within the campshire area, with a new two way

cycle lane provided along the northern edge of the existing road”.

Since that date an Bord Pleanála has approved the proposed development in May 2012. Dublin City Council has proceeded to engage consulting engineers to complete the design and tender processes, with a view to construction getting underway before the end of 2013.

A more detailed presentation on the Project is being provided to the South East Area Committee at the forthcoming meeting on 10th. September 2012.

A design consultant has been appointed by Dublin City Council to examine options for improving pedestrian and cycle facilities at the junction of East Wall Road / North Wall Quay / East Link Bridge. Pending completion of design and planning process it

They did advise however that they wrote to Mr. Gill on 22/08/2012 in response to his complaint and that they also rang him later in the week and spoke to him in person to address these issues.

Chapter 5 of Dublin City Council’s Development Plan 2010 - 2017 “ Connecting and

Sustaining the City’s Infrastructure” outlines the challenges facing the city and the city councils policies and objectives to deliver an efficient , integrated and coherent transport network. It states that “transport has an important contribution to make in shaping and achieving a sustainable city. Less dependency on the private car for routine trips and replacement by public transport, walking and cycling will result in a reduction in consumption in non –renewable resources and CO2 emissions.” It is a policy of Dublin City Council “to continue to promote the modal shift from private car use towards increased use of more sustainable forms of transport such as cycling , walking and public transport and to implement the initiatives contained in the Government’s Smarter Travel , A Sustainable Transport Future 2009 – 2020 ” The Clanbrassil Street QBC was designed and its construction funded by the National Transport Authority Design Office and the National Transport Authority respectively. The scheme improves facilities for pedestrians, cyclists and bus users. The bus lane was brought into operation during the summer to facilitate an easier adjustment by commuters to the new traffic arrangements. As with all new traffic arrangements it may take a period of time for traffic patterns to adjust to the new arrangements. ITS Section will monitor and amend operation of traffic signals at Kevin Street Clanbrassil Street junction if required.

Southside Traffic Management to Facilitate Luas Broombridge – Proposed Traffic Management Measures.

The Roads & Traffic Department would like to notify the South East Area Committee of Dublin City Council’s intention to lodge a Part 8 application in October 2012 for the Southside Traffic Management To Facilitate LUAS Broombridge. These works relate specifically to the St. Stephen’s Green area and are described in detail in the attached schedule and drawings. They provide inter alia for the revised traffic movement arrangements, removal of car parking, provision of cycle lanes and cycle parking as well as physical works to the north east and south west corners of St. Stephen’s Green.

The revised traffic management arrangements are required to facilitate construction works on Dawson Street and the operation of Luas once constructed. The proposed traffic management works are intended to divert traffic from Dawson Street as the volume of traffic currently using Dawson Street can no longer be accommodated.

These works must be completed by mid 2013 in order to facilitate the commencement of construction work in August 2013.

The works will be funded wholly by the National Transport Authority.

Registering the chimney on the Record of Protected Structures would be a way of ‘honouring the women who were forced to work there’ (in the Magdalene Laundry attached to St. Mary’s Convent) providing protection to a surviving piece of industrial heritage associated with the site. Zoning map: The Chimney is within an area zoned as Z15 ‘To provide for institutional, educational recreational, community, green infrastructure & health issues’. There are no Protected Structures within the complex. There are no recorded monuments within this site, although the Chimney is within an area of archaeological interest. The chimney is included in the Dublin City Industrial Heritage Record prepared by Mary McMahon / Carrig. Ref. No. 18 16 032.

Summary Description Exterior: The free-standing octagonal brick chimney was constructed c.1900 and is associated with the former laundry associated with St. Mary Magdalene’s Penitent Asylum established in 1837 at Donnybrook Castle by Mother Mary Aikenhead. Constructed of yellow brick with red brick quoins and stepped base, sitting on a concrete platform. Cast iron door to low brick connection to adjoining two-storey building, possibly to fuel store. Square vent/stoking hole on west side of base. The chimney is no longer in use. Setting: The chimney sits within the yard off ‘The Crescent’, which is bounded on the south side by former laundry buildings and remains of a substantial stone wall with blocked-up openings to the rear of St. Mary’s Convent complex. Interior: The interior of the chimney was not inspected. Selected photographs are included of the surviving laundry buildings adjacent to the chimneys, some of which are still in use.

Historic Background St. Mary’s Convent in Donnybrook was originally known as St. Mary Magdalene’s Asylum and was established by Mary Aikenhead of the Sisters of Charity. Mary Aikenhead was born in Cork in 1787 and died in 1858. She established the Religious Sisters of Charity in 1815, opening her first convent in North William Street, and Stanhope Street in 1818 to serve the poor and underprivileged. The first Sisters of Charity school was opened in Gardiner Street in the late 1820s, and the first St. Vincent’s Hospital was opened by Mother Mary Aikenhead in St. Stephen’s Green in 1835 and Temple Street Hospital in 1876. She had established The Magdalene Home in Townsend Street in 1833, and the building in Townsend Street became inadequate for the number of women who lived and worked there. In the spring of 1837, Mother Aikenhead purchased Donnybrook Castle and the girls and women from Townsend St. moved to the new home in October 1837. Shortly after the purchase of the building, a laundry and chapel were added and a portion of the grounds was enclosed and consecrated as a cemetery for the Congregation. In John D’Alton’s account of Donnybrook, he notes ‘there is a female charity school maintained here under the superintendence of the Religious Sisters of Charity, who have, adjacent to the village, a fine spacious establishment for the reception of female penitents. Here is also an hospital for persons afflicted with incurable diseases and near it is a lunatic asylum’. The 1911 census recorded 111 female residents at the Donnybrook Laundry. The controversial history of the Magdalene Laundries and other similar institutions run by religious orders has had a significant impact on the collective memory of these locations and should be addressed with particular sensitivity.

