6. If elected to this position, what would you do to assist CWEA’s function and purpose? I

would keep asking questions to make sure we are addressing the needs of the

members while addressing the concerns of the profession, making sue the

organization is relevant to the members and addressing the emerging concerns

of the profession.

7. What areas of the Association can be improved? What abilities do you bring to assist in these improvements? I'm a big believer in communication and connection and I think this is one of the strengths of this association. I would assist in keeping the communication flowing between all the levels of the organization, from the local sections and committees to and from the board as well as between the various local sections and committees to strengthen the training opportunities and share the expertise throughout the association.

8. What do you feel the Board has defined to be the future direction of CWEA? Do you have other suggestions for objectives that you would like to see considered?

The mission of CWEA is to enhance the education and effectiveness of California's wastewater professionals through training, certification, dissemination of technical information, and promotion of sound policies to benefit society through protection and enhancement of the water environment. This is a great mission and I would do my best to fully support these goals.

Why are interested in being nominated for the CWEA Board of Directors?

I served on the Los Angeles Basin Section Board of Directors between 2006 and 2011 and found it a very

rewarding experiencing. I have 30 years of experience in the water/wastewater industry and I have

managed and delivered large scale projects to municipalities in CA. I’m passionate about water and

environment and would like to make a positive contribution to our industry and professional

organizations.

What do you feel are the most critical duties of this position and how would you perform them?

Supporting the strategic planning and ensuring successful implementation of the CWEA’s plan. During

my tenure on the board of LABS I arranged for numerous successful events that attracted many of our

industry leaders and facilitated an excellent networking opportunity for thought leadership.

What do you expect of other Board members and staff to ensure your experience at the Board is

satisfying?

My expectations are focused on communication in a collaborative manner and rallying behind our goals

and common purpose.

If elected to this position, what would you do to assist CWEA’s purpose and function?

I will use my network and knowledge of our market to plan events and panel discussions that include

industry leaders. The objective of these event is contribution to professional training and regulatory

development.

What areas of association can be improved? What abilities do you bring to assist in these

improvements?

Attracting more active participation is an area that I can assist with. My past experience with LABS and

current knowledge of the Bay Area and NorCal are valuable assets for success.

Ms. Titus has 28 years of diverse engineering experience in Egypt, Sweden, Taiwan,

Thailand, the United States and Canada with leading international engineering firms. She

has extensive project management experience, technical comprehension of project

requirements, and the ability to troubleshoot and motivate project teams to meet target

dates, quality and cost restraints. Her ability to gain project acceptance among diverse

interests, as well as remarkable leadership skills, brings significant value to her team and

clients.

A Certified Project Management Professional (PMP), Ms. Titus specializes in managing

large public works projects, including water quality, water and wastewater treatment

plants, collection systems and outfalls. She has managed projects for some of the largest

utilities in the United States; over the past five years she has managed 10 monumental

projects, including the award-winning Echo Park Lake Rehabilitation Project for the City of

Los Angeles Bureau of Engineering, and the City of Santa Monica’s award-winning Design

Build Charnock Well Field Restoration Project.

RECENT PROJECT EXPERIENCE IN CALIFORNIA & BRITISH COLUMBIA Project Manager, Echo Park Lake Rehabilitation Project, Proposition O

Implementation Program, Los Angeles Department of Public Works, Bureau of

Engineering, Los Angeles, California. The rehabilitation provides multipurpose

solutions and recreational enhancements within the community while achieving the City’s

objectives to enhance water supply, water quality, and downstream flood control. Primary

goals of the project were to improve water quality in the lake, enhance the Los Angeles

River Watershed, and assist the City in meeting current and future requirements for Total

Maximum Daily Load (TMDL) allocations set by the Regional Water Quality Control Board.

