• North Central is forming the 11th Community Partnership for Transition Solutions in Washington State, consisting of Chelan, Douglas, Grant, and Okanogan Counties.
• Purpose: The Community Partnership for Transition Solutions is made
up of agencies and individuals working together to support successful transitions for people returning to our communities after incarceration.
• The data show a strong need in North Central WA with high recidivism rates (especially in Okanogan – 46% - and Grant Counties – 53%) and arrest rates (7% in North Central ACH Region).
• Okanogan County has the highest youth-level detention rates in the state.
• It was noted that the available data is quite dated (2012 – 2016). In particular the Juvenile Detention Center in Okanogan County has

worked to and successfully reduced their rates. Though this data is not yet publicly available.
• We will try to share data as it becomes available. If you have new data, please bring it to a future meeting!
Project Update: WorkSource and DOC Co-location Pilot John Lyles and Kristi O’Neill
• WorkSource will be located within DOC office on Tuesdays and Wednesdays.
• This will allow for a warm handoff at the DOC offices, rather than just referring people on supervision to the WorkSource office.
• Program set to start on September 12th. • Brenda Jones will be the staff regularly located at the DOC office.
Project Update: Education and Employment Training Program Mike Beaver
• Okanogan County Juvenile Department is looking into an evidence-based program that was started in King County.
• The next steps are to get access to state data for Okanogan County to make sure program is sustainable.
• Looking to partner with WorkSource on this program. In King County it is funded by WIOA.
Partnership for Reemployment Program Lisa Owens, David Murie
• There has been a culture shift at DCS to work with people more to ensure they have the right payments.
• 3 counties have a PREP program (Skagit, Thurston, and Spokane Counties). The cost of the program is split between DCS and WorkSource.
• DCS and WorkSource or going to explore bringing PREP to North Central WA.
Spokane CPTS Summer Institute Racap Kristi O’Neill, Christal Eshelman
• Port Gamble S’Klallam Tribe Project: A Cultural Shift in Corrections -In 2012, the tribal court administrator, who also oversees probation, hired a probation officer to develop a tribal reentry initiative. Research revealed that case management, work readiness skills, and employment opportunities were instrumental to facilitating successful reentry into the community. In addition, probation staff made connections with employers on and off the reservation, who would provide on-the-job training and support to clients as they learn how to succeed in the workplace. The program began taking cases in 2013. The Port Gamble S’Klallam Re-Entry Program helps tribal members with criminal records overcome barriers to employment. Program staff begin by connecting clients to essential services. Clients who complete the initial program requirements are then eligible to receive paid job training with a local employer. The program continues to track clients for 3-6 months following placement to assist with sustained employment.
• WALLA WALLA STAR Project Integrated Rural Reentry Strategies: Pre-Release Transition – work with clients to fill out FAFSA, college applications, financial aid forms, scholarship applications, and class registration. Helps address defaulted student loans and Pell grants as well as Selective Service issues. Work together with DOC staff to build a network of support for the client, both while incarcerated and on the intended campus once released. General Case Management – comprehensive needs assessment, intensive case management,
referrals to housing and employment services, health services, addressing child support and custody issues, acquiring ID and Driver’s License, MRT. Housing – housing assistance, Ready To Rent classes, assistance with connecting to sober living housing. Employment – partnership with WorkSource, WOTC, Bonding Program, DVR. Education – FAFSA assistance, assistance with developing payment plans for defaulted student loans, referrals to local training and education opportunities.
• Gig Harbor Rotary Reentry Program: Every year, WCCW releases 500 offenders with only an outfit, $40 and a ride to a bus stop. None have a job and many are homeless with no place to go. Two thirds of them reoffend and come back to the prison – many within the first year. Gig Harbor Rotary Club is working to change that:
o Mentoring – Meet with released graduates in their County of origin and assist with adjusting to the community.
o Employment – Offer internships, apprenticeships or jobs to course graduates through the Gig Harbor Rotary website.
o Scholarship Fund – Donate to the endowment fund offering academic scholarships to course graduates.
• Pathways Community HUB: Evidence-based community-based care coordination model to address needs of high-risk individuals. The model was founded working with high-risk pregnant women but has expanded to additional populations, including jail transitions. Two HUBs have piloted this population and seen positive results. Better Health Together (Spokane Region) is starting a Pathways HUB to serve individuals transitioning out of incarceration.
• Core Elements for Reentry Evidence-based Programs: o ACES o Moral Recognition Therapy (MRT) or Thinking 4 Change (T4C) o Peer to Peer Support/Pro-Social Environments o Substance Abuse Treatment o Case Management o Education/Training o Employment o Housing
Additional Value added services: o Healthcare Access o Transportation o Financial Aid o Assistance with Legal Financial Obligations
Reduction/Assistance o Money Smart/Budgeting classes
The most effective programs are based on some principles of effective interventions: risk, need, treatment, and program integrity. Placing lower risk offenders in intensive programs can increase recidivism. Criminogenic needs reduction for higher risk offender populations –
1. Attitude, thinking, decision making
2. Employment 3. Relationship choices 4. Education 5. Housing and community 6. Family relationships and parenting 7. Control addictive behaviors
Targeting criminogenic needs reduces recidivism. Targeting non-criminogenic needs may reduce barriers but not risk. Summary: By using evidence-based assessments, targeting criminogenic needs, and strategically collaborating with vested partners, participants will progress towards self-sufficiency, promote intergenerational change in their families, and reduce the social and financial costs of recidivism in our region.