Assessment of Special Interest Under the Planning & Development Act 2000 1. Architectural: This structure, albeit altered since its construction in c1900, and

compromised by its present context and lack of use, is an important part of the former St. Mary Magdalene complex and is a landmark visible from several vantage points in Donnybrook.

2. Technical: The structure is an important part of the development of the site by the Sisters of Charity including the construction of a laundry operated by female ‘penitents’.

3. Social: The relocation of the ‘Magdalene’ women and girls from a crowded tenement in Townsend Street in the city centre to a more ‘spacious’ site in the suburbs may have improved the lives of the occupants in a small way, albeit still within the confines of and limitations associated with the Magdalene Laundries and their workers.

Significance/NIAH Rating: The National Inventory of Architectural Heritage (NIAH) has not been carried out for the Dublin City Council area; however, its categories of special interest (architectural, historical, archaeological, artistic, cultural, scientific, technical & social) and its rating system has been used to assess the building in question. The NIAH identifies five categories of rating in seeking to rank buildings. The NIAH rating values are International, National, Regional, Local and Record Only (I, N, R, L, O). Structures which are considered of International, National, and Regional significance are deemed worthy of inclusion on the RPS. Using the NIAH rating system, St Mary’s Convent Chimney (Donnybrook Laundry) The Crescent, Donnybrook, Dublin 4 is considered Regional. This building, albeit altered since its construction in c.1900, is an important part of the industrial heritage associated with the former St. Mary Magdalene laundry and retains much of its historic fabric. Recommendation: St Mary’s Convent Chimney (Donnybrook Laundry) The Crescent, Donnybrook, Dublin 4 is considered to be of Architectural, Technical and Social interest within the meaning of Part IV of the Planning and Development Act 2000. It is therefore recommended for inclusion in the Record of Protected Structures. The description should read ‘Chimney’

Request for Addition Conservation Officer, Dublin City Council. Summary of Applicants Reasons for Seeking Addition The Conservation Officer’s report re planning application Register Reference 3954/06 requests that “Riversdale House should be assessed for inclusion in the Record of Protected Structures”. Zoning map: The subject building is located in Z1: To protect, provide and improve residential amenities. Summary Description The 19th Century buildings at Riversdale (formerly River View) comprised the house itself (now known as 75, Bushy Park Road), adjacent outbuildings to the north (now known as 75A, Bushy Park Road) and more remote outbuildings to the north west (now known as The Barn, Riversdale Avenue). Of these, only Riversdale itself has survived, with the other two parts being primarily of 20th Century vintage.

Exterior: Riversdale House is a two-storey, L-shaped, multi-bay structure with a pitched, slated roof and dashed, rendered walls. There is a single-storey lean-to porch at the knuckle of the ‘L’ and a two-storey bay window attached to the southern façade. The bay window was

constructed between 1880 and 1910 and has a projecting string course at first floor level and projecting cornice at the roof. A two-storey lean-to is attached to the southern part of the western façade, added between 1840 and 1882. The projecting, eastern part of the ‘L’ and the flush, western part of the ‘L’ are gabled. From the apex of each gable, a smooth plastered chimney rises, with a simple rendered capping detail. A 20th Century conservatory is attached to the south western corner of the building. The roof is formed as a simple ‘A’ structure, forming a ‘T’ with the southern part of the roof, thereby forming two valleys, which are formed of lead. The crossing roof of the ‘L’ is slightly higher than the long leg. Both roofs are capped with clay tiles. The two gables are formed by flush slating, with no projecting barges. The eaves are close-formed, with the gutters fixed directly to the walls. There are four types of slate on the roofs: Artificial fibre-cement slates to the northern parts of the roofs; a thick large-dimension slate to the centre, rear section; small dimensioned slates to the rear of the knuckle of the ‘L’; and blue Bangor slates to the remainder. On the bay-window, the eaves detail changes slightly, with the gutter sitting on a projecting cornice. The windows are generally multi-pane, 6/6 or 8/8, timber sliding sashes, of late 20th Century vintage. The drawing room on the eastern side of the house has plate glass, one over one, up and down sashes, with a tripartite window on the southern façade. The projecting bay-window has one over one sliding sashes at ground floor, with casement windows at first floor level. There are granite sills to the windows, some of which have been painted. The front entrance is set in the single-storey knuckle of the ‘L’ shape of the house. It has a parapet at the door, with a lean-to, slated roof behind. A leaded, semi-circular fanlight surmounts a projecting cornice, supported off two bracketed consoles. Timber pilasters form the edge of the doorframe and are set into the opening with plaster reveals. The timber door has two round-headed moulded panels, with brass pull handle, letter box and knocker.