Project Manager, Charnock Well Field Restoration Project, City of Santa Monica,

California. The project comprises installation of granular activated carbon (GAC)

contactors at the Charnock Wellfield site to eliminate MTBE and TBA contamination that

was detected in three of the City’s five wells at the Charnock Wellfield in the mid-1990s,

followed by installation of a Reverse Osmosis Membrane Softening System, a fluoride

chemical feed system, and disinfection by chloramination at the Arcadia Treatment Plant.

The project was on a fast track schedule and included major coordination efforts with

public outreach consultant, environmental consultant, and peer review consultant.

Permitting through Department of Public Health (DPH), Regional Water Quality Control

Board (RWQCB), Air Quality Management District (SCAQMD) and City of Los Angeles,

Bureau of Sanitation.

Project Manager, Measure V Program, City of Santa Monica, Santa Monica, California.

Measure V is a parcel tax that was approved by Santa Monica voters in November 2006 to

fund projects that protect the Santa Monica Bay from bacteria and other contaminants in

storm water and runoff from urban areas. Ms. Titus assisted the City with the evaluation,

prioritization and the development of an implementation schedule of projects for up to

these efforts, conceptual designs and cost opinions were developed for key facilities. The

emphasis of the program was on Low Impact Development (LID) and Best Management

Practices (BMPs) dispersed throughout the City, but other large scale facilities were also

considered.

Project Manager, Newport Trunk Sewer and Force Mains, Orange County Sanitation

District, Fountain Valley, California. Ms. Titus provided construction and design

administrative services of two 36-inch force mains and a 42-inch gravity sewer to connect

the Bitter Point Pump Station to the Coast Trunk Sewer inside of Plant No. 2. Several

alternative routes were evaluated, with the final alignment going through the Talbert

Marsh and crossing under the Santa Ana River with a 96-inch diameter microtunnel.

Project Manager, Outfall Land Section and OOBS Piping Rehabilitation (J-112),

Orange County Sanitation District, Fountain Valley, California. Ms. Titus directed a

project to inspect, assess the condition of, and recommend and implement a program to

rehabilitate corrosion-damaged areas of the 120-inch diameter ocean outfall pipeline. As

part of the project, her team performed hydraulic modeling of the outfall system to

determine flow and pressure for the main and standby outfalls.

Project Manager, Annacis Island Wastewater Treatment Plant, Cogeneration System

Engineering Services, Metro Vancouver, British Columbia, Canada. Ms. Titus provided

engineering consulting services for the project definition and preliminary design phase, of

the Annacis Island Wastewater Treatment Plant Cogeneration System. The primary

objective was to provide a cogeneration system at the plan that will operate in parallel

with BC Hydro for daily WWTP operation on a non-export basis, as well as operate reliably

in an island condition during the loss of BC Hydro utility supply to the plant. During

islanded mode conditions, the new system will be capable of supplying reliable electrical

power while operating on natural gas, and support all essential loads in the treatment

plant including those being installed as part of the Stage V Expansion Project which will

accommodate plant growth through to the year 2024. To date, the essential load forecast is

6.4 MW by 2024.

The new cogeneration system will maximize the use of digester gas (design production of

50 m3/minute) and the production of electrical power using digester gas during normal

mode of operation, in addition to recovering heat to meet the plant’s building and process

thermal demands, (i.e. adding heat to the existing hot water heating system). The system

will minimize imported electricity to the limit imposed by BC Hydro.

Project Manager, Digester Gas Utilization Project, Department of Public Works,

Bureau of Sanitation (BOS), Los Angeles, California. The Hyperion Treatment Plant

(HTP) produces about 7.2 MMSCFD of digester gas and uses about 22MW of electricity and

50 kpph of steam. As the energy exchange agreement between BOS and LADWP is

expected to expire in 2015, the City initiated a schedule-constrained project with a broad

set of technical and financial parameters that sought the best beneficial use of HTP's

digester gas. The project included design, construction, commissioning and a 10-year

operation period of a facility located at HTP. Ms. Titus led a team that served as the

Owner’s Engineer and assisted the City in preparing a Request for Proposal (RFP),

evaluating proposals, and negotiating with the highest ranked proposer to implement the

project. Project cost for the design and construction were $127 million under a design-

build contract, and an operation contract for $100 million service fee for O&M over 10

years based on performance.

