Discussion Item VI. C
Action Item VII. A
NENEDD Board Agenda
Object: Appoint Jan Wietfield to serve a three-year term on the Northeast Revolving Loan Fund
(RLF) Committee
Contact Person: Holly Quinn/ Jeff Christensen
For: Action
Explanation: The Northeast RLF Committee has nine members; each with a three-year rotating term.
The terms of Gaylord Wilcox was due to renew and had not been filled as of last month. Gaylord
remained on until a replacement was found. We would like to recommend appointing Jan Wietfield,
Loan Officer at Citizens State Bank in Leigh, as Gaylord’s replacement filling a banker’s position on the
RLF Committee.
Born in Columbus, Nebraska and raised on a farm near Creston, NE., Jan attended a one room K-8 grade
school near Creston and High School in Leigh, NE. After working at First National Bank in Columbus,
NE for 2 ½ years, she came back to Leigh to work for the Bank of Leigh, now known as Citizens State
Bank. Jan has been in banking for 39 years working in all areas of the banking system and obtained
position as loan officer in 2008. After raising four boys and one girl, ages ranging from 21 to 35, she
enjoys golfing, cooking, reading, and is looking forward to her first grandchild being born in December.
Motion: To approve the appointment of Jan Wietfield to serve a three-year term on the Northeast RLF
Committee as recommended by NENEDD staff.
Action Item VII. B
NENEDD Board Agenda
Object: Credit Bureau Reporting on Business and Housing Loans/1099 C Reporting
Contact Person: Patsy Taylor, Fiscal Officer
For: Action
Background: Discussions and presentations were held at previous board meetings regarding the
reporting of business and housing loans to the credit bureau and 1099 C reporting to the Internal Revenue
Service.
Explanation
Credit Bureau Reporting: The credit reporting policies provided by Credit Builders Alliance (CBA)
were reviewed by our legal counsel and there were no indications of any issues with contracting with
Credit Builders Alliance for credit reporting NENEDD/NED, Inc.’s client loans. A recommendation was
made that we start with new loans and update our closing documents to include verbiage regarding the
reporting of the client loan to the credit bureau and indicate what bureaus will be receiving the
information. Since a management contract exists between NENEDD and NED, Inc., NENEDD will be
the entity that will go through the credentialing process with CBA. NED, Inc’s loans will be reported
under NENEDD’s name. It would be cost prohibitive to credential NED, Inc. also.
1099 C Reporting: Since NENEDD and NED, Inc. have different Internal Revenue Service structure
classifications, the regulations mandating the reporting of cancellation of debt to the Internal Revenue
Service using Form 1099 C would also be different. At this time neither organization is required to report
cancellation of debt to the Internal Revenue Service.
Motion: To approve NENEDD contracting with Credit Builders Alliance (CBA) for credit reporting of
NENEDD/NED, Inc.’s business and housing loans with loan closing dates after the credentialing process
is complete and acceptance has occurred as recommended by NENEDD staff; and to not report
cancellation of debt to the Internal Revenue Service using Form 1099 C until required to as recommended
by NENEDD staff.