Interior: At ground floor level, the original plan is relatively intact. The hall has a framed and sheeted door, panelled externally, with projecting internal pilasters, with a timber moulded panel. The 6/6 sash window to the side has a wide timber surround, with a quite heavy moulding across the top of the window and down to the ground. The shutters are very shallowly splayed, so that the surround is nearly flush with the wall. A plain frieze supports a moulded cornice. There is a simple, egg and dart ceiling cornice, with a running mould at the ceiling itself. There is no central rose. The skirting is c.150mm and the floor is herringbone parquet. The drawing room, to the east of the ‘L’, has plate glass sashes, with a tripartite window to the south. Both windows have shutters and splayed timber surrounds. There is a white marble fireplace, with reeded surrounds and angelic faces at the tops of the pilasters. It has a brass insert framed with slate. The ceiling cornice starts with a single mould, egg and dart, running mould, an abstract pattern of linked medallions and an ogee at the top. The living room, with the later bay window, has a deep chimney breast to the west, without a fireplace. A recent stained glass door leads to the conservatory. Over the panelled door to the stairwell is an entablature of a narrow cornice with a scrolled frieze. There is a picture rail below the cornice. The ceiling cornice is a complex series of reverse ogees, with a fretted floral pattern on the ceiling plane, a smooth flat section and then a fillet mould with an astragal. The conservatory, located at the south western corner of the building is a 20th Century timber structure. The stairs is a cut-string dog-leg, with turned spindles and a formed mahogany handrail. The half landing retains the original window surround, which is an arched opening, with the

shutters in place. The ceiling cornice is a double egg and dart ovolo, separated by a short, flat soffite. There is a small ceiling rose above the stairs. At ground floor, there is a Victorian w-c in the extension (c.1870) and at half landing level, a bathroom serves the remainder of the house. The study, to the north of the stairwell, is a plain room, with a simple running mould cornice. The window surrounds and shutters are intact. The kitchen has a linoleum floor, a glazed door to the back garden and a timber clad beam at ceiling level that supports the corridor overhead. There is a modern picture rail and no decorative plasterwork. At first floor, the master bedroom has a window to the north and to the south. There is a floral ceiling rose of recent vintage and a decorative plaster ceiling cornice of cymas, ovolos and astragals, with an embellished middle section. The bedroom over the living room has a complex running mould cornice. The chimney breast is fronted by a veined marble fireplace with fluted pilasters and console brackets. A corridor links the other three rooms at first floor level, to the north of the stairwell. The first room is a bathroom, with a simple running mould cornice and a 6/6 sash with shutters and window surround. The next room is a bedroom, with a 6/6 sash and a deeper running mould. Similarly, the last bedroom has a 2/2 sash window, an identical ceiling cornice and skirting boards. Front Site: Riversdale house is approached from Riversdale Avenue, through a pair if iron gates. It is connected to a separate residence, which was constructed at the northern end of the original house, after 1934. A building, known as ‘The Barn’ was probably part of the original landholding of Riversdale House, but has long been demised. Therefore, behind the gates are three houses – Riversdale (75 Bushy Park Road), 75A Bushy Park Road and The Barn, Bushy park Road, which share the same area to their respective fronts. The area to the east of Riversdale House, which is in its ownership, is composed of a grass lawn, shrubs and a tar macadam driveway and car parking area. To the south, the house is very close to the steeply sloping river bank, which has been planted over the years, particularly in the late 20th Century. Rear Site: The rear garden is laid out as a lawn, with shrubs and trees at the boundary to the north, with what is known as no.75A Riversdale Avenue. To the south, the riverbank has been planted over the years. Historic Background The original plan form was L-shaped, with two rooms and the staircase at the foot of the ‘L’. The projecting hall space faces a short corridor, across which is a small reception room. At the end of the corridor, along the length of the ‘L’, is the present Kitchen, beyond which a short corridor leads to two stores. The original building might have ended at the back of the kitchen. Outbuildings may have been incorporated into the structure in the late 19th or early 20th Century. Between 1934 and 1966, a perpendicular leg was added to the northern part of the ‘L’. The lean-to, two-storey projection at the stairwell was constructed c.1860. The bay window was constructed c.1900 and the conservatory c.1980. The house was originally called River View, then River Dale and finally Riversdale House. No reference was found to River View, River Dale or Riversdale House in any of the standard reference books, so the historic research is based solely on the historic maps and Thom’s Directories.

Thom’s shows that in 1939, Riversdale (75 Bushy Park Road) was owned by H. Sheil and that 73 was ‘Space’. 1952 shows the Sheils still in residence in Riversdale, but with the number as 73. Douglas Gageby, an editor of the Irish Times was noted in the 1967 Thom’s in no.75 Bushy Park Road, with a Stephen Butler in no.75A Bushy Park Road. No.73 Bushy Park Road (probably that part of the original holding more recently called ‘The Barn’) was shown as being occupied by a Mrs. Lester. By 1978, there is no reference to no.73, and no.75 and no.75A are shown with the same people – Douglas Gageby and Stephen Butler. Shortly afterwards, William A. Findlater purchased the house (no.75). The 2001 Directory shows both Mr. Findlater and John Gageby in Riversdale, at Riversdale Avenue, with a Dorothy McKenna in no.75A Bushy Park Road. Mr. Findlater is a member of the well known Findlater family who were in the grocery trade in Dublin from 1827 up until the 1969, and the wine trade thereafter. Assessment of Special Interest Under the Planning & Development Act 2000

1. Architectural: Riversdale House forms the first, southern section of the contiguous structures of no.75 and no.75A, Bushy Park Road. The original building, as shown on the historic maps, extends northwards from the gabled southern portion up to the second chimney stack. While it is a modest structure, of simple construction, it is an interesting exemplar of its type. It is an early 19th Century farmhouse style building. It has been altered over the years, but has an intact plan form and elements of internal and external fabric that date from the 19th Century. The interior has also been altered and refurbished, with the remaining two fireplaces not being contemporaneous with the construction of the house. The decorative plasterwork is attractive and probably upgraded during the late 19th or early 20th Century. The internal joinery is not particularly notable, much of it having been changed, however, the window surround to the hall window is an interesting feature. It is a modest structure of the past that has acquired architectural interest.

