! Successful festivals delivered in Parnngurr, Warralong and Jigalong. Congratulations to Punmu, who were 2013 Western Desert League Premiers in both the football and softball.

! Employment of Annabel Landy and Shaun Peterson as the first Ngurra Kujungka Recreation Officers in Nullagine.! Continuous delivery of community visits throughout all the communities, including special guest visits from

Fergus Kavanagh (Australian Olympic player), and elite runners from Athletics WA in Richard Akera and Susan Makur Chuot.

! Some 45 players across all communities travelled to Perth to participate in the Western Desert Shield curtain-raiser played before the AFL game West Coast Eagles and North Melbourne.

I am pleased to report on what has been another highly positive year for Ngurra Kujungka.

In the past 12 months, the following events highlight the ongoing developments for Ngurra Kujungka:

Importantly, the huge development reflects the Council’s abilityto take increasing ownership of the program. I believe members are seeing the great benefits Ngurra Kujungka ishaving on our communities, and that reality is providing us withthe encouragement to make decisions and implement initiatives, which will assist the organisation in taking the nextnecessary steps.

Program Report

Thanks to Newcrest, Ngurra Kujungka is now its own entity, being incorporated with its own Constitution and ready to respond to the opportunity to develop its long-term sustainability and viability.

The Ngurra Kujungka Council comprises Martu representatives from each of the seven Western Desert Communities, withits own appointed Chairman, Vice Chairman and Liaison Officer.

The Council has developed to a level where the Martu themselves are now taking ownership of the sport and recreationprogram by implementing their own rules and regulations and making pivotal decisions for the benefit of the program andthe communities.

To assist its sustainability and viability, the Council has begun implementing its 2014 - 2017 Strategic Plan. Being the firstformal strategic plan, the construction of the document involved a significant and extensive amount of consultation withkey stakeholders to ensure a thorough overview and background was provided about the organisation, together with presenting a clear and concise future direction for the Council and its key stakeholders for the next four years.

It is with great pleasure that I present the Annual Report for Ngurra Kujungka Inc. for the period 1 July 2013 to 30 June 2014.

In presenting this report I firstly pay tribute to and acknowledge Newcrest Mining Limitedas the founders of the Desert Sport Development Program.

Newcrest have been extremely pivotal in the development of the program and through building positive and strong working relationships with the Martu People, there have been some significant milestones achieved. These include the establishment of the Western Desert SportsCouncil, which is now known as Ngurra Kujungka.

Additionally, the Strategic Plan is expected to play a vital role in attracting future sponsors and partners to the organisation. Similarly to the development of the Council itself, the Strategic Plan was another significant milestone in the evolution of Ngurra Kujungka and, once again, I acknowledge Newcrest Mining Limited for being the driving force behind it.

Whilst mentioning Newcrest Mining, I want to sincerely thank and acknowledge Leon Van Erp, Ben Bryant, Tristen Walker, Daniel Tincknell, Michael Plumb and Steve Anthony who, at various stages in representing Newcrest, have been hugely responsible in enabling Ngurra Kujungka to attain the level it is today.

Now with a hand-over, Newcrest Mining Limited continues to financially invest significantly into the program and I ampleased to announce that a formal partnership has been agreed to between Ngurra Kujungka and Newcrest that will seethe Company continue as the major sponsor for the next twelve months.

Newcrest Mining’s sponsorship will enable Ngurra Kujungka to continue to deliver its core business comprising the Western Desert League Festivals, community visits, training and education programs, and Council meetings. Additionally, Newcrest will continue to provide office and administration facilities for Ngurra Kujungka’s three full-time employees.

During the past 12 months, the Ngurra Kujungka Councilhas continued to develop through the leadership of BruceBooth (Chairman), Daniel Toby (Vice Chairman) and MiltonChapman (Liaison Officer). These three men, along withcommunity representatives, have continuously encouragedand guided their fellow Martu in taking ownership and responsibility of the program.

