INFORMATION SHEET

Attending Traffic Committee Meetings

January 2015

The North Sydney Traffic Committee is not a Committee of North Sydney Council, but a Committee set up as a requirement of Roads and Maritime Services (RMS).

Council has been delegated certain powers from RMS with regard to traffic matters upon its local roads. A condition of this delegation is that Council must take into account the Traffic Committee recommendations.

There are four permanent members of the Traffic Committee, each of whom has a single vote only. The members are:

1. NSW Police2. Roads and Maritimes Services3. State Member of Parliament (for the location of the issue to be voted upon)4. North Sydney Council

Council operates its Traffic Committee on the basis that the single Council vote, upon any issue, is determined by the majority vote among those Councillors present at the meeting.

Generally, the Mayor chairs Traffic Committee meetings; however, in the Mayor's absence it is customary for a pre-elected Councillor to take the chair.

Traffic Committee meetings are held on Fridays. Meeting agendas and reports are published on Council's website on the Wednesday before the meeting.

Council allows the members of the public to attend and speak at Traffic Committee meetings.

Members of the public gallery are requested to switch off mobile phones for the duration of the meeting.

Individuals or groups wishing to address the Traffic Committee on a particular item, must register to speak before 5pm on the day prior to the meeting (Thursdays) by contacting Council’s Traffic Planning Assistant on 9936 8244, or by notifying the officer outside the meeting venue between 9.40am and 9.55am.

Such items will then be brought forward, in agenda order, and dealt with before items in which there is no interest from the public gallery.

As the Chairperson calls the brought forward items on the agenda, speakers are invited to stand at the Committee table.

The following points should be noted by members of the public wishing to address the Traffic Committee:

Addresses should be limited to three (3) minutes, with a possible extension of time atthe discretion of the Chairperson;

Addresses should be made to "Mayor, Councillors and Committee Members"; If you have previously addressed the Traffic Committee on the subject then any

further address must be made to present new information ONLY; Groups, or persons wishing to present similar points of view, should nominate a

spokesperson - not address the Traffic Committee individually; and Having made your address and answered any questions put to you by the Committee,

you may take no further part in the debate.

All questions and comments are to be addressed through the Chairperson who will indicate who is to speak next.

When all representations have been heard, the Traffic Committee will be asked by the Chairperson for a resolution to determine the matter whilst the interested parties are present at the table.

After the Traffic Committee has made its determination, the Chairperson will ask speakers to resume their seats in the gallery and the same process will be repeated for subsequent items.

All Traffic Committee resolutions are referred to the full Council for their approval. The recommendation sent to the full Council is the recommendation that has the majority vote of the four permanent members of the Traffic Committee. If Council wishes to proceed contrary to the majority vote, the RMS and Police have the right to appeal Council's decision before the Regional Traffic Committee. Council must notify the RMS and the Police and give them 14 days to decide whether they propose to lodge an appeal on the matter in question.

Any action relative to any issue under appeal to the Regional Committee must then cease until the matter is determined.

The Sydney Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties.

(4.5) Crows Nest Parking Area 19 – Parking Restrictions Survey ResultsReport of Manager Traffic and Transport Operations, Michaela Kemp/ParkingMeter Manager, Leonie WishartA parking survey for parts of Crows Nest Parking Area 19 was sent out on the1 November to 690 residents and businesses, and to Holtermann Precinct.Residents were given until the 1 December 2017 to respond. A total of 81responses were received. This represents a response rate of 11.7%, which iswithin the average response rate of 10 to 12%.The answers received from the residents for the Crows Nest Parking Area 19survey are summarised in the report. Recommended changes to the parkingrestrictions in the Crows Nest Parking Area 19 are also detailed in the report.Recommending:1. THAT Council adopt the attached parking restriction recommendations forparking Area 19.2. THAT Council notify the residents before installing the parking restrictionchanges.

(6.1) 31-33 Albany Street, Crows Nest - Amended Construction TrafficManagement Plan – Truck and Dog Trailers (Demolition Stage 3 only)Report of Traffic & Transport Engineer, Iman MohammadiThe current Construction Traffic Management Plan (CTMP) of thedevelopment at 31-33 Albany Street, Crows Nest (Development Consent327/16) was approved under Delegated Authority (TDA 129/17).Council has received an amended CTMP prepared by Site Security & TrafficControl dated 27/11/2017 and response to Council’s concerns dated 17th

January 2018 for the excavation stage 3. The amended CTMP proposes to use truck and dog trailers instead of heavy rigid vehicles. Recommending: 1. THAT the proposed use of Truck and Dog is not approved due to thefollowing concerns:

• The proposal requires removal of total of six (6) Parking spaces inClarke Street and Albany Street to accommodate the use of Truck andDog. Crows Nest is one of the highest on street parking demand areas inNorth Sydney LGA and as such the proposed removal of parking spacesto accommodate the use of Truck and Dog is not supported by Council.

• The submitted turning paths show the truck crosses the double line inAlbany Street and further east runs over the centre of roundabout’scentre island at the intersection of Albany Street and Alexander Street.

• The Truck and Dog passes through five (5) highly used pedestriancrossings in Willoughby Rd, Alexander Street and Clarke Street. This isa potential pedestrian safety; hence the truck route is not supported byCouncil.