2. Historical: The historic research did not unearth the original builders of the then River View, nor any occupiers of the house during the 19th Century, or early 20th Century. We do know that in the 20th Century Douglas Gageby, who was, amongst other things, the Editor of the Irish Times for a long period in the second half of the 20th Century, occupied it. He is credited with its transformation into a widely respected daily journal. About 1980, Riversdale House was purchased by William A. Findlater (Alex), a member of the renowned Findlater family, who were very prominent in the grocery trade from 1827 to 1969 and in the wine trade thereafter. These two families give the house an association that is of historical interest.

Significance/NIAH Rating: The National Inventory of Architectural Heritage (NIAH) has not been carried out for the Dublin City Council area; however, its categories of special interest (architectural, historical, archaeological, artistic, cultural, scientific, technical & social) and its rating system have been used to assess the building in question. The NIAH identifies five categories of rating in seeking to rank buildings. The NIAH rating values are International, National, Regional, Local and Record Only (I, N, R, L, O). Structures which are considered of International, National, and Regional significance are deemed worthy of inclusion on the RPS. Using the NIAH rating system, Riversdale House, 75 Bushy Park Road, Rathgar, Dublin 6 has Regional significance. This structure makes a significant contribution to the architectural heritage within its own locality. As noted above, 75A and The Barn are substantially 20th Century structures of no special interest. The curtilage has been largely limited to the area around the proposed protected structure. This reflects the present subdivided nature of the

original grounds associated with the house and also the recent grant of permission of a development to the northwest within the original grounds. However it should be noted that further development/demolition of the adjoining house (No 75a) or development around the structure in question has the potential to impact on the surviving historic setting/attendant grounds and should be carefully considered. The Architectural Heritage Protection Guidelines 2004 provide the following advice in Section 13.2.1: Determining the Attendant Grounds of a Protected Structure; “The attendant grounds of a structure are lands outside the curtilage of the structure but which are associated with the structure and are intrinsic to its function, setting and/or appreciation. In many cases, the attendant grounds will incorporate a designed landscape deliberately laid out to complement the design of the building or to assist in its function”. Recommendation: Riversdale House, 75 Bushy Park Road, Rathgar, Dublin 6 is considered to be of Architectural and Historical interest within the meaning of Part IV of the Planning and Development Act 2000. It is therefore recommended for inclusion in the Record of Protected Structures. GRAND CANAL PREMIUM CYCLE ROUTE-BLACKHORSE TO PORTOBELLO

NOTICE

Dublin City Council proposes to commence a non-statutory public consultation on the proposed Grand Canal Cycle Route- Blackhorse to Portobello based on the emerging preferred route. INTRODUCTION

The Roads and Traffic Department proposes the development of Grand Canal Premium Cycle Route – Blackhorse to Portobello. The National Transport Authority has provided funding for the feasibility study of the scheme. Dublin City Council appointed O’Connor Sutton Cronin to carry out this feasibility study. Three route options were considered before the choosing the preferred route.

OBJECTIVE OF SCHEME

The main objective of this project is to link the existing Grand Canal Cycle Routes at Portobello and Blackhorse. It is to be a continuous and consistent two lane cycle route which will be a safe and attractive premium walking and cycle route that caters for leisure, tourist and family cycling. The scheme will provide linkage to the radial cycle routes in the area and will cater for pedestrians and mobility impaired persons along the route.

DESCRIPTION OF SCHEME

The Grand Canal Premium Cycle Route - Blackhorse to Portobello (PCR) will be approximately 4.4 kilometres in length and will run along the bank of the Grand Canal from Lower Rathmines Road to Tyrconnell Road. Section 1: Richmond Street South to Clanbrassil Street Upper

The PCR will commence by linking to the existing cycle track at Richmond Street north of the Grand Canal. It continues on the north bank of the Grand Canal and onto Portobello Road and then onto the canal bank south of Windsor Terrace and onto Clanbrassil Street Upper.

Section 2: Clanbrassil Street Upper to Donore Avenue A toucan crossing will facilitate crossing of Clanbrassil Street Upper. The PCR will continue westwards along the northern bank to Donore Avenue where there will be another toucan crossing.

Section 3: Donore Avenue to Dolphin’s Barn

Again the PCR will continue along the northern canal bank onto Dolphin’s Barn Road and onto another toucan crossing. Section 4: Dolphin’s Barn to Suir Road

The PCR continues on the northern bank between the Grand Canal and Dolphin House. A new pedestrian/cyclist bridge will cross the canal onto Herberton Road. The PCR continues via this new bridge to the southern bank at Herberton Road and continues on to cross the Luas at Anne Delvin Bridge.

Section 5: Suir Road to Tyrconnell Road

A new or cantilevered bridge will bring the PCR alongside Suir Road Bridge and a toucan crossing will facilitate crossing of Suir Road. The PCR continues on the northern canal bank along Millview Cottages and Goldenbridge Walk and onto Tyrconnell Road. A toucan crossing will facilitate crossing of Tyrconnell Road to link into South Dublin County Council’s cycle route. CROSS SECTION

The typical width of the combined pedestrian and cycle facility will be 4.5m. This includes a 3.0m cycle track and 1.5m footpath. Increased widths will be provided where appropriate. Drawings are attached as follows:

Centre during the past three months as part of their planned summer activities and programmes.