During the year, the first community-based Sport and Recreation Officers were employed. Annabel Landy and Shaun Peterson started in November delivering sport and recreation activities in Nullagine for 10 to 15 hours a week before, duringand after school. They have performed with distinction, engaging with the local community in providing improved opportunities for members to participate in active recreation.

With three full-time employees, Ngurra Kujungka is in a better position to deliver on outcomes and meet the organisation’sstrategic objectives. As we look forward to the next year, Ngurra Kujungka expects to build on what has already beenachieved thus far.

This includes:! Council members participating in six modules of Governance Training delivered through the Australian Institute of

Company Directors to continuously improve the operation of the Council.! Identifying and approaching potential sponsorship and partnership opportunities for additional sources of

funding.! Employment of Martu people as Sport and Recreation Officers in all seven Western Desert communities.! Continue to build capacity by providing training and education opportunities for the Martu.

In addition to Newcrest Mining, I acknowledge and sincerely thank the following organisations and agencies that providefunding and support to Ngurra Kujungka:

The Department of Sport and Recreation (DSR), who provide financial assistance to continue the employment of two Indigenous Sports Development Officers to deliver programs and help provide capacity building throughout the WesternDesert communities. DSR also provides funding towards the delivery and structure of community visits, which the ISDOsfacilitate;

The Martu Trust, who provided funding assistance to employ a Female Indigenous Sports Development Officer;

Healthway, through their Smarter than Smoking messaging, provides sponsorship towards the Western Desert LeagueFestivals;

Department of Prime and Ministers and Cabinet has provided three years of funding through the Indigenous Sport ActiveRecreation Program to employ Recreation Officers in each of the Western Desert Communities, and;

Lotterywest, who are funding Governance Training for the Council, which will be delivered over six Council meetings upto November 2015.

Ngurra Kujungka has developed strong working

partnerships with the following organisations who

add great value to our programs: Desert Feet Tour,who attend all Western Desert League Festivals,

playing music each night following the day’s

activities. They also engage with local artists to

develop, record and promote their music. V Swansattend all three Western Desert League Festivals

during the season to assist with the delivery of the

football component of each Festival. They also help

deliver coaching and umpiring education. SoftballWA also attend all three Western Desert League

Festivals to assist with the delivery of the Softball

competition.

Ngurra Kujungka’s Western Desert League Festivals offer an important opportunity for health organisations to engage withthe Western Desert communities to promote key health messages. Over the past year, these organisations were the Puntukurnu Aboriginal Medical Services, Prevailing Winds Productions and Mission Australia. They promotedhealthy lifestyle messages such as being ‘Smoke Free’ and ‘Healthy Eating’.

Finally, I want to sincerely acknowledge all the Western Desert communities’ officers, Councils, schools, medical centres,general stores and their personnel for their outstanding engagement and receptiveness to Ngurra Kujungka. They continueto be extremely welcoming and supportive of the Council and the program we deliver and without them, Ngurra Kujungkaquite simply would not have been able to record the achievements it has so far.

The 2013-2014 Western Desert League Premiership Season comprised three four-day rounds of football and softball competition, including children’s activities. Each round provided teams with the opportunity to accumulate premiershippoints, with the finals being held as the highlight of Round Three.

! The First Round of the 2013-2014 Season was held in July 2013 and Parnngurr was the host community. Participation outcomes were:

Children’s Sports: 45 participants, averaging 90 minutes per day over 4 days. Football: 170 participants, averaging 5 x 60-min games over 4 days. Softball: 60 participants, averaging 1 x 45-min game over 4 days.

! The Second Round of the Season was held in October 2013 and Warralong was the host community. Participation outcomes were:

Children’s Sports: 25 participants, averaging 120-min per day over 4 days. Football: 130 participants, averaging 6 x 60-min games over 4 days. Softball: 40 participants, averaging 5 x 45-min games over 4 days.

The 2012-2013 Western Desert League season saw Punmu win both the Football and Softball Leagues.