85. 4.2(2) Spruson Street, Neutral Bay

Report of Manager Traffic and Transport Operations, Michaela KempAttached is a list of recommendations made for changes in the parking restrictions.Recommending:1. THAT Council survey residents of Spruson Street with regard to introduction ofparking restrictions in Spruson Street.

Brock Bowen and Ann Guild addressed the meeting.

Moved by Councillor Gibson and seconded by Marilyn Mackenzie.

Voting was unanimous.

Resolved to Recommend: 1. THAT Council survey the residents of Spruson Street, Holdsworth Street and thebroader area with regard to the introduction of parking restrictions. The survey shouldinclude options for preference of 2-hour or 4-hour parking; and question how manyoff-street parking spaces are allocated to the property, and the total number of vehiclesused by the property. The results of the survey to be reported back to the TrafficCommittee in the New Year.2. THAT Council review the parking layout in Spruson Street to provide better accessfor buses with no net loss of parking spaces. Investigation to include possible relocationof parking spaces and/or linemarking of parking lanes.

86. 4.3(1) Anzac Avenue, Cammeray

Report of Manager Traffic and Transport Operations, Michaela KempAttached is a list of recommendations made for minor traffic investigations.Recommending:1. THAT the information concerning the pedestrian crossing on Anzac Avenue bereceived.2. THAT Council install a bollard between the pedestrian crossing ramp and kiss anddrop entry on Anzac Avenue to separate the pedestrian and vehicle access.

Grant Kepler addressed the meeting.

Note: The initial enrolments for Anzac Park Public School for 2017 were 330 which increased to 380 during the year – an increase of 30%. Enrolments for the 2018 school year is 550 so far and expected to be around 600.

A Motion was moved by Councillor Keen and seconded by Garvin Rutherford,

THAT Council urgently re-establish a raised crossing in Anzac Avenue, Cammeray and in doing so Council’s Manager Traffic and Transport Operations liaise with Grant Kepler in regards to the bollards being installed. The new crossing is to be installed before the start of the 2018 school year.

(4.4) Car Share Report November 2017Report of Sustainable Transport Project Coordinator, Lindsay MendayThe North Sydney Community Strategic Plan 2013 – 2023 (‘CSP’) identifiescommunity demand for increased access to Car Sharing as part of a move towards amore sustainable and equitable transport future.The CSP makes a commitment to increase the number of car share vehicles in NorthSydney.Council has developed a Car Share Policy which ensures that expanding the car sharenetwork is carried out in a manner that is consistent with Community visions, andpromotes equitable access to parking resources.This report provides details of current Car Share membership and usage data, andproposed new spaces.Recommending:1. THAT the information on Car Share membership and usage be received.2. THAT the recommendations relating to the installation of new car share spaces beadopted.

94. (5.3) Sydney Metro City & South-West – Construction Update

Report of Manager Traffic & Transport Operations, Michaela KempConsent for the Metro City & South-West (Metro) project was granted by theDepartment of Planning and Environment on 9 January 2017. The consent can beviewed in full at www.majorprojects.planning.nsw.gov.au.The project will deliver new railway infrastructure for Sydney, including two newMetro stations within the North Sydney Local Government Area - at Crows Nest andVictoria Cross (North Sydney Centre). Construction commenced in early 2017, withtrain operations expected to be underway by 2024.In accordance with the various conditions of consent, a Traffic and Transport LiaisonGroup (TTLG) has been established to inform traffic and transport measures during

construction and operation of the project. The TTLG is chaired by the Sydney Coordination Office (SCO) and comprises representatives from the relevant Road Authorities, which includes North Sydney Council. The TTLG meets monthly and a smaller group of representatives known as the Traffic Control Group (TCG) meets weekly to discuss impending construction-related traffic management matters. The Construction Traffic Management Plans (CTMPs) must be developed in consultation with the TTLG. The RMS is the approval authority for the CTMPs, following endorsement by the SCO. The purpose of this report is to update the North Sydney Traffic Committee on the current status of the project and upcoming works affecting local roads. Updates are also provided on the Sydney Metro website at https://www.sydneymetro.info/. Recommending: 1. THAT the information concerning Sydney Metro City & South-West ConstructionUpdate be received.

97. (7.1) LATE ITEM: Shellcove Road – Survey Results

Report of Traffic and Transport Engineer, Nathan Wu, Concerns have been raised with vehicles parked on the eastern footpath of Shellcove Road between Billong Street and Hollowforth Avenue hindering driveway and footpath access. It was also requested that 2 Hour parking restrictions be installed on the western side of Shellcove Road to deter long term parking of commuters and tradies. The matter was considered at the Traffic Committee meeting on 5 May 2017 and Council at its meeting on 22 May 2017 resolved to adopt the following recommendation: THAT Council undertake a resident survey with regard to parking arrangements in Shellcove Road between Hollowforth Avenue and Billong Street: Resident preference for each of the following options: Retain existing arrangements (residents risk fines for blocking footpath and driveway access). Seek RMS approval to implement a Category 2 Shared Zone to formalise the current practise of footpath parking on the eastern side. Install “No Parking” signs on either the eastern or western side of the road. The introduction of 2 Hour Parking restrictions. 2. THAT the General Manager be requested to provide appropriate enforcement ofcurrent parking restrictions in Shellcove Road between Hollowforth Avenue and

GENERAL BUSINESS

98. Alexander Street Carpark

It was noted that there are periods of congestion on Alexander Street when theAlexander Street carpark is busy, particularly on weekday afternoons and on weekends.The Committee noted that it is not possible to change the carpark entry and exit pointsdue to the design of the carpark. It was also noted that it is not desirable from a safetyperspective to allow right turns out of the carpark onto Alexander Street.