Recent events at Irishtown Stadium June to August is an extremely busy time in Irishtown Stadium with numerous school and college sports days, community events and track and field events. Below are details of a few highlights hosted at the Stadium during this period:

Special Olympics Sports Day On 16 June 2012 a sports day was held in Irishtown Stadium for the Special Olympics. There were over 100 participants that competed in a number of activities including: running, high jump, long jump and shot put.

Tall Ships Sports Day On Saturday 25 August 2012 an event was held in Irishtown Stadium for the crews of the Tall Ships from 1pm to 4pm. Approximately 100 crew members attended and participated in: Boxing, rowing, fencing, table tennis, volleyball, Gaelic football & tag rugby, DJ.

A Sports Development Officer and FAI Sports Officer are also assigned to encourage and develop sporting activities in the South East Area.

Sport Development The Sports Development Officer operates in the South East Area part of the South Inner City Local Drugs Task Force Area. The Following is an update on Sport Development programmes and activities arranged or assisted by Mr John Sweeney June to August 2012: School Completion Orienteering Programme The School Completion orienteering programme was organised by the School Completion Co-ordinator and assisted by Mr John Sweeney and staff of Gloucester Street Sport Centre. Approximately 100 boys and girls aged 10 to 12 years completed the programme in Trooperstown Wood, Co Wicklow for 2 weeks in June 2012. Foreign Exchange Sports Programme As part of a foreign exchange initiative in the South East Area, a sports programme was organised for approximately 40 boys and girls from Italy, Malta, Finland and Ireland. The participants aged 14 to 17 years played hurling in Clanna Gael, a G.A.A. blitz in P.A.R.C and they also visited the Aviva Stadium. Iveagh Gardens Intercultural Sports An afternoon of sporting activities was held on 11 July 2012 in Iveagh Gardens as part of Intercultural Day. Boys and girls aged 7 to 13 participated in a variety of activities and were treated to a picnic by the South East Area Community staff. Y.M.C.A Summer Sports Activities A 3-week programme during July 2012 was organised for young people from Aungier Street and surrounding areas by Y.M.C.A. Mr John Sweeney assisted this programme by organising water sports and BMX sessions.

Irishtown Stadium Sports Camp

From 23 to 27 July 2012 a summer sport camp was held in Irishtown Stadium. The were 22 boys and girls aged 7 to 12 years who participated in a wide variety of sports including: tag rugby, boxing, ultimate Frisbee, cricket and a mini Olympics.

Charlemont Street Sports Day This sports day was held on Tuesday 14 August from 1pm to 3pm. Fourteen boys and girls aged 7 to 12 took part in tug of war, egg and spoon, sack race, rounders and mini Olympics. Cabbage Patch Sports Camp The Cabbage Patch Sports Camp ran from 20 to 23 August 2012. There were 8 boys and girls aged 7 to 12 who participated and enjoyed playing hockey, boxing, ultimate Frisbee and cricket. Football in the Community Development Details of programmes and actives organised or assisted by Mr Jonathon Tormey, F.A.I. Officer from June to August 2012 are listed below:

Soccer Mammies Programme The soccer mammies’ programme is an ongoing project that runs in St Patrick’s Boys School on Tuesdays from 6:30pm to 7:30pm. The programme is aimed at women aged 16 years upwards who want to get fit and have fun in a relaxed and friendly environment. The women attending the programme are from the Pearse Street and Ringsend areas.

Sprog Soccer Sprog Soccer runs at the below times and locations: - Tuesdays from 3:15 to 4pm in Kevin Street. - Wednesdays from 10am to 12pm in Y.M.C.A. - Fridays from 3pm to 5pm in Irishtown Stadium The programme is for 3 to 6 year old boys and girls from the Pearse Street, Charlemont Street, Aungier Street and Ringsend areas. The aim of the programme is to involve children from a young age in sport and give them the opportunity to socialise with their peers. The programme is also a tool for developing and improving motor skills and hand to eye coordination.

Intersevens League The Intersevens leagues in an ongoing social soccer programme running in Irishtown Stadium from 6pm to 8pm on Monday and Wednesday evenings. Over 200 participants in the league come from all areas across the city and are aged 16 years upwards. The FAI officer’s involvement in this project is to help with the development and improvement of the league going forward.

F.A.I.Soccer Camp The F.A.I summer soccer camp was held from 9 to 20 July 2012, Monday to Friday in Ringsend Park and Cambridge Club House. Approximately 100 boys and girls participated in the soccer camps aged 6 to 12 years. The summer soccer camp is an annual event. The aim of the camp is to develop children’s soccer skills.

Community Soccer Camps The community soccer camps were held from 23 to 27 July 2012 in Ringsend Park and Cabbage Patch. Over 80 boys and girls aged 6 to 12 years participated in the camps which were run in conjunction with local summer camps in each area.

Intercultural Mini World Cup The Intercultural Mini World Cup tournament was an event open to boys and girls aged 4 to 14 years. Please find below details of some community events and work organised and/or supported by the Community Development Team of the South East Area Office. Please note that the South East Area Community Development Team has been down two members during this period; Senior Community Officer, Bobby Neill (early retirement) and Sheltered Housing Liaison Officer, Beatrice Casserly (maternity leave). Bloomsday Village Celebrations

Joycean Celebrations took place in Sandymount, Donnybrook, Ranelagh and Rathgar villages with literary readings and live music on the streets, a drama performance and much more. Many appeared in Joycean costume and local businesses prepared special menus for the day.

