Opening Statement

What is No Child Left Behind?

• January 8, 2009- Bush • Improve education: – low socio-economic–minorities– limited English speakers– special needs

• Adequate Yearly Progress (AYP)

Effects on Schools

• Funding • Punishments• Extreme Charter school• Pressure to make AYP• Test prep• Testing time• Not graded, don’t try

Effects on the Arts, Especially Music

• FUNDING!

• Classroom time

• Curriculum

– non musical goals

New Gov outlook on NCLB- Duncan

• Wants to travel country• Three key things:

1. Early childhood education2. Better assessments3. Teacher quality

• Different per state– Doesn’t make sense

The Issue

Is NCLB an effective piece of legislation?

Position 1 – Pro

• Good intentions

• Need accountability

• Incentive to do well

• Standardized testing

– SATS/ACTS/AP Etc.

Position 2 - Anti• Funding and Budget cuts – arts/sports/foreign language

• Test prep• Proficiency rates• No incentives• Support, not punish• Faculty jobs vs. test • Knowledge vs. Creative• Top students brought down

Position 3 – subject to change• Our position• Schools should improve• Bipartisan support• Original faulty, w/

improvements it could work

• Accountability, Sustainability, Flexibility

What does NCLB mean for us?

• Be creative• “Thumb our noses

at NCLB” or respect what it “imperfectly aspires to achieve.” (Walsh, 123)

• Skilled teachers • Embrace, not resist