Pedestrian safety crossing Burlington Street near Woolworths was also raised and itwas noted that a design for a pedestrian crossing was being considered. The crossing isproposed to be relocated midblock between Alexander Street and the carpark entry toalleviate concerns raised by the RMS about queuing back to the roundabout.

Council’s Traffic Engineer also advised that a signalised crossing was investigated butwas not pursued as it does not meet the RMS warrants for traffic signals. The TrafficCommittee considered that traffic signals may address the traffic flow and pedestrianissues.

Council will proceed with the pedestrian crossing on Burlington Street west ofAlexander Street. Council will also remodel and prepare plans for the RMS for a

The RMS representative, Kaye Russell, announced she has taken on a new role atTransport for NSW and would no longer be attending the Traffic Committee. TheMayor thanked Kaye for her contribution on behalf of the Committee.

88 Alfred Street South is currently under redevelopment from a hotel to a mixed use development. A Work Zone was installed in front of the site in 2015 and removed in November 2017.

Council has received a request from a resident of Burroway Street to install parking restrictions in Burroway Street, Bertha Road and Shellcove Road. The resident states that parking is often occupied by commuters who walk up to Military Road.

The resident has also raised concerns during drop-off and pick-up periods at St Augustine’s Church Child Care Centre on Shellcove Road due to motorists parking in residents’ driveways or double parking.

Council surveyed residents of Shellcove Road regarding parking restrictions in 2014. Council received 50 responses out of the 151 surveys distributed. Of the responses received only 16 were in favour of the proposal. The majority of respondents were against the proposal. Therefore, it was resolved to make no changes to the parking restrictions.

The majority of parking in each of these streets is unrestricted, apart from 18 two-hour parking spaces along the northern side of Bertha Street.

A review of parking occupancy undertaken in January 2018 revealed the following occupancy rates:

Burroway Street: 91% Bertha Road: 54% Shellcove Road: 87% Powell Street: 100%

Council generally aims for a maximum occupancy rate of 85% to best make use of the parking resource whilst still ensuring motorists are able to find a parking space. Given the above, it is not recommended to proceed with a resident survey at this time.

It is intended that area-wide parking reviews will be undertaken in 2017. This will include occupancy surveys outside of school holiday periods. Should the review find that occupancy rates are higher than desired, Council will consult with residents concerning proposed changes to parking restrictions.

With regard to the child care centre drop-off and pick-up, this has been previously considered by the Traffic Committee on a number of occasions.

Generally, Council’s Development Control Plan outlines that parking for preschools should be provided on-site. Council therefore does not provide dedicated on-street parking for preschools. Numerous childcare centres, including ones located nearby in Neutral Bay have more recently been refused on the grounds that they do not have off-street parking. St Augustine’s is an existing facility which was approved without the requirement to provide off-street parking. However, it would seem inequitable to provide an on-street pick-up/ drop-off zone for this preschool

A recent DA to operate an after school care facility at St Augustine’s was refused due to inadequate drop-off and pick-up arrangements and on-site parking. The community rightly expects that there is certainty in the DA process.

It is noted that above occupancy rates are average rates, and at times the parking occupancy may be higher than this. Having to walk up to 200m to 400m to your destination is considered acceptable in an inner urban area such as Neutral Bay where the demand for parking can be high.

Safety of pedestrians crossing Burlington Street outside Woolworths supermarket was also raised at the 513th Traffic Committee meeting. Provision of a safe pedestrian crossing facility was suggested by the members.

Provision of a safe pedestrian crossing was referred to the Traffic Committee members in 2016 under Traffic Delegated Authority for a raised pedestrian Crossing in front of the entrance to the Woolworths Supermarket in Burlington Street. The RMS raised concerns over the location of this crossing due to possible traffic queuing in Alexander Street. The RMS then suggested to relocate the crossing further west for consideration. The new location further away from the intersection and closer to the car park entrance was referred to the Traffic Committee members under Traffic Delegated Authority and subsequently approved in December 2017. Council’s Traffic Engineer will engage design consultants to prepare a detailed design for construction. This proposal has also been submitted to the RMS under the Active Transport Program for 50% funding subject to approval by the RMS. In addition, provision of traffic signals at the intersection of Burlington Street and Alexander Street was discussed at the 513th Traffic Committee meeting. Council’s Traffic Engineer has engaged a consultant to prepare design plans for a signalised intersection at Burlington and Alexander Street, in conjunction with Falcon Street and Alexander Street. Bus movements along Blues Point Road were discussed at the Traffic Committee meeting on 20 October 2017.

In accordance with the Traffic Committee recommendation, a site meeting was held between Sydney Buses, Transport for NSW, Council and concerned residents and business owners on 11 December 2017. At the meeting it was agreed to investigate possible layover areas elsewhere in North Sydney LGA and report back to the Traffic Committee.

Sydney Buses did not identify any services which were scheduled to use Blues Point Road and Henry Lawson Avenue as a layover area, unless they were commencing or terminating their journey from the Wharf. A review of local school services also did not reveal any school services instructed to use this area as a layover.