Ringsend Intercultural Food Festival

Showcasing food as culture, this event at Ringsend & Irishtown Community Centre promoted integration by creating an atmosphere of sharing and giving everyone an opportunity to try various foods and flavours from around the world. The Carmelite Intercultural Food & Music Festival

We organised another Intercultural Food Festival in September, taking place at the Carmelite Centre on Aungier Street but this time we added a musical dimension to the event. Performances on the night included the Ostroha Slovak Folklore Ensemble and a 12 year old saxophonist from Kazakhstan.

The Intercultural Picnic

The sun shone for us at our 2nd Intercultural Picnic which attracted several hundred people for a fun packed afternoon at the Iveagh Gardens in July. This event was organised in partnership with the Muslim Sisters of Éire, the association of Spanish Parents in Ireland, the Association of Brazilian Mothers in Ireland and the Lantern Cultural Centre.

The Flats – Memories, Perceptions & Reality

Flat 8E Pearse House was transformed into a Gallery to host a wonderful exhibition viewing life in Pearse House through the lense of photographer, Jeanette Lowe. To launch the exhibition, we organised a street party in the complex with live music, food and children’s entertainment. Thousands visited the exhibition over a 12 day period and it was very successful on many levels. Locally it had a very positive impact on the community, giving them a sense of pride in their area. The exhibition was voted the ‘Peoples Choice’ in the Photo Ireland Festival 2012 and it also gained a lot of media coverage including features

on RTE Six One News and The Pat Kenny Radio Show.

Bram Stoker Centenary

A ‘Let’s Walk & Talk’ historical walking tour with Pat Liddy followed in Dracula’s Shadow through the streets, courtyards and laneways of the former Medieval Quarter as part of the Bram Stoker Centenary Celebrations. The tour concluded at St. Patrick’s Cathedral for a spooky evening of Gothic Readings. Both parts of the event were included as part of

RTE’s 9 O’Clock News that evening.

Ballroom Of Romance

A celebratory evening of music and dance for over 50s took place at the Royal College of Surgeons at the end of July. This annual event is another summer highlight and was full to capacity again this year with over 300 people from communities all over the South East Area in attendance. Entertainment on the night came courtesy of An Banda Garda Síochána and the Young Orchestral Pops.

Garden Parties

Nine Garden Parties took place during July at local community centres/spaces and Sheltered Housing schemes giving local residents a chance to enjoy some tasty food, a cool drink, live music and the fresh air whilst relaxing with friends. These are highly popular events every year and form an important part of our programme. This list of venues this year was as follows: Maxwell Court, Carmelite Community Centre, Beggars Bush Court, Ringsend & Irishtown Community Centre, Verschoyle Court, Beechill Court, Mount Drummond Court and Sandymount Green. Tall Ships Festival Adios in Ringsend Village

Activities took place over a 4 day period in Ringsend with residents turning out on the final day to bid farewell to the Tall Ships to a backdrop of Sea Shanty music, dance and festivity!

Secret Gardens

An opportunity to view some beautiful back gardens and eco projects took place in a number of residences in Sandymount at the end of June. Local residents are now planning two further events with support from ourselves. STRINGS Project

Music tuition in the Whitefriar Street area continued through the Y-POD Summer Project which complemented our local STRINGS Project. Our instrument donation appeal continues and to date we have received a number of instruments. We also had meetings with Temple Bar Traders to discuss the possibility of the STRINGS Project performing at Temple Bar

Tradfest 2013. They are approaching John Sheehan from the Dubliners to ask him to compose a piece for the STRINGS Project in memory of Barney McKenna.

Hack The City Street Feast

We worked with the Science Gallery from Trinity College on hosting a street feast with ’a menu of conversation’ at Grand Canal Dock in September. Many of the topics discussed were community orientated and a number of local community groups attended this successful ‘revolving’ pot-luck lunch. Pembroke Cottages Centenary

A highly successful party and centenary celebrations took place on the street on Sunday, 1st July. Dodder View Cottages Centenary Celebrations

A duel celebration as local residents at Dodder View Cottages marked both the area’s centenary as well as the return to their homes following the floods last year which impacted hugely on the area. This event involved huge co-operation between traders and residents and received a lot of support from us.

Eglinton Terrace Street Party Some support was also given to this event in Donnybrook in August.

Community Gardens

We continue to provide support and supply materials to a number of community gardening projects which we developed with the community all over the South East Area. Areas include Pearse House, Woodstock Court, Maxwell Court, Oxford Grove, Donnybrook Village, Swan Grove and St. Andrews Resource Centre with the likes of Verschoyle Court currently being considered. We have organised Community Clean Ups at these locations which succeed in promoting active citizenship and improving the local environment. Many of these locations have been brought up to a standard whereby they won awards at the City Neighbourhoods Competition in September.

Friends Of Green Spaces

Future Community Gardening projects will come under our ‘Friends Of Green Spaces’ initiative. Our ‘Friends Of Green Spaces’ initiative will work as follows:

• We will identify a suitable unused green space • We will erect a large sign on the site inviting local people to become involved in

developing the space • We will then work provide assistance and support with those who volunteer on this

project We have already started to pilot this initiative at Cathedral View Court, Donnybrook Village and Magennis Square. We will also integrate some of the above ‘Community Gardens’ into this initiative.