Western Desert Shield

The Newcrest Mining Western Desert Shield match has become an event that draws much attention. It is a significant

component of a broader Sport and Recreation Program developed by Ngurra Kujungka (formerly the Western Desert Sports

Council) that aims to increase participation in physical activity across all levels and age demographics.

An excited group of young men from Western Desert communities including Warralong, Punmu, Nullagine, Jigalong and

Parnngurr were given the opportunity to represent their communities in the Newcrest Mining Western Desert Shield.

The young Martu men, aged between 15 and 21 years, had a busy few days of training, team-building and entertainment

before they played in a curtain-raiser match at Patterson’s Stadium immediately prior to the AFL fixture between the West

Coast Eagles and the North Melbourne Kangaroos.

Objectives

Ngurra Kujungka Inc was incorporated on 25 February 2012. The objectives of Ngurra Kujungka Inc are:

• The development, promotion and participation of sport, physical activity and cultural programs leading to improved health and lifestyles of the Martu people.

• The control and management of Australian Rules Football (AFL) played by the Western Desert Football

League.

• The control and management of softball played by the Western Desert Softball League.

• To arrange all matches played by any representative team of the council.

Funding raised for achieving the objectives

The association would like to thank Newcrest Mining Limited for their generosity and for their continuing financial support. Newcrest Mining Limited has paid for the majority of costs associated with operating the association andhave covered the remaining costs not covered by other grants and donations in relation to the three festivals undertaken.

The association has also been provided with financial support from the following organisations:Department of Sport and Recreation (DSR)Department of Regional Australia, Local Government, Arts and SportHealthwayDepartment of Prime Minister and CabinetMartu TrustLotterywest

Newcrest Mining Limited and DSR provide a significant amount of additional funds that are not captured in this report. These funds are administered by Newcrest Mining Limited and cover wages of Ngurra Kujungka Executive Officers. Additionally, substantial funding is provided by Newcrest and DSR to Ngurra Kujungka for flights, accommodation, regional meetings, external Accounting services, regional clinics and vehicle costs.

DSR has also provided funding for the basketball community development program which has occurred in six communities throughout the Pilbara in order to increase participation in physical activity.

Healthway has provided funds to help with the running of the three festivals undertaken during the financial year and to support the message of “Smarter Than Smoking”.

Martu Trust has provided funds to employ a Female Indigenous Sport Development Officer.

The association has received a grant from Lotterywest for governance training for the Council which will be reimbursed once completed.

The Department of Prime Minister and Cabinet has provided funding for the Indigenous Sport and Active Recreation Program which the association is to deliver ongoing sport and recreation activities, coaching clinics and skills development for East Pilbara regions across eight remote communities. They have also been provided with funding toconduct three carnivals, to facilitate community based officer involvement and community participation in AFL andsoftball events. The grant is also to employ two community based Activity Officers in each of the communities.

Principal activities

During the financial year the principal continuing activities of the incorporated association was to run three sporting carnivals in three communities in the East Pilbara Region and making community visits to promote physical activities to improve the health and lifestyle of Martu people

Note 1. Significant accounting policies

The principal accounting policies adopted in the preparation of the financial statements are set out below. These policies have been consistently applied to all the years presented, unless otherwise stated.

New, revised or amending Accounting Standards and Interpretations adopted

The incorporated association has adopted all of the new, revised or amending Accounting Standards and Interpretations issued by the Australian Accounting Standards Board ('AASB') that are mandatory for the current reporting period.

Any new, revised or amending Accounting Standards or Interpretations that are not yet mandatory have not been early adopted.

Basis of preparation

In the officers' opinion, the incorporated association is not a reporting entity because there are no users dependent on general purpose financial statements.

These are special purpose financial statements that have been prepared for the purposes of complying with the Western Australian legislation the Associations Incorporation Act 1987, the Charitable Fundraising Act 1991 and associated regulations. The officers have determined that the accounting policies adopted are appropriate to meet the needs of the members of Ngurra Kujungka Inc.