Notwithstanding, officers from Sydney Buses and Council have investigated areas which may be considered for additional layover space to support bus operations and reduce the likelihood of drivers using Blues Point Road unnecessarily.

Two locations were identified along the eastern side of Pacific Highway. One is an existing Bus Zone to the south of Berry Street which is currently used for layover purposes. The other is to the south of Miller Street and is currently signposted Clearway 6am-10am Mon-Fri; No Parking 10am-3pm Mon-Fri; No Stopping 3pm-6pm Mon-Fri. This zone is not generally used as a through traffic lane as there is a kerb extension to the north and a Bus Stop to the south.

As the Pacific Highway is a State road, RMS is the relevant roads authority to consider any changes.

The answers received from the residents for the North Sydney Parking Areas 9 & 10 survey are summarised in the report. Recommended changes to the parking restrictions in the North Sydney Parking Areas 9 & 10 are also detailed in the report.

DETAIL

Council surveyed residents and businesses with regard to parking restrictions in the following streets in Areas 9 & 10: Bay Road, Edward Street, and Lord Street.

A supplementary survey was emailed to respondents who completed the online survey with regard to Question 3 due to an error with the initial online survey which did not allow respondents to select multiple days of the week. The final results include the updated responses for those who responded to the supplementary survey.

The answers received for the North Sydney Area 9 & 10 parking survey are summarised in the tables below.

Existing Parking availability

• As home owners without dedicated parking spots, we have noticed that with the ongoingdevelopments parking for residents is becoming increasingly challenging. This is not onlytrue for weekdays but weekends as well.

• I live in Edward Street, between Berry Street and Oak Street, directly opposite the ACU campus.I am very much in favour of introducing parking meters and much stricter time limits. EdwardStreet is completely parked out from 7.00am until 8.00pm every weekday, and all day onSaturdays and Sundays too. It is used heavily by: ACU students and staff (7 days); Shore schoolstaff, sporting and social activities (7 days, often late into the night); workers from the NorthSydney CBD (6 days); visitors to the Mackillop chapel, museum and function centre (7 daysuntil late into the night); doctors at the Royal Australian College of General Practitioners(weeknights until 10.00pm and weekends); and the list goes on.... Edward Street also serves asthe de-facto car park for North Sydney station on weekends, when it has no parking restrictionsat all. Not only does all this usage make it incredibly difficult for residents to park their cars.But the relative laxity of the parking restrictions in Edward Street - no meters; 2 hours allowed,compared with 1 hour or 30 minute metered restrictions in surrounding streets - create anincentive for the residents of neighbouring streets to dump their cars in Edward Street, thusavoiding the need to get a resident's parking permit. Each weeknight, at around 10.00 pm,there's a regular parade of them being moved. This inequitable treatment simply punishes theresidents of Edward Street even more. And it's not as though the current restrictions are evenadequately enforced. The same cars park illegally outside my building day after day, week afterweek, rarely getting ticketed. We definitely need much stricter parking restrictions, andconsistency across the whole precinct. I strongly urge that Council install parking meters inEdward Street, with 1 hour maximum limits, effective 7.00am until 10.00pm, seven days perweek.

• Parking in this area is extremely tight. I live on Edward St. If I try to move the car in themorning, it is impossible to come back and expect to park anywhere near my home between7:30am and 6:30pm. Sometimes I end up having to park miles away. Most times, I don't takethe car because I know I will not be able to come back or I end up taking it for the whole day,which means I end up using the car more than I need. The main problem during the weekappears to be: students at the Australian Catholic University = why don't they take the train!;and trades men working on the high rise buildings on Pacific Hwy = they should have parkingfor tradesmen at these sites, not taking the parking in all the surrounding streets. On Saturdays,the main problem is: Shore school sports events = lots of parents parking; and Events at MaryMcKillop. All of these could pay for metered parking and move more often.

• I have been living in this unit for over 6 years. During this time I have not noticed anyincrease/decrease in demand for parking. Even after the completion of the two high riseresidential buildings on Pacific Highway (opposite 174 Pacific Highway), I did not notice anydifference. I am always able to find parking after 5 PM either on Bay Road or Edward Street(close to Bay Road), never further away than 50 to 100m from 174 Pacific Highway. Myworkplace is very close to my living place hence I sometimes commute home during lunchtime. Even during the day I mostly do not have difficulties to find parking. Commuters cannotuse the parking spots in Bay Road, Edward Street or Lord Street due to the 2 hour parkinglimit hence this argument is flawed. I wonder how often rangers patrol this area? A higherpatrol frequency might make more spaces available for residents. One fact we should notforget in this discussion is that we live in a high density city and not in a low density countrytown. I don't believe it is appropriate that residents demand to have a parking spot right nextto their unit. To walk 50 to 100m is not too much to ask for. I know of several people that

have to use street parking due to various reasons, but who are not eligible for a street parking permit. I fall into this category. The suggested changes would introduce a huge problem. We would have to park several hundred metres from our units. This would introduce a problem for the residents further down Bay Road due to a suddenly increased demand for parking. They would not be happy about that. Parking metres would not solve the problem. All they would do is to decrease the demand in the proposed areas drastically but increase the demand further down Bay Road also drastically. We would end up with mostly empty parking spots after 5 PM in Bay Road, Edward Street and Lord Street. Parking metres would completely unbalance this area in terms of parking.

