NOTICE OF PREPARATION AND RESPONSES TO NOTICE OF PREPARATION

Box 809 Marina, CA 93933 Re: Comment on Scope of SEIR for the 2010 Montery Bay Area Metropolitan Transporation Plan, 2010 Montery County Regional Transporation Plan, 2010 San Benito County Regional Transporation Plan, and 2010 Santa Cruz County Regional Transportation Plan Dear Randy, Thank you for the opportunity offered area citizens to comment on scope of SEIR for the 2010 MTP. As we are all aware the necessary progress of transportation cuts roads and pathways through habitat; sometimes pristine native vegetation and habitat, and sometimes an already degraded habitat. The question that the California Environmental Quality Act (CEQA) asks us to answer is how can these significant impacts become mitigated so that the impacts are no longer significant? I suggest that in answer to this question that the scope of the SEIR addresses the following recommendations: I. Address the benefits of planting California Native Plants to replace this lost habitat. The current EIR stipulates the use of drought tolerant plants. This request should go one important step further and stipulate the use of drought tolerant California Native Plants specific to the climate and region where economically feasible whenever a non-native is replaced or in planting new or expanded freeways, highways, roadsides, railways, and walkways. There are a quantity of reasons this would be an improvement on the current EIR requirement.
1. Aesthetics which may translate to economic attraction of tourists and to the calming of drivers and passengers on roadways.
2. Habitat restoration and creation of habitat for native insects, birds, and small mamals.
3. A reduction in roadside dust. See attached PowerPoint presentation by Bob Nunes, Air Quality Planner, Montery Bay Unified APCD.

5. A reduction in glare and heat generated by roads and vehicles. 6. Contribution to the trend to restore California Native Plants throughout the State. 7. A sense of pride in our beautiful region and state.
II. Address the use of drought tolerant vines (possibly non-natives) to cover exposed sound walls whenever economically feasible. For California Native vines I am aware of a Grapevine and the Maple Vine Tree (native on the northwest coast) that can be trained into a vine, also there are native honeysuckle vines and clematis vines, which may work well. However, the fastest growing drought tolerant vine I am aware of is Boston Ivy, which does not need a lattice, clings tightly to the wall, and changes from green to reds and oranges in the fall. Boston Ivy is moderately invasive in that it will cover nearby plants in time, but I don’t believe it spreads easily by seed, therefore it should not compete with California Native Plants. Where there is no soil for planting on the highway side of the wall there may be on the other side and the vine can be trained over the wall. The reason for this request to grow vines on soundwalls is twofold: 1) there is a severe problem with graffiti in this region and an uncovered sound wall is like a blank canvas to graffiti artists and to gang members. Our counties expend countless funds and time to removing or covering the graffiti. If these walls are covered with a hardy, attractive vine it is nearly impossible to graffiti the sound walls. For example, the city of Thousand Oaks intentionally planted Boston Ivy and provided other landscaping to inhibit taggers from spreading graffiti to new sound walls. Finally, the SEIR should address the need to remove highly invasive plants where they crop up along the freeways, highways, roadsides, railways, and walkways where economically feasible. Four such highly invasive plants are Acacia Trees, Eucalyptus Trees, Pampasgrass, Ice Plant, and Scotch and French Broom. Here’s a link to a brochure put out by the California Invasive Plant Society identifying invasive plants and rating their danger: http://www.cal-ipc.org/ip/inventory/pdf/Inventory2006.pdf These plants would not have gained a foothold if the native plant environment had not been degraded by the building of the freeway, highway, roadway, train track, or pedestrian path. In the past these plants may have been intentionally planted by our transporation agencies, counties and cities; substituting a natural habitat for an artifical one that is not beneficial to our native insects and animals. These highly invasive plants out-compete our California Native Plants and thereby drastically reduce habitat for our native insects, birds, and mamals. Some of these invasive plants are highly flammable, as in the case of the Eucalyptus. In addition, both Acacia Trees and Pampas Grass are highly aggravating to allergy sufferers and many individuals consider these plants unsightly. An Important Change Since the 2005 RTP, MTP, and EIR Scientific and societal understanding of climate change concerns has grown. The contributing role of greenhouse gas emissions (GHG) is in the forefront, and new California laws have been adopted in an attempt to address this gigantic problem. The climate science community is telling us there is no time to waste