These financial statements have been prepared in accordance with the recognition and measurement requirements specified by the Australian Accounting Standards and Interpretations issued by the Australian Accounting Standards Board ('AASB') and the disclosure requirements of AASB 101 'Presentation of Financial Statements', AASB 107 'Statement of Cash Flows', AASB 108 'Accounting Policies, Changes in Accounting Estimates and Errors', AASB 1031 'Materiality', AASB 1048 'Interpretation and Application of Standards' and AASB 1054 'Australian Additional Disclosures', as appropriate for not-for-profit oriented entities.

Historical cost convention

The financial statements have been prepared under the historical cost convention.

Critical accounting estimates

The preparation of the financial statements requires the use of certain critical accounting estimates. It also requires management to exercise its judgement in the process of applying the incorporated association's accounting policies. The areas involving a higher degree of judgement or complexity, or areas where assumptions and estimates are significant to the financial statements, are disclosed in note 2.

Revenue recognition

Revenue is recognised when it is probable that the economic benefit will flow to the incorporated association and the revenue can be reliably measured. Revenue is measured at the fair value of the consideration received or receivable.

Sales revenue Events, fundraising and raffles are recognised when received or receivable.

Donations Donations are recognised at the time the pledge is made.

Grants Grants are recognised at their fair value where there is a reasonable assurance that the grant will be received and all attached conditions will be complied with.

Interest Interest revenue is recognised as interest accrues using the effective interest method. This is a method of calculating the amortised cost of a financial asset and allocating the interest income over the relevant period using the effective interest rate, which is the rate that exactly discounts estimated future cash receipts through the expected life of the financial asset to the net carrying amount of the financial asset.

Other revenue Other revenue is recognised when it is received or when the right to receive payment is established.

Income tax

As the incorporated association is a charitable institution in terms of subsection 50-5 of the Income Tax Assessment Act 1997, as amended, it is exempt from paying income tax.

Cash and cash equivalents

Cash and cash equivalents includes cash on hand, deposits held at call with financial institutions, other short-term, highly liquid investments with original maturities of three months or less that are readily convertible to known amounts of cash and which are subject to an insignificant risk of changes in value.

Trade and other receivables

Other receivables are recognised at amortised cost, less any provision for impairment.

Property, plant and equipment

Plant and equipment is stated at historical cost less accumulated depreciation and impairment. Historical cost includes expenditure that is directly attributable to the acquisition of the items.

Depreciation is calculated on a straight-line basis to write off the net cost of each item of property, plant and equipment (excluding land) over their expected useful lives as follows:

The residual values, useful lives and depreciation methods are reviewed, and adjusted if appropriate, at each reporting date.

An item of property, plant and equipment is derecognised upon disposal or when there is no future economic benefit to the incorporated association. Gains and losses between the carrying amount and the disposal proceeds are taken to profit or loss.

Impairment of non-financial assets

Non-financial assets are reviewed for impairment whenever events or changes in circumstances indicate that the carrying amount may not be recoverable. An impairment loss is recognised for the amount by which the asset's carrying amount exceeds its recoverable amount.

Recoverable amount is the higher of an asset’s fair value less costs to sell and value-in-use. The value-in-use is the present value of the estimated future cash flows relating to the asset using a pre-tax discount rate specific to the asset or cash-generating unit to which the asset belongs. Assets that do not have independent cash flows are grouped together to form a cash-generating unit.

Trade and other payables

These amounts represent liabilities for goods and services provided to the incorporated association prior to the end of the financial year and which are unpaid. Due to their short-term nature they are measured at amortised cost and are not discounted. The amounts are unsecured and are usually paid within 30 days of recognition.

Goods and Services Tax ('GST') and other similar taxes

Revenues, expenses and assets are recognised net of the amount of associated GST, unless the GST incurred is not recoverable from the tax authority. In this case it is recognised as part of the cost of the acquisition of the asset or as part of the expense.