• Please do not extend parking restrictions to apply out of business hours. I am of the opinion that that would be a disadvantage to residents who may have visitors on weekends and in the evenings. I do not find the streets overly congested out of business hours, except for when there are activities occurring at the school (Shore), and that is not very frequent.

• The current restrictions on the Bay Road corner with Browns Lane giving half an hour free parking from 8:30am is a very good balance of accessibility and moderation, Please do not change this to a metered zone. While parking can be metered by time it should not be an opportunity for revenue raising. Free parking is an important mix in an area. It keeps it a friendly spare and residents and there guests are not properly compensated with parking passes that cost the resident and limit the number of great visits to limit 30 a year. Residents have already paid for access to guest parking in rates.

• As a local resident at the same address for the past 29 years, I have seen the demise of residents rights in my local environs and have mayor concerns with council's latest proposals to further impose restrictions on parking in Edward street. For starters, Edward street already has parking restrictions impaired on it, either through meters on the eastern side or on the west side. Furthermore, parking rangers zealously check and mark tires on a daily basis, commencing as early as 8:30 am. This alone has acted as deterrent to over staying time limits. How would meters improve this situation? Secondly, the costs of installing meters impacts on our budget + the council is already annulling over $7 million annually for parking - the third highest in NSW local government areas. Thirdly, it is difficult enough to entice tradesman to attend to repairs etc due to parking restrictions + to have to pay large amounts to park would be even greater disincentive. Or it would be passed on to me as the house

holder. Finally, family and friends would not visit which is very isolating as an older resident of this area if they had to regularly pay fees to see their loved one.

Permits

• I am unable to get a parking permit despite living on Bay Rd as we have 2 cars in the household? If parking metres are introduced I will be unable to park near my apartment?

• Because of the parking restrictions of the shortage of car places, we think the number ofvaster permits should be increased to at least 50 per year.

• It is important that if a decision is made to put meters along Edward street, they must also beinstalled in Lord street - otherwise Lord street will become untenable. This survey did notinclude mention of visitor parking permits. If greater restrictions are introduced, the allowablenumber, cost + processes for obtaining these permits should be examined to ensure residentsneeds are met. If weekend restrictions are introduced, we will need a lot more permits. Myparents often come to stay (they live in the country) We are only impacted by shores Saturdaymorning sport. Afternoon/Sunday are five (generally), and restrictions would impact on friends/family coming to visit.

Safety/Shore School Drop Off

• The parking on Edward St between Mount St and Shore Gates needs to be changed. Currentlythe situation is VERY DANGEROUS for pedestrians, drivers and local residents. Due to carsparked on the Western side of Edward St, there is only one lane available for traffic.Cars/4WDs/Trucks entering Edward St to drop students/goods at Shore Primary School &Shore Maintenance Shed use excessive speed along Edward St so as not to block the road fortwo way traffic. This is incredibly dangerous due to the high pedestrian volumes generated bylocal residents walking to the North Sydney CBD, commuters walking from their cars toNorth Sydney CBD, North Sydney Demonstration School and Shore students walking toschool. IT IS ONLY A MATTER OF TIME UNTIL A VERY SERIOUS ACCIDENT OCCURSAND THERE HAVE BEEN MANY NEAR MISSES OVER THE LAST FEW YEARS. Myapologies for the capitals, but this is a very significant issue for local residents, pedestriansand road users and it has not been addressed in previous North Sydney Council responses totraffic surveys/local issues in previous years.

The solution to this problem is to restrict parking on Edward St to 9am to 2.30pm and 4.30pmto 7am on weekdays (ie those are the hours that cars can park on Edward St between MountSt and Shore Gates). At other times (ie 7am-9am and 2.30pm-4.30pm weekdays) the section ofEdward St between Mount St and Shore Gates would be a No Stopping Zone. On weekendsthere are not as many Shore school cars/4WDs (mostly generated by weekend sporting games- hence not the same volume and time density as weekdays) and no delivery trucks, so there isnot the significant risk as there is during weekdays. So parking could be 24 hours or day onweekend days.

• I appreciate Council consultation on parking matters. Council should consider implementingscheme to address over development of Shore School which is the dominate contributor toparking congestion. It is very difficult for residents and their visitors to find parking even onweekends due to school's events. Parents show little regard for rules or residents. Surely theymust be required to supply additional parking (on THEIR land) to meet their requirementsrather than cause distress to residents, many who are elderly. Council must address this verycritical component before slugging workers, residents and their visitors with fines and parkingmeters.

• The School seeks consideration in removing all parking on the western side of the road fromEdward Street to Mount Street during School zone hours. Currently parents and localresidents are unable to pass in this area as the road becomes one way and this causes atraffic bank up mainly during the afternoon pickup period. Shore staff direct the traffic as bestas they can but traffic can only be one way in Edward Street due to the presence of carsparked between the School exit gate and the corner of Mount and Edward Streets. The Schoolis willing to work with North Sydney Council Traffic Committee on a safe resolution to thistraffic issue.