Park Allotments

We continue to manage the allotments at Ringsend Park and Herbert Park, increasing the local community’s accessibility to gardening. There are 34 allotments in Ringsend Park and

13 allotments in Herbert Park. We are currently doing inspections of all plots and liaising with licence holders. Licences are due for renewal on 1/1/13. The Greenway Dodder Walk

Cllr. Paddy McCartan officially launched our proposed Greenway Dodder Walking Route on a glorious Saturday afternoon in September. This walk on the wild side took us along by the Dodder River to Donnybrook Village and was a thoroughly enjoyable event for all. Also joining us on this walk were DCC’s Executive Parks Superintendent, Maryann Harris and historian, Pat Liddy who gave some input along the way. This walk finished at Kiely's Pub in Donnybrook where we had refreshments on offer outdoors. Our long term plan with our Greenway Dodder Walking Route is also to develop a series of walking trails along the Dodder River that will also link in with all the villages en route, thus attracting visitors to these areas. We will work with the local traders and community on this project.

Let’s Walk & Talk

We celebrated 5 years of ‘Let’s Walk & Talk’ this summer by hosting a number of special events with the weekly walking groups. Following the success of The Greenway Dodder Walk, a new weekly walking group was started on a pilot basis for the month of September. This walk takes place on Saturday afternoons along by the Dodder River and is proving hugely popular with over 70 people turning up on the first week. We will look at continuing this weekly walk as soon as we’ve enough walk leaders in place to run it. We are organising another ‘Walk Leader Training Day’ for early October to train more volunteers. We have developed and designed this course. The South East Area currently hosts 6 (including ones in Irish, Spanish & French!) of the 10 walking groups that are in operation citywide. A number of historical tours led by historian, Pat Liddy also took place in the South East Area: ‘The Liberties – Dublin’s earliest Tax Incentive Area!’ covered parts of the South East Area before crossing to the South Central Area. Over 200 people were in attendance despite the bad weather. ‘The Very Heart of Medieval Dublin’. Another tour taking in parts of both the South East & South Central Areas took us from Christchurch Cathedral to St. Audeons Church. ‘Ranelagh – A Village Apart’. Over 150 people absorbed the atmosphere of the Ranelagh Arts Festival on our tour of Ranelagh. We concluded the tour at Ranelagh Arts Centre and from there we arranged for the participants to take in the festival art exhibitions on display at various locations in the area. Fun Inc.

An afternoon of traditional games for children from Dublin City Council’s Fun Inc. team took place at Merrion Square Park for 2 intercultural Groups. Summer Projects/Programmes

Programmes of activities for young people took place throughout the summer at Ringsend, Pearse Street, Rathmines, Whitefriar Street, YMCA Y-POD, Donnybrook and Charlemont Street.

Staff Ideas Awards Scheme

The Staff Ideas Scheme was launched in January 2012 with 162 entries submitted from within Dublin City Council. Following staff workshops and departmental meetings, 27 ideas were awarded prizes and short listed for further development. Members of the South East Area Community Development Team received 5 of these awards for the following projects:

• Friends Of Green Spaces • Friends Of The South East Area • Secret Gardens • Greenway Walks • Let’s Walk & Talk

Work on progressing these ‘ideas’ continued.

Rathmines Square Lunchtime Performances

In partnership with Swan Leisure and the D.I.T. Conservatory of Music we organised two lunchtime music events at Rathmines Square featuring the D.I.T. Traditional Music Ensemble, D.I.T Flute Ensemble and Quintessential Sax.

Yeats Heritage Event

Support was given to this music & literary event at Sandymount Green which was organised to mark William Butler Yeat’s birth date.

Ireland’s Biggest Coffee Morning

We promoted and helped out at this charity event at Charlemont Court where over €3,000 was raised in aid of the hospice in Harold’s Cross.

Alzheimer’s Ireland

Alzheimer’s Ireland has use of our community room at Heskin Court 5 days a week and we recently supported their fund raising event at this location.

Headway

We continue to support this service based in Donnybrook which caters those with acquired brain injuries. We will assist them with their exhibition which will be on display in the Civic Offices in November.

Gateway Mental Health Service

As members of the Advisory Committee, two of our team have been working closely with other members of the committee in implementing Gateway’s Strategic Plan (2010-2013) and assisting in the process of the project becoming an independent legal entity. We also helped this service acquire a new base in Rathmines which they moved into earlier this year.

Leo Fitzgerald Outdoor Mass

An evening mass with Fr. Anthony from Saint Andrew’s Parish, Westland Row Church took place outdoors at Leo Fitzgerald House Flats. A big crowd turned up including many from around the world who had been in town for 50th International Eucharistic Congress

Community Groups

We have met and spoken with numerous community groups ranging from residents groups to festival committees to active retirement associations in promoting our activities and dealing with local issues.

Sheltered Housing

Three of our four Sheltered Housing Liaison Officers continue to manage the 17 Sheltered Housing ‘schemes’ in the South East Area. Activities for older people (coffee mornings, computer classes, bingo, social history workshops etc.) take place on a weekly basis at some of these locations and we have just arranged for programmes of Adult Classes (art, cookery, crafts and patchwork) to commence in many locations.

Older Peoples Network

A team member attends the monthly meetings and has assisted in developing the group, producing their information booklet and planning the summer programme of activities.

Charlemont Senior Citizens’ Computer Club

We continue to run computer classes on a weekly basis for Senior Citizens at the Computer Room in Charlemont Street Flats. We have also recently succeeded in getting Age Action involved in this project.

Neighbours Day

Our event to mark Neighbours’ Day this year offered song and dance to Ringsend Active Retirement Group at St. Patricks CYMS on 1st June.

York Street Centre

We are based at this centre at times which allows us to work closely with groups in the Whitefriar Street Area.

Irishtown Stadium Office

We have recently acquired office space in Irishtown Stadium and plan to base a team member there 2 days a week to link in with local community.

