INFORMATION

Business Victor Harbor Mainstreet Trader Committee

An update on the current discussions and projects:

- Mainstreet events

The committee are continuing to plan a new annual mainstreet event with the

different options being reviewed. The proposed time for the event is February or

March 2019.

- Street Decorations

The committee are currently liaising with all traders to encourage them to purchase

decorations and decorate their business with a spring theme for the ‘Spring in to the

Mainstreet’ campaign.

Spring in to the Mainstreet

A ‘Spring in to the Mainstreet’ campaign is planned to start from the October long weekend,

through to November. Traders will be invited to decorate their businesses, signage /

decorations will be installed at different locations around the precinct and online promotions

will target visitors to come and experience everything the mainstreet has to offer in spring.

Digital Marketing

Website

The new Victor Harbor Mainstreet Precinct website was launched in July –

www.victorharbormainstreet.com.au. The new site has a full business directory, information

on all upcoming events and it is planned to have regular 'blog' posts on what people can

experience in the mainstreet.

AdPod

A new digital marketing initiative has been implemented with the installation of an AdPod

device in the mainstreet. An AdPod is a Wireless Bluetooth Broadcasting device that sends

out a notification message to all android devices within 100m. The notification has a preset

message and automatically forwards the user to the mainstreet website.

Mainstreet Upgrade Stage 2 – Pre-Works Trader Support Program

Attached is the proposed Pre-Works Trader Support Program that has been developed to

assist with the preparation for the Mainstreet Stage 2 upgrade (proposed start date is May

2019).

Attached is the information sheet that is being sent out to all mainstreet traders and building

owners to communicate the project details that council has and can share at this stage.

Coffee Promotion Postcard

All mainstreet traders who sell coffee were invited to be a participating business in the

Coffee Promotion Postcard (10 businesses agreed to participate). The promotion is a ‘Buy 1

get 1 Free’ coffee offer targeting visitors who are staying in local accommodation. The

postcards have been distributed to various accommodation providers around Victor Harbor

to encourage their visitors to visit the mainstreet.

RECOMMENDATION

That the Economic Development and Tourism Committee recommend that Council re-appoint

Mr Mike Willett as the City of Victor Harbor Town Crier in accordance with the terms of the

Honorary Position of Town Crier Position Description and Protocols (as presented) for a period

of twenty four months concluding on the 9 December 2020.

INFORMATION

Mr Mike Willett is seeking the renewal of his position as the honorary Town Crier for the City

of Victor Harbor. The current tenure concludes on 9 December 2018.

Mr Willett has recently written to the Chief Executive Officer. Letter is attached to this agenda

report (see Attachment 2 – Letter dated 21 August 2018).

Council first appointed Mr Willett as Town Crier in December 2011 and subsequent renewals

have been approved by Council. During his tenure, Mr Willett has continued to attend many

community and Council events including the Christmas Pageant, Australia Day Celebrations,

Whale Time Playtime Festival and the Community Street Party. In addition to this Mr. Willett

regularly welcomes passengers of the SteamRanger train arriving at the Victor Harbor Station

and regularly attends the Foreshore Country Markets.

Mr Willett has previously signed and acknowledged the conditions of the ‘Position Description

& Protocols’ document. The document clearly outlines how Council would reasonably expect

this person to conduct themselves in a public forum. It is recommended that the signing of

the ‘Position Description & Protocols’ document be a condition of any approval granted by

Council (see Attachment 1 - Position Description and Protocols).

RISK ASSESSMENT

Financial : The applicant has sought minor financial assistance from Council. Any financial

assistance provided by Council would be paid upon the presentation of travel related receipts

and in accordance with Council’s budget allocation. The risk is rated as low.

Environment : Some members of the community may consider excessive use of the Town

Crier’s bell within a crowd as noise pollution. Mr Willett has undertaken to utilise his bell in a

sensible manner with no excessive use. No formal complaints have been received from the

community relating to this matter. This risk is rated as low.