Aesthetics/Visual Amenity

• If you traffic officers don't police our area often enough, there parking reservation aremeaningless. If you introduce parking meters, they look unsightly and un friendly. It makesthe street look like a parking lot. Parking meters are ugly. (why has Riley it been left out ofthe proposed uglification of this resident area?) Edward street us a pretty street. Why spoil itwith ugly parking meters? I live in Edward Street and are opposed to the introduction ofparking meters.

SUBJECT: (4.5) Crows Nest Parking Area 19 – Parking Restrictions Survey Results

DESCRIPTION/SUBJECT MATTER:

A parking survey for parts of Crows Nest Parking Area 19 was sent out on the 1 November to 690 residents and businesses, and to Holtermann Precinct. Residents were given until the 1 December 2017 to respond. A total of 81 responses were received. This represents a response rate of 11.7%, which is within the average response rate of 10 to 12%.

The answers received from the residents for the Crows Nest Parking Area 19 survey are summarised in the report. Recommended changes to the parking restrictions in the Crows Nest Parking Area 19 are also detailed in the report.

RECOMMENDATION: 1. THAT Council adopt the attached parking restriction recommendations for parking Area19.2. THAT Council notify the residents before installing the parking restriction changes.

Consultation has been undertaken in accordance with Council's Community Egnagement Protocol

Standard or Guideline Used: AS2890.5; AS1742.11; NSC Resident Parking Permit Policy Signs & Lines Priority: Precinct and Ward: Holtermann, Tunks Impact on Bicycles: Nil Impact on Pedestrians: Nil Impact on Parking: Some changes to parking restrictions are proposed as outlined in the report.

General

• I hope council are ensuring that all the new apartments blocks being built in this areahave ample parking for residents as well as many visitor spots. The amount ofdevelopment in the area is frightening and will change the area irreparably.So sad to see another community and village suburb being turned into an over runand over developed corridor like most of Sydney.

• some suggestions to improve availability of parking to residents:1. extend permit holders parking towards the letter box in front of 74 Albany Street(currently ends at 72 Albany Street);2. extend permit holders parking at Hume St and Albany Street, adjacent to CrowsNest substation;3. allocate dedicated permit holders parking at Hume Ln (between Albany St andAlbany Lane), currently as 2 unmarked spots;4. allow permit holders access to Hume Street Carpark.I appreciate the Council's understanding of the difficulties of getting a parking and

the impacted hours are getting worse (into the evening and weekend), which I was fined as a result. Also to mention the multiple construction sites that take away the existing parking.

• I am absolutely AGAINST installing any parking meters on the east side ofWilloughby Rd. This will make it difficult for residents and bring property valuesdown. There are no parking difficulties at my property on 110 Atchison St at any timeduring the week.

Existing Parking availability

• There is no real issue with parking on weekends in this area, there are issues during9-5 Monday to Friday however you can get a park close by if needed.

• It appears that either residents or the employees of the local businesses are takingadvantage of the available street parking. This is making it increasingly challengingduring the week for visitors of residents or businesses to find somewhere to park.

• The current parking situation isn’t as bad as this makes it out to be. As a resident Iam able to find parking quite easily on most days. I don’t believe restrictions areneeded on the residential streets at all.e.g. Chandos and Atchison.

• I believe the current parking restrictions and meters are enough. It is already difficultfor visitors to visit the area during the day.

• most of the time residents who live in apartments did not park their car into their carspace just for their convenience, therefore demand of the parking always high. Putmeters on the street will not resolve this 'lack of parking issue' as there plenty ofparking space within all these apartments.

• Thank you for your recent letter and survey regarding proposed parking changes inour local area.We strongly oppose the installation of new Parking Meters in area 19, and anyadditional metred parking in our community.While the letter is cleverly worded to imply the proposal is a community initiative tohelp manage local parking issues on behalf of the residents, there is a reasonablelikelihood the residents themselves, including their families and friends will be subjectto further fees and possible fines with the introduction of metred parking.While Council regularly sites their Visitor Parking Permit scheme, this is restrictive& underutilized as parking is generally spontaneous, and the scheme penalizes forthose with off-street parking.lf councils agenda is not simply to capitalize on the (approved) increased density ofthe area & the pending Coles Development, the metred parking proposal indicatesseveral shortcomings in Councils management in local parking issues in the area overthe past years:- North Sydney Council has authored the Development Controls, managed andassessed the Development Applications and ultimately approved local development. lnshort, they are largely responsible for assuring applications are being approved withadequate off-street parking for new residents and their visitors.

Re: Crows Nest Parking Area 19 – Parking Restrictions Survey Results (16)

- North Sydney Council has made substantial gains from the Section 94 developercontributions from all local development. The nature of these contributors isprimarily for greenspace and infrastructure spending to ensure local amenities keeppace with the approved population growth. I regularly review councils developmentconsents and note (again) these contributions are substantial.- The new Metro Station and proposed Hume Park upgrade sits on top of one of twoof Crows Nests main parking stations. This is one of several State driveninfrastructure initiatives in the area, and is a perfect opportunity to utilize StateGovernment funding to further manage infrastructure issues.lf the letter and survey is simply a mandatory Public Consultation exercise, pleaseconsider the following:1. Meters should only operate Monday to Friday 8.3oAM to 6PM2. All rate payers should be posted 26 Parking Permits (One per fortnight) every timetheir rates are paid, for friends, family and emergency use OR3. All rate payers / resident vehicles should be exempt4. Permanent parking of caravans, boats, trailers etc by residents in unrestrictedstreetparking should be banned. A public amenity should not be used for private individualsbenefit.I hope you will carefully consider the points I have made above. I have spoken withseveral local residents and, without prompting, they have voiced the same feelings.

