Conferenza stampa di presentazione del
progetto WEEENMODELS
Venerdì 9 ottobre 2015 alle ore 12 presso la Sala
Giunta Nuova a Palazzo Tursi, sede del Comune di
Genova, è stato presentato alla stampa
WEEENMODELS.
Erano presenti alla conferenza stampa l'Assessore
all'ambiente Italo Porcile e il Presidente di Amiu
Marco Castagna che hanno illustrato i benefici
derivanti dal progetto; hanno poi preso la parola
Ilaria Marzoli di Amiu, Bartolomeo Valcalda di
TBridge e Marisa Bacigalupo dell'Agenzia di
Sviluppo GAL Genovese che hanno illustrato le
attività delle loro organizzazioni all'interno del
partenariato.
La conferenza stampa è stata anche occasione
per annunciare l’avvio della sperimentazione
pilota nel Municipio V Valpolcevera (vedasi
pagina successiva)

WEEENMODELS al Congresso Tasima 2015 a
Magdeburgo (Regione Saxony-Anhalt, Germania)
Il 16 ed il 17 settembre 2015 circa 180 esperti nel
campo della gestione dei rifiuti locali si sono
incontrati al 20° Congresso a Magdeburgo, che
rappresenta l'evento annuale sui rifiuti. I
rappresentanti del Comune di Halle e di Isw,
congiuntamente, hanno presentato il progetto
WEEENMODELS e la ricerca sulle best-practices.
Ingegneri, geologi, avvocati, politici nel settore
rifiuti, ricercatori economici, esperti in energia come
pure dell'industria hanno discusso sui molteplici
aspetti dell'economia circolare. E' stata fornita una
visione di strategia significativa sul futuro della
gestione dei rifiuti in Europa e in Germania.
Il Congresso Tasima, importante piattaforma
nazionale per scambi e "know-how", è ospitato da
Otto von Guericke dell'Università di Magdeburgo,
dal Ministero dell'Agricoltura e dell'Ambiente della
Regione Saxony-Anhalt e da MHKW Rothensee
("Energia rivolta verso l'ambiente").

E' partito il progetto pilota WEEENMODELS A partire dal 21 settembre in Valpolcevera ha preso l’avvio
l'iniziativa pilota del progetto WEEENMODELS che durerà fino
al mese di dicembre, per poi diffondersi -dal 2016- in tutta la
città. La sperimentazione prevede due tipologie di servizi,
indirizzati rispettivamente ai cittadini ed agli esercizi
commerciali:
1) AMIU ha avviato un nuovo servizio sperimentale di raccolta,
denominato EcoRAEE; il servizio, attivo dal lunedì al sabato, è
effettuato con furgoni che sono presenti in sei diversi punti del
Municipio V Valpolcevera per il ritiro di piccoli elettrodomestici
fuori uso, conferiti dai cittadini.
Punti di raccolta mobili su EcoRAEE:
Lunedì via Bonghi - Bolzaneto (mercato rionale settimanale)
Martedì via Brin -Certosa (capolinea autobus/metro)
Mercoledì via Certosa -Rivarolo (mercato rionale settimanale)
Giovedì piazza Pallavicini -Rivarolo (davanti scuola)
Venerdì piazza Arimondi -Pontedecimo (mercato rionale
settimanale)
Sabato via Maritano -Bolzaneto (di fronte supermercato)
2) Per gli esercizi commerciali che trattano AEE
(Apparecchiature Elettriche ed Elettroniche) ad esempio,
venditori di elettrodomestici, ferramenta, negozi di giocattoli,
orologiai, farmacie etc. …, il progetto WEEENMODELS ha
realizzato un portale web per facilitare il rispetto degli obblighi
di raccolta dei RAEE conferiti da parte dei clienti (cfr. box a
fianco). Nelle prossime settimane Amiu, con il supporto delle
Associazioni di Categoria, avvierà una campagna di adesione
rivolta agli operatori commerciali del Municipio V, che
potranno quindi usufruire delle agevolazioni messe a
disposizione grazie al progetto europeo.
E' on-line la nuova piattaforma per una gestione
ottimale dei RAEE
IL SISTEMA DI RACCOLTA PER LA CITTA’ DI GENOVA
Il progetto WEEENMODELS propone la creazione di un circuito
integrato di raccolta dei RAEE domestici, orientato in
particolare ai Piccoli RAEE (R3, R4 ed R5). I servizi locali di
raccolta potranno essere ottimizzati per mezzo di una
piattaforma informativa, elaborata da Amiu con il contributo di
TBridge, che sarà messa a disposizione via web a tutti i soggetti
presenti sul territorio coinvolti nella filiera di raccolta dei RAEE.
Attraverso l’adesione volontaria al sistema di raccolta, sarà
possibile, per i distributori, i centri di Assistenza Tecnica e gli
installatori, usufruire di:
• una significativa semplificazione degli oneri amministrativi
relativi agli adempimenti di legge per la gestione dei RAEE.
• una riduzione dei costi di raccolta e trasporto.
Analogamente, gli operatori professionali (trasportatori iscritti
all’Albo dei Gestori Ambientali, Centri di Raccolta autorizzati)
aderendo al sistema di raccolta avranno l’opportunità di
espandere le proprie attività con nuovi clienti e servizi.
LA PIATTAFORMA INFORMATIVA
La piattaforma informativa WEEENMODELS sarà messa
gratuitamente a disposizione dei soggetti che aderiranno
formalmente al progetto, attraverso la stipula di una
convenzione con il Comune di Genova.
La piattaforma consentirà di gestire in modo coordinato e
conforme alle disposizioni normative vigenti i servizi relativi a:
• Raccolta 1 contro 1 (obbligatoria per tutti i distributori)
• Raccolta 1 contro 0 (obbligatoria per gli esercizi commerciali
con area vendita dedicata alle AEE superiore ai 400mq).
Attraverso la piattaforma, sarà garantita in modo automatico
la tenuta dei registri obbligatori, la produzione dei documenti
di trasporto, l’identificazione dei diversi soggetti coinvolti nella
filiera, la tracciabilità dei rifiuti.

