Introduction to the Nominated Cabinet

NOCTUA, which means owl in Latin, symbolizes wisdom,

knowledge, blessing and prosperity. These are the elements

that our cabinet expects to instill into the HKUST campus.

NOCTUA, is also the guardian of the woods, we hope to fight

for and safeguard the rights and interests of students in

HKUST.

NOCTUA also represents strength and endurance. We will

not hide from challenges. Instead, we would pursue

excellence, hoping that we can make the HKUST campus a

better place.

NOCTUA needs your generous support! Please vote for us

and grant us an opportunity to serve you!

Democracy in HKUST

I have a dream!

I have a dream that everyone would have a say on how the school

authorities operates one day!

Fellow schoolmates, do you feel frustrated being the last ones

informed when the school makes important decisions on campus

operation? For example, the authorities raised the student hall

residence fee without listening to or notifying the students. Would

you like to see these incidents happening again?

How much do you know about the new business school building?

What do you know about the effects of the new academic system on

our school?

All these questions are closely related to our university lives. Yet, we

do not really have any say on such new plans and arrangements. This

is not acceptable, is it?

In this coming year, our nominated cabinet hopes to promote

democracy on the campus. We believe that all students should have

a say and be informed when any important decisions concerning the

school are being made. We want to show the authorities that we do

care so that they would be more willing and eager to listen to our

opinions.

Objective

1. In order to increase the degree of student involvement during

various school-related decision-making process, the nominated

cabinet would strive for the chance of having student

representatives sitting in meetings with different offices and

departments. For example, we believe that student

representatives from the house students’ associations shall be

invited to SHO meetings concerning hall fees, etc. By doing so,

we could raise the degree of transparency of school operations.

2. The nominated cabinet promises that opinions from different

student societies would be collected and listened to via

different channels (questionnaires, online forum, Facebook)

before attending meetings with the school authorities.

3. School forums would be held regularly to encourage students

participating in school-related affairs.

School Affairs

School Affairs (Internal)

Hall places

The Hong Kong University of Science and Technology is located in an

inconvenient area where transportations are limited. Thus, hall

places have been in extremely high demand for years. In the coming

year, thousands of new students would be newly admitted due to the

334 academic system.

1. The nominated cabinet would report to students any progress

and news regarding the three measures taken by the school

authorities.

2. Improvement of the existing hall place allocation point system

3. Examine the possibility of the implementation of “temporary

hall tickets”.

4. Raise awareness of the problem of vacant rooms.

Transportation affairs

During the time when students finish their classes, there are always

lots of students waiting for the buses or minibuses, making the

station extremely crowded. In an attempt to shorten the time for

waiting the public transports, we will strive to increase the frequency

of various public transports.

Canteen and Catering Affairs

Catering expenses

When comparing the prices of food and beverage with other

universities in Hong Kong, it is undeniable that prices of food and

beverage in HKUST are higher. Therefore, we hope that we can urge

the caterers to frozen the prices. Simultaneously, we will explore the

possibilities of giving students discounts in a specific time.

Food and the service quality of the staff

Referring to the comments related to the food and the service quality

of the staff, we will conduct surveys on a regular basis and convey

those surveys to those caterers, so as to enhance their quality of

catering service.

Security Affairs

Due to the implementation of new academic structure and the Hong

Kong Diploma of Secondary Education, it is expected that the

number of people who study in the school will increase. In a bit to

ensure the safety of the campus, we suggest that the school should

increase the number of security guards and enhance the security

system.

Library Affairs

Since there were incidents about valuables being stolen in the library,

we suggest the school install the surveillance system in the library,

so as to prevent the same cases from happening and to enable

students to use the library at ease.

Add value machines

Due to the fact that quite a number of students cannot reload their

student cards through the add value machines, we will take the

initiative to investigate the reasons behind and report these

problems to the school, as well as asking for improvement.

Additionally, as there are not sufficient add value machines, we will

strive for acquiring more add value machines in the campus, so as to

shorten the waiting time for students to reload their cards and bring

more convenience to students.

The new Business Academic Building Affairs

We will take the initiative to collect more information about the new

teaching building and will announce the first-hand information to all

students. Meanwhile, we will also urge the school to announce more

information related to this new building, such as the traffic affairs of

this building, classroom allocation and facilities in the building.

School Affairs (Welfare and Publications)

Co-operation Shop

This Year, the Co-operation Shop has already been moved to LG5.

