National Police tendersThe Police recently published its Police Tender Calendar for 2017 and 2018. The Calendar contains the Police’s proposed tenders at a given point in time.

The Calendar and useful information for suppliers is available on: www.politie.nl/leveranciers. Jointly with the Politie Diensten Centrum (PDC, police services centre), the NIDV will, where relevant, highlight developments and tenders that are interesting for NIDV participants, through the NIDV tender information, newsletters and during meetings.

Announcement: European procurement for Sales Managers

On 13 February, the Nederlandse Vereniging voor Inkoopmanagement (NEVI, the Dutch Association for Purchasing Management) will, on request of the NIDV, give a masterclass entitled ‘Europees aanbesteden voor sales managers’ (European procurement for Sales Managers).

A large number of non-buyers at the Ministry of Defence have already followed much of the course. It helped them understand the dos and don’ts of tendering procedures.

The masterclass will explain the basis of European tendering and cover the tendering procedures, framework

contracts, operational procurement, exceptions to tenders and more. The training will be dynamic with much interaction between participants. This course is important for all sales managers at NIDV companies.

NIDV-participants will soon receive an invitation for the training. Cost per participant will be € 300,-.

Announcement: NIDV Business Ethics CourseThe NIDV will hold a business ethics course as part of the national integrity week from 1 to 9 December 2017.

Business compliance, integrity and ethics are becoming more important in business. The NIDV is aware of this and as such is offering a business ethics course to its members. The course is free of charge.

It will be given by Tom Nolan of the American company, Corvitex. Mr Nolan will cover several subjects that will bring NIDV members up to speed on the latest trends in business ethics. It will also contain practical tips. Apart from lectures, the day will also have an interactive part that will be given by Thales Hengelo. The event will be held on 4 and 7 december in The Hague. The programme for both dates will be identical. The programme for each location will be identical.

Announcement: International Participation Day 2018The IPD (International Participation Day) will be held next year on 19 April in Amsterdam.

The objective of the IPD is for NIDV participants and overseas OEMs to meet each other, share information about products and services and to see if there is potential to collaborate to provide new material for the Ministry of Defence. Compared to 2017, the coalition agreement for the government to allocate more money to the Ministry of Defence is likely to generate more interest among international industry.

In 2017, 25 international OEMs and 75 representatives from NIDV participants entered into discussion. They used the Pitch & Match tool to make as many appointments possible in one day.

Mini-Symposium during EuroportIn collaboration with the NIDV, Netherlands Maritime Technology held a mini-symposium on 10 November on “Will the Koninklijke Marine (the Royal Netherlands Navy) replacement programmes be one of the major innovation stimuli for the Netherlands as a ‘Launching Customer’?”.

The event was held during Europort in Rotterdam. Roland Kortenhorst acted as Chair. Ineke Dezentjé Hamming-Bluemink, Chair of FME, and Bas Buchner, Director of Marin, addressed the audience. A forum dicussion with Members of Parliament Erik Ziengs, Salima Belhaj and Mustafa Amhaouch and a closing network session ensured interaction among those present.

The participants of the event agreed that the Navy should have the best price over the life time of the ship. Government, research and knowledge institutes and businesses – the ‘Golden Triangle’ – will make sure that the

Navy gets the knowledge and experience it needs. If the government acts as ‘launching customer’ in the project, everyone in the Netherlands will benefit from the major knowledge and export stimuli. The conclusion was also

drawn that collaboration with Belgium in the area of M-frigate replacement and MCM (Mine Counter Measures) requires progress in tenders to be maintained. Compared to the Netherlands, the Belgian government has already taken significantly more steps in their procedures in terms of the two projects.

ABDO 2017&GDPR informationThe first information meetings about the new ABDO 2017 (Algemene Beveiligingseisen voor Defensieopdrachten - General Security Procedures for Defence Contracts 2017) and GDPR (Europese General Data Protection Regulation) were held in the beginning of November.

On 2 November (Ghentkazerne) and 3 November (AOCS Nieuw Milligen) about 40 representatives of NIDV participants attended presentations by the Bureau Industrieveiligheid (industrial security agency) on the background of the ABDO 2017, changes to the previous version of 2006 and the consequences on defence and industry. Further, Captain Rob van Nuland addressed the practical aspects of introducing the ABDO in a company and in particular the importance of the R.A.L. (Rubricerings Aanduidings Lijst, classification indication list).

Lieutenant Colonel Fekke Bakker explained this new European privacy law in terms of the link between GDPR and ABDO 2017 which all companies and organisations in the EU will have to meet by 25 May 2018. Meeting the requirements of the ABDO largely also means meeting the requirements of the GDPR and thoroughly protecting trade secrets.

Many questions were asked and discussed during these meetings, both during the presentations and during the lunch and reception.

We would like to thank the speakers, the Commander of the Ghentkazerne, Lieutenant Colonel Jan ten Hove and interim Commander AOCS, Lkol Bram Remmelzwaal, for their words of welcome and the fine support provided by their staff in the organisation of these meetings.

Given the large interest in ABDO 2017 & GDPR, we will hold one or more information meetings in the next few months.

First Dutch-American industry mission with 25 companiesOn 7 and 8 November last, the Dutch Embassy in Washington DC hosted the Dutch-American industry mission.

It was the first time that this event was organised by the Dutch Embassy in close cooperation with the NIDV and the Ministry of Economic Affairs. Several important speakers attended the event, including Matthew Warren, Director International Armaments Cooperation of the Office of the Undersecretary of Defence (acquisition, Technology and Logistics) and Bill Greenwalt, former advisor to John McCain.

Much information was shared during the meeting and the companies had the opportunity to further explore the market together. In total, nine Dutch companies were present. They were joined by 14 American companies in the afternoon. It was a successful event. In all likelihood, the event will be followed up next year.

Visit NMC/DUKC to NAVANTIA in SpainOn 1 and 2 November, the NIDV Foundation and its participants visited Cartagena, Spain, with a number of NIDV companies as the guests of NAVANTIA.

NAVANTIA, an experienced developer and builder of submarines, is exploring its role in the possible replacement of the Walrus class submarines. Discussions centred around Industrial Participation (IP) and collaboration with Dutch industry. In turn, NIDV participants explained their current status.

Defat event stimulates international contactsOn 30 and 31 October, NIDV participants had the opportunity to enter into talks with Defence attachés, the representatives of the Dutch Ministry of Defence abroad.

Many Defence attachés and companies took the opportunity to meet, catch up, introduce themselves and share information about developments and trends in different countries during 30 one-to-one discussions. The discussions were coordinated by the NIDV.

NIDV collaboration with German sister organisationRon Nulkes (director) and Stefan Schaafsma (business development manager) visited the NIDV’s sister organisation in Germany, the BDSV (Bundesverband der Deutschen Sicherheits- und Verteidigungsindustrie e.V.).

The visit is in line with the visit of about 15 NIDV companies last year to BaainBw in Koblenz, where the “German DMO” outlined opportunities for business.

Discussions with the BDSV covered the services that both organisations extend and implement for their participating DSI, and how we can support and strengthen each other and possibly collaborate.Collaboration offers excellent opportunities for our companies on the ground-based platform (NGP), that welcomes this initiative.