Si rinnova la collaborazione tra WEEENMODELS e UNIGE Il 17 settembre è stata presentata presso il Campus Universitario di Savona la tesi di laurea dal titolo “Verso un
modello circolare nella gestione dei RAEE: quadro generale, modalità operative e ipotesi a confronto in un
caso studio” realizzata da Valeria Fanghella e Filippo Gambardella, studenti del corso di laurea di Ingegneria
Industriale dell’Università di Genova. La tesi fa riferimento al progetto WEEENMODELS come un caso
emblematico nella gestione dei RAEE che ha apportato dei rinnovamenti con l’entrata in vigore della nuova
normativa. In particolare, il lavoro effettuato è stato rivolto alla definizione di un insieme di tipologie di
contenitori atti a preservare, nelle condizioni richieste, l’integrità di una specifica categoria di RAEE, con il fine
di destinarli alla preparazione per il riutilizzo.
TESI DI LAUREA IN INGEGNERIA GESTIONALE
Verso un modello circolare nella gestione dei RAEE: quadro generale,
modalità operative e ipotesi a confronto in un caso di studio
La nostra tesi si divide in una parte di inquadramento teorico per la definizione del problema e della possibile
soluzione, e in una componente empirica in cui si è approfondito il tema dei Rifiuti da Apparecchiature
Elettriche ed Elettroniche (RAEE).
La componente teorica ha come punto di partenza l’analisi dei problemi economici, sociali e ambientali causati
dal sistema attuale, definito anche Economia Lineare, con il fine di proporre un’alternativa sostenibile,
rappresentata, in questo caso, dell’Economia Circolare. Di quest’ultima viene fatta una panoramica delle
origini, degli elementi innovativi e dei benefici che potrebbe apportare. Inoltre viene fornito un quadro della
normativa recentemente aggiornata vigente in Europa ed in Italia in termini di RAEE, che risulta di estremo
interesse in quanto introduce elementi rivoluzionari che agevolano la transizione ad un’economia più
circolare. Quindi vengono illustrati il livello attuale italiano di raccolta dei RAEE per abitante e in rapporto alla
quantità di Apparecchiature Elettriche ed Elettroniche (AEE) immesse sul mercato nazionale.
La parte empirica del lavoro riguarda due realtà collegate al mondo dei RAEE che hanno dovuto apportare dei
rinnovamenti con l’entrata in vigore del D.Lgs 49/2014. La prima fa riferimento al contributo da noi fornito al
progetto europeo WEEENMODELS: il lavoro effettuato è stato rivolto alla definizione di un insieme di tipologie
di contenitori atti a preservare, nelle condizioni richieste, l’integrità di una specifica categoria di RAEE, con il
fine di destinarli alla preparazione per il riutilizzo. La seconda è inerente al caso di studio di Remedia, un
Sistema Collettivo per la gestione eco-sostenibile dei rifiuti tecnologici affermato sul territorio nazionale. In
questo caso il nostro contributo è stato quello di analizzare e di proporre migliorie, sia sul piano operativo che
economico, riguardanti il modello di raccolta dei RAEE concordato tra Remedia e una delle principali catene
rivenditrici di Apparecchiature Elettriche ed Elettroniche (AEE) operanti sul mercato nazionale.