in reducing greenhouse gas emissions. The requirements of the California Global Warming Solutions Act of 2006 (AB 32) and Steinberg’s Senate Bill 375 also make clear the general direction of reducing GHG, including reducing to 1990 levels by 2020. We believe that although the California Air Resources Board is not scheduled to finalize regional GHG reduction targets until September 2010, that year-off date should not be used as a justification for not making significant GHG-reduction progress in present transportation plans and related CEQA analysis. The 2010 SEIR must be pro-active in this matter. The SEIR should be prepared consistent with California’s Draft CEQA Guideline Amendments for Greenhouse Gas Emissions, particularly since those recent CEQA Guideline amendments are anticipated to be formalized in a few months, before the SEIR process is completed. Regional Role of the Program EIR The current SEIR, as a program-level EIR, is an appropriate place to analyze cumulative, regional GHG emissions from transportation systems, including proposed future projects/programs and
GHG-reducing alternative projects/programs. Consideration of Alternatives The SEIR should introduce consideration of genuine programmatic alternative(s), in which major-dollar highway capacity expansion investments are largely shifted to transportation projects which aim to most cost-effectively reduce GHG while providing for modal shifts away from high-GHG single occupant motor vehicles. It is not sufficient to mention and discard a “No Project/No Build” alternative, and then consider as the other alternatives, various levels of funding of a single concept, i.e. primarily more automotive infrastructure and maintenance of same. The “No Project” alternative should not be set up as the only alternative to highway construction. “No Build” may be an easily knocked down Straw Man alternative, set up and then handily rejected for not addressing traffic congestion or other concerns. It is also not good science to limit or warp the transportation modeling until it yields GHG “OK” results for adding highway lanes (the Caltrans “improved highway efficiency” theory in which there is never induced traffic, no long range outcome, and so on), when for the same major investments in alternate modes, real GHG reductions could be planned for. What genuine transportation plan alternative, requiring major investments to shift to non-automotive transportation, will reduce GHG to 1990 levels by the year 2020, as required by state law? How will the SEIR meet the CEQA requirement to consider real alternatives? If the transportation agencies have failed to develop strong GHG-reduction planning, this big-picture SEIR should point to the in-depth development of such plans. The SEIR should analyze at least several conceptual alternatives and the qualitative comparisons that follow, with quantitative comparisons as feasible. We note that a previous Environmental Screening Technical Report for the Santa Cruz County Regional Transportation Commission’s 1998 MTIS Major Transportation Investment Study found widening Highway 1 for HOV lanes would result in an increase in fuel consumption, while three of the studied build alternatives would result in a decrease in fuel consumption. “Fuel consumption” is a fair stand-in for GHG emissions. Will the SEIR look into environmentally superior alternatives as called for by CEQA? The SEIR should not serve as an EIRS (Environmental Impact Rubber Stamp) on regional transportation agencies’ proposed transportation plans that fail to cost-effectively tackle climate change and GHG head-on. Mr. Randy Deshazo Principal Planner, AMBAG PO Box 809 Marina, CA Dear Mr. Deshazo: The Monterey Bay Chapter of the California Native Plant Society has just learned that AMBAG is seeking scoping comments for the SEIR for the 2010 Monterey County Regional Transportation Plan. We ask that you include these brief comments in your consideration of the issues to be covered in the SEIR. For many years our chapter has sought to minimize the removal of native plants in highway construction, to encourage the use of appropriate native plants in highway-right-of-way landscaping projects, to avoid landscaping with invasive non-natives, and to remove invasive non-native plants when they threaten to take over existing landscaping. We ask, therefore, that drought-tolerant native plants be specified for landscaping purposes wherever possible. This provision can help mitigate the loss of plants to construction, replace lost habitat, benefit native insects, birds, and mammals, help reduce erosion, save water, and improve roadside esthetics and thus attractiveness to visitors. Because of the greatly increased interest in landscaping with native plants resulting in part from recent drought conditions, many more nurseries now carry these plants; so they are much more readily available than they were just a few years ago. Once this provision is included in the SEIR, our chapter will be happy to provide additional information about appropriate plants, bearing in mind that selections always be as site-specific as possible.