Project Manager, Scattergood-Hyperion Alternative Renewable Energy (SHARE)

Project, and Cogeneration Feasibility Study and Energy Self-Sufficiency Study,

Department of Public Works, Bureau of Sanitation, Los Angeles, California. The

project comprised of a feasibility study for a combined cycle cogeneration facility at

Hyperion Treatment Plant (City of Los Angeles Department of Public Works) to enable

repowering of the Scattergood Generating Station (City of Los Angeles Department of

Water & Power). Additional objectives included a review of probable permitting

requirements to implement the project, identification of combustion turbine and/or

reciprocating engine drivers with demonstrated experience burning DG fuel, an estimate of

the performance of the plant (particularly the generated megawatts (MW) accepted as

meeting Renewable Portfolio Standards), and a capital cost estimate plus estimated

operating and maintenance costs. The project was to provide HTP with 22 MW average of

electric generation and 50 kpph of steam. Screened filtered secondary effluent was

evaluated for process cooling at the cogeneration facility.

Subsequently, Ms. Titus served as project manager for an Energy Self-Sufficiency Study to

evaluate the construction of a digester gas/natural gas-fired, combined cycle (CC),

cogeneration facility at HTP which will generate power and steam for the plant. The study

also included a feasibility analysis of fluidized bed incineration of biosolids.

Project Manager, Annacis Island Wastewater Treatment Plant, Influent and Outfall

Upgrades Conceptual and Preliminary Design, Metro Vancouver, British Columbia,

Canada. Ms. Titus provided conceptual and preliminary design services for upgrading the

Annacais Island WWTP Influent and Outfall. The project will provide short-term influent

interceptor protection, short-term outfall improvement, and definition of long-term outfall

requirements.

Program Manager, Iona Island Wastewater Treatment Plant, Term Engineering

Service Agreement, Metro Vancouver, British Columbia, Canada. Ms. Titus led a team

to provide a wide breadth of multidiscipline consulting engineering services to execute

various projects at the Iona Island WWTP over a three-year period.

NVPSKG - Collection System Pipelines and Wastewater Treatment Plant

M&E Construction Management Team. Project management, project controls and

engineering during construction for 125 Km of collection system pipelines and a 500,000

cmd wastewater treatment plant. Pipeline sizes ranged from 300 to 3000 mm diameter,

mostly installed by pipe jacking, Horizontal Directional Drilling was used to install a twin

900 mm diameter, 1.3 km long crossing under the Chao Praya River.

Pate Engineers – Stage 3 Wastewater Improvements, Collection System and Wasterwater

Treatment Plant – Bangkok Metropolitan Authority (BMA)

Design of the collection system, comprising 56 km of various size of pipelines for the

collection system, mains and laterals and 100 access shafts of various diameters and

depths.

Black & Veatch, Water Asia,

Contract Manager. A series of Unaccounted for Waters (UFW) Reduction projects for the

Metropolitan Water Authority of Thailand. Activities included system modeling, leak

detection, lead repairs, pipe replacement and rehabilitation and comprehensive training

for MWA staff. This four-year, $68M program resulted in a savings of more than 130

million cubic meters of water. Each Branch was divided into a number of hydraulically

discreet District Metering Areas. Performance payments were linked to reduction of UFW

to 39% in each zone.

Personal Interest 1. Why are you interested in being nominated for CWEA Board of Directors?

I’m interested in being nominated for the CWEA BOD to continue to assist with the many changes that have been implemented during my current 3 year term as a Board member. We have instituted some great changes within our program of work, including significant changes to the annual conference which continues to evolve. I think it is important to have some continuity on the Board to continue to shepherd these changes through as the Association evolves, particularly as it comes to the future of certification and the efforts being made to evaluate and improve our program.