LIFE MED
Presso il Waterstone di Intesa San Paolo all'interno di Expo Milano 2015 si è tenuto
l'incontro di networking tra progetti europei nazionali impegnati nella corretta gestione dei
RAEE, tra cui WEEENMODELS, allo scopo di accrescere le conoscenze reciproche e acquisire
competenze sulle modalità di comunicazione. I partecipanti hanno concordato azioni
comuni per la disseminazione dei risultati.

Press conference presentation of
WEEENMODELS project
On Friday, October 9th
2015, at 12:00 am it’s been
presented WEEENMODELS Project to the press in
Sala Giunta Nuova at Palazzo Tursi, seat of the
Municipality of Genoa.
Keynote speakers at the conference were Italo
Porcile, Municipal Councilor for Environment, and
Marco Castagna, President of Amiu, who
explained the benefits of the project. The event
was also attended by Ilaria Marzoli of Amiu,
Bartholomew Valcalda of TBridge and Marisa
Bacigalupo of Development Agency “GAL
Genovese” who illustrated the activities and the
role in the partnership of their respective

WEEENMODELS at Tasima Congress 2015 in
Magdeburg (Saxony-Anhalt, Germany)
On the 16th
and 17th
of September 2015, about 180
experts on local waste management met at the
20th
Tasima Congress in Magdeburg. Tasima
Congress is the leading annual event on the waste
issue. A Municipality of Halle’s representative and
the Institute Isw’s representative jointly introduced
the WEEENMODELS Project and the best practices
study.
Engineers, geologists, lawyers, politicians dealing
with environment issues, economics researchers,
experts on energy and representatives of industry
discussed about the manifold aspects of the circular
economy. They also provided an overview of
significant strategic approaches regarding future
waste management in Europe and Germany.
Tasima Congress, an important national platform for
experience exchange and know-how transfer, was
hosted by Otto von Guericke University Magdeburg,
Ministry for Agriculture and Environment of the
Federal State of Saxony-Anhalt and MHKW
Rothensee (waste-to-energy plant Rothensee).

