VEHICLE IDLING REDUCTION POLICY

PURPOSE The Council of the City of Lethbridge has a broad mandate to provide good government, develop and maintain a safe and viable community, and to supply desirable and/or necessary services to the Community. It is recognized that unnecessary vehicle idling impacts air quality, respiratory health and increases costs. The purpose of this policy is to reduce harmful effects on the environment while minimizing operating and maintenance costs of City vehicles. PERSONS AFFECTED All City of Lethbridge Employees POLICY STATEMENT No employee of the City of Lethbridge shall allow any City vehicle to idle, as stated in the definition below, for more than two (2) minutes at any time. EXEMPTIONS

The intent of this policy is that City vehicles will not idle, except under specific circumstances where operational or employee and/or public health and/or safety issues dictate. Accordingly, the idling policy does not apply to the following: Police, fire or ambulance vehicles while engaged in operational activities,

including training and patient transfer activities; Vehicles assisting in an emergency activity; Mobile work vehicles while they are in the course of being used for their

basic function; Vehicles where idling is required as part of the repair process or to prepare

the vehicle for service; Mechanical style diesel engines which require specific shut down procedures; During extreme cold weather or heat alerts where idling may be necessary

for the well being of customers, the vehicle operator or the public;

Vehicles engaged in a parade or race or any other similar event authorized by the City;

Vehicles that are required to idle to keep in operation a heating or refrigeration system necessary for the welfare or preservation of the cargo contained therein;

In situations where shutting off the engine may compromise the safety of the operator, vehicles may idle at the discretion of the operator.

In all of the above circumstances, idling will be kept to a minimum. RESPONSIBILITIES

City Council to:

a. Declare the policy statement that, “No employee of the City of Lethbridge will allow any City vehicle to idle for more than two (2) minutes at any time”

City Manager to:

a. Direct all Business Units to develop specific idling policies, based on Council’s Policy Statement, that meet individual business unit operational needs

b. Direct all Business Units to develop monitoring and reporting systems in regards to vehicle idling policy implementation

Directors/Business Unit Managers to:

a. Develop specific idling policies, based on Council’s Policy Statement, that meet individual business unit operational needs

b. Direct all employees to adhere to the business unit’s idling policies c. Develop monitoring and reporting systems in regards to vehicle idling

policy implementation Employees to:

a. Adhere to the business unit’s idling policies PROCEDURES

a) Every Business Unit Manager will develop an idling policy which meets Council’s directive, yet reflects individual operating conditions.

b) Employees will be informed of the policy and trained in its application.

c) Business Unit Managers will develop processes to monitor the

implementation of the idling policy specific to their respective operation.

DEFINITIONS • Idling: is the operation of the engine of a vehicle while the vehicle is not in

motion and not being used to operate auxiliary equipment that is essential to the basic operation of the vehicle.
