Hi All,

I’d like to thank all Board Members for stepping up and helping out whether you are a new Board Member or some-

one that has been working for ABATE for a long time. THANK YOU !!

I will not be running for VP position but we have a guy that knows what he’s doing as he’s done it before !! Thanks

Please plan to attend the June 22nd Run for Autism. You don’t have to ride a two wheeler to join the run.

I’d also like to mention our legislative report given by John Banta. John puts a lot of work into our reports even

though this month is a little short. John keeps close watch on what’s happening for us bikers. We need to not wait

until next year to start thinking about going to Tallahassee on our Freedom Rights run but start planning now. This is

not only a big event for ABATE but is a fun weekend too. Let’s see how many Daytona Beach Chapter members are

able to attend our 2014 event.

President: Frank called the meeting to order at 7:35 PM followed by the Pledge of Allegiance and Moment of Silence

for our lost brothers and sisters. Frank discussed the upcoming run on June 22nd. There will be a flyer in the newsletter.

VP – Kathy welcomed all members and guests to our meeting. Rhonda & Emory Griffis were at our meeting. Kathy

says that everyone needs to take a flyer for our June 22nd run to hand out or put on whatever boards you can.

Secretary: Terry was absent so Kathy Holland filled in. Motion made to accept minutes as printed. Motion passed.

Treasurer: John discussed Chapter finances.

Membership: Steve said for April we have 2 new life members they are Larry and Cynthia Monical. We have two

new members J.J. Johnson and Robert McNamara.

Products: Contact Frank Roush he is also having tank tops made. We have all sizes of new shirts, some shirts with

pockets and some without pockets.

Legislative: John discussed legislation going on right now. See full report in newsletter.

State Delegate: John discussed the April State Meeting. See full report in upcoming Master Link.

Newsletter: Newsletter was emailed to everyone that has a valid email address given to Ken. Copies of newsletter at the

meeting tonight for anyone to pick up.

Safety: Mike Knezerich had no report.

Old Business: Nominations: Ken went through the list of names that were nominated last month and asked if there were

any further nominations for each board position. See full list of nominations in newsletter. Each person nominated for a

position accepted.

New Business: Steve brought up the fact that we need to ensure that our elected Sgt. At arms will remove anybody from

a meeting that is being disruptive. This was discussed and voted on even though we didn’t actually need to vote but eve-

ryone understands and agrees.

Good of the Order: Johnnie Trail discussed party on May 18th and has asked if we can have a Safety and Membership

booth at this party. The party is going to be held at the Outlaw's club house. Rhonda Griffis has volunteered to

(Wo)man this booth along with our Safety Director Mike Knezevich.

GOVERNOR TO GET RIGHT ON RED CAMERA RULE CHANGE It would be tougher for local governments to issue tickets to motorists caught on camera taking a right on red, under a wide-ranging transportation bill (HB 7125) sent to Gov. Rick Scott. Legislators late Thursday approved the measure, which pre-vents a notice of violation or traffic citation as long as the vehicle came to a stop, even after crossing the stop line, prior to completing an allowed right turn during a red light. The measure does not alter the ability of municipal and county govern-ments to use red light cameras for traffic traveling straight or making left turns. The law currently states that a violation or citation may be issued unless the motorist made a right-hand turn in a “careful and prudent" manner. The law does not de-fine "careful and prudent."

ABATE of Florida Inc. Legislative Agenda

Motorcycle Safety Money. Our lobbyist, Doc Riechenbach, had gotten funding for ABATE of Florida included in this year’s budget. However, the safety money was deleted from the budget by the Appropriations Conference Committee. This commit-tee was Co-Chaired by Sen. Joe Negron and Rep. Seth McKeel.

Traffic Offences SB1648, HB1335. Sen. Evers & Rep. Beshears were sponsors. These bills would of made criminal penalties for those who cause an accident to just about anybody that results in death or serious bodily injury, although motorcyclists and bicyclist are specifically name These bills will make it a 2nd degree misdemeanor for those who are found guilty of causing and accident with incapacitating injures, punishable by 30 days incarceration and a $500fine, license suspension for 30 days. For those causing a death it would be a 1st degree misdemeanor, punishable by 90 days incarceration and a $1000 fine and one year suspension of driver’s license. HB1335 and SB1628 were not heard in the first committees they were referred to. In fact, this year very few bills that were assigned to the House’s Transportation and Highway Safety Subcommittee and the Senate’s Transportation committee were actually given an opportunity to be heard.