WEEENMODELS’ pilot project has started
Since September 21st
the pilot initiative of WEEENMODELS
Project has been launched in the Sub-Muncipality of
Valpocevera. The initiative is going to last until next December
and then it will be extended (since 2016) all over the city. The
pilot involves two types of services, one addressed to citizens
and the other one to retailers:
1) AMIU has started a new experimental collection service,
called EcoRAEE; this service runs from Monday to Saturday, and
it is carried out by vans covering six different places in the area
within the Sub-Municipality V Valpolcevera, collecting small
WEEEs brought by citizens;
Collection points covered by EcoRAEE vans:
Monday, via Bonghi in Bolzaneto (weekly neighbourhood
market)
Tuesday, via Brin in Certosa (bus terminus)
Wednesday, via Certosa in Rivarolo (weekly neighbourhood
market)
Thursday, Pallavicini Square in Rivarolo (in front of the school)
Friday, Arimondi Square in Pontedecimo (weekly
neighbourhood market)
Saturday, via Maritano Bolzaneto (in front of the supermarket)
2) for the retailers who sell EEE (Electric and Electronic
Equipment) such as household and similar electrical appliances,
hardware, toys, clock dealers and chemists’ shops, the
WEEENMODELS project has set up a web portal to facilitate
regulatory compliance of WEEE collection brought by retailers
(see opposite news). In the next week, AMIU, with the support
of the local Trade Associations, will launch a promotional
campaign addressed to the retailers of the Sub-Municipality V
Valpolcevera, that may benefit from the advantages brought by
the European project.
A new platform for the WEEEs management is on
line
THE COLLECTION SYSTEM FOR GENOA
WEEENMODELS Project proposes the creation of a WEEEs
collection network, particularly oriented to small WEEEs (R3,
R4 and R5). The services of local collection will be optimized
thanks to an information platform which has been developed
by Amiu with the contribution of TBridge; the platform will be
available on line to all the entities and individuals involved in
the WEEEs collection chain.
By subscribing to the collection system, suppliers, technical
assistance centers and installers will benefit from:
• A significant simplification of the administrative
burdens related to the WEEEs management’s
legislation
• A cost reduction for collection and transportation
Similarly, the professionals (carriers registered to the Register
of Environmental Managers, certified Collection Centers) who
subscribe to the collection system will have the chance to
widen their activities increasing customers and services. INFORMATION PLATFORM
WEEENMODELS’ information platform will be available for free
to all the entities and individuals who will subscribe to the
project by signing an agreement with the Municipality of
Genoa.
The platform allows those people to manage the services
dealing with:
• 1 to 1 collection (compulsory for all the suppliers)
• 1 to 0 collection (compulsory for EEE stores with a
over 400sqm sales area).
Through the platform it will be automatically guaranteed the
management of required registers, the production of
transportation documents, the identification of the collection
chain and the waste traceability.

The collaboration between WEEENMODELS and UNIGE is renewed
On September 17th
, at the University Campus in Savona (Italy), it has been discussed the degree
dissertation entitled "Towards a Circular Model in WEEE Management: A General Framework,
Operating Modes and Different Scenarios in a Case Study" by Valeria Fanghella and Giuseppe
Gambardella, students from the Department of Industrial Engineering of University of Genoa. The
thesis refers to WEEENMODELS project as an emblematic examples in the WEEEs management, that
caused some innovations after the introduction of new WEEEs regulations. In particular, the work
done aimed at the definition of special containers to preserve the integrity of a specific WEEE
category which can be prepared for the re-use.
DEGREE THESIS IN MANAGEMENT ENGINEERING
Towards a Circular Model in WEEE Management: A General Framework,
Operating Modes and Different Scenarios in a Case Study
With this thesis we aimed to explore the opportunities offered by a transition towards a circular
model in WEEE (Waste Electrical and Electronic Equipment) management in Europe and, especially,
in Italy. To reach this goal, the thesis was split in two sections.
The first part consists in a theoretical study: we analyzed the economic, social and environmental
issues caused by the current industrial and economic system, referred to as Linear Economy, and we
studied a more sustainable alternative: the Circular Economy. In this scenario, we showed how
relevant WEEEs are in a Circular Economy, we offered an overview of the recently-updated
European and Italian legislative framework and eventually showed some relevant data about WEEE
collection and recycling in Italy.
The second section is empirical. In particular, we focused on two projects related to WEEE
management. With our participation into the European project WEEENMODELS we defined an array
of suitable containers to collect and transport WEEE, in precise collection circumstances. Those
WEEE will be prepared for reuse. The second project is a collaboration between Remedia, an Italian
"Collective System" for technologic waste management, and one of the main seller of EEE in Italy.
Together with Remedia, we suggested some improvements for the seller's WEEE management
system aimed not only to overcome some of the critical aspects of the model, but also to make it
more profitable.

, 2015 Networking meeting chaired by LIFE Med project
At the Intesa San Paolo Waterstone within Milan Expo 2015 a meeting has been held among
European projects committed, at local level, in the proper management of WEEE, such as
WEEENMODELS. The meeting aimed to increase the mutual knowledge and acquire skills and
models of communication. The participants have agreed to develop common actions for the
dissemination of results.