Restrictions

• Parking meters could work really well to remove commuters by meters only chargingbetween 10-4pm daily. This would not affect residents as they may leave home by9.30am and arrive back after school hours. 9-5pm are old rules as most working donot work these hours anymore 6am - 3pm or 9-6pm

• One of the major problems is for those residents who do not have off-street parkingbut are also ineligible for a parking permit (such as myself). I use public transport toget to and from work and need to be able to park my car somewhere near byresidence. If you remove the unrestricted parking in this area, I will be parking morethan 1km from where I live.

• The Council needs to do something about parking in the area due to the substantialnumber of high rises coming up in the St Leonards Crows Nest area in the next fewyears. With very little additional parking, residents need to be able to have tradesmencome in and out without fighting with construction and office workers for parking.

• No Parking Restrictions. Limits the operation of Businesses in the area.

• The installation of parking meters will put enormous additional pressure on the areasdirectly outside the proposed area....in my case....Chandos St east of Alexander andup past and including Matthew St. Can the restrictions be extended to cover thisarea?

• The majority of the proposed changes already have time restrictions of either 1 or 2hours or less. For council to introduce parking meters I cannot see where residentsand their visitors are any better off, only poorer

Permits

• Consideration should also be given to giving widening resident permits as while I have an onsite carport it difficult to use when going in and out during the day as I have a dog in the backyard we would look to get out each time the gate is open.

Local construction

• I understand that these new restrictions (re parking metres) are being imposed because Local council feel that residents have said they don't have any on street parking or finding it difficult to find parking. I totally disagree with this point. We have parking restrictions in all areas in question as now. It is just a revenue making exercise by council to get more money in as the 101 Willoughby Road (Coles) site is developing in the area and Council should have realised that the parking in the area was going to expand and the site sold to council at quite a large amount for the Zig zag Lane for compensation for this (Millions). Council should remember that most of the areas in question are restriction parking (timed parking only now). At present we have many building sites in the area and I visually see building site workers parking vehicles in all day parking places as early as 6.05am for all day parking. Council has NO argument with this as the terms of the site agreement states that workers should use public transport to the work site. 101 Willoughby Road (Coles) site. The parking arrangements would have been agreed in planning. I would also like to ask about the Go Get vehicles allocated spots in Atchison Street. What will happen to them?? With the imposed metered parking if that happens in Atchison street. Many questions need to be addressed in overall comments. I personally will never benefit from any changers as my off street parking is ample and if family come to visit I will have to get them to move their vehicles constantly for time restrictions re parking meters. SO PLEASE DONT PUT ANY PARKING METRES IN THIS AREA 19 AT ALL. Please keep to timed restrictions dones at all times. Thank you.

• It is difficult to know what will happen when Coles opens in in the next 18 or so months (Willoughby Rd - Atchison Street). All the survey questions would seem to be heavily inclined to be to allow Council to collect more revenue! It is time consideration be given to not only parking be given to not only parking but traffic control. Alexander street (between Chandos + Albany street) is used as a speed racing track - cars seem to think they can speed up which makes it dangerous not only for cars entering from side streets but for pedestrians especially for mothers and children another are a lot of them with 3 child care centers in Atchison Street. Consideration should also be given to the installation of traffic lights at Alexander and Chandos also consideration should be given for speed humps.

• With the advent of the temporary closure of Hume Street from early 2018 by Sydney Metro for about six months to enable installation of a bridge, I would urge Council to hold off on any changes to parking restrictions until such time this is completed.

DESCRIPTION/SUBJECT MATTER:

The current Construction Traffic Management Plan (CTMP) of the development at 31-33 Albany Street, Crows Nest (Development Consent 327/16) was approved under Delegated Authority (TDA 129/17)

Council has received an amended CTMP prepared by Site Security & Traffic Control dated 27/11/2017 and response to Council’s concerns dated 17th January 2018 for the excavation stage 3. The amended CTMP proposes to use truck and dog trailers instead of heavy rigid vehicles.

RECOMMENDATION:

1. THAT the proposed use of Truck and Dog is not approved due to the following concerns:• The proposal requires removal of total of six (6) Parking spaces in Clarke Street and

Albany Street to accommodate the use of Truck and Dog. Crows Nest is one of thehighest on street parking demand areas in North Sydney LGA and as such theproposed removal of parking spaces to accommodate the use of Truck and Dog is notsupported by Council.

• The submitted turning paths show the truck crosses the double line in Albany Streetand further east runs over the centre of roundabout’s centre island at the intersectionof Albany Street and Alexander Street.

• The Truck and Dog passes through five (5) highly used pedestrian crossings inWilloughby Rd, Alexander Street and Clarke Street. This is a potential pedestriansafety; hence the truck route is not supported by Council.

