Dealing with Montgomery County’s Budget Problems By Jim Zepp Just like many other state and local governments, Mont- gomery County has coped with ongoing budget shortfalls for the last two years. This has meant repeatedly reduc- ing expenditures and drawing on reserve funds as declining revenues have failed to meet previous projections. Conse- quently, the County Council directed its Office of Legisla- tive Oversight (OLO) to study the structural budget deficit as this situation is not expected to substantially change in the near future. The staff was asked to examine the expen- diture and revenue patterns of the last ten years and to project what is likely to hap- pen in the next five years, as- suming no significant changes in spending and other sources of income for the County, such as funds received from the Federal and State govern- ments. This analysis included operations by all County agen- cies (e.g., Transportation, Public Works, Police, Fire, Health and Human Services, Recreation, Libraries, Hous- ing and Community Affairs, Environmental Protection, Consumer Protection, Correc- tions, Elections, etc.), Mont- gomery County Public Schools (MCPS), Montgomery College, and the Maryland-National (continued on page 5) The next meeting of the Northwood-Four Corners Civ- ic Association will be held on Wednesday, 13 April 2011, at 7:30 p.m. at Forest Knolls El- ementary School. The school is located at 10830 Eastwood Avenue, just off Caddington Avenue (there’s no access from other sections of East- wood). Our special guest speaker will be Roger Manno, Mary- land State Senator for District 19 (see page 2 for details). All residents of the North- wood/Four Corners/Forest Knolls area are invited to at- tend and express their views. Only paid members of the NFCCA are eligible to vote (see page 12). Annual dues are $10 per household and may be paid at the meeting. n

TheOLOstaffcharacteriz-estheCounty’sbudgetissuesinthefollowingmanner: “The imbalance today between projected rev-enues and desired expen-ditures in Montgomery County, similar to the im-balance in other places, contains both cyclical and structural compo-nents. A cyclical budget gap is a short-term imbalance between projected revenues and desired expenditures that reflects the ups and downs of the business cycle. In con-trast, a structural budget gap exists when projections of ex-penditures exceed projections of ongoing revenues on a

persistent and recurring ba-sis. The distinction between the two is that a structural budget gap continues to exist even when revenue growth resumes. “A common ingredient of the budget challenge facing jurisdictions across the coun-try is the increasing portion of tax-supported budgets that must be allocated to fixed spending commitments. In Montgomery County, these commitments include debt service, health insurance for active and retired employees, pension plan payments, cur-rent revenue contributions to the capital budget (paygo), and contributions to the County’s fund reserves. A structural budget problem becomes increasingly evi-dent when the projected cost increases of a government’s commitments exceed its pro-jected revenue growth. This is precisely the situation facing Montgomery County for the foreseeable future.” ThemainpointsoftheOLOstaffreportsarethat:nThe County’s tax-supported expenditures went from $2.1 billion in FY2002 to a high of $3.5 billion in FY2009, which was a 64% increase.Be-causeofrecentrevenueshortfalls,spendinghasbeenreducedto$3.4billioninFY2011.Evenadjustingforinflationandpopulationgrowth,theCounty’sspendinghasgrownsubstantiallyovertime.nInFY2011,spendingisdividedamongthefourmajoragencygroupsinthefollowingproportions,whichhavebeen