Receivables and payables are stated inclusive of the amount of GST receivable or payable. The net amount of GST recoverable from, or payable to, the tax authority is included in other receivables or other payables in the statement of financial position.

Cash flows are presented on a gross basis. The GST components of cash flows arising from investing or financing activities which are recoverable from, or payable to the tax authority, are presented as operating cash flows.

Commitments and contingencies are disclosed net of the amount of GST recoverable from, or payable to, the tax authority.

New Accounting Standards and Interpretations not yet mandatory or early adopted

Australian Accounting Standards and Interpretations that have recently been issued or amended but are not yet mandatory, have not been early adopted by the incorporated association for the annual reporting period ended 30 June 2014. The incorporated association has not yet assessed the impact of these new or amended Accounting Standards and Interpretations.

Note 2. Critical accounting judgements, estimates and assumptions

The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the reported amounts in the financial statements. Management continually evaluates its judgements and estimates in relation to assets, liabilities, contingent liabilities, revenue and expenses. Management bases its judgements, estimates and assumptions on historical experience and on other various factors, including expectations of future events, management believes to be reasonable under the circumstances. The resulting accounting judgements and estimates will seldom equal the related actual results. The judgements, estimates and assumptions that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities (refer to the respective notes) within the next financial year are discussed below.

Estimation of useful lives of assets

The incorporated association determines the estimated useful lives and related depreciation and amortisation charges for its property, plant and equipment and finite life intangible assets. The useful lives could change significantly as a result of technical innovations or some other event. The depreciation and amortisation charge will increase where the useful lives are less than previously estimated lives, or technically obsolete or non-strategic assets that have been abandoned or sold will be written off or written down.

Impairment of non-financial assets other than goodwill and other indefinite life intangible assets

The incorporated association assesses impairment of non-financial assets other than goodwill and other indefinite life intangible assets at each reporting date by evaluating conditions specific to the incorporated association and to the particular asset that may lead to impairment. If an impairment trigger exists, the recoverable amount of the asset is determined. This involves fair value less costs to sell or value-in-use calculations, which incorporate a number of key estimates and assumptions.

We have audited the accompanying financial report, being a special purpose financial report of Ngurra Kujungka Inc (“the Association”) , which comprises the O!cers’ Report, the Statement of Financial Position as at 30 June 2014, the Statement of Profit or Loss and Other Comprehensive Income for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the O!cers’ Declaration on the annual statements giving a true and fair view of the financial position and performance of the Association. Committee’s Responsibility for the Financial Report The committee of Ngurra Kujungka Inc is responsible for the preparation and fair presentation of the financial report, and has determined that the basis of preparation described in Note 1 is appropriate to meet the requirements of the Associations Incorporation Act 1987 (WA) and is appropriate to meet the needs of the members. The committee’s responsibility also includes such internal control as the committee

determines is necessary to enable the preparation and fair presentation of a financial report that is free from material misstatement, whether due to fraud or error. Independent Auditor’s Report To the Members of Ngurra Kujungka Inc (Continued) Basis for Quali!ed Auditor’s Opinion Revenues and expenditures recorded are based on funding received. As noted in the O!cers’ Report there are some expenses paid directly by Newcrest Mining Limited and as such are not reflected in the annual report. Our audit relating to these items was therefore limited to the amounts recorded in the financial records. Qualified Auditor’s Opinion In our opinion, except for the matter described in the above qualification paragraph, the financial report presents fairly, in all material respects the financial position of Ngurra Kujungka Inc as at 30 June 2014 and its financial performance for the year then ended in accordance with the accounting policies described in Note 1 of the financial report and the requirements of the Associations Incorporation Act 1987 (WA). Basis of Accounting and Restriction on Distribution Without modifying our opinion, we draw attention to Note 1 to the financial statements, which describes the basis of accounting. The financial report has been prepared to assist Ngurra Kujungka Inc to meet the requirements of its constitution and the Associations Incorporation Act 1987 (WA). As a result, the financial report may not be suitable for another purpose.
