1. MANAGEMENTThe Nilai Springs Amateur Open Golf Championship 2016 (hereinafter referred to as the Championship) shall be managed by a Tournament Committee (hereinafter to as the Committee) whose decisions in all matters pertaining to the Championship shall be final.

Entry Fee of RM370.00 nett per person for active members and RM410.00 nett per person for non members which covers buggy fee and caddy (twin sharing), insurance, all breakfast and lunches. No refunds will be entertained if withdrawal from the competition is made after the closing date.All entries are to be made on the Official Entry Form and must reach the Tournament Office by Tuesday, 15th November 2016.Entries are to be submitted with the entry form, accompanied by the relevant fee and duly certified by the competitor’s Club Captain or Secretary or Club Manager.Cheques/bank drafts are to be made payable to “NILAI SPRINGS BHD”. WITHDRAWALWithdrawal from the Championship will not be entertained after 18th November 2016 and Entry Fees will not be refunded if withdrawal is made after the mentioned date.

PRACTICE ROUNDPractice round is on 21st November 2016 from 7:30 am to 3:30 pm. Participants are required to pay buggy fee (twin sharing), caddy fee (twin sharing) and insurance. Last tee off is at 9.30 am. Players must leave the course by 3:30 pm for maintenance.

RULES OF PLAYThe Rules of Golf as approved by R&A Rules Ltd and their interpretations as contained in the “Decisions on the Rules of Golf 2016”, these Conditions of Competitions and any additional Conditions of Competitions together with the Local Rules established by the Tournament Committee for the Competitions will apply.

Play shall be in groups of 3 or 4 competitors. The Tournament Committee shall decide the Draw and Starting Times for the first two rounds. The Draw for the final round will be arranged in accordance to the scores, i.e., the lowest gross scores will tee off last from the front nine and the highest tee off last on the back nine. The Draws and the Starting Times of groups will be posted on the Notice Board at the Club and Official Hotel. Such postings shall be deemed as sufficient notice given to players. The Tournament Committee reserves the right to alter the draw and the schedule of play at its absolute discretion.The player shall start at the time laid down by the Tournament Committee.

SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION (Note to Rule 6-8b)The specimen Condition in the Rules of Golf is in effect – see page 140-141. When play is suspended by the Committee for a dangerous situation, if the players in a group are between the play of two holes, they must not resume play until the Committee has ordered a resumption of play. If they are in the process of playing a hole, they must discontinue play immediately and not resume play until the Committee has ordered a resumption of play. The tournament is open to MALE & FEMALE players who are Amateur Golfers in accordance with the Rules of Amateur Status issued by the R&A Rules Ltd with a maximum USGA Handicap Index of 11.2 for MEN, 16.5 for LADIES and 16.5 for SENIOR MEN which must be current at the time of for the Month of November 2016.Senior Men must be aged 55 years and above in 2016 and minimum 20 participants.The Tournament Committee reserves the right to reject any entry without giving any reason. Participants from non NHS Clubs or without USGA handicap may enter but would be eligible to win prizes in the Gross Category Event only.Prticipant from non NHS Clubs and overseas with maximum Handicap of 12 for Men, 18 for Ladies and 18 for Senior Men and below may enter but must present certification of their Handicap upon registration. Submission of entry is accepted based on “first come first served” policy.The Committee reserves the right to reject any entry without giving anyreason. HANDICAP TO BE USED IN THIS COMPETITIONCurrent and Lowest USGA Handicap Index [H/I]A player must use his USGA Handicap Index in effect on the date the Competition Starts. A player belonging to more than one club and having different USGA handicap indexes at each club must use his lowest Handicap Index unless a valid explanation is acceptable to the Committee before commencement of play. Committee’s Power to Adjust HandicapsA player’s handicap may be adjusted by the Committee prior to or during the competition as provided under Section 8-4 of the USGA Handicap System Manual.

FORMAT OF PLAYThe Championship shall be decided by Stroke Play over three (3) rounds of 18 holes each, subject to the Committee’s right in the event of circumstances which make the playing of 54 holes impracticable, to cancel any round or rounds at its discretion. There shall be cut-off after 36 holes of play. The top 50% and ties leading players shall advance to the final round. The Committee reserves the right to increase the field for Final Round at its absolute discretion.

Championship EventIt shall be decided by stroke play over 54 holes. The winner shall be the competitor who returns the lowest aggregate GROSS score at the end of the Championship.

DRUGSPlayers must not make use of any drug to enhance performance. Should a player show evidence of use of a drug for non-therapeutic purposes, the Committee may require the player to undergo a drug test. Any player infringing this Condition may be disqualified. Players who are on medication and in doubts as to their clinical status seek advice from NSGCC via the Tournament Office.

RETURNING OF SCORE CARDScore Cards must be submitted as soon as possible on completion of the round. A scorecard is deemed to be submitted the moment the competitor leaves the designated scoring area.

