NEWS POINT No. 6 ECAC Monthly News Annual ECAC Auditors Meeting The eighth annual Auditors meeting was held on 1 and 2 June with 25 auditors attending from the complement of 54 ECAC-certified auditors. The meeting focused on the new edition of Doc 30, Part II (Security), addressing issues of compliance, and challenges in terms of the implementation of Doc 30 Recommendations. The auditors were also invited to consider several papers, related to the continuous improvement in the Audit and Assistance Programme, including continuous professional development for auditors, report writing tools and streamlined processes. The purpose of these initiatives is to enhance the efficiency of the Programme and to ensure that professional standards continue to be maintained. Regional Civil Aviation Security Conference – Middle East On 1-2 June, the General Civil Aviation Authority (GCAA) organised a Conference on Aviation Security in Abu Dhabi (United Arab Emirates). The Conference was attended by more than 150 participants, and addressed by Janet napolitano, Secretary of the US Department of Homeland Security, and H.E. Saif MohaMMed al Suwaidi, Director General of the GCAA and Chairman of ACAC Executive Council. patricia reverdy , ECAC Deputy Executive Secretary, delivered a key note address to the Conference focusing on anticipation, innovation and partnership — the three pillars of aviation security necessary to meet existing and emerging threats to aviation. Common Evaluation Process of Security Equipment A series of meetings has taken place that has enabled progress to be made as regards the ECAC Common Evaluation Process (CEP) of security equipment. On 16 June, the CEP-EDS-Management Group met to monitor progress in the implementation of the 2010 Test Programme of Explosive Detection Systems (EDS), and in particular to arrange for the consideration of reports of tests carried out in the first semester of 2010. Directors General having decided on 19 May to extend the CEP to Liquid Explosive Detection Systems or LEDS, an information meeting for LEDS Manufacturers was organised in Paris on 25 May, to describe the planned Test Programme for 2010 and to invite the submission of equipment for testing. On 16 June, the dedicated CEP- LEDS-Management Group considered the submissions and allocated equipment for tests at participating test centres. This series of LEDS tests is planned to take place in August-September. A brainstorming discussion was held on matters relating to insider threats and the GMTF also identified the structure of a report to Directors General on the introduction of unpredictability in security measures at European airports. Facilitation Sub-Group on Immigration Matters On 29 June, in Paris CDG Airport, the Facilitation Sub-Group on Immigration Matters held its twenty- ninth meeting, the first to be chaired by pauluS BouMa (Netherlands). The invitation of the French authorities provided the opportunity for an on-site presentation of the automated border control (ABC) system PARAFES, in operation at Paris CDG since October 2009. Discussions acknowledged the progress of ABC systems throughout Europe. The meeting agreed to amend the ECAC guidelines on Passenger Name Record (PNR) following ICAO Guidelines, and to revise the Doc 30 Annex on the removal of deportees following IATA-CAWG guidelines. Training Task Force The fifteenth meeting of the Training Task Force took place in Brussels from 9 to 10 June at the kind invitation of the Belgium Direction Générale du Transport Aérien (DGTA). The Task Force discussed the process of revision of the model ECAC National Civil Aviation Security Training Programme, and agreed on a list of actions to be completed, with the aim of having the process finalised by the end of July. This model should then become part of the ECAC Aviation Security Handbook. Participants also had the opportunity to exchange views on some key human factors, such as the situation regarding the use of TIP in Europe or the implementation of x-ray image standardised interpretation tests. The next meeting will be held in Brussels on 18 and 19 October. industry practice and emerging new approaches in the management of FOD, in order to inform future decisions in this area by national authorities and industry. Both the group’s report and the draft Assembly paper will be submitted shortly to ECAC Directors General for their consideration.

Sustainable Alternative Fuels On 29 June there took place in Madrid a workshop on sustainable alternative fuels for aviation, hosted by the Spanish EU Presidency to facilitate European coordination and information exchange on the development and deployment of such fuels, with a view to reinforcing the dialogue in this area. There was participation by experts from ECAC’s national aviation authorities, the European Commission and the ECAC Secretariat, and by NGO and industry representatives. Several national initiatives and projects were presented, and the value of further such exchanges of information was clearly identified. The initiative of the Spanish Presidency in organising the workshop was very much welcomed, and consideration is now being given to how it might be built upon, in ways which would support relevant policy-making in ECAC States and at the EU level, and help identify synergies between European industry and State initiatives.

Multilateral Workshop on the 13th edition of Doc 30, Part II (Security)

A multilateral workshop looking at the new edition of Doc 30 was held on 29 and 30 June and welcomed 38 participants whose contribution, interest and engagement ensured that all participants benefitted from shared experience. rainer Koelle, from EUROCONTROL, gave an interesting presentation on ATM Security and helped participants understand the background to the new Doc 30 Recommendations on this topic.

UN bodies, and heard presentations by industry and NGO representatives. Mr yap (Singapore) reported on the outputs of his working group on goals, and Mrs GravitiS-BecK (Canada) on those of her own working group, on market-based measures. A paper on voluntary carbon offsetting was also introduced, by Mr taKiGuchi (Japan). At the close of the meeting, following extensive discussions, the ICAO President undertook to propose new texts on goals and on market-based measures for consideration by the ICAO Council as possible elements of an Assembly Resolution later this year.

Search and RescueOn 21-22 June, ECAC Deputy Executive Secretary peter KirK spoke at the International Civil Aviation Search and Rescue Forum, organised by ICAO and hosted by the UEA in Abu Dhabi. His remarks addressed the read-across between on the one hand the principles which underpin and the tools which support the ECAC ‘Code of Conduct on Cooperation in the Field of Accidents and Incidents’, and on the other the efforts presently being made to establish sub-regional search and rescue arrangements in the Gulf. The Forum was addressed by the ICAO President, and attended by 26 members of the ICAO Council, of whom daniel ruhier, Council Member for Switzerland, also addressed the Forum, on search and rescue in his home country.

ECAC Aviation Training ConferenceUp to 200 participants took part in the ECAC Training Conference in Istanbul, held on 24/25 June and initiated and hosted by the Turkish Director General of Civil Aviation and ECAC Focal Point for Training, Dr ali ariduru. The Conference acknowledged ECAC’s important role in ensuring that training is given adequate priority in the continued drive for a safe, secure and green air transport in Europe. It agreed that a greater emphasis on competency-based training could best achieve this objective. Under the guidance of its Focal Point for Training and in a tight time-frame, ECAC will now develop an ECAC training policy including the definition of standards and quality control measures for the endorsement of training activities by ECAC. This training policy will also take account of the results of a survey of training needs and available training in Member States. The establishment of a network of training institutions to maximise efficiency and consolidation of resources will also be considered.

Foreign Object DebrisThe ECAC Working Group on Foreign Object Debris (FOD) held its final meeting in Paris on 25 June, completing the report of its studies save for some details to be finalised by email, and agreeing the content of a possible working paper for this year’s ICAO Assembly.