Political / Reputation : There is a risk that the Town Crier may cause embarrassment to the

City, given the public nature of the position. Council staff are not aware of any complaints

received as to the conduct of Mr Willett as the Town Crier since his initial appointment. This

risk is rated as low.

Safety / Welfare : The Town Crier is considered a Council volunteer and has Mr Willett has

previously received induction as such. Previous assessment has identified only minor safety

risks associated with the role. This risk is rated as low.

Public Relations : The nature of the position is to create vibrancy and additional atmosphere

to community events and civic occasions hence the position is unlikely to generate negative

publicity for Victor Harbor. This risk is rated as low.

BUDGET IMPLICATION

Provision has been made in the 2018/19 budget for out of pocket travel expenses associated

with attendance at Championship events by the Town Crier to a maximum of $1000 per

financial year be approved upon provision of travel receipts to council administration as per

Council resolution OC2692016.

the Economic Development Strategy working paper.

INFORMATION

Purpose

The report aims to outline the key points that were identified during the Economic

Development Strategy Workshop held on the 15th August 2018, while seeking feedback on

work that has occurred following the workshop.

Background

The City of Victor Harbor completed a review of the Economic Development & Tourism

division in late 2015. The Council subsequently adopted a series of recommendations from

the review, including the preparation of an Economic Development Strategy. The below

Council resolutions directly relate to the creation of the strategy.

Council Resolution 29th February 2016 SC72016 :

i. That, as a part of the Community Plan 2022 review process clear direction for

economic development activities will be provided in order to ensure that outcomes

can be identified

and measured.

ii. That, following the adoption of a new Community Plan, the Draft Economic

Development Strategy be completed to reflect the aspirations of the Community Plan

and the community

consultation.

iii. That the Economic Development strategy that is developed shall clearly articulate

if and how Council intends to address the identified gaps of Investment attraction and

Business

engagement.

iv. That the Long Term Financial Plan continue to make provision for capital projects

that support the improvement of infrastructure that specifically supports economic

development.

The Economic Development & Tourism Committee members recently participated in a

workshop that sought to articulate the formative hierarchy of an Economic Development

Strategy. The meeting was declared an ‘informal gathering’ of the committee given the

meeting was held for planning purposes.

The Council engaged the services of Angela Hazelbroek from Urban & Regional Planning

Solutions (URPS) to facilitate the session.

Committee Member Contributions

During workshop the committee members contributed numerous ideas and participated in

open discussion about matters of economic development that would shape a future of

prosperity for Victor Harbor.

The basis of a vision statement, a set of preliminary objectives and a range of opportunities

were crafted onto butchers paper as basis of the strategy. The draft elements tabled were

as follows :

economy.

e. Opportunities for young people through entrepreneurship – education

and training opportunities

f. Support existing businesses by understanding what they need /

reducing barriers

g. Promote architecture and design that contributes to a sense of identity

and community connection – place making

h. Disrupt ‘status quo’ thinking to create new forms of development and

tourism experiences (uniting theme…how).

i. Identify 3-5 industries / business types that could be attracted to Victor

Harbor. Make sure we understand what factors would influence their

decision

j. Support the operation of a body of strong visionary Councillors – get

your community on board

k. Address our public image – presentation / accessibility entrances /

public places

l. Recognise contribution of agriculture and support them to contribute to

the local economy – diversify identify future opportunities

The Next Steps

Council administration has gathered and reviewed in detail the findings, including the audio

recording from the workshop. Whilst the intent was well captured during workshop some

work was required to craft the findings into a more formative strategic structure.

While preparing the draft structure of the Economic Development Strategy the administration

has reviewed the foundation elements from a number of national economic development

strategies, to understand what good looks like. While crafting the wording consideration was

given to the style of the Council’s current Community Plan, per the Council resolution.

As a continuation of the committee engagement process a copy of the draft documents have

been circulated to members to ensure that it is an accurate representation of contributions

made during the workshop. Committee members are invited to provide feedback on the

draft principles, the vision, the objectives and the strategies prior to formal consideration.