PACE OF PLAY (NOTE TO RULE 6-7)The attention of all competitors is drawn to Rule 6-7 regarding Undue Delay. In the interest of fair play the Tournament Committee has established Pace of Play Conditions and will not hesitate to impose the penalties provided by that Condition.

Time Allowed:Each hole has been given a maximum completion time based upon the length and difficulty of the hole. The time allotted for the completion of 18 holes is 4 hours 30 minutes or otherwise decided by the CommitteeDefinition of Out of Position:[i] The first group to start will be considered out of position if, at any time during the round, the group is behind their allotted time.[ii] Any following group will be considered out of position if 1. it is taking more than the allotted time to play, and, 2. it reaches a Par 3 hole and the hole is clear, it fails to clear the Tee of a Par 4 hole before the preceding is on the putting green, or, it arrives at Tee of a Par 5 hole when the preceding is on the putting green. Note: Both [1] and [2] must apply for a group to be out of position. Group NotificationGroups may be notified when they are out of position and given an opportunity to regain their position. If a ruling or some other legitimate delay occurs which causes a group in question to lose its position, that group is expected to regain their position in a reasonable time within two holes of play. If a group fails to regain its position, they will be notified and subject to being timed. If the decision is taken to time the group, each player in the group will be subject to individual timing by a Referee. Each player in the group will be advised that they are “out of position” and are being timed. Timing1. In the absence of mitigating circumstances, any group is liable to be timed if it is in excess of the time allowed. From commencement of timing, the maximum time allowed per shot is 40 seconds. 10 extra seconds, i.e., 50 seconds are allowed for the first player to play shot.2. The timing will start when a player has reached his ball, it is his turn to play and he is able to play without interference or distraction. On the putting green, timing will start when the player has had a reasonable amount of time to lift, clean and replace his ball, repair ball marks and move loose impediments on his line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as time taken for the next stroke.3. From the commencement of any timing, if any player exceeds 50 seconds on a “first to play shot” or 40 seconds if it is a “second, third or fourth to play shot”, he shall be deemed to have had a Bad Time.4. Timing ceases when a group is either back in position in relation to the preceding group or within the allocated time for the holes played.Pace Of Play Penalties1 bad time : Player will be warned by the Referee and told that if he further bad time he will be penalized.2 bad times : Penalty of one stroke3 bad times : Further penalty of two strokes4 bad times : DisqualificationProcedure When Again Out of Position During the Same RoundIf a group is “out of position” more than once during a round the above procedure will apply on each occasion. Bad times and the application of penalties in the same round will be carried forward until the round is completed. A player will not be penalized if he has a second bad time before being advised of his earlier bad time.

DECISION OF TIESIn the event of tie for the overall CHAMPION for the Championship, the players tying shall proceed to play a hole by hole sudden-death playoff on hole 18, repeated if necessary until the winner is determined. DISTANCE MEASURING DEVICESA player may obtain distance information by using devices that MEASURES DISTANCE only. If, during a stipulated round, a player uses a distance measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind speed, temperature, etc.) the player is in breach of Rule 14 – 3, for which the penalty is DISQUALIFICATION, regardless of whether any such additional function is actually used.

ETIQUETTEE, BEHAVIOR ON THE COURSEAll players should practice good etiquette as detailed out in Section 1 of the Rules of Golf. The overriding principle is that consideration should be shown to others on the course at all times.Serious Breach of EtiquetteThe following may be considered “serious breaches of etiquette” for this competition:-i. Usage of hand phone during a round to the annoyance and distractions of other players. ii. Verbal abuse of fellow competitor / official / staff.iii. Intentionally distracting or offending fellow competitor.iv. Abuse of clubs or causing damage to the course or club property.

Note: Any other ‘breaches of etiquette’ not listed above will be dealt with by the Committee on individual basis. Penalty: Disqualification

CADDIESEach buggy will be provided with a Club authorized caddy. No outside caddies are allowed.

Players are provided with a motorized buggy on a twin-sharing basis and players are allowed to ride on their motorized buggy.When one Buggy is shared by two players, the Buggy and everything in it including the caddy is deemed to be the equipment of the player whose ball is involved except that, when the Buggy is being moved by one of players/caddy, the Buggy and everything in it are deemed to be the equipment of that player.Buggy must be on Buggy Track at all timesPenalty: Two strokes for each hole at which any breach occurred;Maximum penalty: Four strokes.

INCLEMENT WEATHERThe Tournament Committee will endeavor to complete the event in its entirety. It reserves the right to suspend or abandon play or round under inclement weather related circumstances. The Tournament Committee then will decide on the tournament.

The decision of a Referee is final (Rule 34-2) unless the Rules Official agrees to refer the matter to the Tournament Committee for a second opinion.In the absence of a Referee, a player with any dispute or doubtful points on the Rules of Golf may invoke Rule 3-3 to play a second ball but MUST report the facts of the situation to the Tournament Committee before returning his scorecard.Any disputes or doubtful points must be lodged in writing to the Tournament Director within 10 minutes on completion of that round in which the disputed arose, shall be resolved by the Tournament Committee.