Commitment and Support (Please review the job descriptions in the Board Bylaws) 2. What do you feel are the most critical duties of this position, and how will you perform

them?

I think the most important duty of the position is the willingness to bring open, honest lines of communication to the Board. Providing a safe place for fellow Board members and others to express their opinions and positions, the willingness to listen, hear, and understand and then have open dialogue to determine the best path forward, not for the individual, but for the Association as a whole. I think my previous term as a Board member has given me a better appreciation for the level of communication and sometimes patience needed to best represent CWEA as a Board member.

3. Fulfilling the requirements of the position takes a significant amount of time. Discuss

your personal time commitment to this position.

Serving on the Board is certainly a time commitment, but one I have successfully balanced in the past and will be able to continue to do so for an additional term. The beauty (and bane) of a fully connected world is that the work day no longer runs the 8am – 5pm game.

Continue to provide a steady voice and be an advocate for planning for the future of CWEA.

7. What areas of the Association can be improved? What abilities do you bring to assist in

these improvements?

I believe we can continue to improve on our 21st century learning implementation to provide better experience for our members at all levels (State, committee, and local section), not just the AC. I also think the evaluation of the future of certification will be critical to the long term health of the Association. I think I bring an ability to look forward instead of looking backward. It is nice to know and understand the past, but the Association must continue to evolve or risks becoming irrelevant. I believe our Board has traditionally been risk averse and I think we need to be prepared to take some (albeit calculated and carefully considered) risks to ensure that we are staying relevant. 8. What do you feel the Board has defined to be the future direction of CWEA? Do you have

other suggestions for objectives that you would like to see considered?

I think the Board has defined the future of the organization as continuing to provide and continually improve critical training and learning opportunities for our members and staying up to date and evolving as the industry and technology does. I would like to see CWEA stay one step ahead (or maybe a half) step ahead and help establish the evolution of training and certification. For instance I feel that we are behind and having to be reactive instead of proactive on the IPR/DPR training and certification front. I continue to believe there are important opportunities for the Association in stormwater management and quality control and I think we have opportunities to implement improved technology solutions for training and educating our members.

1) I’m interested in working with other wastewater agencies in drafting and reviewing new and existing regulations. Testing new technologies and inspiring innovation.

3) As I currently do in my position with the City of SD, I make myself available 24/7 for my employer and any extra voluntary positions that I hold in relation to my career.

Personal Interest 1. Why are you interested in being nominated for CWEA Board of Directors?

I am actually being appointed as a Board Member by filling the Northern Regional Committee Chair position. However, I am excited to fill the position in order to be part of a great organization. I am hoping to make an impact so others can learn from my experience in the wastewater field over the past 26 years.

Commitment and Support (Please review the job descriptions in the Board Bylaws) 2. What do you feel are the most critical duties of this position, and how will you perform

them?

The most critical duties of the Northern Regional Committee are to pass on valuable information from the Board of Directors and the CWEA as well as listening to Local Section Leaders and Local Committee Chairs to help them through any issues and to help them with training.

3. Fulfilling the requirements of the position takes a significant amount of time. Discuss

your personal time commitment to this position. This was one of the toughest things to conquer in my busy life. I have always valued my time away from work so I could enjoy time with my family and hobbies. Recently I made a commitment to the sport of rowing and was drawn to it by my grown children. Making this commitment made me realize that hobbies should not be the most important thing in your life as family is. I have learned to take a break in the middle of the day every weekend to go to practice (unless of course if there is a family event) and not feel bad about it; the hobby will still be there. Rowing is not only a physical sport but a mental sport, it has really helped my concentration. I believe that this will help me with my commitment to the Board of Directors. Also, I enjoy working with groups of people.

