Founded in 1989 and headquartered in Tampa, FL, the National Institute for Storage Tank Management (NISTM) is a non-profit organization that provides ed-ucational opportunities, resources and training semi-nars about the operation, regulation, and manage-
ment of underground and aboveground storage tank systems. The Institute has a partnership with the National Organization of State AST Program Managers, and works with numerous state and federal organizations responsible for storage tank regulation, oil spill prevention and response, in addition to inter-state liquid petroleum pipeline regulation.
This conference is designed for engineers, managers or other in dividuals involved with operations, construction, environmen-tal compliance, spill prevention and response or management activi ties associated with aboveground storage tanks.
Nationally recognized experts will provide the latest informa tion available on tank management in this three-day course. You can
get answers to your questions about the most recent issues and technological advancements in API Standards, Storage Tank Con-struction, Floating Roofs, Tank Lining, Leak Detec tion & Recurring Maintenance, Risk-Based Inspections, Overfill Protection, Second-ary Containment, Tank Cleaning, Cor rosion Control, Terminal Op-eration, Integrity, Pipeline Safety and more!
Business casual dress is appropriate during sessions and within the Rosen Shingle Creek Hotel.
Meet your federal regulators at the Welcome Reception the night before opening session, Tuesday, March 12, 2013 at 8:30pm. We hope you will join us for the op portunity to catch up with friends and get the conference off to a great start.
Share a cocktail with your competition and find out what the lat-est is on Wednesday evening, March 13th immediately at the end of the day’s sessions. Please join us for a special opportunity to network with AST owners, regulators, equipment vendors, and con-sultants.

Attendees can maximize the benefits of their trip by attending one or more of the classes on March 11th
and March 12th
For those who have taken the EPA SPCC class in the past, more depth of knowledge is offered on understanding the mechanical and
administrative issues associated with keeping facilities in top shape and out of the cross hairs of the EPA. Both small tanks and large tanks are addressed in the show fabricated AST Class and the Tank Fundamentals & Integrity Seminar. Together, these seminars represent the state of the art considerations for facility owners and operators who must not only deal with local and state regulations, but prevent incidents from cutting into their profits or worse. These classes are conducted by leading industry experts and will identify the key issues that regulators, engineers, operators, policy makers, managers, environmental, safety and other professionals whose responsibilities are in any way associated with storage tank facilities. So choose the class that you need most before space runs out.

NISTM offering for the first t ime this course taught by industry authority Phil ip Myers of PEMY Consulting.
This comprehensive course is aimed at engineers, inspectors, regulator, administrators and managers responsible for storage tank facilities who wish to improve their overall knowledge and understanding of these facilities in the petroleum, chemical, aviation and paper and pulp industries. The course is divided into two major parts.
Part 1 Tank FundamentalsMorning Session 8:30am – 12:00pm
Covers the fundamentals of storage, tanks and storage problems including the design and construction of tanks. It will review API Standards API 2610, API 650, API 651, API 652, API 620 and API 625 . We will address how and why various tank options and designs are used in the context of different situations. Part 1 will build the fundamentals so that we can move into the tank facility management issues of Part 2.
Part 2 Tank Integrity Afternoon Session 1:00pm – 4:30pm
The focus of this segment is on the mechanical and operational integrity of storage tank facilities. We will review the concept of management systems in the quest to minimize tank facility risk. Specifically we will review industry standards API 2610, API 653, API 575, ASCE7 and NFPA 30. Topics will include best practices for operating terminal and tank facilities, the failure modes and effects of storage tanks, mechanical integrity through tank inspection programs, spill prevention through overfill protection, dealing with dangerous load conditions resulting from wind, snow, seismic, settlement, flooding and how to minimize risk and a general program to comprehensively reduce risks.

SPCC Update and Review of Guidance Changes Morning Session 8:00am - 12:00pm
The purpose of the Spill Prevention, Control, and Countermeasure (SPCC) rule is to help facilities prevent a discharge of oil into navigable waters or adjoining shorelines. This rule is part of the U.S. Environmental Protection Agency’s oil spill prevention program and was published under the authority of Section 311(j)(1)(C) of the Federal Water Pollution Control Act (Clean Water Act) in 1974. The rule may be found at Title 40, Code of Federal Regulations, Part 112.
A facility is covered by the SPCC rule if it has an aggregate aboveground oil storage capacity greater than 1,320 U.S. gallons or a completely buried storage capacity greater than 42,000 U.S. gallons and there is a reasonable expectation of an oil discharge into or upon navigable waters of the U.S. or adjoining shorelines.
FRP Overview Afternoon Session 1:00pm to 5:00pm
In 1994, EPA finalized the Facility Response Plan regulation at 40 CFR Part 112.20 and 112.21. Promulgated under the authority of the Oil Pollution Act of 1990, the regulation requires certain facilities that pose the risk of substantial harm to the environment to prepare plans to respond to a worst case discharge of oil. FRP-regulated facilities must develop and submit a plan to their EPA Regional Administrator. EPA reviews and approves FRPs for certain facilities that have the potential to cause significant and substantial harm. There are over 4,400 FRP plan holders in the U.S.
