Every Child Matters Forum (Children, Young People & Families Services Network) Notes from 17 th July 2017 1. Welcome and House Keeping Actions/ Information Laura Goad welcomed members to the July Forum. Members were advised that all information from today’s meeting will be available on our webpage www.sefton.org.uk/network- forums/ecm and were encouraged to follow the twitter page at @ECMForumSCVS. Uploads of news and information shared by members is also available at this page and in monthly bulletins distributed. 2. Matters arising from the 29th March 2017 LG went through the following matters arising and asked members to agree the minutes for accuracy. There are 2 ongoing matters: Sefton have submitted the SEND OfSted statement of actions but are still awaiting OfSted’s response. The other outstanding matter is related to Personal health budget leaflets, which are not ready yet for circulation and consultation. 3. LGBT support for children, young people and agencies Sue Logie, Youth Worker, Integrated Youth Service, told us about the awareness-raising sessions she delivers to children and young people, talking about perceptions, gender identity, sexuality and pronouns (see presentation). The key message was to never assume, always ask the person what pronouns they would like you to use for them. Sue issued handouts that she uses in her sessions, containing historical information and a glossary of terms. She then spoke about New Beginnings, a group for LGBTQI young people aged 11-23 in Sefton. Membership is by referral/self- referral, by contacting Sue via [email protected] , 07479 657135, http://www.seftonyouth.co.uk/lgbtq./ . The group meets on Tuesday evenings in Crosby and Wednesday evenings in Southport. There’s also a parents group to help parents support their child. The group works in partnership with The Proud Trust (formerly LGBT Youth North West) and Sue is looking to establish a network across Sefton through partnerships with other organisations and therefore, would welcome groups and organisations interested in working with/ supporting LGBTQI+ to get in touch.4. Sefton’s Child Criminal Exploitation Strategy and approachAdele Maddocks – Operational Manager Case Management and Court Services Sefton YOT and Richard Grindey - Catch 22 Pan Merseyside Child Exploitation Worker both delivered a presentation on Child Criminal Exploitation (CCE) highlighting the definition of Child Exploitation and applying this to Child Criminal Exploitation. Adele and Richard discussed the Pull, Push and Control Factors associated with CCE. The key message was that we should try to see the child first and the criminal second as there is always a history behind a young persons criminal behaviour which can often be linked to child exploitation. In Sefton and the rest of the UK we have got better at recognising Child Sexual Exploitation and now we need to get better at recognising Child Criminal Exploitation.The full presentation is available along with a presentation from Catch 22

Adele also referenced Sefton’s ‘Safeguarding Children and Young People at risk of Criminal Exploitation Multi-agency Protocol’- this is also attached and includes examples of the CARMAC (Children At Risk Multi-Agency Conference) referral and risk assessment forms5. Make Our Rights a Reality: new project launchCaroline Scott from YPAS (Young Person’s Advisory Service) Liverpool introduced a new national project Make our Rights Reality (MORR), created by Youth Access – the national network for youth advice and guidance. Please take a look at the website for further details: http://www.youthaccess.org.uk/morr/morr-homeMORR is a rights project for young adults 15-25 that aims to educate and empower them to take control of problems that they may face. This pioneering project is the first Public Legal Education project of its type, designed specifically to support vulnerable young people.The project comes in three distinct parts:RIGHTS: An interactive training course providing young people the skills and confidence to challenge injustice and access the right support.ACTION: Enabling young people to make a difference to issues that matter to them in their communities.VOICE: A youth led national campaigning network.

YPAS would like to offer this opportunity to as many groups/individuals as possible across Merseyside. Participation Strategy and Toolkit: update, resources and next stepsLaura provided an update on the Participation strategy and toolkit. The Sefton Young Advisors have worked with a number of individuals, groups, organisations and services to develop this strategy/toolkit to help young people and professionals to measure the level of youth participation and to help grow and embed youth participation further.