4. Do you have the support of your employer to fulfill the economic and time commitments

of this position? I have always received the support of my employer and have been encouraged to volunteer by previous Managers. Our current Manager served as CWEA Treasurer several years ago.

At first, being new to the system, I would assist with obtaining the goals of the Strategic Plan and over time, through experience, become more involved with obtaining the goals.

these improvements? If there was one area that needs to be improved, it is the shallow pool of trainers. My profession as a Construction Manager (by education) does not benefit this pool so I would try to reach out and find young professionals that have the skills to train and encourage them to spread their knowledge now.

8. What do you feel the Board has defined to be the future direction of CWEA? Do you have

other suggestions for objectives that you would like to see considered? I think the Board has defined the future of CWEA is to be a more successful trainer of those in the water environment professions. It is only a matter of time when regulators require the same certifications for collections systems workers, instrumentation/electricians and mechanics as those of treatment plant operators. In addition, regulators are looking closer as storm water and pollution prevention and training will be necessary in those disciplines as well.

My primary interest is the Technical Certification Program – I am currently the TCP/Executive Committee, Vice Chair 1. The timing of my participation had much to do with the (current) development of the Strategic Plan. Like CWEA, I want to contribute to the wastewater profession by helping to develop a skilled, professional and knowledgeable workforce. A lot has changed in my 30 years in the business and there are new and better ways to disseminate information and provide training opportunities to our members. CWEA is currently pursuing and developing alternatives and I simply wish to contribute my experience to the process.

Commitment and Support (Please review the job descriptions in the Board Bylaws) 2. What do you feel are the most critical duties of this position, and how will you perform

them? I believe my primary role will be to oversee TCP activities and serve as a liaison between the TCP/EC and the Board. I believe it is incumbent upon me to participate fully and to provide my perspective and experience to the issues at hand.

3. Fulfilling the requirements of the position takes a significant amount of time. Discuss

your personal time commitment to this position. To be candid, this is going to be tough for me. I was upfront about this when I agreed to participate on the TCP/EC. My agency is undergoing organizational changes and my department is currently under-staffed at the supervisory level. In addition, I’m in a lead position implementing a new database, which consumes a great deal of time. With that said, I will make every effort to participate fully and meet expectations.

I too have a great desire to contribute to the development of wastewater professionals. I have Board experience, having served on a (nonprofit) Board for several years and have seen many Board members come and go. Those with a desire have always been able to contribute in a meaningful way. I’m unsure at this point where I will be best able to provide value, but I expect I will.

7. What areas of the Association can be improved? What abilities do you bring to assist in these improvements?

(1) I believe CWEA could develop a more effective/comprehensive way to train trainers. What we have been doing since about 2008 with the Annual Conference Train-the-Trainer workshops has been good and was a giant step forward, but it is a bit of a cram session. After going through the training, folks are left to “learn on the job”. There lacks a way to measure effectiveness and provide corrections or suggest areas to improve.

(2) I would like to see CWEA develop a way to inspire more folks to volunteer. Having volunteered myself, I quickly realized that I have a target on my back and a continuous line of people asking if I would participate… It has always left me thinking “…we need more people to get involved.

All I really have to assist with these improvements is my experience, my point of view. My approach to tackling issues such as these begins with ideas. It begins with a conversation with other folks who also recognize a need for improvement and have a desire help make a changes, to work towards clearly defining the problem and developing a plan for improvement. I am always willing to contribute in this manner.

8. What do you feel the Board has defined to be the future direction of CWEA? Do you have other suggestions for objectives that you would like to see considered? It appears the Board’s wants to shed the one-size-fits-all approach to training and disseminating information to its members. It wants to better serve its membership by providing a more customizable certification process that better fits member’s needs and the needs of their employers. I attended the Strategic Plan workshop in January 2015/San Diego and liked many of the alternative training ideas presented. I have no additional objectives/suggestions to provide.