Through the Economic Development Strategy Framework the Council approved a staged

approach to the preparation of the Economic Development Strategy. The approach includes

the following phases :

Phase 1

Undertake a review of existing economic development plans, strategies and

projects endorsed by the Council

Review the feedback provided through the community plan consultation

Engage the services of a consulting firm to undertake an economic analysis

of the Victor Harbor economy including key datasets relating to employment,

make-up of businesses, industry sectors, demographics, household incomes

and gross regional product.

- Engage with relevant divisions of the Council administration, Business Victor

Harbor and State Government representatives on key challenges and

opportunities that exist in Victor Harbor impacting on local economic

prosperity

Review the economic development strategies & plans developed by regional

and similar Councils to inform the format appropriate for the Victor Harbor

EDS.

Conduct a brainstorming session with the Economic Development & Tourism

Committee in June 2018 to contribute toward the development of the vision,

objectives and strategies of the EDS, reflecting the aspirations of the

Community Plan.

Phase 2

- Prepare a discussion paper introducing the concept of the EDS and as a

basis for community feedback

- Through the discussion paper, introduce the preliminary objectives and vision

statement, outline the strengths & weaknesses facing the Victor Harbor

economy, a series of key datasets and the role of the Council in fostering a

vibrant economy

Phase 3

- Invite community comment on the EDS Discussion Paper

- Engage directly with stakeholder groups and related government agencies on

the discussion paper.

Phase 4

- After incorporating stakeholder and community feedback, prepare & present

the draft EDS to the Council through the Economic Development & Tourism

Committee & Council for comment

Phase 5

- Present final EDS to the Council through the Economic Development &

Tourism Committee for ratification and implementation

Phase 6

- Develop a staged action plan

In accordance with the endorsed framework the Council will next move to prepare the

discussion paper for public consultation early in the new year, following committee and

Council endorsement. The discussion paper will provide broader strategic context.

Re-naming of the Southern Expressway to ‘Fleurieu

Expressway’

Fleurieu Peninsula Tourism Board (FPTB) resolved the following:

FPTB to support in principle to rename the Southern Expressway to

the Fleurieu Expressway or something similar.

FPTB to support the establishment of a working group made up of

members of staff from each of the 4 funding councils, subject to

endorsement from City of Marion.

The concept has been supported by all Councils

Local Member David Basham announced at the Meet the Minister

Event on 26 June 18 that he was taking the project on. FPTB

Executive Officer has forwarded his staff all relevant information.

Further letter of support from Council was provided to D Basham on

30 July 2018.

Energy Expo and High Energy User events to be held on Monday 13

November 2017

EDTC432018 That the Committee receive and note the Community

Energy Program update presentation and report.

The City of Victor Harbor in conjunction with five other regional

Councils across the Hills, Fleurieu and Kangaroo Island have been

exploring a community energy program that seeks to drive down

energy costs for the community and increase the update of

renewable energy in the region.

A panel of representatives from each of the participating Councils

have considered proposals from the industry and have settled on a

delivery model that is most likely to achieve the desired objectives.

The project is now moving to a detailed program design stage that

will outline how the model will operate, governance structures,

business case and risk management planning.

2019 Tour Down Under Expression of interest

The City of Victor Harbor’s expression of interest to host a stage of the Santos Tour Down Under men’s race next year has been unsuccessful.

Whilst a Challenge Tour start will be held at Investigator College, and Stage 5 of the tour will pass through the outskirts of Victor Harbor, no financial contribution to Events SA is required.

At their August meeting, the Committee resolved

EDTC662018 That the Economic Development and Tourism Committee recommend that Council retain the the $39,000 allocated in the 2018/19 financial year to support the delivery of 2019 Santos Tour Down Under and associated promotional activity, with the balance of the funds to be used for Economic Development and Tourism Committee initiatives.