Truck and Dog Trailers (Demolition Stage 3 only) (2) DETAIL Standard or Guideline Used: RMS Traffic Control at Work Sites Manual, AS 1742.3 Signs & Lines Priority: N/A Precinct and Ward: Holtermann, Tunks Impact on Bicycles: Safety concerns over the existing Cycle Route in Clarke Street when truck and dogs turn right into Hume Lane from Clarke Street. Impact on Pedestrians: Safety concerns over truck and dogs traveling over the existing Pedestrian Crossings in Willoughby Rd, Alexander Street and Clarke Street. Impact on Parking: Loss of 6 parking spaces in Clarke Street and Albany Street The original CTMP was approved under Delegated Authority, TDA 129/17 with the largest Truck size accessing the site to be an 8.8m Medium Rigid Vehicle (MRV). It is proposed that the excavation phase of this development requires up to 10 Truck and Dog movements per day for approximately 24 weeks using an MRV. There is an existing 18m Work Zone in front of the site in Albany Street to accommodate the approved 8.8m MRV. Council has received an amended CTMP prepared by Site Security & Traffic Control dated 27/11/2017 and response to Council’s concerns dated 17th January 2018 for the excavation stage 3. The amended CTMP proposes to use truck and dog trailers instead of heavy rigid vehicles. The applicant has indicated that the excavation phase of this development requires up to 10 Truck and Dog movements per day for approximately 20 weeks. Council raises concerns over the use of Truck and Dog for this site mainly due to the loss of parking spaces to accommodate the truck and dog, truck route traveling in high pedestrian activity area including 5 pedestrian crossings and truck traveling on the wrong side of the road when turning at some intersections.

Dear David,

I refer to your correspondence dated 13th December 2017 regarding North Sydney Council’s comments referring to the CTMP for “Excavation Stage 3” of the development at 31-33 Albany Street. The following remarks below address the Truck and Dog issues raised by Council’s Traffic and Transport Engineer.

•/ A high resolution truck route map, to and from the site must be submitted

Please find the truck route map provided in Attachment 1 of this letter.

•/ Turning paths of all turns/bends and critical corners must be provided with parked vehicles shown

Attachment 2 of this letter provides the swept paths of all critical turns and corners with parked vehicles shown. Parked vehicles affected by the turning vehicle has been highlighted within the swept path analysis assessment. These impacted parked vehicles are required to be temporarily removed to ensure the spatial requirements of the Truck & Dog Vehicle can be accommodated. It is expected that Council would be compensated for the interim loss of on-street parking during the construction period.

•/ Left Turn from Pacific Highway into Oxley Street does not continue on. Please provide the continuation of this path and relative turning paths.

This truck route has not been proposed and has been superseded by the proposed truck route defined in Attachment 1.

•/ Truck travel on footpath when turning left from Falcon Street into Alexander Street.

This truck route has not been proposed and has been superseded by the proposed truck route defined in Attachment 1. Footpaths would not be impacted by the turning movements of the Truck and Dog as indicated in the swept paths analysis.

•/ Burlington Street is a high pedestrian activity area and truck route through Burlington Street is not supported by Council

The truck is proposed to briefly cross Burlington Street at the roundabout intersection of Alexander Street and Burlington Street. Pedestrian activity near this intersection and across Alexander Street is adequately catered for, by the existing zebra crossing on the northern side of the intersection. No turning movements are proposed into or out of Burlington Street as shown in Attachment 1, with the primary exit route traversing Alexander Street in order to access the Pacific Highway.

•/ Truck travel on footpath and over parked vehicles when turning left from Willoughby Rd into Clarke Street

This truck route has not been proposed and has been superseded by the proposed truck route defined in Attachment 1.

•/ Truck travel over parked vehicles on the south-west side of Clarke St when turning right from Clarke St into Hume Lane.

Drawing 2 of the Swept Paths indicates that 5 on-street car spaces will be impacted when the Dog and Truck turns into Hume Lane. It is proposed that these 5 spaces are to be temporarily removed during the construction phase and that Council will be compensated accordingly during this period. As previously advised, Traffic controllers are required and proposed at the intersection of Willoughby Road/ Clarke Street and Clarke Street/Hume Lane to safely manage the construction traffic. !

•/ Truck leaving Hume Lane and turning right into Albany Street. Truck destination after Albany St is unknown and needs to be provided with turning paths along the route.

This has been clarified by the truck route provided in Attachment 1. Critical turning paths along the exit route has been analysed with swept paths as depicted in drawing number 4.

Hi David Thank you for your email. I have studied your amended CTMP for “Excavation Stage 3” of the development at 31-33 Albany Street. Please find below my comments in relation to this amended CTMP and use of Truck and Dog.

A high resolution Truck route map, to and from the site must be submitted. Turning paths of all turns/bends and critical corners must be provided with parked vehicle shown. Submitted turning paths show the followings:

o Left Turn from Pacific Highway into Oxley Street does not continue on. Please provide the continuation of this path and relative turning paths.

o Truck travel on footpath when turning left from Falcon Street into Alexander St. o Burlington Street is a high pedestrian activity area and truck route through Burlington Street is not

supported by Council. o Truck travel on footpath and over parked vehicles when turning left from Willoughby Rd into Clarke

St o Truck travel over parked vehicles on the south-west side of Clarke St when turning right from Clarke

St into Hume Lane. o Truck leaving Hume Lane and turning right into Albany Street. Truck destination after Albany St is

unknown and needs to be provided with turning paths along the route. Please note that the existing approved truck route for the use of 8.8m truck will be superseded with the new proposed truck route, subject to the approval of the amended CTMP. Please address the above and re-submit for assessment. Kind regards