With the better position, it is believed that it can provide more

convenience for students to purchase various types of products

related to learning and daily necessities. In the coming year, we will

concentrate on fighting for more diversity of products and asking for

more discounts of the products, so as to lower the selling prices.

Print Shop

Similar to the Co-operation shop, the Print Shop has already been

moved to LG5. We will continuously provide the services of

photocopying and binding. Furthermore, students can pay for the

services through the Octopus Card, which can bring more

convenience to all students.

Mega Sales

We will continuously organize two mega sales in the term of service.

Simultaneously, we will discuss with more exhibitors, as well as

keeping up with the diversity of goods and striving for better prices

for students' benefits.

Welfare Products

In addition to the schedule book that we plan to distribute to all

members in September, we will also collect students’ opinions

through different kinds of surveys, so as to produce and distribute

more practical and attractive welfare products to all members.

Store Discounts

In an attempt to provide more store discounts for students and to

enable students to enjoy more benefits outside the campus, we will

continuously cooperate with Hong Kong Joint-University Welfare

Union. In addition, we will fight for more discounts provided by the

Students’ Union membership card, so as to enhance the usability of

it.

X POST

Our nominated cabinet of the Students' Union plans to publish two 'X

posts' within the term of service, the purpose is to let HKUST

students know more about the daily operation, internal structure and

the work progress of the Students' Union and enhance the

transparency of the Students' Union. In addition, we also look

forward to introducing more creative columns, to allow schoolmates

to publish different kinds of articles in the 'X post', such as the views

and opinions of schoolmates towards the school.

X-EXPRESS

If there are any campus emergencies or important social incidents,

we will understand the incident as soon as possible and publish them

through the 'X-Express', so that students can understand more about

the development trend of the particular incident as quickly as

possible and have a grasp of latest information.

Orientation Booklet

In the coming year, the old and new 334 educational structure will

be implemented comprehensively in universities, there will be more

new students coming to HKUST. In order to let the new students

adapt to the new environment, understand the campus information

and activities as soon as possible, the Students' Union will distribute

Orientation Booklets during the registration period of new comers, so

that they can obtain more information about HKUST.

Information Technology Affairs

Notebook Ownership Program

We plan to organize 'Notebook Ownership Program' again this year

to order notebooks for HKUST students. This year, we hope to

increase the number of computer brands and models. In addition, we

will seek to accelerate the speed of the pickup.

Reflect comments of students towards campus information

technology

In view of the comments of students towards the school's SIS system,

campus wireless network and other relevant information technology

issues, we will take the initiative to collect and convey the comments

to the relevant responsible departments.

Orientation Camps

As always, we plan to organize orientation camp for freshmen during

the summer holiday, we would like to give a warm welcome to the

new students and help them adapt to the new university

environment as soon as possible. Since there will be two groups of

new students this year; therefore, we hope to hold two orientation

camps to meet students' needs.

External Issues

As University students, we all hope to get well paid jobs with good

career prospects and make stable livings. We grab every chance

including internship and exchange opportunities to create resumes

that would impress employers. We pay great emphases on quizzes

and exams, making HKUST the University of Stress and Tension.

Before you lose your way in this stressful atmosphere, and while you

are still conscious, please bear in mind that we are saddled with the

expectation to become the future pillars of our society. University

students should have their own values, dreams, responsibilities, and

expectations of the future society.

In the area of external relations, we hope to encourage students to

get to understand current issues and broaden their horizons.

Furthermore, we will continue our contact with the students in other

Universities to share ideas and develop good relationships with them.

Hong Kong Affairs

Concern about the democratic process in Hong Kong

Although the Government has promised that the Chief Executive will

be elected by universal suffrage in 2017, the details (such as the

nomination process) are yet to be finalized. We believe that the

members of the Nomination Committee must have broad

representation. Besides, the nomination process must be fair, just

and transparent. After the vote-rigging incident in the recent District

Council Election, it is necessary for the Government to review on the

voter registration system and close possible loopholes in the

registration and election process. The Government should also

improve the electoral system to prevent similar incidents in the

future. As university students, we must fulfill our civic responsibility,

including voting, monitoring the government electoral system and

expressing our opinions, so as to contribute to the development of a

democratic political system in Hong Kong.

