Racing Rules of Sailing will be changed as follows: (a) In addition to rule 46 the person in charge shall provide either a valid DSV certificate, “Jüngstensegelschein“, “Sportsegelschein“ or a valid official certificate required or recommended for the race course waters issued by DSV on behalf of the Federal Ministery of Transport, Building and Urban Development. Foreign competitors shall provide an equivalent certificate as required by their MNA. (b) In addition to rule 75 foreign competitors have to prove their membership in an ISAF affiliated sailing club by the club's confirmation on the entry form. (c) In addition to rule 75 each German competitor shall be registered on the DSV website (www.dsv.org) according to MO 8.2 and shall have available his / her „Jugend- seglerpass“ at the race committee’s disposal. (d) While being afloat all competitors shall wear personal flotation devices according to class rule 4.2 (a), preferably in yellow or orange colors. This changes the preamble of RRS part 4. (e) No advertising for alcohol or tobacco products shall be allowed according to WO 13.2. This changes rule 80. The changes will appear in full in the Sailing Instructions. The Sailing Instructions may also change other racing rules. (f) All protesting boats shall display a red flag. This changes rule 61.1(a)(2). 1.3. If there is a conflict between languages the English text will take precedence except for the “Ordnungsvorschriften Segeln” (the German national prescriptions), this Notice of Race and the Sailing Instructions for which the German text will precede. 1.4. Jury-Hearings may be conducted under the Arbitration System. 2. ADVERTISING Boats may be required to display advertising chosen and supplied by the Organizing Authority. 3. ELIGIBILITY AND ENTRY 3.1. This regatta is open for boats of the Optimist Dinghy Class, that fulfill the following requirements: Only competitors who were born in 1996 or later and belong in group A may enter the German Youngsters Championship.

3. ELIGIBILITY AND ENTRY 3.1. This regatta is open for boats of the Optimist Dinghy Class, that fulfill the following

requirements: Only competitors who were born in 1996 or later and belong in group A may enter the German Youngsters Championship.

Eligible are: (a) Competitors listed in the ranking list at entry closing date with at least 80 points and at

least 9 ranking list scores. If there are more eligible entries than the maximum number, they will be accepted in the order of the ranking list. The qualification shall be documented in the “Jugendseglerpass“ and presented upon requirement.

(b) Competitors who are German Youngsters Champion of the previous year (overall score). (c) Foreign competitors. 3.2. Eligible boats may enter exclusively via the Kieler Yacht-Club website

www.idjuem2011.de by 11 July 2011 (date of reception). The completely filled in disclaimer of liability form shall be presented at registration.

3.3. Competitors under 18 years of age shall present a signed and completed parent (guardian) consent and declaration form at registration. The forms are available for download on the event website www.idjuem2011.de

3.4. Late entries will be accepted under the following conditions: If by 11 July 2011 there are less entries than the maximum number, further entries will be accepted in the order of reception up to the maximum number. Entries after this date will be late and charged 50% additionally.

3.5. The following restrictions on the number of boats apply: 220 german and 60 foreign boats.

4. ENTRY FEE

The required fee is EUR 100,00 per boat payable when entering online by direct debit or credit card. Not before the fee was received an accepted entry will be valid. The fee will be refunded only if the entry is rejected.

5. FORMAT OF RACING

The fleet will be split with no final series. See further regulations in the Sailing Instructions.

6. SCHEDULE 6.1. Registration:

6.4. 15 races are scheduled according to MO 10.1 6.5. The scheduled time of the warning signal for the first race is

7. MEASUREMENT 7.1. In addition to rule 78 every boat shall provide a valid measurement certificate or a copy

with a stamped and signed confirmation of the competitor's sailing club. Boats have to comply with RRS appendix G “Identification on Sails“.

7.2. There will be no initial measurement. 7.3. At registration competitors will be informed where measurement will take place.

8. SAILING INSTRUCTIONS 8.1. The Sailing Instructions will be available from 30 July 2011 0900 hrs at the Race

Office. 8.2. The Race Office is in the “Regattahaus“, Soling 22, 24159 Kiel-Schilksee 9. VENUE 9.1. The venue is “Olympiazentrum Kiel-Schilksee“. 9.2. The racing area is located in the waters of Strander Bucht. 10. COURSES

Courses will be sailed as trapezoid courses with inner and outer loop. 11. PENALTY SYSTEM 11.1. Appendix P will apply. 11.2. Decisions of the International Jury will be final as provided in rule 70.5. 12. SCORING

The Low-Point-System as provided in RRS appendix A will apply for the German Youngsters Championship. The number of discards is according to MO 11.

13. SUPPORT BOATS 13.1. Support boats also have to be entered online. The entry fee is EUR 50,00. 13.2. Coaches and team leaders may register on Saturday and Sunday (30 and 31 July

2011) from 0900 hrs at the Race Office and collect the Sailing Instructions. 13.3. Support boats shall be marked with numbers given out at registration. 14. RADIO COMMUNICATION

Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

15. PRIZES

Prizes (Medals) will be given to the first three places and certificates to the first six places by DSV, for both the overall score and the U14-divison. For the overall score all competitors are scored, the U14-division is an extract of the overall score and applies only to competitors, who in 2011 are 13 years of age or younger (1998 and younger). The following titles will be awarded to the winners: Deutsche(r) Jüngstenmeister(in) in der Optimist-Klasse 2011 Deutsche(r) Jüngstenmeister(in) U14 in der Optimist-Klasse 201 If the winner of the overall score or the U14-divison is from a foreign country, the following titles will be awarded: Internationale(r) Deutsche(r) Jüngstenmeister(in) in der Optimist-Klasse 2011 Internationale(r) Deutsche(r) Jüngstenmeister(in) U14 in der Optimist-Klasse 2011 In this case the title without the addition „Internationale(r)“ will be awarded to the best scored German competitor. There will be more prizes given by the Organizing Authority.

16. DISCLAIMER OF LIABILITY 16.1. The responsibility for the decision to participate in a race or to continue with it is solely

with the skipper; to that extent the skipper also accepts full responsibility for the crew. The skipper is responsible for the qualification and the correct nautical conduct of the crew as well as for the suitability and the transport-safe condition of the registered boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realization of the event or to cancel the event. This does not constitute any liability by the organizer towards the participant, if the reasons for the changes or the cancellation do not result from a wilful or grossly negligent behaviour of the organizer.

In case of a violation of obligations that do not constitute primary or material contractual duties (cardinal obligations), the liability of the organizer for financial and property damages incurred by the participant during or in connection with the participation in the event and resulting from a conduct of the organizer, its representatives, servants or agents, is restricted to damages that were caused wilfully or grossly negligent. When a violation of cardinal obligations occurs due to minor negligence, the liability of the organizer is limited to foreseeable, typical damages. To the extent that the liability for damages of the organizer is excluded or restricted, the participant also relieves the staff - employees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use - from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the realization of the event. The effective racing rules of the ISAF, the administrative regulations regatta-sailing and the articles of association of the DSV, the class rules as well as the regulations of the invitation to the competition and the sailing instructions are to be complied with and are expressly recognized.

17. INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of EUR 1.500.000 per event or the equivalent