Car Free Day

We provided some support to our Roads & Traffic Department who held a family day event on Fade Street/Dame Court in September. Pride Of Place

‘Let’s Walk & Talk’ has been nominated by Dublin City Council under the Cultural Tourism category for the nationwide Pride of Place Award. Our staff made the presentation to the adjudication panel at the Mansion House in August and arranged for 18 of the walk leaders to assist us with this. The Award Ceremony will take place in Limerick in November.

Dublin City Neighbourhoods Competition

We assisted the whole process which recognises the contribution made by community groups in enhancing their areas. The South East Area Award Ceremony took place at the Wood Quay Venue whilst the Citywide Ceremony took place at Croke Park in September.

Herbert Part User Group

We continue to support this group in achieving its objectives. The Carmelite Centre Summer Barbeque

We supported this event at the Carmelite Centre on Aungier Street O.L.V. Building

We have overseen the improvement works that have taken place at this facility over the past year. Recent work included the removal of ivy and buddleia from the gable wall. We have been regularly liaising with the building’s user groups and hosting House Committee Meetings with all concerned.

East Link Grant Scheme

We recommended 38 grant applications under this scheme. The total amount allocated to groups based on the southside was € 29,662.10.

Funding Opportunities

We continue to identify potential sources of funding for community projects and for community groups to increase the level of activity in areas. For example, we have been assisting various groups in the Dublin 4 area in applying for funding under the Aviva Grant Scheme. Ronan O’Donnell.

The attached maps show the areas where it is intended to establish pilot Flood Resilience within In the South East Area. The pilot areas include Pearse Square and parts of Rathmines and Pembroke that fall within the River Poddle catchment.

Dodder Flood Alleviation Works The floodwall by Marian College is finished. Floodgates have been installed at adjoining laneways and at Marian Colleges’ side entrance. The works on the opposite side of the river at Avivia Stadium will be substantially complete by the end of this October. The section of the Dodder Walkway by the Sweepstakes site, from Ballsbridge to Marian College, has been closed to facilitate the construction of the floodwall in this location. This work and associated lane closure will go on through to next year, with February 2013 the likely completion date for this section. A Part 8 planning permission is being sought for strengthening work to the bridge parapets at London Bridge and New Bridge. Cabbage Patch Schools, Clubs, Colleges and Groups all using the pitch. A meeting for bookings for the next school and college year is being arranged. A draft public realm plan for the wider Grafton Street Quarter is also being finalised and will be presented to Councillors when complete.

Crampton Buildings There is ongoing liaison with residents at Crampton Buildings in relation to the proposed refurbishment works and their housing needs in the context of the availability of temporary alternative accommodation at Townsend Street and at Bridgefoot Court. Assistance is being provided to tenants moving to the temporary accommodation. South East Area staff are continuing to engage closely with all of the residents to address their housing needs and to address the various other issues of concern that have been raised The Dubline - Dublin Discovery Trail Dubline is a joint initiative between Fáilte Ireland, Dublin City Council and the OPW. It consists of a discover trail / cultural route being developed from Trinity College westwards to Kilmainham. The proposals currently being progressed include signage for the route and the possible adaptation of the city council’s Barnardo Square building as a visitor information centre

Grand Canal Sub Group Waterways Ireland has reported that The Grand Canal Dredging Contract 2012 is due to commence in October, working in a westerly direction from Portobello to Suir Road. The Grand Canal Group will assist in engaging with the community to inform them of these works.

A new Grand Canal website - http://www.grandcanaldublin.com/ has been created by the group. This website is intended to act as a first port of call for anyone and everyone with an interest in The Grand Canal as it runs through Dublin. The website includes a list of FAQ’s which gives information on the various areas of responsibility.

The Grand Canal Sub Group will be extending an invitation to the South East and South Central Councillors to attend their next meeting to be held on 6th November 2012.

Sandymount Village Design Statement

Sandymount Village came 4th in the Tidy Towns Category B Awards. The Tidy Towns Committee was an outcome of the Sandymount Village Design Statement and the SVDS was given a special mention in the Adjudicator’s report. The I.P.I (Irish Planning Institute) also awarded Sandymount the Urban Village Award of €1000. The Heritage Council has nominated the SVDS for the I.L.I (Irish Landscape Institute) Awards to take place in November.

Ringsend Park Slí na Sláinte

A new Slí na Sláinte route for Ringsend Park (1.1km), Sean Moore Park (1.2km) and Poolbeg Lighthouse (10.2km) will be launched on 17th October 2012 in Ringsend Park by Dublin City Council (Parks and South East Area) and the Irish Heart Foundation. 2012 City Neighbourhoods Competition The awards took place for the Dublin City Neighbourhoods Competition in Croke Park on 27th September 2012. The South East Area fared well in this citywide competition and attached separately are the recipients of those awards in our area. Halloween bonfire material removal. The Rapid Response Crew which is shared between South Central and South East Area will collect and dispose of bonfire materials. In addition to this Thorntons Waste Removal has been contracted by the South East and South Central Area to assist in the removal of bonfire materials. The schedule for removal will be agreed at the October meeting and will be forwarded to Gardaí. Anybody wishing to report storage of bonfire materials can contact the South East Area office. Contact details for staff working the bank holiday weekend will be made available to Gardaí when finalised. Bonfires should be reported to Dublin Fire Brigade as the contractor will not have the equipment to extinguish burning bonfires. Relevant businesses (tyre companies, supermarkets etc) in the area have been issued with a letter