HB4015. This bill would have removed the handle bar height restriction. This bill was originally brought to us by Rep. Work-man, who rides a motorcycle. Previously, ABATE supported changing the handlebar specification limit to the current shoul-der height with the intent to remove all restrictions once it was proven there are no safety issues. This bill was referred to Transportation and Highway Safety Subcommittee; Economic Affairs Committee. It should have been just added as a floor amendment to CS/HB7125, the massive DHSMV bill,

SB320, HB4001. These bills repealed the Florida Renewable Fuel Standard Act which requires that all gasoline offered for sale in this state include a percentage of ethanol. The recent publicity about E15 brings to light many negative details about ethanol. For older bikes (like my 1985 Harley Davidson) even the use of E10 requires fuel additives and additional carburetor mainte-nance. SB320 had passed all committees and has been placed on the calendar. HB4001 had been passed by the House. Repre-sentatives Santiago, Hutson, Hood voted yes, Taylor voted no. The Senate substituted their bill with HB4001 and passed it, Sen-ators Thrasher and Simmons voted yes. It is now with the Governor.

for certain purposes; defining the term “wireless communications device”; specifying information that is admissible as evidence of a violation; providing for enforcement as a secondary action; providing for points to be assessed against a driver license for the unlaw-ful use of a wireless communications device within a school safety zone or resulting in a crash, etc. Texting while driving would be a nonmoving violation, punishable by a $30 fine. The Senate passed CS/CS/CS/HB52, sent it over to the House, where they substitut-ed their bill CS/CS/HB13 with the Senate bill and passed it. It is now with the Governor.

Washington, DC H.R. 875, Jim Sensenbrenner (R-WI), This resolution would repeal the EPA’s waiver decision approving the use of E15 and the au-thority of the agency to grant further decisions until the EPA seeks an independent scientific analysis of the effects of the E15 blend.

S 344, Sen. Roger Wicker (R-Miss.) and Sen. David Vitter (R-La.). The bill would overturn the U.S. Environmental Protection Agen-cy waivers that allowed gasoline containing 15 percent ethanol (E15) to be used for many passenger cars and light trucks. Past news-letters and chapter meetings should have made everyone very knowledgeable about this E15.

A bill to prohibit motorcycle only checkpoints is to be introduced in May by Congressman Jim Sensenbrenner.

Pump up the jam, there's nothing anyone can do. In a surprising tie vote, the Senate on Friday killed a bill that would have re-enacted a state ban on loud music in cars, with some op-ponents worried about the long arm of the law - and some just wanting to rock. The state used to have a statewide noise law that said people couldn't turn their stereo up too loud or they'd get a ticket. But that law exempted political and commercial noise, with the idea being that those types of "speech" couldn't be regulated. But the differing rules for different types of loud "noise" actually ended up getting the old law tossed by the courts, which said it unfairly singled out certain types of loud noise for regulation. So the bill to re-enact the loud stereo law (SB 634) filed this year didn't differentiate, simply banning any loud sounds coming out of a car that could be heard plainly at 25 feet away or more. The bill wasn't expected to be terribly controversial. But it died in a rare 19-19 tie vote on the Senate floor. The debate had, perhaps predictably, a decidedly generational feel, with older members of the Legislature arguing that loud car music is annoying and likely even dangerous. Younger members argued, essentially, lighten up and relax."You may not hear ambulances coming in your car," said the bill's sponsor, Sen. Wilton Simpson, R-Trilby. He also said senior citizens don't like to hear other peo-ple's music when they sit on their porch. "I believe in the healing power of music and if I want to drive down the street and heal eve-rybody around me, I should be able to," argued Sen. Jeff Clemens, D-Lake Worth, who also happens to be in a rock band. Not all those who opposed the bill were below the Senate's median age. Sen. Nancy Detert, R-Venice, said she doesn't particularly like loud music coming from other cars. But, she said, it was really not that big of a deal. "We all look at them and go, 'What a jerk,'" said De-tert. "And then we drive on." And it's not like the people at the cars in the next lane at a red light are invading our space, as they would be if they were playing loud music at a concert in the neighborhood, she said."We're not living with these people, we're only spending about 5 seconds with them," said Detert, saying she didn't like the government trying to regulate so many "annoyances," when it was hard to get lawmakers to go along with bans on truly dangerous behavior like texting while driving. ‘Government over-reach clearly troubled the Libertarian wing of the Senate. In debate on the bill, Sen. John Legg, R-Lutz, paraphrased "the philosopher IceT," referring to the rapper. "We have freedom of speech, just watch how loud you say it," Legg said. After the vote, Simpson said he might propose next year to reinstate the law but make it a secondary offense, meaning police couldn't pull drivers over for it, but could only ticket them for a noise violation if they had been pulled over for something else.