Along with the toolkit, the Young Advisors have developed a training package to support groups as they use the toolkit, which they have delivered to CCG and Local Authority staff through briefings. Make Your Mark 2017 – national youth voice opportunityRob Hancock – Sefton EIP 11+ Project, gave a brief background of where the Make Your Mark Campaign comes from. Rob highlighted that Sefton have 2 members of the UK Youth Parliament who will be attending the annual sitting at the end of July to discuss the issues which matter to young people in the UK. The UKYP members decide the top 10 issues which will then be part of the Make Your Mark Campaign. This Campaign will be launched across the UK on 12 th August (International Youth Day) and votes will close on 6th October. Young people under 18 are able to vote.Schools and community groups can take a tally of young people’s votes and report them to Rob via phone or email or they can use ballot papers which will be available form 5 th September.The most popular issue voted for by young people will then be the issue that the UKYP focus on for the next 12 months.Schools and Community Groups are encouraged to listen to the voice of their young people by identifying which issue is most important to them and create your own campaign.

In 2016 4,447 young people in Sefton voted which was our biggest turn-out yet. Other informationSefton Youth website http://www.seftonyouth.co.uk/ has been launched which gives young people information on what is available in Sefton for them. The website is continuously being updated so if you have events or projects which you would like young people to know about please email any information to [email protected] and please encourage young people to visit the site for more information. Posters and leaflets are also available to promote the website.8. ECM Ambassador Updates and call for new AmbassadorsCWAN – SEND Action Plan Update: Action Plan has been submitted to Ofsted and Sefton are awaiting a response.Next meeting of the CWAN Network is Thursday 14th September 2017 from 10am to 12pm at Sefton Carers Centre, South Road, Waterloo. Anyone who works with families who have Children and Young People with Additional Needs and Disabilities are welcome to attend. Contact chair Emma Lambert on [email protected] for further details

CYP Emotional Health & Wellbeing Network – next meeting is on Thursday 7th September, 1pm to 3pm, in Room 14, Cambridge Road, Seaforth. Anyone who works to support the mental health of Sefton children and young people is welcome to go along. 9. Members Information Sharing and A.O.BInclude-IT Mersey - a new project which is running across the Liverpool City Region. Lauren is covering the Liverpool, Knowsley and Sefton areas. The project will provide free personalised digital skills training and employment support to digitally excluded unemployed or economically inactive residents across the Liverpool City Region (aged 45+ up to retirement age). It aims to improve their basic online skills, confidence and access to digital technologies. Partners will be delivering training and they are looking for Digital Champion volunteers to support this.

The role is slightly different to a “traditional” Digital Champion. They are looking for volunteers to promote the Include-IT Mersey project by acting as ambassadors for getting online. Digital Champions will raise awareness of free IT training available to members of the public and encourage members of the public to access this training. If volunteers would like to, there is then an opportunity to offer more support at digital drop-in sessions. The role is very flexible but the majority of training sessions will take place between Monday to Friday 9am-5pm. However, volunteers can promote the service at other times with prior arrangement. Feel Good Factory – new breastfeeding support service launched in June, with 2 paid staff funded through North West Boroughs. The service will rely on volunteers who will be trained and can access free Open Awards accredited training (Level 1). Volunteers don’t have to be breastfeeding mothers themselves. See flyer

OSSME (Outreach Support Service for Mainstream Education) – the service will be open throughout the summer holidays, offering support to young people with an autistic spectrum condition (ASC) and advice to their parents.Tel: 0151 530 5052 Email: [email protected]

SYMBOL (Sefton Youth Making Better Opportunities with Leaders) – run in partnership by Sefton Council and Sefton CVS, it gives young people the opportunity to have their voice heard by local councillors and the Senior Management Team in the Council. The next meeting will be held in October- contact [email protected] to find out how young people you work with can get involved.

The Fillies Girls Football Club - based in Netherton but covering the whole of Sefton, they work with girls aged 5-18. They have 3 paid staff and a team of volunteers. They offer a 4-6 week programme to schools and other groups, using football to raise awareness of mental health, nutrition, healthy lives, etc. They also offer a summer scheme, with a hot meal, for girls ages 5-16 and boys aged 5-12 from 25th July to 24th August on Tuesdays, Wednesdays and Thursdays. It’s appropriate for all abilities and children can self-refer or be referred by other organisations. MYA Talent Match – Joe works with 15-29 year olds who are not in employment, education or training and have a learning disability. He runs a 6 week course aimed at raising aspirations which will prepare them for an employability course or other appropriate service.Email: [email protected]