Concern about social and livelihood issues

As we all know, the wealth gap in Hong Kong is one of the largest in

the world. The lower income group has to suffer from hardship and

serious inflation. The high land price policy has led to the emergence

of real estate hegemony, thus exacerbating the problem. Even

though the Government has proposed a number of measures to

address the problem, their effectiveness are questionable. For

example, the distribution of six thousand dollars to every permanent

residence aged over 18 has cost the Government huge sums, yet for

those really in need of help, the benefit is very short term. As

university students, we should foster social responsibility and

compassion in our society and try to help those living in deep distress.

As the Students’ Union, we will pay attention to livelihood issues,

arouse concern among students and press the Government to

implement more effective policies to address the poverty problem.

Defend freedom of speech and the press

Freedom of speech is people's basic rights. And freedom of press

helps the public to effectively monitor the performance of the

Government. But in the past few months, several incidents show that

the freedom of expression and press freedom are under suppression.

For example, during Li Ke-qiang’s visit to Hong Kong last year, there

was friction between the police, the public and the press. We take a

positive attitude towards the Central officials' visits to Hong Kong

and to communicate with the public and students. However, the

Government should ensure that normal activities in schools and

other places should not be affected by such visits. The general public

should also have the opportunity to express their views directly to the

visiting officials, and not confined to far away demonstration areas.

In addition, the media should have the right to report on all events,

and not be restricted to report only certain activities or can only

obtain official released information, which is completely on the

contrary of the concept of freedom of the press.

Concern about cultural integration between China and Hong Kong

Since Hong Kong's reunification with the People's Republic of China,

the Government has promoted national education and Hong Kong

people are more aware of the development of China in different

areas, thus increasing their sense of belonging. However, in the

accelerated process of integration, because of culture, habits,

behavior and other differences, contradictions gradually emerge.

Mainland pregnant women taking up medical facilities in Hong Kong,

mainland people purchase property or conduct speculation in Hong

Kong, mainland people rush to buy milk powder in Hong Kong, and

so on reflects a spate of conflicts between the culture of Hong Kong

and China. We hope all parties could adopt a rational attitude

towards cultural differences, and not to deliberately create and

expand the conflict. The Government should avoid any contradictions

and conflicts in the integration process at the policy level.

Country Affairs

Concern about democracy development and human rights situation

in China

Since the reform and opening up of China, the process of economic

development is rapid, which is a remarkable achievement. However,

the process of political system development has hardly made any

progress. The lack of effective monitoring of the government by

people combined with the varied quality of officials have lead to

numerous social problems. we hope the Chinese Government can

implement democratic reforms as soon as possible. Regarding

human rights, the Chinese government has been suppressing dissent

of intellectuals. People are not free to express their ideas. We hope

the Chinese government could give the people the basic freedom of

speech, and stop the monitor of private messaging.

Support for vindication of June Fourth Incident

The June Fourth Incident occurred more than twenty years ago;

however, the Chinese government still avoid discussion on the

student movement. We truly believe that the central government

should disclose the complete course of the events of the June Fourth

Incident and compensate the victims.

Support peaceful reunification

Taiwan is China's inherent territory, so we adhere to the One China

principle and support the peaceful reunification between Taiwan and

the Mainland. Since Ma Ying-jeou became President of Taiwan, there

were major breakthroughs in cross-strait relations including the

establishment of direct navigation and setting up tour association.

Trade cooperation between the two places has brought benefits to

companies on both sides. Ma Ying-jeou’s success in winning the re-

election would help to maintain the current development trend.

Therefore, we support the idea that Taiwan and the Mainland could

further strengthen exchanges on the basis of the consensus reached

in 1992 and lay the foundation for peaceful reunification.

International

Maintenance of world peace

Nuclear proliferation is the biggest crisis human beings are now

facing. Just from the nuclear power plant leakage incidence in Japan

last year we can imagine the scale of destruction that can be caused

by nuclear weapons. To reduce nuclear threat to humanity, we

believe that the major countries should put aside their own interests

and work together to stop nuclear proliferation.

In addition, in meeting the needs for economic growth, many

countries are competing for the Earth’s limited resources, and this

has lead to numerous territorial disputes. We oppose the use of

military force to resolve territorial disputes. We advocate peaceful

negotiations or international arbitration as the means for settling

territorial disputes.

1. To invite political celebrities to hold talks, so as to arouse

students’ awareness of political affairs

2. To arouse students’ interests in discussing political affairs

through the online platform. In the online platform, we will

show the stance of political affairs, as well as the declarations.

3. To organize Current Affairs Discussion Forum, so as to arouse

students’ interests in discussing current affairs
